Page 5 of 92 1. Figure 1: Actionneur nouvelle génération A5ME Page 12 of 92 Ariane 6 Dès le début 2013, SABCA a été invitée à participer aux études de trade off et d’optimisation des systèmes d’activation destinés à la future Ariane 6. VEGA & S.A.B.C.A. A H0, mise à feu. Page 15 of 92 CSL NSO (National Surveillance Organisation) Embedded in the actual framework for the launchers, the European Space Agency (ESA) issued in 2009 the NSO charter which updated the national government’s assistance in Industrial Quality Surveillance for launcher development and exploitation. Practically, this charter requires that each ESA member state, industrially involved in the launcher programs (ARIANE, VEGA et SOYOUZ), supports a local surveillance organization to ensure the highest quality standards be maintained throughout the industrial processes. For Belgium, this activity was originally performed by the Belgian Defence, who wanted to stop it due to internal manpower constraints. ESA launched an ITT on this topic by early 2013. CSL successfully bid for the new contract. Kick-off took place by December, 6 2013 at the ESA headquarter in Paris. The first phase (deployment) started at this date and has to be completed within the first quarter 2014 timeframe. SPACE APPLICATION SERVICES EXPERT – European EXPerimental re-Entry Testbed Following previous work on EXPERT, Space Applications Services has in 2013 continued activities within the Phase C/D, Including the preparation of the Mission Data Base, operations procedures have been produced to be used during the launch campaign and post-flight recovery and processing activities. Page 23 of 92 SPACEBEL EXPERT (EUROPEAN EXPERIMENTAL RE-ENTRY TESTBED) The EXPERT mission (ESA) is designed to study the atmospheric re-entry using an experimental capsule released on a ballistic trajectory. The main role of the flight software is to record, in redundant mass storage, the measurement data provided by different payloads during the 20-minute flight, and, in particular, during re-entry itself. The functional validation facilities allow to validate the flight software in an environment representative of the on-board computer and payloads. SPACEBEL is in charge of the on-board software and functional validation facilities development for the account of Thales Alenia Space. The flight models have been delivered successfully. IXV (Intermediate Experimental Vehicle) The IXV objectives are the design, development, manufacture and flight verification of an autonomous European lifting and aerodynamically controlled reentry vehicle that is highly flexible and manoeuvrable IXV will be launched on ESA’s Vega rocket from Kourou in October 2014 into a suborbital path. It will reenter the atmosphere as if from a low-orbit mission, testing new European reentry technologies during its hypersonic and supersonic flight phases. SPACEBEL has delivered the IXV basic software to QinetiQ Space. SPACE APPLICATIONS SERVICES Advanced Re-entry Vehicle – Phase A The Rendez-Vous Sensor Simulator project is a CCN to the ARV Phase A contract performed by Space Applications Services for Airbus D&S. This project has developed a software simulator of three types of optical sensors for cooperative and non-cooperative rendezvous in LEO and SSO: a visible range camera, an infra-red camera (microbolometer) and a LIDAR (both scanning and flash LIDAR). The simulator is intended for open-loop testing of vision-based navigation algorithms. It has a modular architecture and it is integrated with MATLAB/Simulink. The software simulates the environment and the physical characteristics of the sensors. It is highly configurable and it is designed for allowing Monte Carlo simulation. The project started in January 2013 and concluded in June 2014. Early Activities for Transportation - Operation Avionics Subsystem (OAS) The OAS project was initiated as part of the early activities of the Advanced Re-entry Vehicle (ARV) program. Page 24 of 92 The ARV program aimed at developing a cargo vehicle with re-entry capability which will subsequently evolve as ESA's first manned space transportation system. The activities started for the ARV were redirected to the wider context of space transportation including European missions and international collaboration. Illustrations: Courtesy of ESA The Operation Avionics Subsystem (OAS) project aims at investigating the technologies that will provide flexibility in the evolution of transportation spacecraft to different missions and destinations and eventually to manned missions. It comprises all the computerized functions that manage the vehicle operations to ensure vehicle and crew safety and mission success. The OAS consists of both hardware and software, and it implements mission and vehicle management, high-level vehicle control, vehicle health management, procedure automation and crew interaction. The objectives of this project are the development and preparation of a demonstrator that will be evaluated by astronauts in a realistic cockpit mock-up. This is a 3 years project split into 3 phases of 1 year each. The initial phase will identify, based on lessons learned, those areas (operational and software) where new approaches and improvements can bring most benefit, and select and specify the functions required. The architecture of the OAS will be defined, and initial prototypes of key capabilities will be developed and evaluated in a breadboard. The second phase enhances and completes the development of the prototypes and the third phase integrates the developments and performs testing. In addition to these main three phases, a CCN of the project was issued for the collaboration with RSCEnergia of Russia in the development of the crew HMI for their Next Generation Crew Transport Vehicle, currently in development for a first manned flight in 2020. In this CCN, Space Applications specified, designed and prototyped, following RSC-Energia’s requirements, a wearable crew support system for use in the cockpit of the future vehicle. This system is called Individual Control Aids (ICA), and its prototype was evaluated in Moscow by more than twenty experts including four cosmonauts. This third phase will integrate the developments and perform testing in the integrated operations and avionics testbed. The developments will be configured as a spacecraft cockpit ergonomic mock-up. Space Applications Services is Prime Contractor of this project for ESA. In its first phase Space Applications Services defines architecture of the OAS and develops exploratory prototypes of selected OAS functions with emphasis on the most critical functions in terms of feasibility, performance, criticality, robustness and ability to transition from an unmanned to a manned vehicle, and demonstrates the prototypes on a platform representative of the ARV on board environment. The project started in the second half of 2010 and will perform until 2014. The first phase of the project was completed in 2013. The second and third phases of the project are on-going. Page 25 of 92 2.3 INTERNATIONAL SPACE STATION (ISS) CSL VMU MK2 Under the lead of Space Applications Systems, CSL is involved in the project for the replacement of an onboard Video Monitoring Unit of the Fluid Science Lab (FSL). Within the VMU MK2 team, CSL is responsible to design and to manufacture the housing and the harness, to perform the thermal and the mechanical analysis, to integrate the different models and to qualify them for space environment. SPACEBEL EUROPEAN ROBOTIC ARM SPACEBEL has been in charge of the design and realization of the ERA man-machine interface, which includes the ERA commanding, as well as the tool’s activity and status monitoring. SPACEBEL has also taken part in the development of the ERA ground equipment, more specifically of the simulator of the arm which allows the astronauts to train for manipulating the robotic arm on Earth (« Mission Planning and Training Equipment»). SPACEBEL has developed the OLMSE (OnLine Mission Support and Evaluation) system and a simplified on-board simulator, the « Refresher Trainer equipment », allowing the astronauts to go on practising during their mission in Space. In 2013, SPACEBEL performed maintenance activities and preliminary adaptations to the new Flight Missions as subcontractor of Dutch Space. Flash disks USB-SATA convertor Page 33 of 92 SPACE APPLICATION SERVICES ACES Ground Segment – FM Phase The ACES (Atomic Clock Ensemble in Space) is an ESA payload which will fly on-board the ISS (International Space Station) as an External Payload of the Columbus module. ACES is a complex payload, involving both state-of-the-art instruments and subsystems. The heart of the payload is represented by an atomic clock based on laser cooled Caesium atoms. The performances of the Caesium frequency standard atomic clock PHARAO are combined with the characteristics of a Space Hydrogen Maser (SHM). The ACES clock signal merges together the good short and medium term frequency stability of SHM with the long term stability and accuracy of a primary frequency standard based on Caesium cold atoms. The on-board clock-to-clock comparison (PHARAO vs. SHM) and the distribution of the clock signal are ensured by the so-called Frequency Comparison and Distribution Package (FCDP), while all data handling processes are controlled by the eXternal PayLoad Computer (XPLC). One of the main objectives of the ACES mission consists in maintaining a stable and accurate onboard timescale that can be used for space-to-ground as well as ground-to-ground comparisons of frequency standards. Stable and accurate time and frequency transfer is achieved by using a specially developed state-of-the-art microwave link (MWL), which is necessary not only to characterise the ACES clocks ensemble, but also to perform general relativity tests of high scientific relevance. Unique to ACES (compared to the other ISS payloads) is the setup of the ground segment: this comprises the Mission Control Centre installed at CADMOS (CNES, Toulouse) and up to 35 MWL Link Ground Terminals installed at clock laboratories all over the world. The Ground Terminals generate themselves scientific data consisting of ground to space clock comparisons. Space Applications Services is involved as a subcontractor of Astrium in the design and implementation of the ACES Ground Segment. This includes: • Mission planning taking into account experiment objectives, ground clocks visibility and availability and ISS/Columbus and other constrains. • ACES specific enhancements to the standard real-time monitoring and control system (CD-MCS) used for European payloads. • Monitoring and control system for the remote MWL ground and SLR (satellite laser ranging) stations via secure links over the Internet. • Archiving and completeness check of all the flight and ground data with automatic recovery of missing data using various mechanisms. Page 34 of 92 • Implementing algorithms for scientific data processing allowing space to ground clocks comparison down to the 10-16 uncertainty level. This includes detection and elimination of multipath effects, compensating for ionospheric and tropospheric delays, correcting relativistic effects based on orbit data and gravity field, etc. • Internet portal for raw, engineering and