Three different experiences of the COP 21 will be presented: a more technical television presenter’s
perspective, the female side of the environment policy-making in Canada, and the media facet where
weather broadcasters can be considered as key-figures.

Abdalah Mokssit est l'actuel directeur du Service météorologique national
du Maroc et le troisième vice-président de l'Organisation météorologique
mondiale. Il est ancien vice-président du Groupe de travail I du GIEC. Il
sera le Secrétaire du GIEC à compter du 1er Juillet 2016. Il a été actif dans
la coopération internationale avec les centres régionaux et internationaux
tels que le Centre européen pour les prévisions météorologiques à
moyen terme et le Consortium Aladin, un groupement européen de pays
travaillant sur la prévision numérique du temps. Il a contribué au prix
Nobel décerné au GIEC et à Al Gore. Au sein du Service météorologique
Maroc, il s’est focalisé sur l'amélioration de la prévision, de la prévision
immédiate à la prévision à long terme, améliorant l'alerte et la gestion
de crises pour les événements extrêmes, sur la génération de modèles
régionaux de scénarios du changement climatique, sur les études d'impact
et les services aux utilisateurs finaux. Il a obtenu son diplôme d’ingénieur
à l'Ecole Nationale de la Météorologie de Toulouse (France), ainsi qu'un
diplôme en Télématique et Systèmes d'Information à Supélec, un institut
français d’ingénierie. Il a également un diplôme de gestion du Ministère
marocain des Travaux publics.
Abdalah Mokssit is the current Director of the National Meteorological
Service of Morocco and the Third Vice-President of the World Meteorological
Organization. He is a former Vice-Chair of IPCC Working Group I. He will be
the Secretary of the IPCC starting from 1 July 2016. He has been active in
international cooperation with regional and international centres such as
the European Centre for Medium-Range Weather Forecasts and the Aladin
Consortium, a European group of countries working on numerical weather
prediction. He is a contributor to the Nobel Prize awarded to the IPCC
and Al Gore. At the Meteorological Service of Morocco, he has focused
on upgrading forecasting, from nowcasting to long-range forecasting, on
improving warning and crisis management for extreme events, and on
generating regional models of climate change scenarios, climate change
sector impact studies and services for end users. He received a civil
engineering degree from the National School of Meteorology of Toulouse,
France, as well as a degree in telematics and information systems from
Supélec, a French engineering institute. He also has a management
diploma from the Ministry of Public Works, Morocco.

Jill Peeters a développé une passion pour le climat et ses impacts sur la vie
des gens. Depuis 2000, elle présente le bulletin météorologique pour VTM
(une chaîne de télévision commerciale). Quelques années plus tard, elle
devient météorologiste en chef pour sa chaîne et pour le journal Het Laatste
Nieuws.Jill reçoit le EMS Award pour le meilleur « bulletin météorologique »
en 2008 et aussi le « Award pour la communication sur le changement
climatique » en 2009. Elle a participé comme membre de la délégation
française à la COP 15 de Copenhague et à la COP 21 de Paris. Elle aime
promouvoir la science auprès des jeunes et son dernier projet d’émission
pour les enfants concernant le changement climatique a gagné le prix de la
presse pour le développement durable.
Jill Peeters grew up with a passion for weather and its impact on people’s
everyday lives. Since 2000 she presents the weather at VTM (Flemish
commercial television channel). A few years later she became Chief
Meteorologist at her channel and for the newspaper Het Laatste Nieuws.
Jill got the EMS award of best ‘TV weather forecast’ in 2008 and also the
‘Climate Change Communication Award’ in 2009. She also participated as
a member of the Belgian delegation at the COP 15 in Copenhagen and the
COP 21 in Paris. She loves to promote science among young people and her
last TV project for children about the changing climate won a press prize for
sustainable development.
Résumé/Abstract
J’ai commencé à me focaliser sur le changement climatique il y a dix ans et
l’"échec" de la COP à Copenhague était nécessaire pour réaliser l’importance
d’une politique climatique. Juste après les attentats de Paris, la COP 21
s'annonçait comme un sommet de deux semaines avec des décisionnaires
"ennuyeux". Ce genre d'actualité n’était pas vraiment ce que ma chaîne
attendait. Ils n’ont (presque) rien investi pour couvrir la COP 21. Mais, en faisant
de cette COP 21 mon histoire personnelle, a permis d’y attirer l’attention
de toute sorte de média. Les présentateurs météo jouent un rôle essentiel
pour sensibiliser à l’urgence d’une politique en matière de changements
climatiques.
Ten years ago I started focusing on climate change, and the ‘failure’ of the
COP in Copenhagen was needed to realize how important climate policy
was. COP 21 was a two-week climate summit with ‘boring’ policy makers,
just after the Paris attacks. This kind of policy news wasn’t really what my
channel was waiting for. They didn’t invest in (almost) anything to report
from this COP 21. But making this COP 21 my personal story, helped in
putting this into all sorts of media. Weather broadcasters are key in making
the urgency of climate change policy visible.

