Role of Standardisation in
Facilitating the Rights of Women
The 26th Ordinary Summit of
the African Union took place
from 21st-31st January, 2016,
and declared 2016 as the
Africa Year of Human Rights
with particular focus on the
Rights of Women. 2016 marks
the African Year of Human
Rights with particular focus
on women, to commemorate and celebrate significant milestones in Africa’s
continental human rights history
Women empowerment should be more reflected on
the vocational and entrepreneurship development
programme to make women self employed by increasing their efficiency and capabilities in decision making,
competiveness and trading activities. By its very definition, standardization is aimed at achieving maximum
overall economy.
Not many women in African countries, especially in the
SMEs Sector, have fully appreciated the role of standards, metrology and conformity assessment in value
addition, industrialisation, market creation and access
and the overall augmentation of their economies on
continental and global scales. Insufficient knowledge
and lack of awareness on the need and importance of
standardization especially amongst government policy
makers, industry/SMEs, consumers, and other general
public is a major impediment. Insufficient knowledge
and skills to implement standards requirements especially amongst small and medium enterprises (SMEs) is a
serious issue since the SMEs are supposed to be the engines of growth in Africa countries.
Role of standards in promoting women’s rights should
be viewed in the context of role of standards in in promoting Safe and quality products (water, cosmetics
and beauty products, sanitary towels), Elimination of
Non-Tariff barriers for increased Trade and Market access, especially with regard to the SMEs and informal
sector, development of infrastructure (roads, energy,
clean cooking stoves, green energy, reliable and safe
transportation); health services safe drugs and health
facilities), regulation of the services sector for maximum
output, equal opportunities and security with regards to
sound legislations and regulatory systems and laws for
Strengthening of socio-economic coherence, negotiating position in trade disputes ad safeguarding of interests.
Women rights through standardisation should be seen
with regard to the influence of standardisation on economic growth, productivity and the elimination of poverty which is the root cause for Gender violence and
violation of women rights.

facilitation des droits de la femme
Le sommet ordinaire 26 de l'Union Africaine a eu lieu du
21 au 31 Janvier 2016 et a déclaré 2016 l'Année Afrique
de Droits de l’Homme avec un accent particulier sur les
droits des femmes. 2016 marque l'Année Africaine des
droits de l'homme avec un accent particulier sur les
femmes, pour commémorer et célébrer des étapes
importantes dans l'histoire continentale des droits humains.
L'autonomisation des femmes devrait être plus réfléchie sur le programme de développement professionnel et l'esprit d'entreprise pour rendre les femmes travailleurs
autonomes en améliorant leur efficacité et leurs capacités
de prise de décision, la compétitivité et les activités commerciales.
Par sa définition même, la normalisation vise à atteindre
l'économie globale maximale.
Pas beaucoup de femmes dans les pays africains, en particulier dans le secteur des PME, ont pleinement apprécié le
rôle des normes, de la métrologie et de l'évaluation de la
conformité de la valeur ajoutée, l'industrialisation, la création de marchés et de l'accès et l'augmentation globale de
leurs économies sur des échelles continentales et mondiales.
Une connaissance insuffisante et le manque de prise de
conscience sur la nécessité et l'importance de la normalisation en particulier parmi les décideurs du gouvernement, de
l'industrie / PME, les consommateurs et d'autres grand public
est un obstacle majeur. Connaissances et des compétences insuffisantes pour mettre en œuvre les exigences des
normes en particulier parmi les petites et moyennes entreprises (PME) est un grave problème puisque les PME sont
censés être les moteurs de la croissance dans les pays africains.
Le rôle des normes dans la promotion des droits des femmes
doit être considérée dans le contexte du rôle des normes
dans la promotion de produits sûrs et de qualité (eau, produits cosmétiques et produits de beauté, serviettes hygiéniques), élimination des barrières non tarifaires pour un accès accru du commerce et du marché, en particulier avec
ce qui concerne les PME et le secteur informel, le développement des infrastructures (routes, énergie, poêles de cuisson propres, l'énergie verte, fiables et de transport en toute
sécurité); services de santé (médicaments sûrs et les établissements de santé), la réglementation du secteur des services pour un rendement maximal, égalité des chances et
de la sécurité en ce qui concerne aux bonnes législations et
les systèmes de réglementation et des lois pour le renforcement du développement de la cohérence socioéconomique, la position dans les différends commerciaux
et la sauvegarde des intérêts de négociation .
Les droits des femmes par le biais de la normalisation doivent être considérés en ce qui concerne l'influence de la
normalisation sur la croissance économique, la productivité
et l'élimination de la pauvreté qui est la cause fondamentale de la violence de genre et de violation des droits des
femmes.