scientific data dissemination to the engineering support centres and to the time & frequency analysis scientific community. ISS Operations With Columbus well established as the European Laboratory of the International Space Station, scientific operations were performed throughout the year by Space Applications Services personnel at B.USOC and Erasmus USOC. The B.USOC operations were performed in close collaboration with the Belgian Institute for Space Aeronomy (IASB/BIRA), while the Erasmus USOC operations are a joint effort of Space Applications Services and NLR (Nederlands Lucht- en Ruimtevaartlaboratorium). On console operators monitor and command daily these experiments according to scientists’ requests. They also provide necessary inputs for planning and operational products to the ISS international partners. The operations are coordinated through the Columbus Control Centre near Munich. Round the clock operations were performed on SOLAR from B.USOC roughly 15 days a month. SOLAR is a solar observatory, with two instruments (SOLACES and SOLSPEC) measuring the variations in the solar spectrum. Scientists are located in Belgium, France, and Germany. Erasmus USOC supported several biology experiments in KUBIK and KID, hosted by the European Drawer Rack (EDR) which is operated by this USOC. The “Foam Casting and Utilisation in Space” (FOCUS) experiment was executed during the STS-130 Shuttle flight. Erasmus USOC have also been commissioning and operating the ERB-2 3D HD camera on-board ISS. Unfortunately the Erasmus USOC was closed end of June 2013, where the EDR activities have been transferred to the German USOC MUSC. Finally B.USOC led the preparation for the Ham Video On-Orbit Functional Commissioning, executed early 2014. After the successful completion of this activity, the Ham Video Flight Segment can be declared functional and ready to be used by Amateur Radio on the International Space Station (ARISS). Besides the execution of operations, both USOCs were also involved in preparing future experiments: further KID experiments and ERB-2 utilisation, FASTER, METERON-OPSCOM-2, METERONSUPVIS-E, CIMEX, Thermal platform, MultiScale boiling and ASIM. This involves the definition, preparation and validation of all operations concepts and products, as well as the training and certification of payload operators and ground controllers. The Space Applications Services Operations Team (Ground controllers and Operators) has continued acquiring a unique expertise in real-time operations thanks to these 6 years of activities. This expertise will be further put into use in 2014 and beyond, as SOLAR and several new experiments are expected to be operated throughout the year. ERASC (European Robotic Arm Support Center) ERA is a large re-locatable symmetrical robotic arm will be deployed onto the International Space Station (ISS). ERA acts as a tool for assembly and servicing tasks, cargo movement, and external inspection of the ISS. It is also intended to minimize dangerous and tiring Extra Vehicular Activity (EVA) by astronauts by either replacing the activity (such as external inspections), or minimizing time by helping move astronauts into position. Page 35 of 92 There are several robotic arms attached to the ISS, but ERA is unique in its ability to re-locate to different mounting positions, and to handle Russian Segment fittings. Control of ERA can be from inside the ISS using special software running on a laptop (IMMI), or from outside the ISS using a dedicated control panel (EMMI). In addition to movement and positioning sensors, ERA has two cameras which also provide downlink video to ERASC. ERASC (European Robotic Arm Support Centre) is responsible for monitoring of ERA operations in real-time with video, voice and data, analysis of flight data, and supporting troubleshooting issues during flight. The flight data can be real-time or from archives. In addition to flight data and planning support, ERASC supports mission planning and rehearsal, training of Russian instructors and engineers, and any additional engineering support as needed. Space Applications Services has built the telemetry handling infrastructure required by the ERASC to be able to receive, monitor, archive and provide to an external engineering centre (Dutch Space) the data generated by ERA (or a representative simulation model) together with other auxiliary parameters from flight or ground systems. FSL VMU MkII (Fluid Science Laboratory Video Management Unit) The Fluid Science Laboratory (FSL) on-board Columbus features a Video Management Unit (VMU) for interfacing to various cameras and for processing, storing and distributing the video and science data. The scope of the FSL VMU MkII project is the replacement of the in-orbit FSL VMU MkI with a COTSbased FSL VMU MkII that is fit and function identical, except for a specified set of differences/upgrades. The project is to develop and deliver various models (Engineering Model, Flight Model and Training Model) with supporting Ground Support Equipment. Main upgrades include new camera interfaces, significantly improved performance, and more flexible operations possibilities. The Customer is IOT Enhancement, Spares and Repairs (Airbus Defence & Space Bremen), with the end user being ESA. Space Applications Services (SA) is the Prime contractor with overall responsibility for the technical coordination of the project and for the management of the Subcontractor. Main tasks under the responsibility of Space Applications Services in FSL VMU MkII include: • Overall Project Management, Configuration management and PA & Safety. • System Design. • Overall Verification coordination. • Selection and qualification of COTS components. • Software design and development. • GSE design, procurement and assembly. • Logistics and procurement of COTS. • MAIT of the various models (EM, FM, TM) - supported by CSL. Centre Spatial de Liège (CSL) is Subcontractor in this project. Main tasks performed by CSL in FSL VMU MkII include: • The MkII supporting engineering analyses (structural and thermal). • The design, documentation, procurement/manufacturing, and assembling of the mechanical housing and harness. • The definition, documentation, performance and reporting of the Unit-level environmental tests, including EMC / Electrical isolation and bonding, ESD, Vibration/shock, Micro-g emission, De/repressurisation, Thermal hydraulic, Off-gassing, Audible noise, Burn-in, and Mechanical (mass, dimensions). The FSL VMU MkII design combines a reliable radiation hardened core system with a flexible in-orbit replaceable performant commercial computer system. Page 36 of 92 2.4 TELECOMMUNICATIE/Télécommunications SPACEBEL IRIS ESA’s Iris initiative aims at supplying a satellite-based communication system conforming to aviation requirements. The solution will improve passengers’ safety and benefit the European economy. It is implemented in close collaboration with the Single European Sky Air Traffic Management Research (SESAR) Programme launched in 2006 by Eurocontrol and the European Community. In 2013, SPACEBEL pursued its contribution to the system design phase of Iris and is more specifically in charge of delivering the on-board emulator. This element is part of the verification testbed that will be used to validate a new satellite communication standard under the leadership of Thales Alenia Space. EDRS-MOC ESA’s new independent satellite constellation called European Data Rely Satellite System (EDRS) is meant to considerably reduce time delays in the transmission of huge quantities of data, thus ensuring a faster and fully reliable service to all users of Earth Observation data. SPACEBEL is in charge of the design, development and delivery of the EDRS Mission Operations Centre (MOC) - (Customer: RSS). SPACEBEL provides, amongst other functions, the reception of Copernicus (formerly GMES) and other customer service requests and transforms them into planning and configuration schedules. SPACEBEL is also be in charge of the software architectural design, the validation and integration of the MOC including ground segment system monitoring and control in order to ensure its optimal availability, network management & security as well as user support. SAT-AIS The SAT-AIS initiative set up by ESA in partnership with the European Maritime Safety Agency aims at providing Europe with appropriate capabilities to improve the maritime traffic monitoring, border control, safety and security as well as the fishery control campaigns. SPACEBEL is in charge of the development of the Data Processing Centre (DPC) Monitoring, Data Management and Archive functions. The mission of the DPC is to control and enhance the quality of SAT-AIS data. This contract ended in 2013 with the delivery of the demonstrator to CLS/ESA. Page 37 of 92 NEWTEC By Serge Van Herck, Newtec’s CEO There was a lot of buzz around 4K TV this year, also known as Ultra High Definition Television (UHDTV) and we were involved with almost all of the major demonstrations around the world. These included with both Eutelsat and Intelsat at IBC 2013. The latter of the two demonstrated the world’s first live sports match played out straight to the exhibition floor in 4K. Other demonstrations during the course of the year included with SES and Canal+ in Spain and Measat at BroadcastAsia in Singapore. All of these prove that the transmission chain is ready and able as soon as demand is there for this new technology. Of course we have also been active in improving efficiency for the entire industry to benefit. Serving and Surveying the Industry This year has been about developing new satellite transmission standards and helping the industry to reduce interference. We have been central to this alongside partner organizations DVB and the Satellite Interference Reduction Group (IRG). S2 Extensions: How Will the Industry Take Them? Kick-started by Newtec a year ago, key players in the satellite industry are calling for a satellite transmission standard, specifically for professional satellite contribution links, which would extend the existing DVB-S2 standard. The Newtec S2 Extensions include smaller Roll-Offs, advanced filter technologies, higher efficient MODCODs, more MODCODs fine-tuned for linear and non-linear operation, higher modulation (64APSK) and wideband (72 Mbaud). These extensions have been contributed to the new evolution of the DVB-S2 standard and have already been implemented on Newtec’s modulators, modems and hubs. These S2 Extensions boost the satellite link efficiency up to 20% in Direct-To-Home networks and 37% in other professional applications compared to DVB-S2 – even up to 64% when using 72Mhz transponders. But how quickly will the industry transition to the new standard? Well the results are in and our industry survey findings suggest that more than half will switch within one year of release. This is an eye opener and there are many more interesting results available online at our Industry Blog. We have also been recognized for an ‘Outstanding Achievement’ award at the ASBU BroadcastPRO Awards for the pivotal role we played in developing candidates for the new DVB-S2 extension. By continuous innovation to increase efficiency of communications over satellite, and therefore lowering both CAPEX