Anja Gomm Dr. Thomas Breuer World Trade Organization / Organisation mondiale du commerce Climate conference COP22: Geneva agencies highlight important role of trade in addressing climate change Trade has an important role to play in addressing climate change and helping countries meet their commitments to the Paris Agreement, which entered into force on 4 November. This was the main message from the United Nations News from German development cooperation / Nouvelles de la coopération allemande au développement “Improving access to medicines and diagnostics in Kenya” Report on 2nd Lab of Tomorrow available In May 2016, the GIZ projects Private Sector Cooperation and Access to Medicines held a lab of tomorrow on supply chain management in Kenya at the Merck Innovation Center in Darmstadt, Germany. The lab topic was selected in response to the challenges experienced in Kenya with regard to accessibility, availability, affordability and quality of medicines and medical products. The workshop brought together over fifty experts from Europe and Kenya resulted in ten prototypes, of which six requested continued support from GIZ. These six prototype teams met again this month in Nairobi to test their prototypes, gain local support and search out funding opportunities. A report of the results is available now. East African Community Pharmaceutical Sector Investment Conference took place in Nairobi Policy-makers from trade, industry, finance and health sectors, regulators, procurement agencies, pharmaceutical manufacturing companies, investors and many other partners came together in Nairobi from 2nd to 4th November to discuss how to Conference on Trade and Development (UNCTAD), the World Trade Organization (WTO) and the International Trade Centre (ITC) at an event held on 12 November at the United Nations Climate Change Conference (COP22). Intellectual Property Rights WTO members discuss UN High-Level Report on medicines access that WHO declined to discuss The World Trade Organization intellectual property committee this week discussed the report of United Nations Secretary General’s High-Level Panel on access to medicines which offered recommendations regarding the use of intellectual property in international trade. Developing countries taking the floor accentuated the use of flexibilities under trade rules, and the World Health Organization gave an overview of how its activities follow the panel's recommendations, and its future projects. Civil society meanwhile criticised the WHO’s decision to dismiss a request by some developing countries to include discussions on the UN report at the next Executive Board Meeting. SME / PME New global trade alert system launched / Mise en place d’un nouveau système d’alerte mondial concernant le commerce A new online alert system designed to help government agencies and small and medium-sized enterprises (SMEs) keep track of the latest information on regulatory requirements for international trade was launched on 8th November by the United Nations Department of Economic and Social Affairs (DESA), the World Trade Organization (WTO) and the International Trade Centre (ITC). EU Trade Relations / Relations commerciales de l ´UE Trade agreements EU and Canada make landmark CETA pact The European Union and Canada signed a landmark Comprehensive Economic and Trade Agreement (CETA) this week after seven years of negotiations and weeks of on-off final talks between EU members. Trade agreements Ecuador joins EU trade pact with Colombia, Peru After years of negotiations, officials gathered in Brussels on Friday 11 November to sign the protocol for Ecuador’s accession to the free trade agreement between the EU’s 28 member states and two of the Andean Community’s other members, Colombia and Peru. Digital trade Malmström on the opportunities of digital trade EU trade Commissioner Cecilia Malmström spoke at the European Parliament about the promise and pitfalls of digital technology - transforming the economy with "huge" implications for global trade, and offering strong opportunities for Europe. She outlined the Commission's work on promoting digital trade within Europe and internationally. She noted that, in the digital age, restrictions on cross-border data flows inhibit trade of all kinds, and may amount to "digital protectionism". She committed to using international trade deals as a means for setting the rules for digital trade. Participants addressed topics like strengthening the regulatory environment, policy coherence and better access to investment finance. Presentations by several local companies showcased the positive development of the regional industry since German development cooperation got engaged in the sector. The conference underlined the region’s commitment to strengthening local pharmaceutical manufacturing and helped to put the topic on the agenda of the EAC Council of Ministers. The meeting was organized by the EAC Secretariat with support by the GIZ-EAC regional programme and the GIZ global project “access to medicines”. GIZ provides input on German approaches to Trade Facilitation at UNESCAP/GTI Seminar This year´s Annual Seminar by the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) and the Greater Tumen Initiative’s (GTI) Secretariat will be held in Incheon, Republic of Korea, on December 13, and focus on Agricultural Trade. The GIZ Support for Economic Cooperation in Subregional Initiatives in Asia Programme will provide an input on German approaches to Trade Facilitation with a special emphasis on agricultural goods. The seminar is held back to back with the GTI Trade and Investment Committee Meeting on December 14 where policy makers from the member countries Mongolia, PR China, Russian Federation and Republic of Korea will discuss practical cooperation projects for further regional integration in Northeast Asia. Climate conference (video) COP22: Spotlight on agriculture, Africa and action (video) On Monday, the UN climate change conference COP22 kicked off in Marrakech. Last year’s COP21, held in Paris, was lauded as a historic success, resulting in all nations, including the largest polluters and the most vulnerable island states, to sign the Paris Agreement. However, there were many unanswered questions, keeping even the most optimistic observers and participants from getting carried away. Trade Development / Développement Commercial US Election World prepares for new era following surprise Trump win Donald Trump will be the 45th president of the United States, winning the Electoral College vote in the world’s largest economy. The outcome – which has surprised pollsters, policy analysts, and even campaign officials themselves – has shaken global markets, as both the US and the international community begin to react to new leadership in Washington that promises to break with decades of previous policies. US Election Trump and Africa: reciprocity will be key President elect Donald Trump made scant mention of Africa during his campaign: in fact, his engagement with the continent has thus far been limited to a handful of Twitter posts. As such, any efforts to discern his Africa policy at this stage are speculative at best. However, there is a general consensus that because other, more pressing, priorities are likely to get in the way, Trump will be restrained from implementing radical changes to US-Africa policy. Events / Evènements 5-7 December 2016, Abuja, Nigeria The theme of the African Economic Conference 2016 will be “Feeding Africa: Towards AgroAllied Industrialization for Inclusive Growth.” The meeting is being organised jointly by the African Development Bank Group (AfDB), the UN Development Programme (UNDP), and the United Nations Economic Commission for Africa (UNECA). Coming in the wake of the 2015 adoption of the Sustainable Development Goals (SDGs) and other key international events, this meeting will focus on how agricultural policy in the content must evolve to achieve improved growth and help address poverty and hunger. Agricultural Trade / Commerce Agricole Food security Overcoming malnutrition: Why policies on trade and markets matter At the UN General Assembly in October 2016, world leaders reiterated their commitment to the 2030 Agenda – including commitments in the Sustainable Development Goals (SDGs) on ending hunger and malnutrition. Agri-food exports New record in EU agri-food exports in September 2016 The monthly value of EU agri-food exports in September 2016 reached a record value of almost €11.5 billion exceeding the export values in September of previous years by about €500 Million.The highest increases in monthly values were recorded for exports to the USA and Japan, with notable increases also seen to other Asian destinations (South Korea, Vietnam, India, Hong Kong). Trade agreements / Accords commerciaux Study on impact of future trade agreements on the agricultural sector / Etude sur les conséquences des futurs accords commerciaux pour le secteur agricole The European Commission today presented to EU agriculture ministers the conclusions of a study on the cumulative effects of 12 future trade agreements on the agri-food sector, including specific results for producer prices and production volumes for a range of products accounting for 30% of the value of the EU exports in the sector. New Publications / Nouvelles Publications UNCTAD African Continental Free Trade Area: Developing and Strengthening Regional Value Chains in Agricultural Commodities and Processed Food Products The African Union Assembly decided in 2012 during its 18th Ordinary Session to boost intra-African trade and to fast track the Continental Free Trade Area (CFTA). The present study aims to enhance knowledge among policy-makers, experts and private sector on requisite policies and measures for fostering the development and strengthening of regional supply and value chains in and gas reserves in Lebanon, current trade priorities, regional trade flows and the role of technology in trade finance.
