Any point not provided for in the current rules comes under the remit of the International Sport Code, the general regulations of the FFSA, the VHC standard Asphalt Circuits instructions, or will be specified in the specific instruction of every event. 1.2 Calendrier/ Calendar Ce règlement concerne l’épreuve qui se déroulera sur le Circuit des Remparts à ANGOULÊME (16) France, le Dimanche 18 Septembre 2016. This regulation applies to the event taking place on the Circuit de Remparts in Angoulême (16) France, on Sunday 18 September 2016 La FFSA et ACOCRA se réservent le droit de modifier ce calendrier. The FFSA and ACOCRA retain the right to change this calendar 2 – CONCURRENTS ET PILOTES /COMPETITORS - PILOTS 2.1–Licences et conditions d’admission/Licences and eligibility conditions 2.1.1 – La course du Circuit des Remparts est une épreuve accessible uniquement sur invitation, aux pilotes titulaires d’une licence FFSA en cours de validité. A défaut de licence annuelle, ils pourront demander préalablement à l’épreuve un titre de participation valable pour une seule manifestation. Ce titre de participation devra impérativement être le TPNVHCC « Titre de Participation National VHC Circuit » délivré par la FFSA via l’ASA des Remparts. Pour ceux qui ne sont pas licenciés, un titre de participation à la journée devra être commandé et acheté sur place, contre un certificat médical daté de moins de trois mois. Only the pilots possessing a valid FFSA licence can take part in the Circuit des Remparts if they are given a wild card. Those who do not have an annual licence can, prior to the event, apply for a voucher of participation valid for a single event. That voucher must necessarily be the TPNVHCC « National VHC Circuit participation Voucher » issued by the FFSA via the Remparts ASA. If you don’t have a racing licence, you must order & buy on the spot, a full day participation permit, on production of a medical certificate, dated less than 3 months ago. 2.1.2 -‐ La FFSA ainsi que l’ACOCRA se réservent le droit d’examiner et de refuser toute candidature dans le but de préserver l’esprit du Circuit des Remparts, sans avoir à justifier leur décision.L’inscription n’est officielle qu’après avoir été confirmée par ACOCRA. The FFSA and the ACOCRA retain the right to examine and turn away any application in order to preserve the Circuit Spirit without having to justify their decision. The registration becomes official only after it has been endorsed by ACOCRA. 2.2 - Inscription au Circuit Des Remparts/ Registration in the Circuits des Remparts Tout pilote désirant participer au Circuit des Remparts 2016 devra compléter une demande d’inscription disponible sur le site www.circuit-des-remparts.com avant le 31 Juillet 2016. Cette demande d’inscription devra être accompagnée du règlement des droits d’inscription. Any pilot wishing to take part in the 2016 Circuit des Remparts will have to fill in an application form to be found on the site :www.circuit-des-remparts.com before July 31,2016. The application form must be returned together with the payment of the registration fee 2.3–Engagements aux épreuves /Commitment to the events 2.3.1 -‐ Tout pilote souhaitant participer à l’épreuve devra s’engager par courrier après avoir téléchargé le formulaire sur le site www.circuit-‐des-‐remparts.com, en le retournant avec le règlement selon les modalités proposées sur la fiche de synthèse d’inscription, avant la date de clôture des inscriptions. L’engagement ne sera officiel qu’après avoir été confirmé par l ‘ACOCRA. Any pilot who wishes to take part in the event will have to commit themselves by mail after having downloaded the form from the site :www.circuit-des-remparts.com,and return it at the same time as the payment according to the terms indicated in the briefing card, before the registrations closing date. The commitment will become official only after it has been endorsed by the ACOCRA. 2.3.2 -‐ Les montants des droits d’engagement seront précisés sur le formulaire d’engagement. Seuls les engagements accompagnés du règlement seront pris en compte. The amounts of the commitment fees will be specified on the commitment forms. Only the commitments including their payments will be taken into account ! 2.3.3 -‐ Aucun remboursement ne sera effectué après la date de clôture des engagements. Même en cas d’accord spécifique basé sur une raison de force majeure, une retenue de 100 Euros pour frais administratifs sera appliquée pour toute annulation aprés le 31 Juillet 2016. No refunding will be granted after the commitment closing date. Even in the case of specific agreement based on an emergency situation, a 100€ holdback will be applied for administrative expenses on any cancellation occuring before July 31, 2016. 