and OPEX, satellite operators, service providers and broadcasters are now able to launch new services in a profitable manner. This benefits the entire satellite ecosystem and by extension end users around the world. Carrier ID: How bad is this Interference? Next to mention is, that we have turned our attention to mitigate satellite interference which has not just started now. Way back in 2011 we have given our unreserved support for the standardization and adoption of industry-wide counter-measures to combat interference. Since then we have implemented Carrier ID in our equipment and brought the industry together by holding several sessions around the world increasing the awareness. In July we joined forces with the Satellite Interference Reduction Group (IRG) to poll the industry about Carrier ID (CID). The headline results from our industry survey was that 93% of respondents suffer from satellite interference at least once a year, with more than half suffering at least once a month and 17% continuously in their day to day operations. This is again a significant finding for the industry and the rest of the results are available online in our Carrier ID Demystified e-book. Page 38 of 92 Growth in Multiple VSAT Markets Newtec has signed a number of new deals around the world with different service providers and satellite operators operating in Ku or Ka band. Early on in 2013 Gazprom Space Systems (GSS) chose Newtec in a competitive tendering process. In the same month RuSat, a satellite service provider for enterprise customers, Internet service providers, and government agencies in Russia, signed a deal too. In the United States we were selected by California-based X2nSat to provide the equipment for a new B2B broadband and SCADA service. Over in Africa we have become a key technology partner for NigComSat as it sets out to achieve its mission to provide cost-effective satellite broadband services to Nigerian consumers and SMEs, with planned services for West Africa and we also signed an agreement to provide a VSAT Broadband Hub and thousands of VSAT terminals to Liquid Telecom, the leading independent data, voice and IP provider in Africa. In the European market we have played an important role in further expanding the SES Broadband Services offering, which is Europe’s largest satellite broadband network. And in the Middle East Bentley Walker, one of the world’s leading service providers for broadband satellite Internet, chose Newtec in its service coverage extension towards Libya using Newtec’s Ka-band VSAT broadband platform on Avanti’s HTS Hylas2 satellite. And last but not least, Eutelsat’s IP Easy broadband service which was launched for the African region in 2012, is now also bridging the digital divide through the Caribbean footprint of the EUTELSAT 8 West A satellite powered by Newtec’s broadband system. An Important Year for our Government and Defense Activities During the year we were invited by several organizations to share our experience in the Government and Defense market. For example, we have presented worldwide in conferences or via our own seminars how to fit bandwidth hungry video applications in times of sequestration. We have signed a Basic Ordering Agreement (BOA; N°1 3349) with the NATO Communications and Information Agency (NCIA) to provide an accelerated and cost effective acquisition method for Commercial Off The Shelf (COTS) hardware, software & services. To mention one NATO project highlight during 2013, we have injected enhanced capabilities to a network serving troops in the Middle East, which is part of a major collaboration with US commercial Internet service provider SniperHill. Backhauling Africa Still with very poor terrestrial infrastructure, Africa is proving to be a key market for Newtec – particularly for network trunking and backhaul. A new partnership with Somalia-based Talia means a communications backbone infrastructure for the country in place based on our FlexACM® technology. A second major project for us was with SES to implement our S2 Extensions technology. Newgeneration modems are boosting the performance and efficiency of the SES-5 satellite backhaul infrastructure. New Broadcasting Technologies and Major New Deal This year we launched our latest MDM6100 Broadcast Satellite Modem at NAB 2013, a next generation DVB-S, DVB-S2 and S2 Extensions modem specifically designed for broadcast applications. It has already been recognised by the industry as being a key new technology. Major Industry Gong In March, the World Teleport Association (WTA) awarded the Newtec M6100 Broadcast Satellite Modulator with the prestigious accolade of Teleport Technology of the Year. The judges praised the new technology for providing the greatest contribution to the business and operational success of teleports by lowering costs, increasing efficiency, enabling new capabilities and providing access to new markets. The M6100 is also ready to support the upcoming S2 Extensions and the DVB-CID standard. In the Broadcast Sector Since 1985, our dedicated team of specialists has set industry standards with the most efficient, scalable and economical technology solutions. New challenges and customer needs offer opportunities to explore new boundaries. This empowers us to work even harder, helping customers to perform their best so that, together, we can make the world a safer, more informed and connected place. Page 40 of 92 As a result, more than 3 billion people watch TV every day thanks to our technology. During 2013 we won a number of large broadcast contracts including one with Arqiva, the communications infrastructure and media services company. It has selected the M6100 to upgrade parts of its network. Newtec’s channel partner Sematron agreed the framework deal which will upgrade Arqiva’s DTH equipment refreshment program. On the topic of channel partner’s we have signed up over 90 certified global partners operating in the satellite communication industry, covering over 100 countries across Europe, the Middle East, Africa, Asia, Australia, and North and South America. We have also extended our very successful Multimedia Exchange Network over Satellite (MENOS) contract with the Arab Sates Broadcasting Union (ASBU) in a new multimillion euro deal. ASBUMENOS terminals will now additionally be deployed over 48 regions in Algeria with two separate networks for radio and TV contribution and exchange. Looking Ahead We See a Multiservice World The year ahead is set to be one of the greatest yet for the satellite industry with the Rio World Cup and the introduction of a new standard for the entire satellite sector with the upcoming DVB-S2 technology upgrades. The High Throughput Satellite discussion is also entering full swing with many new players starting to use the technology in multiple business models but with a shift towards open networks and selling Mhz. We also believe multi-service and multi-technology platforms will become key talking points in 2014 as operators and service providers look to squeeze even more out of their networks. Today’s single service satellite networks are built to carry or stream video, to transfer files, provide data connectivity, to carry VoIP traffic or for other similar tasks. In these cases specific space segment is reserved for dedicated applications and customers. Network and space segment resources are managed in silo’s meaning they cannot be optimized. Multi-service networks on the contrary are networks that serve multiple customers (virtual networks), and carry multiple services (video, audio, broadband, voice) over the same infrastructure all with their specific quality of service targets, sharing the available spectrum, and managed from a central network operations centre. Not only do multi-service networks generate more business opportunities, they also save OPEX. A breadth of modulation and access technologies are selected to match different service profiles and space segment is allocated dynamically. An all-IP infrastructure facilitates hybrid terrestrial/satellite networks which greatly reduces operational costs. As the era of single service satellite networks departs the industry will be preparing for Multi-Service! We expect to see this high on many agendas in 2014. Page 42 of 92 PCDU embarquée à bord de Sentinel. Page 48 of 92 OIP SENSOR SYSTEMS Cameras: VISNAV and VISEOS Vision based Navigation (VisNav) systems have been identified as a key technology in order to develop autonomous exploration missions. Autonomous navigation system is a growing field of interest applicable to a large range of mission scenarios from rendez-vous to landing and rover applications. Europe has developed a number of successful vision based navigation systems with NPAL, AutoNav and NEO. The VISNAV project is initiated in continuation of these projects. The preliminary approaches lead to the conclusion that even for quite different scenarios a lot of commonalities can be implemented in the camera architecture but also in the image data processing from software and hardware point of view. The aim of the VISNAV project is to develop these common blocks and to demonstrate their suitability for targeted scenarios. Such kind of systems will be adapted for various types of mission scenario’s including Render-Vous, interplanetary navigation, Descent & landing and rover applications. OIP is in charge of the development of an electrical stimulator, the ViSEOS, as part of the test set up of the VISNAV system, as subcontractor to TAS-It. This ViSEOS system will stimulate the optical unit (camera) by generating images. For similar applications, OIP has developed a camera test set-up, as subcontractor to Space Application Systems. Figure 2: The VISNAV test set-up and camera Page 49 of 92 2.6 Aardobservatie/Observations de la Terre CSL COPERNICUS (EU program) CSL is heavily participating to the Copernicus program, especially in the field of optical instrument calibration, through various contributions: • Sentinel 2 – MSI (Multi Spectral Instrument): Design and manufacturing of the on board diffusers. Those equipments are used to recalibrate the imager during the flight. This development involves the setup of a specific test bench dedicated to the BRDF (Bidirectional Reflectance Distribution Function) measurement in the IR spectrum. CSL is also participating to the structural test as well as the final qualification tests of the MSI instrument (first campaign planned for spring 2014). Calibration assembly mounted on BRDF bench (credit: CSL) • Sentinel 3 – OLCI (Ocean and Land Colour Instrument): CSL is responsible for the calibration assembly and the ground characterization of the calibration diffusers working in the visible spectrum. • Sentinel 4 – UVN (Ultraviolet- Visible- Near infrared): The Sentinel-4 mission covers the needs for continuous monitoring of atmospheric composition, in particular with respect to air quality, with a UV/Visible/Near-Infrared (UVN) sounder to be deployed on the two MTG-S satellites scheduled for launch in 2019 and 2027 respectively.UVN is a high resolution spectrometer system operating with 3 designated bands in the solar reflectance spectrum, covering the UV (305-400nm), VIS (400-500 nm) and NIR (750-775 nm) bands. The radiometric accuracy of the UVN instrument