FRANCE BOUTHILLIER, PhD.
1. PERSONAL BACKGROUND
1.1 BIOGRAPHY
France is director of the School of Information Studies, McGill University, since 2004 and
associate professor since 2002. Her teaching areas are related to the management of information
services, business information, competitive intelligence and information and society. Her
publications, presentations and research projects deal with the information needs of small
businesses, knowledge management, education of information professionals, competitive
intelligence and ethnographic research. In 2003-2004, she was elected president of the
Corporation of Professional Librarians in Quebec, and president of the Canadian Association of
Information Science. Prior to her hiring at McGill, she held various teaching and administrative
positions in other universities and public agencies. France has been working as a consultant for
conducting various organizational studies in both the public and private sectors.

Stakeholder Responsibilities to Promote Cyber-Safety for Canada’s Youngest Technology Users

Summary:
The purpose of the project is to develop and moderate a virtual space to mobilize knowledge on cyberbullying and cyber-safety and to encourage various audiences to interact such as technology firms,
educators, policy makers, librarians, information specialists and youth. By providing content based on
competitive intelligence strategies, and by monitoring online discussions, the intention is to increase
awareness and to examine the information behavior of the various target groups.

Title: Courriels Cochrane : Dissémination de la méthode d’évaluation des informations en milieu
francophone (ongoing)
Summary:
The project seeks to disseminate the McGill Information Assessment Method (IAM) in the
francophone world by translating and adapting the synopses of Cochrane systematic reviews of
literature already disseminated by email through the Cochrane Primary Health Care Field. The
IAM systematically documents the situational relevance (seven items), the cognitive impact (10 items)
and the use of information (four items) in a comprehensive manner in push and pull contexts. The
ultimate objective is to integrate these synopses in continuing medical education programs that
are made available to family physicians.

Title: The Use of Competitive Intelligence Technology by Competitive Intelligence
Practitioners: A Comparison between the Private and Public Sectors (ongoing)
Summary:
The purpose of this program of research is to investigate to what extent competitive intelligence
(CI)/collaborative technology is used in the public and private sectors, and to identify how such
technology can better address the needs of CI practitioners and organizations. CI technology
refers to information technology applications that are used for: identifying CI needs; acquiring
competitive information; organizing, storing and retrieving competitive information; analyzing
information; and developing and distributing CI products for supporting strategic decision-making in
organizations.

Title: Design of Information Services for Small Businesses in the Context of the Public Library

Summary:
To design information services that fit small businesses information needs, this project entailed
the examination of public library websites to develop a typology of existing business information
services (BIS). It was found that 108 public libraries out of 194 were offering BIS in Canada,
USA, England, Denmark, Australia and New Zealand. To discover small business (SB)
managers’ service expectations, 26 managers were interviewed in three sectors representing
Montreal’s economy (aerospace, pharmaceutical, and multimedia). Interestingly, SB managers in

the multimedia sector were the most interested in BIS offered in public libraries and they showed
also interest for competitive intelligence (CI) software that would enable them to access strategic
information. A gap was found between the perceptions of library personnel and the needs and
expectations of the SB community. While library staff thought that SB managers need
sophisticated services, SB managers expressed interest for typical and simple library services
such as book reviews, traditional reference services, library collection including books and
magazines. The major conclusion of the study is that SB managers would value BIS if they have
some guarantee that they would receive high service quality based on a good understanding of
the particularities of their industrial sector. Finally, the examination of CI software for delivering
strategic information to SB managers became highly relevant for the design of an information
service model based on the expectations of SB managers, as revealed in interviews. This
examination led to the development of a set of 32 evaluation criteria for assessing such
technology. These criteria are seen now both in academic and non-academic circles as a solid
foundation for appraising intelligence needs and the added-value of technology in the context of CI.

Title : Identification des facteurs de succès menant à l’implantation et à l’utilisation de services
d’information spécialisés pour les PME au sein d’une bibliothèque municipale au Québec

Summary:
The purpose of this research was to identify the key factors that would facilitate the use of BIS in public
libraries by SB managers in terms of service quality, library policies, staff training, and marketing of
information services. Nine case analyses of large and small public libraries offering BIS, including
interviews with library directors and key library staff, were conducted in three countries (Canada, USA,
Denmark). The findings reveal that the historical background of each case was very particular, and that no
market analysis preceded the establishment of BIS. These services were created mostly in relation to the
willingness and vision of critical municipal actors or of the librarians themselves. Other key factors that
played a role in the success of BIS include: availability of financial resources, strong government support,
availability of trained staff; development of services for specific industrial sectors as opposed to general
services for a whole community; proactive approach for marketing BIS among small business such as
making MBA students and any newly hired top executives aware of these services through workshops,
letters, or invitations; close monitoring of service quality; and special attention given to corporate
demands in designing BIS such as opening the library at critical hours for business people.

Title: Design of an Information Service Model for Small Businesses in the Context of the Public
Library - Phase One - Analysis of Current Situation (completed)
Summary:
These two small grants were used to conduct a review of the literature on business information services in
public libraries and a survey in Quebec municipal libraries to identify the types of services currently
offered in the province. It was found that such services were not offered in Quebec, and that library
managers offered several reasons to explain their absence: lack of funds, lack of demand, lack of trained
staff, and lack of municipal support.
