Le département américain de l’agriculture (USDA) a publié un examen des tendances de la production du riz
dans 11 pays ouest-africains (excepté le Nigeria), en mettant l’accent sur le Burkina Faso, la Côte d’Ivoire, le
Mali et le Sénégal. Pour la campagne de commercialisation 2013/14, l’USDA estime que la production de riz
augmentera de 11 % par rapport à celle de 2012/13, qui elle-même avait progressé de 20 % en comparaison
avec 2011/12. Entre 2012 et 2015, la production globale de riz dans les pays sélectionnés devrait augmenter de
40 %, dans le contexte d’une croissance de 20 % de la consommation. Ceci devrait entraîner un déclin de
18,5 % des importations entre 2012 et 2015, d’après les estimations de l’USDA.

Rice sector developments in selected West African countries

The US Department of Agriculture (USDA) has posted a review of rice production trends in 11 West African
countries (excluding Nigeria), with a focus on Burkina Faso, Côte d’Ivoire, Mali and Senegal. In marketing year
(MY) 2013/14, USDA estimates that rice production will increase by 11% compared to 2012/13, which was itself
up 20% on 2011/12. Between 2012 and 2015, overall rice production in the selected countries is projected to
increase by 40%, in a context of a 20% rise in consumption. This is projected to lead to an 18.5% decline in
imports between 2012 and 2015, according to USDA estimates.

L’INERA, Institut de l’Environnement et Recherches agricoles du Burkina a mis au point un paquet
technologique, le système de riziculture intensive qui devrait permettre aux producteurs de riz local d’augmenter
leurs rendements. L’Institut expérimente le système sur le périmètre irrigué de la plaine de Karfiguéla dans les
Cascades où une vingtaine de riziculteurs de la région a visité samedi 24 mai 2014 un champ pilote.

Lancement d’un nouveau projet de commercialisation du riz au Burkina

Le Burkina Faso vient de lancer, avec l’appui de l’Alliance pour la révolution verte en Afrique (AGRA), le projet
de commercialisation du riz du Burkina Faso (BRICOP), a appris APA auprès des responsables dudit projet. D’un coût d’environ 600 millions de francs CFA et étalé sur trois ans, il concernera près de 20 000 producteurs
dans les provinces du Houet et du Kénédougou, à l’ouest du pays.

Waap gives 82.5 tons of fertilizer to CRR rice growers

Information reaching this reporter from rice growers in the Central River Region of the Gambia disclosed that
the West Africa Agricultural Productivity Project (WAAPP) has given them 82.5 tonnes of fertilizer on Sunday
27th April 2014. Following the publication of the story on the unavailability of fertilizer to rice growers in the CRR
in the Foroyaa issue number 73 published on Tuesday, 15th April 2014, this reporter visited the area on Sunday
the 4th of May 2014 to find out the state of affairs regarding the issue. During the visit, the Coordinator of the
Farmers' Platform in CRR and a Board Member, Mr Baboucarr Kanteh, confirmed this and added that they have
been distributing the fertizer to their general membership in both Lower Fulladu District in Central River Region
South and Niani District in Central River Region North.

The key theme of the dialogue of the people's tour is to ensure rice self sufficiency by 2016. However, what is of
immediate concern to Gambians is the escalating price of rice.
Currently, the price for the lowest quality of rice is 975 dalasi in some places and 1020 dalasi in other places.

Countdown to V-2016 rice self-sufficiency attainment - Gov't provides D30 million for access roads
construction
The government of The Gambia has signed a contract agreement with Gambian-based Green Impact Company
at a tune of D30M to start the construction work of access roads and bridges to some of the identified
agricultural fields in the context of the implementation of the "Vision 2016 Rice Self-Sufficiency Agenda", the
minister of Agriculture, Solomon Owens has disclosed.

The Dutch Ministry of Foreign Affairs and a non-profit international organization in Netherlands together with the
World Food Program will help Ghana increase rice production under a two-year project called "Procurement

Government of Ghana to review poultry and rice sector trade policies

According to a Ghanaian press report, the Ghanaian government may be “contemplating placing a ban on the
importation of rice and poultry”. On 25 February 2014, the Trade and Industry Minister, Haruna Iddrisu, said that
the government would soon introduce legislation “that would protect local industry and at [the] same time make
Ghana a net exporter of food”. He announced that the government was ready to “ban the importation of rice and
poultry” once the institutional infrastructure for the management of international trade was in place via the
planned International Trade Commission (see Agritrade article ‘ Ghana to establish an International Trade
Commission’, 24 April 2014).

