ILYM IRAQ LIBYA YEMEN MEDIA The ILYM (Iraq Libya Yemen Media) project is offering Iraqi, Libyan and Yemeni journalists a series of meetings during which they will review their experience as journalists working in countries in crisis. The gatherings will be organised to take place in Paris, for security reasons, and media professionals will have the opportunity to discuss their day-to-day difficulties, to share good practices and to take stock of the role they play in witnessing and making sense of these crises against the context of ongoing political instability. The diversity of attendees and their approaches will allow ILYM to provide space for reflection for these journalists, enabling them to consider their own practices, and an analytical tool for identifying ways in which to contribute to democratic debate. AIMS > To encourage reflection amongst professionals concerning practices of use to journalists in carrying on their profession in a context of crisis, and to promote the compilation of a vade-mecum. > To assist French public opinion in understanding these three crises. > To evaluate the actual needs and expectations of the media in these three countries with a view to devising a customised action plan for the post-crisis period. WHEN? From March 2015 to September 2016. FOR WHOM? Twelve experienced Iraqi, Libyan and Yemeni journalists working for Arabic-language general news media in their respective countries. A project by In partnership with iReMMO INSTITUT DE RECHERCHE ET D’ÉTUDES MÉDITERRANÉE MOYEN-ORIENT With the support of HOW? > A one-day inaugural orientation meeting, at AFP’s offices in Paris, bringing together the selected journalists and French guests (journalists, diplomats, researchers, students) with an interest in the situation of the media in Iraq, Libya and Yemen. > A series of four seminars for strategic reflection, over the course of two days, bringing the selected journalists together in Paris and involving theory sessions and also exchanges of experiences and good practices. > A programme of meetings with the French media (including APF, France 24, Le Monde, Mediapart, Radio France, etc.) and meetings with institutions (Ministry of Foreign Affairs and International Development, National Assembly, etc.). > Remote monitoring between the various sessions, provided by journalists and specialists, in particular from the Balkans and the Arab world. 18 EXPECTED RESULTS > An improvement in the attending journalists’ perception of their margin of action in terms of the reality of the crisis and consolidation of their capacities for working in this context. months 3 countries 225 K€ project budget > The creation of links between the French media and Iraqi, Libyan and Yemeni journalists, offering genuine mutual collaboration opportunities. > The preparation of an overview of the needs and expectations of the media in these three countries, based on feedback from the attending journalists. CFI works alongside players operating in the media industry (TV, radio, written press, social media), whether state-owned or privately owned, in order to strengthen the modernisation and democratisation procedures that France so avidly supports. CFI is currently involved in around thirty projects that fall within four major programmes: media and pluralism, media and enterprise, media and development, and media and human resources. This project fulfils the priority objectives of the “media and pluralism” programme, which tackles the issues of democratic governance by strengthening legislative frameworks, promoting diversity in the media landscape, clearly reporting political discourse and ethically producing high-quality, pluralistic news programmes. The media industry lies at the centre of the relationship between civil society and those in charge, and must always give explanations, provide analysis and offer every individual forming part of a society, including the most vulnerable members, the opportunity to have their voice heard.
