Le projet FIP fait du progrès depuis la dernière réunion (Bruxelles, mai 2014), bien que les délais
établis à Bruxelles n’aient pas tous été respecté. La situation actuelle est résumée dans le tableau cidessous :

Jo a décrit la position par rapport aux étapes d’un FIP (1 – lancement, 2 – création, 3 à 5 – étapes
d’implémentation). Commençant avec la première réunion en mars 2014, nous avons presque
complété les étapes 1 et 2, manquant seulement le site internet du FIP.
Iain a présenté la structure du site internet, avec quelques exemplaires d’autres sites internet FIP. Il
a expliqué la connexion entre un site internet FIP et le site FishSource (il sera précisé sur FishSource
que la pêcherie est dans un FIP, et FishSource présentera les conclusions de l’évaluation de la
pêcherie la plus récente). La réunion a eu une discussion autour de la définition d’un ‘participant’
dans le FIP – il était souligné qu’une participation active dans les activités du FIP (les réunions y
inclus) faisait une partie clé de la définition. Il était suggéré que les participants dans le secteur
commercial pouvaient montrer un exemplaire de transparence et ouverture par le partage des
données du marché avec INRH, vu qu’ils sont parfois utiles dans les évaluations des stocks. On a
proposé que ce partage puisse être un des critères pour la participation dans le FIP, dans une forme
ou une autre.
Les délimitations générales du plan d’action préliminaire étaient présentées, mais les participants
ont noté qu’ils n’ont pas eu suffisamment d’opportunité pour la revue du document en détail. Un
délai pour la soumission des commentaires était proposé (voir ci-dessous). Quelques commentaires
généraux étaient, cependant, offert. Un participant a noté une risque de confusion par les lecteurs
sans connaissances techniques entre sardine et sardinelle (avec stocks de sardine en bon état et
stock de sardinelle surexploité), et a souligné la nécessité de bien séparé ces deux questions. Un
autre participant a noté la possibilité que l’implémentation du plan FIP (ou la certification MSC)
pouvait avoir des implications socio-économique pour la pêcherie qui devrait être prise en compte
dans la prise des décisions. Il était noté que dans la réunion de Bruxelles il était agréé que le
planning du FIP devrait commencer avec la pré-évaluation de 2010, et qu’on devrait donc faire pareil
dans le document du plan FIP. Il était aussi suggéré que les objectives du FIP devrait être élargi
d’inclure la communication du travail de gestion qui a déjà été fait.
Accords de la réunion







Participants du FIP: Jo et Iain préparent une version préliminaire d’un accord de
participation, ainsi qu’une liste de participants actuel, pour discussion avec le FIP steering
group (Aldi, Clama, Lovering Foods et Otto Frank) avant la fin septembre, avec circulation
des documents après l’accord du steering group.
Le rapport sur la pêcherie actuelle sera finalisé dans les semaines à venir, et sera disponible
pour téléchargement sur le site internet FIP après finalisation. Un délai du 20 octobre était
établi pour la présentation du rapport sur le site internet FIP. Le rapport actuel est,
cependant, généralement accepté par les participants comme une base suffisante pour les
prochains étapes du FIP.
La réunion a décidé que le plan préliminaire FIP devrait être circulé en français, pour
facilitation de revue par tous parties prenants. Aldi a proposé d’organiser la traduction du
rapport dans les semaines à venir, avec la circulation d’une version française aussitôt que
possible.
Un délai de 31 octobre a été établi pour la soumission à Jo des commentaires, questions etc.
sur le plan FIP préliminaire. Ceci peut être offert en anglais, en français, directement dans le
rapport, en document individuel, par courrier électronique ou dans un autre format
convenable.
Une fois finalisé et accepté par les participants du FIP, le plan FIP peut être présenté sur le
site internet FIP.
Bien que le standard MSC (la base de départ pour le FIP) ne considère pas des questions
socio-économique, il était agréé que ces questions devrait être noté dans le plan FIP comme
point de discussion, pour assurer qu’ils soient considéré pendant la prise des décisions.
La prochaine réunion des participants devrait être le 4 décembre (jeudi), à Casablanca. Une
invitation et ordre du jour seront circulés par Jo après la réunion téléphonique du steering
group, et en tout cas par le 20 octobre au plus tard.

Since the last meeting (Brussels, May 2014), progress has been made, although not all the deadlines
set in Brussels have been met. The situation is as follows:

Jo outlined our position in relation to the FIP stages (1 – launch, 2 – form, 3-5 – stages of
implementation). Since our first meeting (March 2014) we have almost completed stages 1 and 2,
with only the issue of the website remaining to be achieved.
Iain presented the outline website and some examples of other FIP websites. He explained the
connection between the FIP website and FishSource (FishSource will be updated to reflect the fact
that the fishery is in a FIP, and to present the outcome of the most recent fishery evaluation). The
definition of a ‘FIP participant’ was discussed – it was emphasised that participation in FIP activities
(including meetings) was key. It was also suggested that an example of transparency could be given
by FIP commercial participants in providing market-related data to INRH, since it is helpful to stock
assessments. It was suggested that this be made a criterion for participation in the FIP in some form.
Jo summarised the outcome of the fisheries status report, and it was agreed that remaining
technical issues should be discussed separately (this discussion was held after the meeting). A
summary of the situation in relation to the MSC standard suggests that MSC certification is an
achievable goal for this fishery – the authorities are already well aware of the remaining issues,
which are by no means unique to this fishery. Overall, the fishery is managed quite well, and it will
be important for the FIP to communicate this fact by demonstrating the improvements that have
been made over the last few years.
The general outline of the draft action plan was presented, but it was agreed that there had been
insufficient opportunity for the participants to review the document in detail, so a deadline for
submission of comments was agreed (see below). However, some general comments were made:
one participant noted the risk of confusion in the general public between sardine (stock status good)
and sardinella (overexploited), and emphasised that these issues should be separated as far as
possible. Another participant noted that the implementation of the FIP plan (or MSC certification)
may have socio-economic implications which should be taken into account in decision-making. It was
also noted that it had been agreed to start the timeline in 2010, and this should be included in the
FIP plan. It was also suggested that the objectives of the FIP should be expanded to include
communication of the work that has already been done.
Agreements from the meeting





FIP participants: Jo and Iain will prepare a draft participation agreement and list of current
participants for discussion by the FIP steering group (Aldi, Clama, Lovering Foods and Otto
Frank). The steering group will meet (by telephone) before the end of September, and the
documents will be circulated thereafter.
The fishery status report will be finalised in the coming weeks and will be available to be
posted on the FIP website thereafter. A deadline of 20 October was agreed for the report to
be publically available on the FIP website. The current report was, however, accepted by the
participants as a sufficiently good basis for the next steps of the FIP.
It was agreed that the draft FIP plan should be circulated in French, to facilitate comment.
Aldi agreed to organise for the report to be translated in the coming weeks, and a French
version will be circulated to all participants as soon as possible.
A deadline of 31 October was agreed for submission of comments, questions etc. on the
draft FIP plan to Jo. These may be made in English or French, directly into the report, as a
separate document, by email or in any other convenient format.
It was agreed that, once finalised and agreed, the FIP plan may be presented on the website.


It was agreed that although the MSC standard (the basis for the FIP) does not include socioeconomic issues, these should be added to the FIP plan as a point of discussion, to ensure
that they are considered when decisions are taken.
It was agreed that the next meeting should be on Thursday 4 December in Casablanca. An
invitation and agenda will be circulated by Jo after the steering group telephone meeting,
and not later than 20 October.
