2003 GOLDMANN PRIZE , "NOBEL PRIZE FOR ENVIRONMENT":
THE LEADER OF THE CAMPAIGN AGAINST THE
SPANISH HYDROLOGICAL PLAN IS REWARDED
Monday the 14/04/2003 Winners of the Goldmann Prize 2003 were nominated in San Fransisco. This "Nobel Prize
for the Environment" (an award of $125,000 is included) is given annually to grassroots environmental heroes from
six different continents. The Goldman Environmental Prize allows individuals to continue winning environmental
victories against the odds and inspire ordinary people to take extraordinary actions to protect the world.
The winner for Europe, Pedro Arrojo -Agudo, 52, a physicist and economics professor at the University of Zaragoza
is the main leader of the campaign against the National Hydrological Plan who plans the construction of 120 new
dams, an important water transfer from the Ebro river and will probably lead to a Rhône -Barcelona transfer. He is
leading a new wave of activism to end the failed water management policies of damming and diverting rivers, and

forging a sustainable water future based on conservation, recycling and smarter agricultural choices.
Pedro Arrojo was presented by European Rivers Network (ERN), the European organisation born from SOS Loire
Vivante. This non-profit organisation was at the origin of the new management of the Loire river (Serre de la Fare
dam contest, dismantlement St Etienne du Vigan dam, etc) and won the Goldmann Prize in 1992 through Christine
Jean.ERN has been struggling for years together with Pedro Arrojo and all the activists who are acting against the
highly controversial National Hydrological Plan .
At the beginning, Arrojo was asked to make an economic assessment of the NHP. The results of his assessment were
so clearly negative that he committed himself from that moment on to building an unprecedented national grassroots
movement to stop the NHP. Arrojo scored a major victory last year when, with the help of COAGRET (Coordinadora
de Afectad@s por Grandes Embalses y Trasvases) et Plataforma en Defensa del Ebro, he rallied 400,000 people to
march in the streets of Barcelona to protest the water plan in one of the nation's largest citizen mobilizations since
Spain's transition to democracy. He has also mobilized hundreds of thousands, including politicians and trade
unionists, in similar protests in Madrid, Zaragoza, and Valencia.Meanwhile, Pedro Arrojo, founder of the Iberian
Congress on Water Planning, released research on the social and economic impact of the water plan, filed lawsuits,
and gone on hunger strikes with the mayors of threatened towns of the Ebro delta, thus building bridges between the
scientific community and an outraged public to pressure the government to abandon its outmoded water scheme.
The other winners are :
- Julia Bonds for North America. This former waitress at Pizza Hut became a full-time activist against coal mining
industry and for the conservation of her homeland, the Appalachians.
- Odigha Odigha for Africa. This Nigerian won unprecedented protections for Nigeria's last remaining rainforests.
- Von Hernandez for Asia, leads a campaign against incinerators in Philippines
- Maria Elena Foronda Farro, for latin America, struggles to regulate the fishmeal industry in Peru
- Pedro Arrojo-Agudo, for Europe, leads a campaign against the National Hydrological Plan in Spain
- Eileen Kampakuta Brown and Eileen Wani Wingfield, for Island and Island Nations, are at the forefront of the
campaign to block the construction of a nuclear waste dump in their South Australian desert homeland.

PRIX GOLDMANN 2003, le prix " Nobel " pour l'environnement : LE LEADER DU
MOUVEMENT CONTRE LE PLAN HYDROLOGIQUE NATIONAL ESPAGNOL
RECOMPENSE
Ce lundi 14 avril a eu lieu à San Francisco la cérémonie de remise du prix Goldmann pour l'année 2003. Ce " Prix
Nobel de l'Environnement " est décerné chaque année à six personnes de six continents pour leur combat en faveur de
l'environnement. En r écompensant des " individus ordinaires menant des actions extraordinaires ", ce prix a pour
vocation d'encourager les citoyens à s'impliquer personnellement pour la d éfense de l'environnement (chaque lauréat
re çoit la somme de 125 000 dollars). Cette année, le laur éat pour l'Europe est Pedro Arrojo-Agudo.
Ce physicien et professeur d'Economie à l'Université de Saragosse, est le principal leader de la campagne contre le
projet de Plan Hydrologique National espagnol (PHN) qui pr évoit la construction de 120 nouveaux barrages et un
important détournement des eaux de l'Ebre vers Barcelone et le sud est de l'Espagne. Ce projet impliquera
probablement aussi un transfert des eaux du Rhône vers Barcelone.
Loire Vivante et SOS Loire Vivante, à l'origine de l'abandon des barrages sur la Loire et ses affluents et d'une gestion
du fleuve respectueuse des équilibres naturels ont été, à travers Christine Jean, récompensées par le m ême prix
Goldmann en 1992. Ces associations se félicitent aujourd'hui de la reconnaissance de cette autre action europ éenne en
faveur des fleuves et de la ressource en eau.
European Rivers Network (ERN), l'organisation europ éenne, issue de SOS Loire Vivante, lutte depuis des années aux
côtés de Pedro Arrojo et du mouvement qu'il anime pour mettre fin à une politique de l'eau désastreuse et instaurer
une gestion durable des cours d'eau basée sur la protection des milieux, l'économie de l'eau et des choix agricoles
adaptés.
Au d épart, Pedro Arrojo Agudo a été sollicité pour réaliser une évaluation économique du PHN. Les résultats de cette
évaluation se sont avérés si n égatifs que Pedro Arrojo Agudo a d écidé de s'impliquer personnellement pour faire
stopper ce projet pharaonique. Une des ses plus belles victoires est d'avoir réussi à rassembler l'ann ée dernière, avec
l'aide des associations COAGRET (Coordinadora de Afectad@s por Grandes Embalses y Trasvases) et Plataforma en
Defensa del Ebro, 400 000 personnes pour une manifestation dans les rues de Barcelone : une des plus grandes
mobilisations citoyennes depuis l'accès de l'Espagne à la d émocratie ! D'autres manifestations, rassemblant des
centaines de milliers de personnes, dont des politiciens et des syndicalistes, ont été menées par Pedro Arrojo Agudo, à
Madrid, Saragosse et à Valence. Parall èlement, Pedro Arrojo, fondateur du Congrès Ibérique pour la gestion de l'Eau,
a publi é des études sur l'impact social et économique du projet, a organisé des proc ès, fait des grèves de la faim avec
les maires des villes du delta de l'Ebre menacées par le projet et jeté des ponts entre le monde scientifique et les
citoyens pour obtenir du gouvernement l'abandon de ce projet obsolète.