partly relies on regular in-orbit re-calibrations, over the useful spectral range, in order to determine for example the sensor gain factors and their drifts. The selected approach for in-flight calibration is based on 1°- measurements of the Sun’s irradiance as transmitted by a diffusing device (diffuser), and 2°- measurements of a calibration lamp source. Those functions are provided by the Calibration Assembly (CAA). CSL has been contracted for the development, production and verification of the Calibration Assembly related to the different models of the UVN instrument, with a kick-off by the last quarter of 2013. Page 50 of 92 TROPOMI The TROPOspheric Monitoring Instrument (TROPOMI) is a space borne nadir viewing spectrometer with bands in the ultraviolet, the visible, the near infrared and the shortwave infrared. TROPOMI is the payload for the ESA/GMES Sentinel 5 Precursor mission, planned for launch in 2014 with 7 years design lifetime. The objective of the mission is to provide high-quality and timely information on the global atmospheric composition for climate and air quality applications. TROPOMI is developed by a Dutch consortium led by Dutch Space. CSL has been selected as the validation test centre for the instrument. The final validation campaign is planned by the second semester of 2014. METEOSAT THIRD GENERATION (MTG) The new generation of Meteosat is coming. The MTG program should guarantee access to spaceacquired meteorological data until at least the late 2030s. This mission will be fulfilled by series of four imaging satellites MTG-I (hosting the Flexible Combined Imager (FCI) and the Lightning Imager (LI)) and two sounding satellites MTG-S (hosting the Infrared Sounder (IRS) and accommodating the Sentinel 4 UVN instrument) for a minimum of 20 years nominal operational lifetime. In 2013, CSL won its first MTG related contract, associated to the Back Telescope Assembly (BTA), which is a sub-assembly of the IRS instrument on MTG-S. The BTA will be jointly developed by AMOS and CSL. CSL tasks include thermal design, optical coatings, OGSE design and optical characterization of BTA, assembly, integration and validation. SPACEBEL PROBA-V Launched on May 7th 2013 from Kourou on ESA’s VEGA rocket, Proba-V is a prime example of Belgian expertise in Space: under QinetiQ Space responsibility, the small ESA spacecraft is fully equipped with SPACEBEL software ranging from the on-board software over the ground control centre to the satellite simulator. Page 51 of 92 PLEIADES: SPACEBEL started to work on the Pleiades project since 2004 with a first contract related to the design of the satellite’s on-board software intended for the control of both the platform and the scientific payloads. SPACEBEL was also selected by CNES to take part in the development of the mission centre, which centralizes every request for image acquisition, receives and processes the onboard instrument data and provides these to the users. SPACEBEL delivered in particular two subsystems of the programming chain related to the payload management and the reception station management. Simulation activities allowing the verification of the satellite’s good functioning before its departure into th st Space. Pleiades 1a and 1b are in operation since December 17 2011 and December 1 2012 respectively. EARTHCARE EarthCARE (Earth Clouds, Aerosols and Radiation Explorer), ESA’s mission developed in collaboration with the Japanese Aerospace Exploration Agency, will observe clouds and aerosols on a global scale to improve the accuracy of climate change predictions and weather forecasts. Weighing about 1,7 tons, the satellite is scheduled for launch in 2016. SPACEBEL has contributed to the development of the Mass Memory and Formatting Unit, a data storage device featuring a high capacity and fast access component of the satellite’s payload (Customer: Syderal). SPACEBEL has also developed the on-board embedded software. ISIS and CSO In 2013, SPACEBEL was awarded several contracts in the frame of the CSO “Composante Spatiale Optique” programme under CNES leadership, which will take over from the Helios observation satellites for image provision and processing. SPACEBEL has been contributing to the ground segment of the Helios programme since 2003. Thanks to new and more efficient technologies, CSO will ensure the capacity for a constant day and night observation, identification of smaller targets and provision of images within a shorter time. Page 52 of 92 CSO is part of the European initiative MUSIS “Multinational Space-based Imaging System for Surveillance, Reconnaissance and Observation” in cooperation with Belgium, Germany, Italy, Spain, Greece and Poland. Together with ATOS, CAP and THALES contractors, SPACEBEL is involved in the development of the CSO mission ground segment at several stages. For many years, CNES has been working on the establishment of a generic solution centre control system. The work resulted in the context of ISIS, in the specification of a generic solution covering recurrent functions of command and control centres as well as the functions of flight dynamics, traditionally considered separately. For the programming centre, SPACEBEL is responsible for the development of programming components and also provides support in the engineering and integration-validation phases. For the multi-mission control centre, SPACEBEL is responsible for the automation system. For the imaging system, SPACEBEL designs and develops general services. In 2013, the activities mainly focused on the Preliminary Design of the system and its sub-systems. METEOSAT THIRD GENERATION (SVF) The verification of the satellite control software is an essential and comprehensive activity that needs an early validation in the development cycle. This is true also for the Meteosat Third Generation programme (MTG). To that end, a Software Validation Facility (SVF) is implemented by SPACEBEL relying on a simulation framework which embeds the modelling of the Satellite Management Unit processor in order to allow the execution of unmodified satellite control software in a complete numerical solution. In 2013, SPACEBEL contracted with OHB the SVF simulation framework as well as the modelling of the satellite main subsystems and equipment (Attitude and Orbit Control System, Power System, Thermal, etc.). TARANIS (CNES) Orbiting at an altitude of 700 km, Taranis is a microsatellite built for the Analysis of RAdiation from lightNIng and Sprites and carries a set of instruments including cameras, X and Gamma sensors to learn more about transitional luminous phenomena and their influence on the Earth’s environment. In 2013, SPACEBEL contracted with CNES the satellite payload boot and main flight software. DAIL, SSE and HMA The SSE (Service Support Environment) is ESRIN’s WEB Portal granting easy and fast access to Earth observation data and services for expert users whereas DAIL (Data Access Layer Integration & Implementation) concerns the development and validation of an operational architecture providing access to ground segment services of Copernicus formerly GMES - missions, i.e. the European Monitoring Programme for Earth environment and safety. Page 53 of 92 In 2013, SPACEBEL contracted the DAIL-SSE consolidation activities consisting in upgrading these subsystems as part of the Earth Observation Payload Data Ground Systems. The EO-PDGS support the acquisition, processing, archiving and dissemination of payload data from historical, current or future missions such as ERS, ENVISAT, Third Party Missions, Earth Explorers and Sentinels. The activities contracted in 2013 mainly focused on the DAIL Server, DAIL Portal, SSE Portal and the Web Map Viewer. ESRIN’s Heterogeneous Missions Accessibility (HMA) programme defines the architecture and standards for harmonized data access to heterogeneous Earth observation datasets across the ground segments of the European and Canadian missions’ contribution to the Copernicus programme. In 2013, SPACEBEL contracted the HMA-S and HMS-SE Projects. HMA-S is to pursue the standardization activities addressing several processes such as the dataset metadata, the ordering and product download, the identity management. HMA-SE aims at integrating, as a whole, science services developed by EUMETSAT, DLR and other agencies, DREAM components and HMA-S components into the DAIL-SSE environment. OIP Sensor Systems THE “Vegetation Instrument” on PROBA-V PROBA-V, with on board the vegetation instrument, is an Earth Observation mission providing continuity of the current SPOT4 and SPOT5 missions until Sentinel-3 becomes operational. As the instrument needs to fit a small Proba platform, the instrument is significantly smaller, lighter and consumes only very limited amount of power, compared to large, heavy weight and high energy consuming satellites such as SPOT and Sentinel. At the same time, the performance requirements of SPOT are not allowed to be scaled down, imposing huge challenges and miniaturization actions in developing this earth observation instrument. The instrument is based on three very compact TMA telescopes (Three Mirror Anastigmats) placed on an optical bench also equipped with two Star Trackers. Using three TMA telescopes with an individual FOV of 34 degrees, a swath width of nearly 103° Fie ld of View can be obtained in the Vegetation Instrument. At an altitude of 820km the instrument is able to provide a daily coverage of the earth in three VNIR spectral bands and one SWIR spectral band, with a resolution of up to 200mx200m at nadir (100mx100m in the VNIR bands). A thorough optimization of the mechanical design was performed in order to comply with dimensional requirements, mainly on size and mass point of view. The use of lightweight materials (CFRP straylight baffles) and light weighted structures (the optical base plate) together with an optimized structural design guarantees that the instrument is compatible with the structural needs of the platform. A simple light weight but highly efficient passive thermal control system was designed to thermoelastically stabilize the instrument during its orbital operations. Based on this system, the Vegetation Instrument is able in meeting its stringent pointing accuracies without the need of a highly complex and high power consuming active thermal control system. Page 54 of 92 A central data handling unit manages, controls and synchronizes the video data of the spectral channels and sends it over into one link towards the space craft. The video is converted in real time to a compressed data stream. Next to this main function it closely monitors the instruments different components housekeeping to inform the on board computer on all statuses. The Proba-V satellite was successfully launched on the second Vega rocket VV02 from Arianespace on May 7th, 2013 from the Guiana Space Center, French Guiana and made a perfect flight towards its intended orbit. After 6 months of commissioning, the instrument/satellite started its operational life on rd December 3 , 2013. One year after launch the Vegetation Instrument is delivering excellent and very stable products. OIP was the industrial prime contractor for the payload, with QinetiQ as mission Prime and responsible for the satellite development, and VITO the Prime