E X FROM T R A C T DIRECTIVES Members of the identity verification panel for cumulative functions Advance polling Polling day PREAMBLE : This booklet is an excerpt page by page from the Directives to members of the identity verification panel DGE-64, and is aimed at deputy returning officers and poll clerks cumulating functions as members of the identity verification panel. Pagination corresponds in every respect to that of the Directive DGE-64. The booklet contains additional information to help you perform your job properly. Please disregard the information contained in the boxes on gray background, marked with an « X ». DGE-64.1-VA (13-01) H Process for checking the elector’s identity The reminder sheet in appendix 8 is a useful reference. We invite you to consult this document. 1. Receive the elector at the identity verification panel The elector is directed to the identity verification panel by the PRIMO or the deputy returning officer for the following reasons : 2. o because the elector does not have in his possession one of the five identification documents required to establish his identity EA 335.1 and 337 o because the elector cannot reveal his face for health reasons. If this situation occurs, refer to the described in chapter I of this directive and theprocedure returning officer through the PRIMO ignore the stages below. Check the elector's entry on the list of electors The elector must give his name and address to members of the identity verification panel and, upon request, his date of birth. EA 335.2 and 337 The elector’s address must be the one entered on the list of electors. EA 337 The member of the panel responsible for checking the elector’s identity makes sure that the elector is indeed entered on the list of electors. An elector whose name does not appear on the list of electors cannot vote. As a result, you cannot issue him an attestation of identity. Particularities of the voting outside an electoral division polling station (VOPS) In the case of an elector who temporarily resides in an electoral district other than that of his domicile, verification of registration on the list of electors is carried out as directed by the returning officer. 3. Check the elector's identity EA 335.2 An elector who has been directed to the identity verification panel because he does not have one of the five identification documents required to vote declares before the members of the panel: o that he is indeed the elector whose name appears on the list of electors and that he is entitled to be entered on the list at the address appearing on the list of electors. 13 The member of the panel who is responsible for the registry: o completes the oath of part A of the registry o enters the number of the polling subdivision as well as the elector’s line number on the list of electors o has the elector sign the oath. The elector must reveal his face in order to identify himself1 and satisfy the conditions for one of the following scenarios : Scenario 1 (see part B of the registry) Produce at least two documents: o that each confirm his name and one of which has his photograph for example: • Bell Canada bill (in the elector's name) • photo ID card of a college or university (that mentions the elector's name) or, failing that o which, together, prove his name, his date of birth and the address at which he is entered or that of his domicile for example: • Hydro-Québec bill (indicating the elector's name and address) • Birth certificate (mentioning the elector's name and date of birth) 1 If the elector cannot identity himself by revealing his face for physical health reasons, see chapter I of this refer to the returning officer through the PRIMO Directive. 14 Scenario 2 (see part C of the registry) Be accompanied by a person who satisfies all these conditions : o o o provides his name, address and, if requested, his date of birth attests to the elector's identity and address declares that he has not accompanied during the same poll an elector other than his spouse or a relative A RELATIVE refers to: EA 205 the father, mother, grandfather, grandmother, father-in-law, mother-in-law, brother, sister, brother-in-law, sister-in-law, son, daughter, son-in-law, daughter-in-law, grandson, granddaughter o establishes his identity by revealing his face and presenting one of the following identification documents provided that it bears a photograph 1. his health insurance card issued by the Régie de l'assurance maladie du Québec 2. his driver’s licence or probationary licence issued on plastic support by the Société de l’assurance automobile du Québec 3. Canadian passport 4. certificate of Indian Status 5. Canadian Forces identification card o signs the prescribed oath that indicates his name, address and date of birth. Exception EA 335.3 The supporting document presented by the person accompanying an elector does not have to include a photograph if the person resides in one of the places prescribed by the Regulation respecting the Régie de l’assurance maladie du Québec or the Société de l’assurance automobile du Québec and if the person is accompanying an elector who is entitled to vote at one of those places. The staff concerned will be informed by the returning officer. 15 No person may write down or otherwise record information contained in a document produced by an elector, unless the Chief Electoral Officer asks for it. EA 335.3 For more information concerning the validity of documents presented at the identify verification panel, please see appendix 9. For more information on accompanying a person at the identity verification panel, please see appendix 10. o The member of the panel who is responsible for the registry completes part B (scenario 1) or part C (scenario 2) of the registry as the case may be. o The members of the panel render a decision on the spot. Decisions are made by a majority vote. EA 312.1 o The member of the panel who is responsible for the registry notes in part D all information related to the decision made. o The panel members sign part D of the registry. No member of the identity verification panel may certify an elector’s identity. The other polling officers may assist an elector if it does not interfere with or delay the vote. They must comply with all the rules prescribed by the act. In particular, each polling officer is entitled to certify the identity of one and only one elector who may not be a relative or a spouse. 4. Give the attestation of identity to the elector The chairman of the identity verification panel: o completes, signs and gives an Attestation of an elector’s identity DGE-55 to the elector who meets the requirements EA 335.4 The chairman does not keep a copy of this attestation. 5. Direct the elector to the PRIMO o An elector who obtains an attestation of an elector’s identify DGE-55 signed by the chairman of the identity verification panel must be directed to the PRIMO before proceeding to the polling station. 16 J Closing of the poll The reminder sheet in appendix 11 is a useful reference. We invite you to consult this document. 1. Count the attestations of identity and complete the Registry of the identity verification panel DGE-72 The chairman : o counts, every evening of polling, the number of attestations issued and the number rejected, based on entries made in the Registry of the identity verification panel DGE-72 during the day o marks the number on the last page of the registry. All panel members: o sign the Registry of the identity verification panel DGE-72. The chairman : o inserts the registry in envelope ENV-715 o applies a seal DGE-70.4 to this envelope.