The subject of empowerment of women has become
a burning issue all over the world. In 2010, the African
Union (AU), at International Day for Rural Women in
Nairobi, Kenya, officially launched the African Women’s Decade (AWD), an initiative to advance gender
equality through the acceleration and implementation of global and regional commitments on gender
equality and women empowerment. The United Nations, at the First World conference on Women held in
Mexico City in 1975, had conceived the idea of a
Women Decade for 2010 -2020 with reviews in 2015
and 2020.

une question brûlante partout dans le monde. En 2010,
l'Union Africaine (UA), lors de la Journée internationale
des femmes rurales à Nairobi, au Kenya, a officiellement lancé la Décennie des femmes africaines (AWD),

sexes à travers l'accélération et la mise en œuvre des
engagements mondiaux et régionaux sur l'égalité des
sexes et l'autonomisation des femmes. Les Nations

révisions en 2015 et 2020.
Agenda 2063 is the continent’s 50-year structural transformation and development agenda and its sixth Aspiration is “An Africa where development is peopledriven, unleashing the potential of women and youth”.
Africa should be a continent where the critical role of
women in Africa‘s transformation is recognised and
their proactively harnessed, with all forms of violence
and discrimination (social, economic, political)
against women and girls would have been eliminated
and they would fully enjoy all their human rights.
For more action and first review, AU declared 2015 the
Year of “Women Empowerment and Development”.
Moving forward, again, at the 26th Ordinary Summit of
the African Union, 21st-31st January, 2016, AU Headquarters, Addis-Ababa, Ethiopia, AU declared the
year 2016 as the “Africa Year of Human Rights with
particular focus on the Rights of Women”.
Agenda 2063 est le programme structurel de transformation et de développement de 50 ans du continent
et sa sixième aspiration est «Une Afrique où le développement est basé sur les personnes, libérant le potentiel
des femmes et des jeunes". L'Afrique devrait être un
continent où le rôle crucial des femmes dans la transformation de l'Afrique est reconnue et leur proactive
exploitée, avec toutes les formes de violence et de
discrimination (sociale, économique, politique) contre
les femmes et les jeunes filles auraient été éliminés et
elle aurait profité pleinement tous leurs droits humains.
Pour plus d'action et premier examen, l'UA a déclaré
2015 l'Année de «l'autonomisation des femmes et le
développement". De nouveau, lors du sommet ordinaire 26 de l'Union africaine, le 21-31 Janvier, 2016,
siège de l'UA, Addis-Abeba, en Ethiopie, l'UA a déclaré
l'année 2016 comme «Année de l'Afrique des droits de
l'homme avec un accent particulier sur les droits de
femmes".
L'ONU 2030 Agenda (vision du monde 2030) pour le
développement durable envisage un monde de respect universel des droits de l'homme et la dignité humaine. Un monde juste, équitable, tolérant, ouvert et
socialement inclusif dans lequel les besoins des personnes les plus vulnérables sont remplies.
Selon Mme Geraldine J. Fraser-Moleketi, Banque Africaine de Développement Envoyé spécial sur le Genre
(BAD 2015), les femmes en Afrique font face à une série d'obstacles qui les empêchent de jouer leur rôle à
leur plein potentiel en dépit d'être actives dans divers
secteurs.
The UN 2030 Agenda (World vision 2030) for Sustainable Development envisages a world of universal respect for human rights and human dignity. A just, equitable, tolerant, open and socially inclusive world in
which the needs of the most vulnerable are met.
According to Ms. Geraldine J. Fraser-Moleketi, African
Development Bank Special Envoy on Gender (AfDB
2015), women in Africa face an array of barriers that
prevent them from playing their roles to their full potential despite being active in various sectors.

This is echoed by Ms. Gladys Mutukwa of the Zimbabwe-based non-governmental organization Women in
Law and Development in Africa (WILDAF) highlights
that Poverty in Africa continues to wear a woman’s
face as they remain at the bottom of the social hierarchy, with poor access to land, credit, health and education.
In 2015, ARSO and APEX organised a successful 3rd
Continental Standardisation Essay Competition with
the theme “How standards contribute to
Women’s
Empowerment and Development”. Ms. Hope Mutie
from Kenya emerged the Overall Winner in a completion where a total of 41 essays from 8 African countries
Cameroon, Botswana, Ghana, Kenya, Nigeria, Rwanda, South Africa and Zimbabwe were received. The
participants provided very informative essays with
great insight on how standards contribute to Women’s
Empowerment and Development, with a focus on:
1. How standards accelerate women’s empowerment and development
2. The role of women in the development with regards to Standards
3. Standards contribution to Women in Leadership,
Education, Traditional Medicine, Beauty and Cosmetics industries, Health Services and Cross border
trade.
4. The role of standards in women’s empowerment
and development
Based on the declaration of the AU for the 2016, the
4th Continental Standardisation Essay Competition is
being organised under the theme “Role of Standardisation in Facilitating Human Rights with particular focus
on the Rights of Women”.
Once again, as future policy makers and leaders, the
youth are expected to discuss the issues of Women’s
rights and how standards play a role in protecting
women’s rights. We welcome all who are eligible to
participate and make their voices heard.

ABOUT THE 4th ESSAY COMPETITION

Theme: “Role of Standardisation in Facilitating Human
Rights with particular focus on the Rights of Women”

The Competition aims to have 3 categories of
winners: the National, Regional and Continental. In
this regard, ARSO is requesting all the National
Standards Bodies in Africa to organise the
competition at the National level and send out the
attached documents (4th Continental Essay
Concept Paper and the Registration Form) to the
various Universities /Colleges eligible for the
competition. The NSB is expected to conduct the
competition at National level. This entails sending out
the relevant documents to Colleges/ Universities,
receiving the essays from the participants, doing the
assessment and awarding or giving recognition to
the winners as appropriate to the NSB.

national, régional et continental. À cet égard, ORAN
demande à tous les organismes nationaux de
normalisation en Afrique d’organiser le concours au
niveau national et d'envoyer les documents joints (4
