Introduction On and behalf of our client French Embassy (China), JLL is appointed to conduct the Tender Process for the French consulate relocation project, this document is to screen the qualified contractors from the candidate list. 2. Project Information 2.1 Background The French Embassy (FE) in Beijing is selecting general contractors for the provision of design and build services for its new offices located in the Zhujiang New Town area of Guangzhou, Guangdong, China. The future building has not been selected yet and will be around 1000 sqm net. The French Ministry of Foreign Affairs and International Development, which is the procuring body, will be jointly represented by the Consulate General of France in Guangzhou and the regional real estate branch of the buildings and logistics service based in Beijing. Jones Lang Lasalle was appointed as project manager to prepare and coordinate the tender process. The target building is located in Zhujiangg New Town, which is under selection by French Embassy. The office design will be based on layout concept with specific FE’s requirements for Room function description, Receptions, Visas Counter, Meeting Rooms, Workstations, Storage Rooms, Pantry, IT room etc. 2.2 Site The target building is located in Zhujiangg New Town, Tianhe District, Guangzhou, China. The proposed room schedule: Pre-Qualification Questionnaire 2.3 Scope of Works Due to the tight programme, the Contractor shall responsible for the ‘Design and Build’. The works includes the following scope: 1. Preliminary: Preliminary Design; Detailed Design (IA and MEP, IT trunking, Access door system and CCTV sytem drawing); Shop drawing preparation and submission; Equipment and material submission; Sample board; Construction deposit and other necessary fee; Insurance; Take down and re-instate the existing system ceiling, floor and other facilities by landlord; Site security, HSE management on site; Air quality test; Coordination with other vendors, and Fire approval application, etc. 2. Builder’s work: Floor works, Ceiling works, Partition, Doors, Window blinds, Carpet, Signage, etc. 3. Electrical work: Power; Lighting; Security system; Electrical cable and wiring; Subcontract to Building nominated Electrical contractor for the relocation and connection to building power distribution system, etc. 4. HVAC work: Pipework installation, Ductwork installation, insulation, Control and wiring, Air Grill installation. Sub-contract to Building nominated HVAC contractor for the relocation of VAV box, addition of VAV box (if necessary), connection to existing building HVAC system, 24 hours HVAC system for IT room, etc. 5. Fire Service work: Sub-contract to Building nominated FS contractor, to meet China Fire Code based on the layout, etc. 6. Plumbing and Drainage works within the office area. 7. All necessary submission, etc. 8. Interfacing, coordination with other contractors and suppliers, such as furniture provider, security and IT French companies, company in charge of moving offices. 9. Permit and Approvals. 10. Testing & Commissioning, 11. Indoor Air Quality Test and Certification. 12. Handover and Move-in Co-ordination. 13. Defect Rectification. Instructions for Contractors Each Candidate and each member of the Project Team shall produce the following documents in order to demonstrate that the team is qualified for the project: x A methodological notice presenting the details of Candidate organization for this project. This document shall detail and explain how the team will perform all services for the project, its organisation, roles and responsibilities of individual team members x Pre-Qualification Questionnaire: Please fill in and provide the evidence of these questionnaires. x NDA: Please fill in and provide the chopped copy (scan copy). Key funding and payment modalities: prices are fixed and non-adjustable. Payment will be made via bank transfer from French government funds. Payments will be released 30 days after receipt of the contractor’s invoice by the procurement body. Monetary unit will be the Chinese Yuan (CNY) The information set out in this document is for information only. It does not form part of the contract and is intended only to assist Contractors to decide whether or not to apply to be considered for inclusion on the restricted list of tenderers. The instructions for completion are as follows: x x x x x x x Prospective Contractors should answer all questions as accurately and concisely as possible. Where a question is not relevant to the responder’s organisation, this should be indicated, with an explanation. If your company is part of a Group then the questions must be answered specifically for your company not the group. Supporting information should be presented in the same order and should be referenced to the relevant question. All questions should be answered in English. Failure to furnish the required information, make a satisfactory response to any question, or supply documentation referred to in responses, within the specified timescale, may mean that contractors will not be invited to participate further. Please do not include any general marketing or promotional material either as answers to any of the questions or for any other reason. Your responses to the questionnaire must be returned clearly. Besides the PQQ, the company is required to send a book of its references Interested candidates are requested to submit their qualifications by email before November 21, 2016, 12:00 (Beijing time) to the following addresses: [email protected] and [email protected]. Pre-Qualification Questionnaire Submissions shall contain all the necessary information as indicated in Pre-Qualification Questionnaire of the present document. Selected companies will then be invited to tender. Procurement Process There will be 2 stages of the fit-out package procurement process, Pre-qualification phase and Tender phase. The intended procurement format is ‘Design and Build’ Contract, detailed scopes refer to Section 2.3. 5. Contractor’s Contact Point The Contractor is to detail a contact point for the duration of the selection process that any relevant clarification information can be directed to. The details are to include the following information: Name, Telephone Number, Cell phone number, Email address and Postal address. The Contractor will not be contacted through any route other than the nominated contact. The Contractor must therefore undertake to notify any changes relating to the contact promptly. 6. Evaluation Approach Each PQQ will be evaluated in the same manner. The objective of the selection process is to assess the responses to the Pre-Qualification Questionnaire and select potential contractors to proceed to the next stage of the procurement. Selection criteria will be a combination of both financial and capability factors. The information supplied will be checked for completeness and compliance before responses are evaluated. The Contractor is required to submit the information for the questions in Section A to I. If submitting the required information in proposal format, please clearly indicate the Section referred.
