This has been with the aid of propaganda on both sides. Before risking nuclear catastrophe, both sides should be forced to have their propaganda submitted to independent scrutiny to sift through the factual basis, in line with article 20 of the International Covenant on Civil and Political Rights. Randal Marlin is Adjunct Professor in the Philosophy Department at Carleton University. He was educated at Princeton University, McGill University, the University of Oxford, the University of Toronto and the University of Bordeaux where he studied with Jacques Ellul. His current focus of research activity is communication ethics, in particular the study of ethical dimensions of persuasion and propaganda. He has published numerous articles on free speech issues and is active in civil liberties, and is past-president of the Civil Liberties Association, National Capital Region. His most recent publication is the second edition of Propaganda and the Ethics of Persuasion. Tim Blackmore, from the University of Western Ontario, wrote: "Propaganda and the Ethics of Persuasion is a book we need now more than ever. It is a stand-alone resource for those who don't know anything about propaganda, want a refresher, or want to see how propaganda has fared in the digital age.
