NAPRA WELCOMES NEW PRESIDENT – DEBBIE MCCULLOCH
OTTAWA – Debbie McCulloch was acclaimed as President for the National Association
of Pharmacy Regulatory Authorities’ (NAPRA) during the recent Board of Directors
meeting held in Ottawa April 13-14, 2013.
As the representative for the Saskatchewan College of Pharmacists (SCP) since 2008,
Ms. McCulloch expanded her involvement in NAPRA’s activities in recent years. She
served as a member of NAPRA’s Executive Committee for two years and most recently
was the association’s representative on the National Advisory Council on Prescription
Drug Misuse (led by the Coalition on Prescription Drug Misuse, Nova Scotia Department
of Health and Wellness and the Canadian Centre on Substance Abuse).
“In the five years since I joined the organization, I have seen tremendous growth in our
support of pharmacy regulation at the national level and as a leader in the pharmacy
profession in general,” began Ms. McCulloch. “This coming year will be pivotal for
NAPRA as we are set to conclude a number of major projects of which two will
transition to new core business activities for the association. One of our new activities
will offer services to international pharmacy graduates (IPGs) and the second,
educational program content for the bridging program for newly regulated pharmacy
technicians.”
In practice since 1978, Ms. McCulloch began her pharmacy career in Saskatoon,
Saskatchewan. She carried on her practice for a number of years eventually opting to
move from an urban centre to a rural community. In 2006, Ms. McCulloch became the
Managing Partner of the Rosetown Pharmasave.
In addition to her roles as community pharmacist and business owner, Ms. McCulloch
compliments her professional career with volunteering. She has worked with both the

Canadian Pharmacists Association (CPhA) and the Saskatchewan College of Pharmacists
(SCP) where she served as President from 2005 to 2006. In recent years, Ms. McCulloch
was recognized for her dedication to the profession as the recipient of the 2011
Pharmacist of the Year Award from the Pharmacists’ Association of Saskatchewan (PAS)
and a 2012 Saskatchewan Healthcare Excellence Award (SHEA) for Health of the
Population.
The position of Vice President, previously held by Ms. McCulloch, was filled by Tracy
Wiersema representing the Ontario College of Pharmacists. Ms. Wiersema will chair the
association’s Executive Committee.

territorial pharmacy regulatory bodies as well as the Canadian Forces Pharmacy Services,
whose mandates are the protection of the public. NAPRA’s members regulate the

L’ANORP ACCUEILLE SA NOUVELLE PRÉSIDENTE, MADAME DEBBIE MCCULLOCH
OTTAWA – Lors de la récente réunion du conseil d’administration, qui a eu lieu à
Ottawa, les 13 et 14 avril 2013, madame Debbie McCulloch a été élue par acclamation
présidente de l’Association nationale des organismes de réglementation de la pharmacie
(ANORP).
À titre de représentante du Saskatchewan College of Pharmacists (SCP) depuis 2008,
madame McCulloch a joué un rôle de plus en plus important au sein de l’ANORP au
cours des dernières années. Elle a été membre du comité de direction de l’ANORP durant
deux ans et plus récemment elle a représenté l’Association au sein du Conseil consultatif
national (CCN) sur l’abus de médicaments sur ordonnance, qui est dirigé par la Coalition
on Prescription Drug Misuse, le ministère de la Santé et du Bien-être de la NouvelleÉcosse et le Centre canadien de lutte contre les toxicomanies.
« Depuis que je me suis jointe à l’Association, il y a cinq ans, j’ai été témoin de
l’accroissement considérable de son apport à la réglementation de la pharmacie à
l’échelle nationale et de son rôle à titre de chef de file dans le domaine de la pharmacie, a
expliqué madame McCulloch. La prochaine année sera déterminante pour l’ANORP en
ce sens qu’elle est sur le point de terminer un certain nombre d’importants projets, dont
deux mèneront à de nouvelles activités centrales pour l’Association. La première
consistera à offrir des services aux pharmaciens formés à l’étranger (programme IPG) et
la seconde, à élaborer le contenu d’un programme passerelle de formation à l’intention
des techniciennes et techniciens en pharmacie nouvellement réglementés. »
En exercice depuis 1978, madame McCulloch a commencé sa carrière de pharmacienne à
Saskatoon, en Saskatchewan. Après quelques années d’exercice dans un centre urbain,
elle a décidé de s’installer dans une collectivité rurale. En 2006, elle est devenue associée
directrice générale de la chaîne Rosetown Pharmasave.

En plus d’exercer les fonctions de pharmacienne communautaire et de propriétaire
d’entreprise, madame McCulloch fait du bénévolat. Elle s’est rendue utile auprès de
l’Association des pharmaciens du Canada (APhC) et du Saskatchewan College of
Pharmacists (SCP) dont elle a été la présidente de 2005 à 2006. Ces dernières années,
madame McCulloch a été honorée pour son dévouement envers la profession. Elle a été
nommée Pharmacienne de l’année 2011 par la Pharmacists’ Association of Saskatchewan
(PAS). En 2012, elle a remporté le Prix d’excellence en soins de santé pour le maintien
de la santé de la population en Saskatchewan.
Madame McCulloch, qui a occupé le poste de vice-présidente, a été remplacée par
madame Tracy Wiersema, qui représente l’Ontario College of Pharmacists.
Madame Wiersema présidera le comité de direction de l’Association.
Qu’est-ce que l’ANORP?
Créée en 1995, l’ANORP est une association bénévole nationale regroupant des
organismes de réglementation de la pharmacie provinciaux et territoriaux et les Services
de pharmacie des Forces canadiennes. Son mandat est de protéger le public. Les membres
de l’ANORP établissent des règlements sur l’exercice de la pharmacie et l’exploitation
des pharmacies dans les territoires canadiens de leur ressort.