Investigator. The development was made in cooperation with the companies Xenics and AMOS, being the most important subcontractors for the development of the SWIR detector and for the manufacturing of the telescope. Page 60 of 92 SPACE APPLICATION SERVICES Rapid Response Support Server (RARE) http://deepenandlearn.esa.int/tiki-index.php?page=RARE%20Project The main objective of the ESA project RARE is to develop an extensible, ontology-based resolving service for generic EO resources, which integrates with existing EO facilities via standardized protocols and provides users with a web interface for textual search and graphical navigation. In order to reach this objective, a number of challenges have been addressed: • The general public with no special EO knowledge are able to use the system. In particular, the system is able to resolve user queries containing general terms, location names and time constraints expressed in natural language. • The system allows searching for different types of resources in a seamless manner: maps, images, features, coverages and processing services. • The system is able to discover published services (based on the OGC catalogues harvest mechanism) and integrate the new resources in the possible results. The work on the RARE system was driven by requirements and scenarios provided by experts and end-users representatives, including GMES Core and Downstream Services. Knowledge engineering activities included the extension of the multi-domain ontology designed by the background projects, the design of rules that map applications terms to product-specific filtering criteria, and the design of an extensible classification scheme to formally organize the EO resources. The Web-based user interface has been designed to hide the complexity of the technology in place, keeping the usability in mind. Page 61 of 92 Figure: Search page showing the user query "disaster london", the interpretation proposed by the system (application term and toponym), and the matching EO resources (EO products and coverages). The preliminary acceptance of the RARE system occurred in 2013, marking the end of the implementation and the start of the validation phase. Enriching EO Ontology Services Using Product Trees (Prod-Trees) http://deepenandlearn.esa.int/tiki-index.php?page=Prod-Trees+Project The primary purpose of the ESA project Prod-Trees is to specify a new convention for the netCDF encoding format, called EO-netCDF, which must allow storing low-level Earth Observation products and their metadata. The EO-netCDF convention is expected to be submitted to the OGC through the netCDF Standard Working Group (SWG). During the project, a prototype system must be prepared to demonstrate the outcome of the specification activities. The demonstrator must use semantic technologies to allow users to search for EO products in an application-oriented way using free-text keywords (as in search engines like Google), their own domain terms or both, in conjunction with the well-known interfaces already available for expert users. Space Applications Services, which is managing the project, is also responsible for the preparation of the software demonstrator. The demonstrator, based on the RARE system (see above), contains newly developed software components such as the Cross-Ontology Browser and the EO-netCDF Model Browser, both integrated in the Web-based user interface. Pre-existing back-end components have been extended to allow cataloguing and retrieving products encoded in netCDF and compliant with the EO-netCDF convention. The Prod-Trees project started in December 2012 and will end in Q3 2014. Linked Open Earth Observation Data for Precision Farming (LEO) http://www.linkedeodata.eu/ The overall objective of the FP7 project LEO is to design and implement software supporting the whole life cycle of linked open EO data and its combination with linked geospatial data, and by developing a precision farming application that heavily utilizes such data. In this project, Space Applications Services is responsible for developing tools for cross-platform searching, browsing and visualization of linked EO data and linked geospatial data. In the implementation of the search tool, user requests will be reformulated into semantically-enabled queries (SPARQL with geo-temporal extensions) using the ontologies describing the products. To achieve a cross-platform implementation, the tool will re-use and extend the public programming interface of the RARE system, based on REST. This API is already used by the regular RARE WebUI. Alternate user interfaces will be developed taking into account the typical limitations of hand-held devices: reduced screen size, absence of physical keyboard, limited processing power and memory. The data obtained via the semantic search must be presented in a manner that permits a rapid visual evaluation by the users. The application must also provide an easy navigation towards the linked data following the available associations. These associations include chronology-related relations (similar time, older, newer), spatial relations (nearby, neighbours, parent, children), and any ad-hoc relations depending on the type of the linked data (weather, pollution, population, events, etc.). The LEO project started in October 2013 and will last 2 years. Mobile Procedure Viewer (mobiPV) The Mobile Procedure Viewer or mobiPV is a technology development initiative (GSTP5) by ESA and provided by Space Applications Services, Belgium and Skytek, Ireland. In its integrated form, mobiPV will serve as a portable set of support technologies for ISS astronauts when they execute maintenance, inspection and other procedures. The project aims at developing an integrated human wearable/hand-held system relying primarily on COTS consumer hardware with a software suite that will enable end-users evaluations and validation of the system in ground facilities at TRL5, in preparation for a future flight deployment. Space Applications Services is executing a second contract for ESA to raise the TRL level of the system from TRL4 to TRL8 in preparation for an in-orbit demonstration during a short duration mission in October 2015. ESA astronaut Andreas Morgensen will be testing the system and demonstrating the benefits of mobile technology including wearable computers and displays for procedure execution and advanced space-ground collaboration and communication tasks. Interactive technologies such as Page 62 of 92 voice navigation, multi-touch displays and mobile application frameworks along with real-time situational awareness tools such as note taking/sharing, peer to peer video and voice sharing are the features that will be tested. The project involves a detailed COTS hardware flight qualification process preparing off the shelf mobile technology for use in the ISS environment. . Carte TAS-B pour le PSU SADKO Page 64 of 92 2.7 Technologisch onderzoek/Recherche technologique SPACEBEL PROBA-3 Proba-3, ESA’s first formation flying mission, will be composed of two satellites flying in tandem, behaving as a unique one. As technology demonstrator, the mission also has a scientific goal: the study of the solar corona. One satellite will act as an occulter to eclipse the Sun on a sustained basis while the other will study the halo around the Sun, as it carries the instrument. In 2013, during the “Phase B” preliminary studies of the programme led by Sener, SPACEBEL was in charge of the preliminary definition of both spacecraft’s platform software, the formation flying test bench based on a numerical simulation, and the ground segment for the control and mission centres. INTEGRATED MODULAR AVIONICS (IMA-SP) Processor virtualization through temporal and spatial segregation allows running several software applications independently from each other on a single on-board computer. Already used in the automotive and aerospace sectors, its application to space is being considered by ESA. ESA has initiated a study of the impact of such partitioning on the error detection, isolation, and recovery and on software maintenance on board. In 2013, SPACEBEL contracted with ESTEC the demonstration of a representative use case by implementing the IMA technology on small satellite flight software (i.e. Proba). REAL-TIME COMPRESSION OF HOUSEKEEPING TELEMETRY FOR SATCOMS (POCKET) A problem with most compression techniques is that they require a certain amount of data to be stored before the block can be compressed efficiently. This introduces latency onto the link and makes them unsuitable for real-time control where typically small packets are generated and sent to the user as fast as possible. POCKET (ESA) is a unique method that can compress individual packets so fast that latency is not noticeable. The objective of this activity is to prove the new software, both on-board and on-ground, that can compress telecommunication satellite housekeeping packets to very high levels in real-time i.e. as they are generated on-board. A real-time compression up to 20 times of the housekeeping telemetry currently used for control of telecommunication satellites is the final target. POCKET has been prototyped and validated on on-board hardware (LEON2 processor) as part of the Proba-3 mission. An end-to-end system is concurrently being bread-boarded by SPACEBEL for ESTEC as part of an ARTES 5.1 study for use on telecommunication satellites. SOFTWARE DEVELOPMENT ENVIRONEMENT FOR CLOSED LOOP PROCESSORS The BRISC controller developed by SABCA is dedicated to the control of actuators and the modelling of this control equipment is supported by a Simulink library. In 2013, SPACEBEL contracted with SABCA and ESA the preliminary design engineering of a dedicated Software Development Environment and the components of the Development Tool Chain. Page 65 of 92 DEVELOPMENT ENVIRONMENT FUTURE LEON MULTICORE The so-called “embedded industry” is faced with rising demands for greater performance, increased computing power, and stricter cost-containment. These factors put pressure to deliver increasing performance for future embedded processors, as well as to reduce the number of processing units used in the system. In 2013, SPACEBEL contracted with ESTEC the development of the necessary software support to enable the use of the multi-core processors in “Symmetric Multi-Processing” configuration. CSL ESIO (ESA GSTP) This ESA GSTP project targets the development of a small, lightweight prototype of a solar EUV telescope and UV flux monitor, for monitoring and forecasting of space weather. Reduction of resources shall be the main design driver. CSL prepares the PDR in 2013 (successful in March 2014). AMM (ESA TRP) Advanced manufacturing technologies, especially in the field of additive manufacturing, matured to a level compatible with space applications. They are well suited to space hardware since they are applicable to unique parts or small series. Nevertheless there is a need to better understand their optimal implementation within design and manufacturing chain. This is the purpose of the AMM project (Advanced Manufacturing Methods) coordinated by CSL with prestigious partners such as Sirris (B), Almaspace (I) or Thales Alenia Space (F). In 2013, the activity was focused on the 3rd case study related to a