RESOLUTION — CURRENCY OF ACCOUNT
To retain the Swiss franc as the Federation’s currency of account, and until the next
Congress continue the practice of expressing membership dues in US Dollars and Euros as
well as the Swiss franc, applying the exchange rates against the Swiss franc effective on
the date of the invoice. This provision is to be reviewed by the next congress and renewed,
made permanent or allowed to lapse as appropriate, and to amend the Financial Rules
accordingly.
Justification:
In San Francisco, on a proposal from the Council the Congress decided to adopt the Swiss franc as its
currency of account, but to continue the practice of showing the equivalent value in US dollars and
euros in membership dues invoices. The Congress also resolved that the arrangement should be
reviewed at the next congress to decide whether it had worked, and whether to renew it, make it
permanent or allow it to lapse.
The proposal is to retain invoicing in dollars and euros alongside the Swiss franc for a further three
years for information purposes since all three are widely used on the international markets, and also
because the Federation’s credit union uses and will accept them all if tendered for payments (as well
as Canadian and Australian dollars, Danish Kroner and Sterling). The 2017 Congress can review this
arrangement and renew, perpetuate or allow it to lapse as appropriate.
There are no references to currencies in either the Bylaws or the Rules of Procedure, but the
Financial Rules will require amendment.

Conserver le franc suisse comme devise comptable de la Fédération, et jusqu’au prochain
congrès continuer à exprimer les cotisations en dollars et en euros en même temps qu’en
francs suisses, en appliquant le taux de change du jour de la facture contre le franc suisse.
Cette disposition sera examinée par le prochain congrès et pourra être reconduite,
confirmée ou abrogée selon le cas. Le Règlement financier est modifié conformément à
cette disposition.
Raisonnement:
Sur proposition du Conseil, le Congrès de San Francisco a voté l’adoption du franc suisse comme
devise comptable, ainsi que de retenir la facturation des cotisations en dollars et euros à côté du
franc suisse pour l’information des membres. Le Congrès a également prévu de revoir en 2014 les
effets de cette disposition pour la reconduire, la confirmer ou l’abroger.
Le Conseil propose de prolonger pendant trois ans encore la facturation en dollars et en euros à côté
du franc suisse, car les trois sont largement utilisées sur les marchés internationaux, et également
parce que le mutuel de la Fédération les utilise et les accepte comme devise de paiement (ainsi que
les dollars canadien et australien, la couronne danoise et la livre sterling). Il sera loisible au Congrès
de 2017 de revoir cette disposition pour la reconduire, la pérenniser ou l’abroger.
Ni les Statuts ni le Règlement intérieur ne font référence aux devises, mais il y aura lieu de modifier le
Règlement financier en conséquence.