D’après un article de presse ghanéen, le gouvernement du Ghana « envisagerait d’imposer une interdiction sur
les importations de riz et de volaille ». Le 25 février 2014, le ministre du Commerce et de l’Industrie, Haruna
Iddrisu, a déclaré que le gouvernement comptait introduire rapidement une loi « qui protégerait l’industrie locale
et qui, dans le même temps, ferait du Ghana un exportateur alimentaire net ». Il a annoncé que le
gouvernement était prêt à « interdire l’importation de riz et de volaille » lorsque l’infrastructure institutionnelle
pour la gestion du commerce international sera en place via la Commission du commerce international prévue
(voir article Agritrade « Le Ghana envisage de créer une Commission du commerce international », 24 avril
2014).

World Bank approves $8.2 million credit to boost Guinea-Bissau rice production

The World Bank has approved a $8.2 billion credit from the International Development Association (IDA) to help
Guinea-Bissau to boost rice production as well as develop other sectors of the economy, according to local
sources. The West African nation, which was once an exporter of rice is now a net importer of rice and imports
nearly half of its consumption needs. The IDA credit is expected to rebuild rice sector's potential, stimulate
growth and help increase farmers' incomes. Boosting rice production is imperative to improve food security and
reducing poverty, says World Bank Country Director for Guinea-Bissau.

Local farmer make unprecedented rice sale
For some farmers in Lofa County, the local market is as far as their rice will go. For others, their rice may go the
extra distance and make it across the border into Guinea. For the majority, however, the annual rice harvest
does not leave the farm.

L’exécutif libérien a décidé de détaxer les importations de riz, afin de maîtriser la hausse des prix de la denrée.
D’après Oryza, le décret N°61, qui entérine cette décision, a été signé après que l’exécutif ait évalué les causes
de cette montée des prix, et les moyens de l’interrompre.
L’instauration d’une taxe à 0% sur le riz intervient après que le pays ait connu en 2013 une saison marquée par
la faiblesse des précipitations nécessaires à la croissance de la céréale. Selon les prévisions de la FAO, la
production de riz paddy du Libéria a été d’environ 238 000 tonnes en 2013, ce qui représente une baisse de
20% par rapport aux 298 000 tonnes produites une année auparavant, et une diminution de 18% par rapport à
la moyenne des 291 000 tonnes enregistrées sur ces cinq dernières années.

whistleblowers in Liberia, respectively
President Ellen Johnson Sirleaf has issued Executive Orders No. 61 suspending the import tariff on rice, and
Executive Order No. 62, protecting whistleblowers in Liberia. According to an Executive Mansion release, the
two new Executive Orders are extensions of Executive Orders No. 45 and 43, respectively.

President Sirleaf rallied her ministers and lawmakers to make into law the Government of Liberia's Small
Business Empowerment Act--which requires the government to procure at least 25% of goods and services
locally--at the opening of this year's Micro Small & Medium Enterprise (MSME) Conference held at Monrovia

Des semences de qualité pour booster la production du riz

L’opération rentre dans le cadre du projet d’initiative d’urgence, initié en 2013 par le gouvernement japonais à
travers le « Centre du riz pour l’Afrique » appelé AfricaRice dans 27 pays africains dont le Mali. Une cérémonie
de distribution des semences de riz certifiées R1 aux producteurs de la région de Sikasso a regroupé samedi
dans les locaux du Centre régional de la recherche agronomique de la localité, les autorités régionales,
plusieurs chefs de services techniques et les représentants des coopératives de producteurs agricoles venus de
l’intérieur. Au cours de cette opération de distribution gratuite de semences améliorées, 60 tonnes seront
distribuées à 2400 producteurs de riz dans la région de Sikasso. L’opération rentre dans le cadre du projet
d’initiative d’urgence, initié en 2013 par le gouvernement japonais à travers le « Centre du riz pour l’Afrique »
appelé AfricaRice dans 27 pays africains dont le Mali.

four billion dollars annually on the importation of rice.

Leadership of Abakaliki Rice Mill Company has called on President Goodluck Jonathan to address what they
called the illegal intrusion of Ebonyi State government in their affairs.
Governor Martins Elechi had at a press conference to mark this year's Democracy Day, reiterated his
administration's determination to eject the millers from their present location.
IFAD trains rice farmers in Kebbi
Irrigation farmers in Jega and Suru local government areas of Kebbi State have been trained by the
International Fund for Agricultural Development (IFAD) in collaboration with USAID on the techniques of rice
farming and other farm produce processing.
FG distributes rice seedlings to Owan East LG to boost commercial rice production
Mr Jimoh Ijegbai, the Chairman Owan East Local Government Council of Edo, said on Monday that the Federal
Government had distributed over 2,000 rice seedlings to the council, to boost commercial rice production.