2.3.4 -‐ La FFSA et ACOCRA se réservent le droit de refuser un engagement à une épreuve conformément à l’art 74 du Code Sportif International, notamment à un demandeur qui aurait fait l’objet de sanction sportive ou disciplinaire au cours d’une épreuve précédente. Mais également, un demandeur qui aurait refusé d’appliquer une décision de la FFSA ou ACOCRA. Le refus peut intervenir suite à des propos, des actes ayant porté préjudice à la FFSA ou à ACOCRA, ou qui aurait eu un comportement antisportif, etc.… The FFSA and ACOCRA retain the right to refuse an appearance in an event in compliance with the International Sport Code art. 74, notably when the applicant has been subject to a sporting or disciplinary sanction during a previous event. The same thing applies to an applicant who would have refused to abide by a FFSA or ACOCRA decision. The refusal may happen following words or action having injured The FFSA or International Classic Racing, or an applicant whose behaviour has been deemed contraryto the sporting, spirit. 2.3.5 -‐ Le simple fait de s’engager à cette épreuve est la reconnaissance par le concurrent de la totale conformité de sa voiture et de son équipement personnel avec le présent règlement et les règles FFSA et FIA. By taking part in the event, the competitor explicitly recognizes that his car and personal equipment comply totally with the current regulation and the FFSA and FIA rules. 2.4–Diffusion des informations /Spreading the information Tous les documents seront expédiés soit par courrier, soit remis en mains propres. Les inscriptions et règlements se feront exclusivement avant le 29 Juillet 2016, sauf accord express de ACOCRA. All the documents will be sent by mail or hand-delivered. The registrations and payments must take place exclusively before July 29, 2016, unless an explicit ACOCRA agreement has been obtained . 3– ÉQUIPEMENTS/EQUIPMENTS 3.1 – Pneumatiques / Tyres La monte de pneumatiques lisses type « slick » n’est pas admise, tout pneumatique doit être obligatoirement rainuré.(disponible dans le commerce). Les slicks retaillés sont interdits, sauf selon les dessins des marques Avon,Michelin ou Dunlop.(calque disponible chez le fabricant). Le Plateau Ph Streiff aura à titre exceptionnel la possibilité d’avoir la monte de pneumatiques lisses type « slick ». The use of slick tyres is not admitted. It is mandatory to use grooved tyres available in shops. Sharpened slicks are forbidden with the exception of those showing the designs of the Avon, Michelin or Dunlop brands. 3.2 – Échappements / Exhausts Pendant les essais et les courses, l’utilisation d’un silencieux est obligatoire. La limite de bruit est de 100 décibels au régime moteur de 4500 t/mn. Voir la procédure FFSA du règlement standard des circuits. En cas de dépassement du niveau sonore autorisé constaté en course, la voiture pourra être arrêtée et exclue du meeting. During the practices and the races, it is mandatory to use a silencer. The noise limit is 100 decibels at 4500t/mn engine speed. Refer to the FFSA instruction in the circuits standard regulation. Should any exceeding of the authorised noise level be noticed during the race, the car will be stopped and excluded from the meeting. 3.3 – Équipement des pilotes /Pilots equipments Le pilote doit porter les équipements de sécurité figurant dans les Règlements FFSA .Casques, combinaisons et gants ignifugés seront vérifiés au contrôle technique et avant le départ.Sont recommandés, la cagoule, les sous vêtements et les bottines. The pilot must be equipped with the security equipment required in the FFSA instructions : The helmets, fireproofed driving suits and gloves will be checked at the technical control and before the start. We also recommend to wear a hood, underwears and safety boots Tous les équipements devront être homologues et en cours de validité.Le « Hans » est obligatoire pour les véhicules a partir de la période H, soit les véhicules homologués à partir du 1er Janvier 1977. All the equipments must have been approved and still valid. The « Hans » is mandatory for cars dating from the H period that is to say the cars that have been approved since January 1, 1977. 3.4 –Équipements de sécurité des voitures / Cars security equipments. La voiture engagée doit disposer de tous les équipements de sécurité imposés par les règlements FFSA. Les voitures jusqu’à 1986 considérées comme VH, doivent être conformes aux règles de sécurité de l’annexe K. Toutefois, aucun véhicule postérieur à 1986 ne pourra être engagé. All the cars taking part in the event must be equiped with all the safety equipments required by the FFSA regulations.The cars, up to 1986, considered as VH must comply with the safety rules of the Annex K. However no post- 1986 car can be admitted. 