Article 1er
Article 1
On entend par région inhospitalière toute région où, à cause du relief,
de la végétation, des conditions climatique ou de l'insuffisance de
l'habitat, tout atterrissage forcé ou tout accident d'aviation, entraîne
une ou plusieurs des conséquences suivantes :
- aggravation des risques pour les occupants de l'aéronef par suite
du manque de moyens locaux de subsistance ou d'assistance ;
- difficultés de repérage de l'aéronef au sol, par moyens terrestres
ou aériens ;
- longs délais et moyens importants pour assurer la recherche et
le sauvetage de l'aéronef et de ses occupants.
An inhospitable region is all region where, because of relief,
vegetation, climatic conditions or insufficiency of habitation, all
forced landing or all aircraft accident, can induce to the one or to
several following results:

L'Annexe 1 du présent Arrêté délimite les régions inhospitalières sur
le territoire de MADAGASCAR.
ZONES I et II : Forêt tropicale de la Côte Est ;
The Annex 1 of present Decree gives a delimitation of inhospitable
regions on the territory of MADAGASCAR.
- aggravation of risks for the occupants of aircraft because of lack
of local subsistence supplies or aid;
- difficulties to localize aircraft in ground, by using terrestrial or
aerial equipments;
- long delays and important equipments to assure search and
rescue operations of the aircraft and its occupants.
ZONES I and II : Tropical forest of East Coast;
ZONE III
: Massif de l'ISALO ;

: Massif of ISALO ;
ZONE IV
: Région côtière d'ANAKAO à l'embouchure de la
MENARANDRA.
ZONE IV
: Coastal region of ANAKAO until the mouth
of MENARANDRA river.
Article 3
Article 3
Tout vol au-dessus d'une région inhospitalière qui n'est pas effectué
selon les règles de vol aux instruments (IFR), doit respecter les règles
suivantes :
1.- l'aéronef doit être équipé d'un moyen de liaison radioélectrique
bilatérale sûre et permanente avec le Centre d'Information en
Vol d'ANTANANARIVO
Une veille permanente sur les fréquences de cet organe sera
effectuée par le pilote ;
2.- l 'aéronef doit être équipé de moyens de radionavigation appropriés à la route à suivre ;
All flight over an inhospitable region that is not operated according
to the flight instruments rules (IFR), must respect the following rules:
3.- les équipements radioélectriques de bord spécifiés aux alinéas
1 et 2 ci-dessus doivent être homologués par un certificat
d'exploitation de station radioélectrique d'aéronef ;
4.- le pilote doit appliquer les procédures prescrites par le règlement de la circulation aérienne (arrêté N° 2239 du 04.06.70)
notamment en ce qui concerne :
a) Le plan de vol
Le pilote devra mentionner avec précision sur ce document
le niveau de vol et l'itinéraire qu'il se propose de suivre.
En aucun cas, le niveau de vol ou l'itinéraire ne pourrait être
modifié sans que le centre d'information en vol n'ait été
préalablement informé.
b) Les comptes rendus de position en route (0 ENR 4.3)
En plus des points de comptes rendus spécifiés par ledit
règlement, le pilote transmettra un compte rendu de position
à l'entrée, à la sortie de la région inhospitalière, à la verticale de chaque point remarquable de son itinéraire et le cas
échéant à chaque point tournant.

1.- the aircraft must be equipped with a sufficient and permanent
bilateral radio equipment permitting communication with the
Flight Information Centre of ANTANANARIVO.
A permanent listening watch on the frequencies of this
organism will be operated by the pilot;
2.- the aircraft must be equipped with appropriate radio navigation equipments necessary to able to follow the routes to be
used;
3.- the aircraft radio equipments specified above in paragraphs 1
and 2 must be approved by an operation certificate of aircraft
radio station.
4.- the pilot must apply procedures prescribed by the air traffic
rules (Decree N° 2239 of 04.06.70) notably with regard to:
a) Flight plan
The pilot should mention with precision on this document
the flight level and the route that he intends to follow.
Under no circumstances, the flight level or the route could
not be modified without the Flight Information Centre has
been informed previously.
b) En-route position reports (0 ENR 4.3)
In addition to the report points specified by the aforementioned regulation, the pilot will transmit a position report on
the entry, on the exit of an inhospitable region, on vertical of
every remarkable point of the route and if necessary on
every turning point.