complex sun sensor housing incorporating a PCB directly printed within the metal body. Page 69 of 92 2.8 Wetenschappelijke programma’s/Programmes scientifiques SPACEBEL LISA PATHFINDER SPACEBEL has developed the Data Handling Software of ESA’s LISA Pathfinder probe as subcontractor of Astrium. Since the final acceptance in 2008, integration support has been provided and allowed a maximum improvement of the overall system performance. Many change requests have finally led to a substantial redesign of the flight software, resulting in the delivery of several additional versions up to 2013. GAIA On December 19th 2013, ESA’s Gaia (Global Astrometric Interferometer for Astrophysics) star surveyor was launched from the Kourou Space Centre. SPACEBEL has developed the management software of the Gaia Payload Data Handling Unit for Astrium Ltd. The Payload Data Handling Unit is a mass memory device storing the scientific data from seven video units before transferring them to the ground stations. An elaborate file management system allows flexible and efficient data transfer through virtual channels organized in the downlink. ERM Participation of BELGIUM in the EC/ESA conducted PRS Participants Tests IOV (In Orbit Validation) of Galileo, or PPTI For the adaptation of the Public Regulated Service (PRS) of the Galileo System, the European Commission (EC) and the European Space Agency (ESA) have setup test campaigns involving the Member States. The PRS navigation service is a robust service intended for sensitive applications and restricted to authorized users by their respective governments. The first PPTI campaign (June/July 2013) aimed to have MS setup PRS capable receivers and to get a PRS position fix. The department Communication, Information, Sensors & Systems (CISS) of the Royal Military Academy, in collaboration with Septentrio Satellite Navigation (SSN) and the Belgian Competent PRS Authority (CPA), setup the Galileo Test User Receiver - PRS (TUR-P) and obtained a first position fix on 8 July 2013. During the second PPTI-campaign, Belgium performed a test on board of the frigate Leopold-I at northern latitudes, a prime in both senses. With the much appreciated support from the Belgian NAVY this test was successful and positions were obtained in this harsh maritime environment at latitudes up to almost the northern polar circle. Next to the TUR-P receiver, CISS also installed a receiver capable of tracking the GPS SPS and Galileo Open Service for comparison reasons. During this test, the UK Space Agency and Nottingham Scientific Limited (NSL) installed an independent test setup. Page 70 of 92 Remote sensing: The Signal and Image Centre of the Royal Military Academy has developed a solution for Digital Surface Model extraction from stereoscopic image pairs coming from satellite, airplanes and UAVs. Multi-view imagery has recently received our attention since the multiplicity of image pairs reduces occluded areas and enhances the precision in the third dimension. DSMs are keys to geographical information like ortho-rectified maps and Digital Terrain Models and contributed to the participation to projects related to building change detection and mine detection. Figure 1: 3D model extracted from multi-view imagery Based on Synthetic Aperture Radarimages, the small changes in the ground reflectivity cause a decrease of the coherence of two successive SAR image thus allowing the assessment of these changes, so-called coherent change detection. One of the main issue is the management of the speckle and innovativealgorithms where developped in that domain, in order to reduce speckle while maintaining the high resolution of the SAR images. Scatterometry consists in accurately measuring the radar backscattering coefficient from the earth surface. The main applications are the determination of the wind speed at the surface of the ocean and the determination (at a global scale) of the soil moisture. In that domain, the Signal and Image Centre is studying the accurate calibration of the radar instruments on board the ERS-1/2 and METOP-A/B spacecrafts in collaboration with the European Space Agency. The cross-calibration of these instruments is indeed critical in order to provide a continuous dataset in order to study climate changes. High resolution Sythetic Aperture Radar images can be used to determine the surface soil moisture at large scale. Together with the Université catholique de Louvain, the Signal and Image Centre is studying the possible increase of the resolution using ground penetrating radars. The main issue here being to reduce the effect of the speckle while mainting a spatial resolution as high as possible. The notion of a soil moisture landscape was introduced and used to regularize the soil moisture estimate, thus providing a metric resolution. Figure-2: Estimated soil moisture overlaid on a SAR intensity image (exhibiting speckle) Page 71 of 92 Finally, the Royal Military Academy is coordinating a European project on mine action, called TIRAMISU (www.fp7-tiramisu.eu). Earth observation satellites are used to provide the users with basic information and analysis to support decision making related to demining operations. Helping selecting the mine-suspected areas to investigate first, and supporting logistic operations are some of the objectives of the work. OIP SENSOR SYSTEMS Atmosphere observation NOMAD The NOMAD instrument has been selected for the EXOMARS mission 2016. NOMAD (Nadir and Occultation for MArs Discovery) is an instrument that will conduct a spectroscopic survey of Mars’ atmosphere in the UV, visible and IR domains covering the 0.2-0.65 and 2.2-4.3 µm spectral ranges. It is composed of 3 channels: a solar occultation only channel (SO) operating in the infrared wavelength domain, a second infrared channel capable of doing nadir, but also solar occultation and limb observations (LNO), and an ultraviolet/visible channel (UVIS) that can work in all observation modes. NOMAD offers an integrated instrument combination of a flight-proven concept (SO is a copy of SOIR on Venus Express), and innovations based on existing and proven instrumentation (LNO is based on SOIR/VEX and UVIS has heritage from the ExoMars Humboldt lander), that will provide mapping and vertical profile information at high spatio-temporal resolution Page 72 of 92 Figure 8: The NOMAD instrument During 2013, phase C of the instrument design was successfully performed, and the manufacturing phase D has started. For the NOMAD mission BIRA/IASB is Prime Investigator, and OIP is the industrial prime contractor for the payload. Lambda-X develops the UVIS channel as subcontractor to OIP, the electronics was designed by BIRA/IASB and IEE (Spain), and is assembled by TAS-ETCA. The payload will be integrated on the EXOMARS satellite by TAS-It. ALTIUS Since 2005-2006, the number of available space instruments atmospheric sounders with a high vertical resolution has dropped significantly having important consequence in the monitoring of long term trends for essential atmospheric species like Ozone. The ALTIUS (Atmospheric Limb Tracker for the Investigation of the Upcoming Stratosphere) mission, inscribed in this frame, has been initiated to contribute to atmospheric trace gasses monitoring with high vertical resolution from space. The ALTIUS mission will consist of a 2D spectral imager payload on board a small satellite, PROBA type, flying over a Sun-Synchronous Orbit at an envisaged altitude about 700 km. The PI of the mission will be BIRA-IASB; Qinetiq Space will be mission prime and supplier of the satellite, and OIP will be the industrial prime contractor for the instrument. The ALTIUS payload is a 2D spectral imager that will be developed for ESA to allow observing the Earth’s atmospheric bright limb in an extended spectral region from the Ultraviolet to the NIR. In addition, the ALTIUS instrument will allow performing solar and stellar occultation observations in the dark limb, and will occasionally perform dark space and nadir (bright side) observations. In the Visible (400-800nm) and NIR (900-1800nm) spectral range, the spectral separation of the images is made by means of f an Acousto-Optic Tunable Filter (AOTF). By scanning through the spectral domain, the AOTF will permit to perform observations with a spectral resolution better than 10 nm in a fast and flexible way. In the UV range (250-400nm), other spectral filter technologies are under investigation. For the ALTIUS mission BIRA/IASB is Prime Investigator, and OIP is the industrial prime contractor for the payload, with QinetiQ as mission Prime and responsible for the satellite development. During 2013, the design phase B1 of ALTIUS was started. Page 73 of 92 Figure 9: The ALTIUS instrument on a PROBA platform CSL SOLAR ORBITER On the 4th of October 2011, Solar Orbiter has been selected by the ESA's Science Programme Committee (SPC) as the M1 mission of the Cosmic Vision programme, to be launched in 2017. Solar Orbiter will provide the next major step forward in the exploration of the Sun and the heliosphere to investigate many of the fundamental problems remaining in solar and heliospheric science. It includes both a near-Sun and a high solar latitude phase. The near-Sun phase of the mission enables the spacecraft to approach the Sun as close as 0.28 Astronomical Unit (AU) during part of its orbit and thereby permitting observations from a quasi heliosynchronous vantage point. The satellite will corotate with the Sun, as at these distances the angular speed of a spacecraft near its perihelion approximately matches the rotation rate of the Sun. This characteristic enables the instruments to track a given point on the Sun surface for several days. According to this spacecraft configuration, several surfaces, components and subsystems shall be directly exposed to a solar flux profile ranging from 0.5 SC up to 13 SC. The EUI instrument suite is composed of two high-resolution imagers (HRI), one operating at Lyman-α and one at 174Å, respectively named “HRILy-α” and “HRIEUV”, and one dual band full-sun imager (FSI) working alternatively at the 174 and 304 Å EUV pass bands. The HRI and FSI images are produced by a two-mirror and a one-mirror telescope respectively, working in near normal incidence. The EUV reflectivity of the optical surfaces obtained with specific EUV multi-layered coating provides the spectral selection, complemented by filters rejecting the visible and IR radiation. The UV photons reach the detectors (back-thinned APS of 10µm 2k x 2k for the HRI channels and 10µm 3k x 3k for the FSI channel) where they are converted into electrical signal in a front-end electronic (FEE), before being compressed and stored in the CEB (common electronic box). The CSL is the PI Institute of the EUI Consortium including members from Belgium, France, Germany, Switzerland and United Kingdom. 