The Sao Tome and Principe Quality Education for All Project became effective on May 19, 2014. The government remains committed to the project and
is to be commended for its strong focus on ensuring education quality. While the project has experienced some delays, implementing the key decisions
for each activity will allow the project to get back on track and meet its objectives. The status and key decisions for each project activity (by component)
is as follows:
Component 1: Improving the System of In-Service Teacher Training in Primary Education

Distance Learning Program: Considerable work has been done by the Ministry and ISEC to develop the in-service teacher training program.
Two different consultancies were completed – one which evaluated teachers’ skills and designed a possible training program to address skill
gaps and another one to explore the feasibility of delivering the training via a distance learning program. It is expected that a firm to develop
the required training modules will be hired in early 2016. The pilot phase of this training will take place around May. Then, based on the
lessons learned and reliability of the technology, adjustments will be made.
Three different training modules will be developed – one for the Training of Trainers (Supervisors, Instructional Leaders, and ISEC staff), one for
Primary School teachers, and one for Pre-Primary School Teachers. Due to delays, the training program will take place over the course of 2 years
instead of 3.

Teacher Qualifications Framework and Certification: Work has begun to develop a Teachers Qualifications Framework. A week-long
workshop will take place in March with representatives from all key stakeholders. Drawing on this framework, a consultant will then be hired to
examine the current certification process and propose a harmonized system that also includes in-service training activities and the training
program being developed under the project.

Pre-School Training and Curriculum: In collaboration with UNICEF, a new curriculum for preschools has been developed and groups of
preschool trainers traveled to Brazil to receive training on the new preschool program. The project also purchased various teaching materials
to accompany the new program and is currently printing the manuals for the new curriculum.

National Assessment for Grades 2, 4, and 6: A small group within the Ministry has been created to oversee and carry out learning
assessments. A consultant was hired to help organize the assessment team and make preparations to conduct a National Assessment of
Portuguese and Mathematics in grades 2, 4, and 6. In January, the consultant will work with the team responsible to develop the testing
instruments and conduct the pilot in a sub-sample of schools. After the results of the pilot, the instruments will be modified accordingly and
implemented in all primary schools.

Software/Database: Work to develop software for the new EMIS was initiated with a Brazilian firm – six representatives went to Brazil in
August to attend a training and ensure the software would be able to be maintained by Ministry staff. The Ministry will now begin to collect and
enter the available data for the most critical 2-3 modules. This data will be available no later than May 2016. During this time, additional work
will be conducted to develop the overall system which includes training plans, mechanisms for quality control, use of data, and staffing
requirements within the Ministry.
School Inspection: A recent reform introduced a new position within the Ministry called “Orientadores Pedagogicas” – Instructional Leaders.
There is a need to clarify the different roles and responsibilities between Supervisors, Instructional Leaders, and Inspectors. A consultant will
be hired to evaluate the current system and recommend an inspection system within this new context that compliments the roles of
Supervisors and Instructional Leaders and focuses on improving quality.
Project Coordination and Ongoing Implementation Support: To provide greater technical assistance and ensure coordination, AFAP, key
Ministry and ISEC representatives, and the Bank TTL will hold regular monthly meetings. The implementing agency, AFAP, will also ensure
that progress reports are submitted on time.

Significant progress has been made in creating the new EMIS. All of the required equipment (including computers and internet connections) has
been procured. At the school level, school directors and administrators have all received basic computer and Excel training. Additionally, the
software to be used has been agreed upon and adapted for local use. Three Ministry staff have already begun the process of entering the data
for more than 70,000 students.
In order to develop the training plans, an evaluation of teachers was successfully completed. Based on these results, the content for
approximately 9 different courses for teachers was agreed upon. This includes basic training in Portuguese and Mathematics in addition to a
number of courses on teaching methods in various subject areas. The shortlisting of possible firms to develop the training has been finalized and
proposals are expected by the end of February. Additionally, decisions were taken to deliver this training as a distance learning program. A
feasibility study was successfully conducted and training centers in each district have been established. The project has also successfully
procured the required equipment and furniture for these training centers.
The results for the school level supervision and inspection visits from the previous ISR will be validated and updated accordingly as soon as
information is available (a Progress Report on key indicators is expected in early January). During the last mission in October 2015, it did not
seem that this system was currently in place and this value should be less than 100. Additionally, it is unclear how many preschool teachers
attended the training in Brazil. An updated version of the ISR will be submitted once the Progress Report has been received.