En aucun cas, la traversée de la région inhospitalière ne
sera entreprise si le pilote n'a pu obtenir le contact avec le
centre d'information en vol à l'entrée de la région.
Toutefois, les aéronefs qui ne répondent pas aux spécifications des alinéas 1 et 2 ci-dessus sont autorisés à entreprendre la traversée des régions inhospitalières, à condition
que le pilote maintienne en permanence la vue du sol et
suive l'un des itinéraires imposés à l'altitude minimum
indiquée tels qu'ils figurent en annexe II du présent arrêté.
Under no circumstances, the flight across an inhospitable
region won't be operated if the pilot could not obtain contact
with the Flight Information Centre on the region entry.
Article 4
Les équipements spéciaux de sauvetage, de survie et de signalisation que doivent posséder les aéronefs civils, lorsqu'ils survolent une
région inhospitalière sont définis à l'annexe III du présent arrêté.
Les matériels composant ces équipements spéciaux devront être
d'un type agréé et maintenus en bon état de fonctionnement.
Pour ce qui concerne les aéronefs de travail aérien et les aéronefs de
transport public, l'exploitant établira les descriptions et les consignes
d'utilisation des équipements spéciaux, lesquelles seront contenues
dans le manuel d'exploitation.
Article 4
The special equipments of rescue, survival and signalling that civil
aircraft must be equipped, when they operate flight over an inhospitable region are specified in Annex III of present Decree.
The equipments composing these special facilities should conform
an approved type and be maintained in good state of operation.
Article 5
En dehors du territoire de Madagascar, les aéronefs civils, appliqueront les règlements édictés par l'Etat survolé.

Les dérogations particulières au présent arrêté ne seront accordées
qu'à titre exceptionnel et par décision du Ministre chargé de l'Aviation
Civile, laquelle fixera les conditions dans lesquelles la dérogation est
accordée.

Toutes les dispositions contraires au présent arrêté sont abrogées,
notamment l'arrêté N° 2850 du 01.10.65 et ses modifications. Le présent arrêté sera publié au Journal Officiel.

However, the aircraft that don't satisfy the specifications of
paragraphs 1 and 2 above are allowed to operate the flight
across inhospitable regions, with the condition that the pilot
maintains permanently the sight with the ground and follows one of imposed routes at a specified minimum altitude
as indicated in Annex II of present Decree.
For aerial work and public transport aircraft, the operator will establish descriptions and instructions for use of special equipments,
which will be included in the operation manual.
Outside the territory of Madagascar, the civil aircraft, will apply regulations prescribed by the State overflown.
The particular derogations to the present decree will only be granted
exceptionally and by decision of the Minister in charge of Civil
Aviation, who will fix the conditions in which the derogation is allowed.
All arrangements contrary to the present Decree are abrogated,
notably the Decree N° 2850 of 01.10.65 and its modifications. The
present Decree will be published in the Official Journal.

de 5 km, jusqu'au point de coordonnées : 25°00'S - 46°52'E.
Limitée au SUD : par la route à partir du point précédent et jusqu'à
RANOPISO
Limitée à l'Ouest :
- à partir de RANOPISO par le méridien 46°41'E jusqu'au parallèle
24°00'S.
- par une demi-circonférence de 18 km de rayon ayant pour
centre le point de coordonnées 23°50'S - 46°41'E

inhospitable zone.
Limited in the SOUTH : by the road from the precedent point until
RANOPISO
Limited in the WEST :
- from RANOPISO by the Meridian 46°41'E until the parallel
24°00'S.
- by a half circumference of radius 18 km having for centre the
point of coordinates 23°50'S - 46°41'E
- by the parallel 23°40'S until the longitude 46°26'E
- by the meridian 46°26'E, from the latitude 23°40'S until the
latitude 23°15'S.
Limited in the NORTH :
From the longitude 46°26'E until the longitude 47°19'E by the
parallel 23°15'S and by the half circumference of radius 5 km
having for centre LAVARATY.

de10 km de large axé sur la droite IHOSY - SAKARAHA
et d'une zone de 10 km de rayon autour des aérodromes
de BENENITRA et de SAKARAHA.
ZONE III.- Massif of ISALO :
Region included between the following points :
22°00'S - 45°00'E - 22°00'S - 46°00'E and the villages
of BENENITRA and SAKARAHA with the exception of a
corridor of 10 km large centred on the line IHOSY SAKARAHA and a zone of radius 10 km around the
aerodromes of BENENITRA and SAKARAHA.
ZONE VI.- Région côtière de ANAKAO à l'embouchure de la
MENARANDRA :
Région comprise entre la côte maritime, les localités de
ANAKAO , BETIOKY, AMPANIHY et l'embouchure de la
MENARANDRA, à l'exception d'une zone de 10 km de
rayon autour des aérodromes d'AMPANIHY, BETIOKY et
SOALARA-ANAKAO.
ZONE VI.- Coastal region of ANAKAO until the mouth of
MENARANDRA river :
Region included between the maritime coast, the
villages of ANAKAO, BETIOKY, AMPANIHY and the
mouth of MENARANDRA river, with the exception of a
zone of radius 10 km around the aerodromes of AMPANIHY, BETIOKY and SOALARA-ANAKAO.