2013 highlights include the setting up of the validation test campaign for the STM model. CHEOPS Page 74 of 92 The CHaracterizing ExOPlanet Satellite (CHEOPS) will be the first mission dedicated to search for transits by means of ultrahigh precision photometry on bright stars already known to host planets. By being able to point at nearly any location on the sky, it will provide the unique capability of determining accurate radii for a subset of those planets for which the mass has already been estimated from ground-based spectroscopic surveys. It will also provide precision radii for new planets discovered by the next generation ground-based transits surveys (Neptune-size and smaller).includes both a nearSun and a high solar latitude phase. The near-Sun phase of the mission enables the spacecraft to approach the Sun as close as 0.28 Astronomical Unit (AU) during part of its orbit and thereby permitting observations from a quasi heliosynchronous vantage point. On 19 October 2012, CHEOPS was selected for study as the first S-class mission in Cosmic Vision 2015-2025. The mission was formally adopted in early February 2014, with launch readiness planned for 2017. CSL is participating to the Cheops consortium through the design, manufacturing and validation of the telescope baffle. (Source ESA) ICON ICON (Ionospheric CONexion Explorer) is a NASA Heliophysics Explorer, selected by April 2013. It will give NASA’s Heliophysics division powerful new capability to determine the conditions in space modified by weather on the planet, and to understand the way space weather events grow to envelop regions of our planet with dense ionospheric plasma. ICON team is led by the prestigious Berkeley Institute. Several scientists of the University of Liège and CSL are associated to this mission (Dr. Jean Claude Gerard, Dr Benoit Hubert, Dr Pierre Rochus). Furthermore, CSL is responsible of the optical design, alignment and calibration of the FUV (Far UltraViolet) instrument with the benefit of the IMAGE project heritage. The visible instrument (VIS) will provide shape measurement of the galaxies and the Near IR Spectrometer Photometer (NISP) will measure the galaxies redshift. Under the PRODEX umbrella, the activities performed by the CSL are: • to measure the deformation of the NISP detector system (NI-DS) when cooled-down to about 95K with an accuracy of 1µm. The NI-DS is a FPA of 16 detectors. • to perform vibration testing of three NISP models. For the VIS instrument. • to perform vibration testing of two VIS models and optical metrology on the FPA between vibration tests. EXOMARS NOMAD The ExoMars Trace Gas Orbiter (EMTGO), scheduled to launch in January 2016, is the first of two ESA robotic missions to the Red Planet. The mission also will serve as a communication relay for Mars surface missions beginning in 2018. The NOMAD instrument will conduct a spectroscopic survey of Mars’ atmosphere in UV, visible and IR wavelengths covering the 0.2-0.65 and 2.2-4.3 µm spectral ranges. NOMAD is composed of 3 channels: a solar occultation channel (SO) operating in the IR, a second IR channel capable of doing nadir, but also solar occultation and limb observations (LNO), and an UV/VIS channel (UVIS) that can work in all observation modes. CSL is responsible of the instrument AIV as well as some additional development of spacecraft accessories. Source CSL Page 76 of 92 S.A.B.C.A. Fabrication additive (A.M. Page 81 of 92 Space Applications Services CUBIST (Combining and Uniting Business Intelligence with Semantic Technologies) CUBIST (http://www.cubist-project.eu) was an FP7 Call 5 project of STREP type. From a technical point of view, CUBIST combines 2 worlds: Business Intelligence platforms and Semantic Technologies platforms, and accordingly creates a new type of platform entitled "Semantic Business Intelligence" (SBI) that offers the best of both worlds. From an end-user point of view, such SBI can process very large amounts of data, both "structured" (like databases) and "unstructured" (like documents, emails, wikis, etc.), create an intermediate representation (this is the "Triple Store" of the figure below), and then offer query and visualisation tools for the users to best exploit this huge amount of information. This ultimately offers them the possibility to answer questions otherwise not possible, or discover facts that would otherwise have been kept unnoticed, buried in the large-scale amount of information. CUBIST’s Semantic Business Intelligence (on the right) compared to classical Business Intelligence (on the left). Space Applications Services has addressed one of the 3 concrete use cases for application of the Semantic Business Intelligence technology: the world of space control centres, such as User Support Operations Centres of the European Space Agency, are indeed with structured and unstructured types of data that are found in large quantities and waiting for more valorisation. The chosen space control centre was the Belgian User Support and Operations Centre (B.USOC), that is operated (among others) by operators of Space Applications Services, who have first provided their user requirements and have afterwards evaluated the successive versions of the CUBIST’s Semantic Business Intelligence platform. A particular objective in mind was to enhance the situational awareness of the operators, by means that provide support to decisions during space missions. One particular technique that has been exercised is known as Formal Concept Analysis (FCA). Space Applications Services has also actively contributed to the actual development of the CUBIST platform, for the architectural design of the platform and the research related to semantic ETL and structured/unstructured data integration issues. FORLAB is a European Commission project to deliver a novel systematic methodology for optimizing the collection of evidence after the blast of an improvised explosive device (IED). FORLAB as a video presentation: http://vimeo.com/52554074 Page 82 of 92 An IED post-blast scenario is a vast area where large quantities of diverse evidences must be searched, collected and transferred to a distant reference laboratory for analysis. The results of the analysis are not available in-situ, so many evidences must be collected and sent to ensure key evidences are identified. FORLAB aims to improve the existing forensic procedures by providing robust technologies for on-site screening and searching, and to create a dynamic, real-time feedback loop between the data collection and screening process at the scene, and a distant Command and Control Centre where all the available information is made available to a qualified investigator. The Command and Control Centre aims to feature a 3D scene recreation with near-real time data relevant to the investigation, such as current sensor scans, synthesized into the view, with further investigation data easily accessible. This Centre is seen as a key element for the coordination, resource management and correct decision making in the investigation of the post blast scenario. Space Applications Services is the leader of the following activities: • Design and development of the Command & Control Centre prototype and information management systems to be used in it. • Preparation of test data and test plan for the Command & Control Centre prototype. • Execution of the Command & Control Centre prototype testing based on the defined data and test plan. Page 83 of 92 SPENVIS-NG (Space Environment Information System – Next Generation) The key objective of the SPENVIS-NG project is the upgrade of the current SPENVIS system (www.spenvis.oma.be) in to a new Web-based service-oriented framework supporting dynamic configuration of models related to the hazardous space environment. A user-friendly interface is provided for rapid analysis by end-users as well as a machine-to-machine interface for enabling the communication with other software tools. The initial version of SPENVIS was developed by ESTEC and was implemented in the form of a menu-driven system accessible via Telnet sessions. Next versions have been developed for ESA by BIRA/IASB and partners. It has now a Web-based UI made of static forms, C-based CGI scripts executing models usually written in FORTRAN, and plot charts written in IDL. In SPENVIS-NG, the platform is being re-written (excluding the existing models) in the Java programming language, taking into account the lessons learned in past and on-going projects (SPENVIS-*, VisPaNeT, REST-SIM, SEISOP). The new system will be distributed, will offer a dynamic and intuitive Web-based interface, and will allow defining and executing processing chains (workflows). The end-users will interact with the Central Node, which is at the heart of the platform. The Central Node is composed of: • the Web-based user interface, • the knowledge base containing the metadata of the models, the workflows and the execution results, • the Workflow Execution Engine, • wrappers, allowing to execute non-Java-based models (FORTRAN, C, etc.) locally, • models written in Java, and • a Web service client enabling the communication with the Remote Nodes. Remote Nodes expose, through a Web Service-based interface, models that may be activated by the Central Node. Similarly to the Central Node, each Remote Node is able to execute Java and nonJava-based models. Space Applications Services is responsible for designing and implementing the following components: • Knowledge base schema (models and workflow definitions, execution results); • Storage and access of execution results; • User authentication and management; • Workflow execution engine; • Workflow development kit (in WebUI). VSWMC (Virtual Space Weather Modelling Centre – Phase 1) VSWMC is a single software infrastructure able to model and predict the evolution of space weather events from their origin on the Sun to their effects in the Earth environment and on the ground. Over the past decades, a large set of space weather models have been constructed, each of them is adequate to describe the specific conditions found in a particular region of the solar system. The VSWMC project aims to couple these different models in a single end-to-end system. The first Phase of this project is split in two goals: • Phase 1A: definition of a full-scale VSWMC and a long-term plan for the future development. • Phase 1B: development of a proof-of-concept prototype version of the VSWMC system that addresses the feasibility of the most critical parts of the future complete VSWMC. Space Applications Services is involved in the design and development of the VSWMC. Page 84 of 92 In Phase 1A, Space Applications Services was responsible for: • Selection of system requirements that are the best candidates for the Phase 1B prototype. • Architectural design of the full VSWMC Framework, the user interface and the remote execution of models. • Detailed design, incl. the validation approach of the Prototype VSWMC System for implementation in Phase 1B. In Phase 1B, Space Applications Services takes a lead role in: • Development of the modelling system framework. • Integrating the different components of the Prototype VSWMC System (Framework + Models + Couplers) and producing its associated Software Release Document. • Production of the Software User Manual. PERICLES PERICLES is an FP7 Integrated Project under the ICT call. It aims at an overall approach for Long Term Data Preservation (LTDP) which takes into account change over time. • • LTDP does not only aim at keeping the bits available, but also and especially at keeping the data understandable, useful and reusable. Change includes semantic drift, change in technology (availability of formats and software) and change in user communities and their goals. For achieving this, PERICLES will develop tools and methods to be integrated and evaluated in two distinct test beds – the art & media test bed (developed with Tate Gallery) and the space science test bed (developed with B.USOC). SpaceApps develops the space science test bed as an LTDP prototype for space science data in the B.USOC premises. The first space science use case is the SOLAR experiment. PERICLES approach includes: Figure 10 - SOLAR Payload (courtesy ESA) 1. Ways to organize data and metadata (data describing data) in a meaningful way (readable by both humans and machines) by emphasizing the relations between digital resources. 