Présentatrice de télévision primée ayant longuement pratiqué l’industrie
des médias canadienne, Claire Martin a travaillé pendant presque 30
ans dans le service public et au sein de chaînes de télévision privées et
publiques, devant et derrière les caméras. En 2011, l’Université d’Alberta
lui a décerné son prix le plus prestigieux – le Distinguished Alumni
Award– reconnaissant le travail qui lui a assuré une notoriété nationale
et internationale, ainsi que son bénévolat continu avec l’Organisation
Météorologique Mondiale. Claire Martin a grandi en Angleterre (elle est en
fait une véritable "cockney") et s’est installée au Canada en 1989. Elle est
la nièce de Barbara Edwards, qui est devenue en 1974 la première femme
présentatrice météo de la BBC au Royaume-Uni.
Claire Martin, an award winning TV host/presenter and a veteran of the
Canadian media industry, has worked in the public service, as well as on
and off camera for public and private broadcasters for nearly 30 years. In
2011 the University of Alberta awarded Martin its most prestigious award the Distinguished Alumni Award - recognizing her achievements that had
earned her national and international prominence, as well as her ongoing
volunteer work with the World Meteorological Organization. Claire Martin
grew up in England (it is in fact, a true cockney) and moved to Canada in
1989. She is a niece of Barbara Edwards, who in 1974 became the BBC's
first female weather presenter in the UK.

Les femmes, en particulier celles dans les pays en voie de développement,
se trouvent de manière disproportionnée aux premières lignes d’un climat
qui change – et pourtant à la table des négociations de politique globale,
nous n’avons qu’une modeste voix. Les femmes, normalement sousreprésentées aux plus hauts niveaux décisionnels dans le cadre des grandes
questions environnementales au niveau mondial, sont contre toute attente
bien représentées dans ce rôle au Canada. Récemment, j’ai eu l’opportunité
de siéger aux négociations climatiques de la COP 21 avec notre toute
nouvelle Ministre de l’Environnement et du Changement Climatique, ainsi
que députée et Chef du Parti vert du Canada, Catherine McKenna.
Women, particularly those in developing countries, disproportionately find
themselves on the front-lines of a changing climate and yet, at the political
global negotiating table, our voices are "humble".
Women, normally underrepresented at high levels of policy-making in
regards to global environmental concerns, are surprisingly well served in
this role in Canada.
Most recently, I had the opportunity to sit with our newly minted
Environment and Climate Change Minister, Catherine McKenna and MP
and Leader of The Green Party of Canada, Elizabeth May at the climate
negotiations of COP 21.

Jay Trobec est chef météorologiste pour KELO-TV (CBS) à Sioux Falls,
Dakota du Sud, États-Unis. Il fait partie des présentateurs météo accrédités
par l'American Meteorological Society et consultant météorologiste
certifié. Il a un doctorat en Environnement et Ressources de l’Eau et de
l’Air. Parallèlement à son travail à la télévision, il est instructeur adjoint à
l’Université de l’État du Dakota du Sud. L’Association Nationale de l’Eau
américaine lui a remis le prix de radiodiffuseur de l’année et il est aussi
membre de l'American Meteorological Society.
Jay Trobec is Chief Meteorologist at KELO-TV (CBS) in Sioux Falls, South
Dakota, USA. He is an American Meteorological Society Certified Broadcast
Meteorologist and Certified Consulting Meteorologist. He holds a Ph.D.
in Atmospheric, Environmental, and Water Resources. In addition to his
television work, he is an adjunct instructor at South Dakota State University.
He has been named Broadcaster of the Year by the (U.S.) National Weather
Association, and is a Fellow of the American Meteorological Society.
Résumé/Abstract
Du point de vue d’un présentateur de télévision, la couverture médiatique
de la COP 21 demandait une planification préalable des sujets de reportage
d’un point de vue localisé. La planification des sujets de reportage a permis
d’assurer une couverture médiatique de manière à rendre la conférence
internationale pertinente et intéressante pour les téléspectateurs de
chaque marché national de la télévision. Nous discutons le défi de la
rapidité du montage de vidéos pour répondre aux contraints de temps
imposés par la conférence internationale.
From a television presenter's perspective, coverage of COP 21 required
advance planning of story topics from a localized point of view. Story preplanning helped ensure the conference coverage was arranged in such
a way to make the international conference relevant and interesting to
viewers in home television markets. We discuss the challenge of assembling
video pieces quickly to meet the time constraints imposed during the
conference.