While the Nigerian government remains committed to the objective of promoting rice self-sufficiency by the end
of 2015, there has been a recognition that the increase in levies on rice imports has fuelled smuggling of rice
into Nigeria via Benin. This led the Minister of Finance to announce that the government had approved a “67%
duty reduction on legally imported rice from the earlier $570 per ton (reflecting 110% duty) to $190 per ton
(closer to Benin’s duties of $200 per ton)”.

When you think of rice eating nations, Senegal perhaps isn’t the first country that comes to mind. Traditionally,
Senegal like most other countries in the dry Sahel region of Africa depended on local grains like millet and
sorghum which tend to grow better in drier climates. However, the Senegalese eat more rice on average than
the Chinese and its one of the world’s largest rice importers.

Le placement profond de l'urée améliore la production de riz
Grâce à la technologie du placement profond de l'urée super granulée (Ppu), les femmes de la vallée arrivent à
obtenir 120 sacs de paddy à partir du riz récolté sur un hectare.
Selon Mouhamadou Touré, conseiller technique du coordonnateur de ce projet, ces femmes utilisaient 350 kg
d'urée pour un hectare en deux ou trois fractions. Avec le Ppu, cette consommation d'urée est réduite à 170 kg
par hectare et elle se fait en une seule application après 22 jours de semis.

Etude chaine de valeur riz en Sierra Leone

Le secteur agricole en Sierra Leone est principalement pluvial avec des producteurs à faible technologie, peu
d’intrants et faiblement équipés (IFAD, 2011). En plus, les petits agriculteurs constituent la majorité avec 80 %
disposant de moins de 2 ha de terre cultivée. Ainsi, la production agricole est insuffisante pour couvrir la
demande nationale en produits alimentaires. Cependant, 5,4 millions ha sont potentiellement cultivables dont
80 % pour la riziculture. La consommation du riz par habitant est à 104 kg par tête. Ceci montre l’importance du
riz dans les stratégies de développement du pays. Des initiatives ont été prises pour appuyer le secteur depuis
la crise alimentaire mondiale. Dans celles-ci on note le programme national de stratégie de développement du
riz, le plan de stratégies d’autosuffisance en riz à coté d’autres mesures d’urgence. La réussite de ces divers
programmes dépend fortement de la connaissance des systèmes de production, des acteurs et leur
environnement. Ainsi, l’approche chaine de valeur a été ainsi utilisée en vue d’apprécier les contraintes,
opportunités et performance au niveau de chaque maillon de la chaine et ainsi évaluer leur gouvernance,
structuration et conduite. Vues l’étendue et l’hétérogénéité des zones rizicoles, la méthode d’échantillonnage «
multi-stage » a été utilisée pour choisir les zones et les unités d’observation.

The East African Community (EAC) is probing into Rwanda and Uganda's decision to continue to impose 75%
import fees on Tanzania rice in 2014, which is in contravention of EAC Customs Union Protocol, according to
local sources.
According to EAC regulations, rice originating from Tanzania should not attract import duty in
both Rwanda and Uganda. However, both the East African nations were exempted from adhering to zeropercent import duty on Tanzania rice in 2013 to protect their local markets.

Kenya's Agriculture Ministry is planning to increase rice production in the country to curb food shortage and
increase food security, according to local sources.
Sources from Agriculture Ministry say it is necessary to
increase rice production in the country to meet growing consumption needs of rice. According to the USDA, rice
consumption in Kenya has been increasing over the last decade. It is expected to more than double to 495,000
tons in MY 2014-15 (October 2014 - September 2015) from about 237,000 tons consumed in MY 2004-05.
According to the Ministry of Agriculture, per capita consumption of rice in Kenya has been growing at 12% per
annum compared to 4% of wheat and 1% of maize.

2013. This is mainly due to the increase of 20% in Madagascar’s harvest. In the rest of the continent, the
production is relatively stable and the import requirements could reach the record level of 14Mt, against 13.5Mt
in 2013. In Nigeria, despite the tariff policy to restrict imports, the imports may grow by 10% in 2014 to 3Mt.
Ahead of the return of cheap Asian rice, countries in the region implement higher import tariffs to boost local rice
production. But, given the preferences of consumers for imported rice, these measures are insufficient to
improve the self-sufficiency rate.