3.5 –Transpondeurs/ Transpondors Chaque véhicule sera équipé d’un transpondeur agrée FFSA, fourni par l’organisation. Le concurrent est responsable de son montage, de son bon fonctionnement, et de sa restitution. Each vehicle will be equipped with a transpondor approved by the FFSA and supplied by the organization. The competitor is responsible for fixing it up, its proper working and restitution 3.6 Les points suivants seront vérifiés / The following points will be verified -‐Récupérateur d’huile/Oil récupérator, -‐Coupe circuit ou coupe batterie/ Circuit cutout or battery switch, -‐Extincteur valable de 3 ou 5 kg (suivant véhicule)/A valid 3 to 5 kg fire extinguisher(depending on the vehicule). -‐Points de remorqage signalés /Earmarked towing points, -‐Harnais et sieges en cours d’homologation/Harnais and seats in the process of accreditation 4 – ÉPREUVES /EVENTS 4.1 Vérifications -‐ Les vérifications administratives se feront salle Hugo Pratt (Dans la cour de l’Hôtel de Ville) le Vendredi et le Samedi de 10.00 à 12.00 et de 14.00 à 18.00 . - The administrative verifications will take place in room Hugo Pratt (in the Town Hall yard) on Friday and Saturday from 10.am to 12 and from 2 to 6 pm. -‐ Les vérifications techniques auront lieu dans le paddock (en pré-‐grille) le Vendredi de 10.00 à 12.00 et de 14.00 à 18.00 et le samedi de 9.00 à 12.00 et de 14.00 à 18.00. - The technicals controls will take place in the holding areas on Friday from 10 am to 12 and from 2pm to 6 pm on Saturday from 9am to 12 and 2pm to 6 pm. 4.2 Tableau d’affichage officiel -‐ Dans le parc d’assistance, au secrétariat général. In the assistance park, at the general secretariat. -‐ Une permanence des chargés de relation avec les concurrents y sera assurée. A skeleton staff in charge of the relation with the competitors will be presen.t 4.3 - Format - Le format des courses « sprint » sera de : 1 séance d’essais qualificatifs le matin de 30 minutes ou 23 Tours 1 course l’après –midi de 30 minutes ou 23 tours The « sprint » races format will consist of - A 30mn or 25 laps qualifying heat in the morning - A 30mn or 25 laps race in the afternoon . Procédure de départ allégée / Easier start procedure . Grille de départ 1/1 - Starting Grid 1/1 . Pôle position à droite / Pole position on the right 4.4 - Finale Finale CLASSIC /CLASSIC Final La Finale sera composée des 6 premiers des Plateaux, Pescarolo, Larrousse.Legendary Circuits. La grille de départ sera tirée au sort et approuvée par le Collège des Commissaires sportifs. The Final will regroup the first 6 from the Fisc Legendary Circuits, Pescarolo and Larrousse grids The starting grid will be drawn lotted and approved by the panel of stewards. Il appartient aux pilotes qualifiés, dans leur finale respective, de faire connaître leur intention de participer à celle-‐ci auprès d’un chargé de relation concurrents et de se présenter en pré-‐grille. La pré-‐grille sera fermée 20 minutes avant le départ de chaque finale. En cas d’absence de concurrents En pré-‐grille, les places vacantes seront comblées. Ill n’y aura pas de liste de suppléants. It is the responsibility of the qualified pilots for their respective final to tell a member of the staff in charge of the relations with the competitors about their intentions to take part in the race and to show up at the pre-‐grid. The pre-‐grid will be closed 20 minutes before the start of every final. Should a competitor fail to show up,he will be replaced .There will be no extra list. 4.5 - Arrêts aux stands / Shopping at the ranges Si un arrêt aux stands est imposé, le moteur devra impérativement être coupé lors de l’arrêt aux stands. Il ne sera pas possible de reprendre la piste. Aucun ravitaillement en essence n’est autorisé pendant les périodes de roulage. If a stop at the range becomes necessary, the engine must necessarily be switched off. It is not allowed to resume the race No refuelling is allowed during haulages 5 – VOITURES ÉLIGIBLES /ELIGIBLES CARS Les vérifications techniques porteront sur la sécurité (éléments de sécurité VHC FFSA standard) et seront assurées par des Commissaires Techniques Licenciés FFSA et disposant de la qualification historique. Comme il est précisé, l'organisation des courses se faisant sur invitation, tout concurrent dont la non-‐conformité de sécurité véhicule et pilote serait avérée, sera exclu du meeting. La voiture devra être en excellent état dans sa présentation. L'organisation pourra refuser d'admettre une voiture qui ne satisfait pas à « l’esprit » et à « l'aspect » de l'historique. La voiture inscrite doit correspondre à l’une des 6 catégories ci-‐dessous. Technical controls will focus on safety ( FFSA standard VHC securty elements) and will be carried out by FFSA certified Technical Stewards having the historic qualification. As already said, the race organization being made on wild cards basis any competitor who does not comply with safety instruction regarding the car and the pilot will be excluded from the meeting. The car will have to in excellent conditions when presented. The organization retains the right to turn away a car which does not comply with the « spirit » and the « aspect » of the historic. The registered car must fall into one of the following 6 