2. Accessibility: These relations provide a natural way to access the data and allow future users to understand and reuse it by browsing the information through the relations. Accessibility to the data means that the data is, to a certain extent, preserved just because it is kept available for the interested community. 3. At least some of the semantic relations between digital resources define dependencies. Mapping explicitly these relations to different kinds of dependencies allows having a dependency graph in which dependencies are also well explained, comprehensibly to humans. 4. Preservation packages that contain all the resources related to and needed for reusing certain types of datasets can be automatically created by taking advantage of the structure of the semantic/dependency graph. 5. Weighted dependency graph allows providing a clear view of the situation of the preservation system as a whole. It allows assessing and auditing the risk that a certain policy may be violated in the near future due to e.g. degradation of resources over time. 6. Research addressing change and the application of its results to the semantic graph (and the weighted dependency graph within it) allow to identify and mitigate issues related to change. Page 85 of 92 7. Continuous collection of additional information about the data – from interested users who access the digital resources, from other related systems that may make relevant data or metadata available and by means of automatic approaches (e.g. extraction of semantic relations from unstructured text using natural language processing techniques), will allow to improve the understandability and reusability of the data over time. Space Applications Services leads the requirement analysis and evaluation work package and, in addition, has a strong role in different research activities (which include the development of semantic models and natural language processing based tools) and a main role as the developer of the integrated space science test bed. SeaBILLA (Sea Border Surveillance) SeaBILLA is a major project aimed at defining the architecture for cost-effective and innovative enhancements to European Sea Border Surveillance systems, integrating space, land, sea and air assets, including legacy systems. Involving 26 partners, including the Navy and Police forces from 5 different countries, SeaBILLA is based on requirements for Sea Border Surveillance defined by experienced operational users. These requirements have been transformed into Scenarios representative of gaps and opportunities for fruitful cooperative information exchange between Members States. The project has applied advanced technological solutions to increase performances of surveillance functions, develop and demonstrate significant improvements in detection, tracking, identification and automated behaviour analysis of all vessels, including hard to detect vessels, in open waters as well as close to coast. Enhancements include: • Ad-hoc enhancements for selected legacy surveillance systems and sensors. • Prototyping non-conventional sensors such as Unmanned Air Systems and Passive Sensors for their use as gap fillers in maritime surveillance. • An innovative sensors networking architecture. • The provision of value added functionalities to elaborate tailored common maritime picture. SeaBILLA has addressed the integration of existing and future maritime surveillance systems across sectors and borders to demonstrate how a cross-sector network, augmented by information fusion and analysis tools, can meet the ever increasing requirements for the provision of a common and recognised picture. Page 86 of 92 The SeaBILLA technologies and solutions have been extensively experimented in laboratory environments, using real and simulated data on integrated test-beds in the project partners’ premises, inviting the user community to observe, test and familiarize themselves with the functionalities provided by the joint exploitation of heterogeneous sensors for their operational activities. Space Applications Services has provided expertise and services for evaluating the performance and effectiveness of multiple enhancement opportunities, including data fusion techniques and multiple sensor enhancement deployments. This work has been integrated using industry standard techniques and methods. 2.9 Ruimtevaarttoepassingen/Applications spatiales SPACEBEL VISUALISATION TOOL SYSTEMS (CNES) VTS is a satellite simulation toolkit integrating flight data, sensors and ground station configuration data that can be viewed in 2D or 3D, plots and every compatible application built in accordance with the CCSDS standard. The toolkit is used by a multidisciplinary team of experts including flight dynamics engineers, who are involved in the design of prestigious space missions such as Galileo, ATV, Rosetta and others. In 2013, SPACEBEL continued to maintain and upgrade this operational software. SPACE SITUATIONAL AWARENESS (ESA) SPACEBEL is prime contractor for the design, implementation and deployment of the Space Weather (SWE) monitoring and forecast portal services, i.e. the SSA-DC II project. The Space Weather segment’s aim is to detect and forecast space weather events and the effects on European space assets and ground based infrastructure. As part of the Pilot Data Centre’s element of the SSA programme, this interactive portal links applications available in the Space Weather Data Centre with data sources available from various providers and incorporates a level of analysis capability. In 2013, SPACEBEL pursued the provision of a centralized access point linking all aspects of the Space Weather service network, including expert services centres and federated services. The system is based upon a service-oriented architecture and is expected to be made operational and fulfil the needs of the SSA programme. Page 87 of 92 CSL SAOCOM In 1997, Belgium and Argentina signed a cooperation agreement on space, which materialized with Belgium’s participation to the SAOCOM project, in the framework of a specific agreement signed in 2000. The responsibility of the project was attributed to Centre Spatial de Liège (CSL) under Belspo financing. SAOCOM is an Earth observation satellite system developed by CONAE (Comción Nacional de los Activitades Aerospaciales), the payload of which is a L-band full polarimetric Synthetic Aperture Radar (SAR). Two satellites are to be launched one year apart, starting end 2014. Together with the Italian Cosmo-Skymed satellites, they will constitute the X+L-band SIASGE system for disaster management. CSL is mainly in charge of the development of a reference Stripmap/TOPSAR processor capable of handling a set of SAOCOM reference beams and imaging modes. An image of Buenos Aires focused by the current CSL SAR processor from ERS-1 raw data acquired at the Cordoba ground station is shown hereunder. Source CSL Page 88 of 92 3. Exploratie/exploration SPACEBEL LANDSAFE (ESA) Since 2011, SPACEBEL has been setting up a software suite called LandSAfe (Landing Site Risk Analysis software framework), which is part of ESA’s Aurora programme. Aim of the project: generate lunar mapping, including landing risk maps and derived products and serve as a reliable tool to evaluate and certify appropriate sites for safe landings on the Moon. In 2013, a successful Critical design Review took place and activities focused on the integration, testing and validation of the final lunar mapping and derived products. 4. PERSPECTIVES SPACEBEL COMMERCIAL SATELLITE SYSTEMS SPACEBEL has conducted a series of Earth observation mission studies for a certain number of prospects outside Europe. The proposed missions include multispectral and panchromatic high resolution instruments. The studies, which were conducted in collaboration with other Belgian industrialists such as QinetiQ Space, AMOS and CSL, shall lead to a first contract with Vietnam at the end of 2013 or early 2014. This contract concerns the supply of a small hyperspectral spacecraft named VNREDSat-1b (Vietnam Natural Resources, Environment & Disaster Monitoring satellite) which will allow the Vietnamese authorities to monitor independently their territory and environment. The small satellite will play an important role, amongst others, in the field of natural resources management (agriculture, forests), will ensure a better follow-up of climate changes, detect pollution in the seas, help to minimize the impact of natural disasters, etc. Page 89 of 92 SPACE APPLICATIONS SERVICES S3 (Swiss Space Systems) -- Programme The key objective is to develop, manufacture, certify and operate unmanned suborbital space planes for small satellite deployment. The range of satellites we will be able to launch goes up to 250 kg small satellites. The start of the test flights is planned for 2017/2018. In order to achieve this goal, the project relies on the support of a worldwide network of internationally renowned partners and advisors. According to the mission plan, the SOAR (Sub Orbital AiRcraft) vehicle will be launched by a carrier vehicle from an altitude of about 33,000 feet (10,000 meters). After separating from the carrier plane, the SOAR will fire a liquid oxygen and kerosene rocket engine to reach an altitude of nearly 80 kilometers (50 miles). At that height, the SOAR will open its cargo bay doors to deploy a satellite equipped with its own rocket engine, a third stage, to launch the 250 kilograms (550pound) satellite into an orbit about 700 km (434 miles) above Earth. The SOAR vehicle will then glide back to Earth and land at its home spaceport. The mission is based on sustainable systems and built on aeronautics experience and its developments. The launch of the SOAR vehicle is from Zero-G certified Airbus A300, and the SOAR will use standard fuels, with no fuel required during landing after a suborbital flight. Thus, the most economic and ecological model available today. Nothing is lost on a flight. The main components used during the flight are re-usable and are intend to develop ground operations known from aviation such as inspection, repair and equipment replacement activities. The collaboration that will then be initiated with the ESA Astronaut Centre will enable S3 to move on to the next stage in its development, i.e. very high speed passenger transportation, which will open the way to the transportation of the future. Space Applications Services is responsible for the end-to-end Ground Segment engineering, noncritical avionics and training of operators. Page 90 of 92 Page 91 of 92 Page 92 of 92