AÉRONEFS DE TRANSPORT PUBLIC DE PASSAGERS
AIRCRAFT OF PUBLIC TRANSPORT PASSENGERS
I - Matériels de télécommunications et de signalisation :
L'équipement radio de survivance des aéronefs de transport
public de passagers sera conforme aux spécifications de
l'Annexe 10 ; il fonctionnera sur la fréquence de 121,5 Mhz ou
sur les deux fréquences 121,5 Mhz et 243 Mhz.
I - Communication and signalling equipments :
The survival radio equipment of public transport passengers
aircraft will conform to the specifications of Annex 10; it will operate on the frequency 121,5 Mhz or on the two frequencies
121,5 Mhz and 243 Mhz.
Les matériels de signalisation comprendront :
- deux miroirs de signalisation avec système de visée
- Six fusées rouges au minimum
- Six fumigènes à allumage automatique
- Un jeu de panneaux de signalisation air-sol sur lesquels sera
imprimé le code figurant en Annexe 4
The equipment of signalling will include:
- two signalling mirrors with sighting system
- Six red flares in minimum
- Six smoke producting devices with automatic firing
- a set of sheets for ground-to-air signals on which will be
printed the code for use defined in Annex 4

II - Matériels de télécommunications et de signalisation :
Outre la trousse de premier secours qui doit se trouver à bord de
tout aéronef de transport public, et qui comprend des médicaments antigastralgiques, des médicaments calmants, tonicardiaques, antipaludéens et antinaupathiques, du collyre, des
gouttes nasales, des corps gras contre les brûlures et objets de
pansemment et antiseptiques - tout aéronef transportant plus de
vingt passagers devra emporter à bord un matériel de secours
analogue à celui défini ci-après :

all public transport aircraft and containing antigastralgic medicines, calming, cardiotonic, antimalarial and airsickness medecines, eye-lotion, nasal drops, fats products against the burns,

III - Matériels de survie:
Il doit comprendre au minimum pour l'ensemble des passagers
et des membres de l'équipage :
- Un litre d'eau potable ou de boisson non alcoolisée ; cette
quantité sera portée à trois litres pour les appareils appelés à
survoler les régions désertiques en dehors du territoire de
Madagascar.
III - Survival equipment :
It must include in the minimum for all passengers and crew

increased to three litres for aircraft assigned to operate flight
over desert regions outside the territory of Madagascar.

L'eau potable et les boissons non alcoolisées embarquées pour
les besoins du bord peuvent être inclus dans cette réserve, à
condition que des mesures soient prises par les exploitants pour
conserver cette quantité durant tout le survol des régions
inhospitalières.
Drinking water and soft drinks embarked for the needs on board
can be included in this reserve, with the condition that some
arrangements must be taken by the operators to preserve this
quantity during the whole flight over the inhospitable regions.
Les exploitants doivent établir un manuel d'instruction concernant le secourisme et la survie : soins aux malades et aux
blessés, emploi de vivres et des boissons.
Operators must prescribe an instruction manual concerning
first-aid and survival procedures : cares to give to patients and
to people injured, normal use of foods and drinks.
Les vivres et les boissons doivent être toujours consommables ;
ils seront renouvelés à intervalles réguliers.
Foods and drinks must be always edible and drinkable; they will
be changed and renewed at regular intervals.

I - Matériels de signalisation :
Celui-ci doit comprendre au minimum :
- un miroir de signalisation (genre S.O.S 643)
- trois bandes pour signaux sol-air (rouges d'un côté - blanches
de l'autre) de 3x0,50 m avec le code international imprimé sur
chaque bande (voir Annexe IV)
- une boîte d'allumettes
- trois fusées
- trois fumigènes
II - Matériel de secours :

- a signalling mirror (model S.O.S 643)
- three strips for ground/air signals (red on one hand, white on
the other one) of 3 m x 0,5 m, with international code printed on each strip (see Annex IV)
- matches
- three flares
- three producting smoke devices.
II - Emergency equipment :
Il doit comprendre une trousse médicale individuelle pour chaque
membre d'équipage, composée chacune des médicaments et
objets analogues aux suivants, donnés à titre indicatif :
a) Médicaments :
- pommade à l'auréomycine

- baume antisolaire
(1 tube)
- aspirine phénergan
(1 tube de 20 comprimés)
- alunozal comprimés
(1 tube)
- tonicorine comprimés

- nivaquine comprimés

b) Pansements, compresses de gaze, coton hydrophile, sparadrap, garrot hémostatique en caoutchouc.
It must include an individual medical kit for each crew member,
each composed with medicines and products similar to those
indicated below given for indicative information :
Le tout doit être contenu dans une pochette de forte toile, fixée soit à
la ceinture, soit au dossier du siège de chaque passager ou membre
d'équipage.
The set of these medicines must be contained in a strong cloth
cover, fixed either on the security belt, either on the back of each
passenger's seat or crew member

Ce matériel doit comprendre au minimum :
- 1 litre d'eau potable ou de boisson non alcoolisée par
personne à bord ;
- des vivres pour un jour susceptibles de procurer 2200 calories
par personne à bord ;
- des comprimés de clonazone pour purifier l'eau.

- Tablets of clonazone to purify water.