categories : 5-1 Catégorie « PESCAROLO » Grand Tourisme FFSA: GT de 1945 à 1960 (Plateau limité à 20 voitures) Les véhicules devront être pourvus d'un Passeport Technique Historique, ou d'un Passeport Technique FFSA 3 volets, avec une date d'homologation antérieure à 1960. Une copie de ce document devra impérativement être jointe au dossier d’inscription. ACOCRA se réserve le droit de modifier la classification, de regrouper ou de diviser des classes afin de préserver l’équité sportive. Des châssis issus d’autres catégories non prévues ci-‐dessus pourront éventuellement être admis après consultation de l’organisateur. Des classes particulières pourront être créées pour des challenges internes regroupant des voitures identiques. FFSA Grand Tourisme : GT from 1945 to 1960 The cars must have a Historic Technical Passport, or a 3-volet FFSA Technical Passport, approved before 1986 A copy of the document must necessarily be enclosed in the registration file . ACOCRA retains the right to modify the classification, to put together or to divide the classes in order to maintain sporting equity. Frames from other categories not listed above may be admitted- ask the organizer. Special classes can be created for internal challenges regrouping identical cars. 5-2 Catégorie « LARROUSSE » Grand Tourisme FFSA: GT de 1961 à 1974 (Plateau limité à 20 voitures) Les véhicules devront être pourvus d'un Passeport Technique Historique, ou d'un Passeport Technique FFSA 3 volets, avec une date d'homologation antérieure à 1977. Une copie de ce document devra impérativement être jointe au dossier d’inscription. ACOCRA se réserve le droit de modifier la classification, de regrouper ou de diviser des classes afin de préserver l’équité sportive. Des châssis issus d’autres catégories non prévues ci-‐dessus pourront éventuellement être admis après consultation de l’organisateur. Des classes particulières pourront être créées pour des challenges internes regroupant des voitures identiques. FFSA Grand Tourisme : GT from 1961 to 1977. The cars must have a Historic Technical Passport, or a 3-volet FFSA Technical Passport, approved before 1977 A copy of the document must necessarily be enclosed in the registration file . Special classes can be created for internal challenges regrouping identical cars. 5-3 Catégorie « FISC Legendary Circuits » Grand Tourisme FFSA: GT, de 1959 à 1980 (Plateau limité à 20 voitures) Les véhicules devront être confirmes aux règlements et modalités d’admission définis par l’organisateur de Legendary Circuits – FISC. L’inscription à cette course se fera uniquement via le responsable de FISC – Legendary Circuits, qui inscrira l’ensemble des véhicules en une seule fois. FFSA Grand Tourisme : GT from 1959 to 1980. The vehicles will necessarily comply with the instructions and admission modes such as defined by the FISC Legendary Circuits organizer.The registration in that event can be obtained only via the FISC-‐Legendary Circuits manager who will register all the cars at one single same time. 5-4 Catégorie « Ph.STREIFF » Barquette Coupe de l’Avenir de 1976 à 1990 ayant un moteur Simca ou Alfa Roméo. (Plateau limité à 24 voitures) Les véhicules devront être pourvus d'un Passeport Technique Historique, ou d'un Passeport Technique FFSA 3 volets, avec une date d'homologation antérieure à 1990. Une copie de ce document devra impérativement être jointe au dossier d’inscription. ACOCRA se réserve le droit de modifier la classification, de regrouper ou de diviser des classes afin de préserver l’équité sportive. Des châssis issus d’autres catégories non prévues ci-‐dessus pourront éventuellement être admis après consultation de l’organisateur. Bugatti « Grand Prix » 1910 to 1939 Special classes may be created for internal challenges regrouping identical cars 5- 7 Catégorie «R.SOMMER » Voitures à vocation sportive ayant concouru sur circuits et courses de côte, répondant aux spécifications sportives dans la période d’entre-‐deux guerres. Edwardians et / ou >1500 cm3 avec ou sans compresseur de 1905 à 1939. (Plateau limité à 24 voitures) Des classes particulières pourront être créées pour des challenges internes regroupant des voitures identiques. Special classes can be created for internal challenges regrouping identical cars. 6 – CLASSEMENTS /PLACINGS Classement par course /Placing per Race Seul le classement scratch sera pris en compte. Only the scratch ranking will be taken into account Podium Une remise des prix pour les trois premiers s'effectuera lors de la cérémonie du podium après l'arrivée de chaque course. Il appartient aux pilotes de se rapprocher du podium situé en prégrille pour recevoir leur recompense. A prize-‐awarding for the first three will take place during the podium ceremony after the finish of every race. It is the pilots’responsiblities to come near the podium, located in the pregrid in order to get their rewards. Le 44ème CIRCUIT DES REMPARTS V.H.C.
