In this paper, real and perceived risks associated with exposure to flame
retardants and to fires are discussed and a monetary value placed on the costs
and benefits associated with these chemicals. The model developed has been
called the Fire-CBA model and is applied to a case study comparing CRT TV sets
where one model contains flame retardant in the outer enclosure and the other
does not. In all, a total of 9 scenarios were tested for the TV set application of the
Fire-CBA model. In all cases, the benefits of a high level of fire performance in a
TV set far outweigh the costs associated with obtaining that high level of fire
safety. The net benefit is a function of the choices made in the various scenarios
but ranges from US$49 to 1073 million per year. The various scenarios were
chosen to illustrate the significance of the parameters included in the study, as
the specific value chosen for each parameter can vary depending on the
assumptions made in the model.

Polybrominated diphenyl ethers (PBDEs) are fire retardants used in consumer
products such as foam-containing furniture and electronics. This paper reviews
human exposure to PBDEs in North America, applying the source to exposure

paradigm, and arrives to the following five conclusions. (1) PentaBDE
concentrations in residential house dust are associated with the amount of
bromine contained in furniture as measured by X-ray fluorescence; similarly,
DecaBDE in dust is associated with bromine in electronics. (2) Microscopic
analysis of dust suggests that physical breakdown of products may be an
important source of DecaBDE in dust. (3) Concentrations of PentaBDE in people
were associated with PentaBDE levels in dust from their homes. (4) Inhalation
appears to be a minor route of exposure for most of the population. PentaBDEs on
handwipes are associated with both dust concentrations and body burdens,
suggesting hand-to-mouth activity (or dermal absorption) as important routes of
exposure. (5) Diet appears to be another, independent source of exposure. Fire
fighters may be exposed via dust, ash or air, particularly in the aftermath of a
fire. The existing literature suggests that human health effects may be associated
with PentaBDE exposures in the general population. Manufacture of PentaBDE has
been banned; replacement fire retardants can be measured in products and dust.
The use of PBDEs and related flame retardants poses a potential risk–risk tradeoff that requires the joint efforts of environmental scientists and the fire science
community.

The fire retardancy behaviour of wood–polypropylene composites containing
different fire retardants [melamine, zinc borate and ammonium polyphosphate
(APP)] has been studied with the cone calorimetry technique. The effect of APP in
combination with graphite has been also studied with a cone calorimeter test. The
fire properties measured in the cone calorimeter are discussed, including the heat
release rate (HRR), total heat release, effective heat of combustion, ignition time,
specific extinction area, smoke production, and mass loss rate. The results of the
study show that zinc borate reduces the HRR efficiently. On the basis of the study
it is evident that melamine has very little influence on the flammability of a wood–
polypropylene composite, but it reduces smoke formation. APP, used alone, has
increased smoke production significantly, while the production of smoke as well as
other fire properties have been significantly improved when both APP and
graphite have been added to the composite.

Combinations between poly(pentabromobenzyl acrylate), and highly pure and
surface treated magnesium hydroxide offer improved flame retardant systems for

polypropylene block copolymers enabling to reduce significantly the need for high
loadings of antimony trioxide used as synergist. According to a series of benchscale tests, these flame retardant blends are contributing to good melt flow
properties, significant increase of thermal dimensional stability and ease to
recycle scraps online or at the end of life of plastic parts. Drastic smoke reduction
is benefit provided by the presence of magnesium hydroxide. The high molecular
weight of poly(pentabromobenzyl acrylate) makes it unlikely to leach out or
migrate from plastic parts or to penetrate through the cell membranes of living
tissue. The use of ethylene/1-octene copolymers is recommended if high impact
properties are required.

A series of experiments were performed to measure the toxic vapor emissions of
fires involving flexible polyurethane foams (FPUF) with and without flame
retardants (FR). FPUF were covered with FR and non-FR fabrics to simulate
cushion conditions. Testing was performed to both maximize detection of gases in
small scale testing and measurement of exposure concentrations in realistic fire
conditions in a room sized enclosures. A standard smoke box with load cell, open
flame ignition source and Fourier transform infra-red spectrometer (FTIR) fit with
a 2 m gas cell was used to monitor gas emission real time during testing with
filter samples analyzed for acid gases and chloro-dioxins and furans. An NFPA 286
room was used to measure realistic smoke emissions from three seat furniture
mock-ups with non-combustible frames. Oxygen consumption calorimetry, smoke
opacity and smoke toxicity were measured during these tests. FTIR and grab
sampling were performed during the room fires. Grab sampling using evacuated
metal canisters were used to collect combustion gasses at various stages of the
fire followed by analysis using EPA method TO-15 indoor air pollutants. In
addition chloro-dioxins and furans were measured using a particulate filter
collection system. The results of the study indicated that both FR and non-FR
FPUF gave very similar results for smoke toxicity and both were less than what
would be produced by an equivalent mass of wood. Use of fire barrier materials
increased the toxicity of smoke produced from non-FR FPUF due to the creation of
oxygen limited conditions. Use of fire barrier materials with FR FPUF would not
sustain ignition and ended up producing less toxic smoke for up to 19 kW ignition
source.

The Safe Home Care Project investigated both qualitatively and quantitatively a
range of occupational safety and health hazards, as well as injury and illness
prevention practices, among home care aides in Massachusetts. This article
reports on a hazard identified by aides during the study's initial focus groups:
smoking by home care clients on long-term oxygen therapy. Following the
qualitative phase we conducted a cross-sectional survey among 1,249 aides and
found that medical oxygen was present in 9 percent of aide visits (314 of aides'
3,484 recent client visits) and that 25 percent of clients on oxygen therapy were
described as smokers. Based on our findings, the Board of Health in a local town
conducted a pilot study to address fire hazards related to medical oxygen. Medical
oxygen combined with smoking or other sources of ignition is a serious fire and
explosion hazard that threatens not only workers who visit homes but also
communities.

are key members in advocacy coalitions dedicated to developing new
environmental health regulations and reforming flammability standards to reflect
the best available fire science. Their involvement has been motivated by
substantiated health concerns and critiques of deceptive lobbying practices by the
chemical industry. Drawing on observations and interviews with firefighters, fire
safety experts, and other involved stakeholders, this article describes why
firefighters are increasingly concerned about their exposure to flame retardant
chemicals in consumer products, and analyzes their involvement in state and
national environmental health coalitions.

The Safe Home Care Project investigated both qualitatively and quantitatively a
range of occupational safety and health hazards, as well as injury and illness
prevention practices, among home care aides in Massachusetts. This article
reports on a hazard identified by aides during the study's initial focus groups:
smoking by home care clients on long-term oxygen therapy. Following the
qualitative phase we conducted a cross-sectional survey among 1,249 aides and
found that medical oxygen was present in 9 percent of aide visits (314 of aides'
3,484 recent client visits) and that 25 percent of clients on oxygen therapy were
described as smokers. Based on our findings, the Board of Health in a local town
conducted a pilot study to address fire hazards related to medical oxygen. Medical
oxygen combined with smoking or other sources of ignition is a serious fire and
explosion hazard that threatens not only workers who visit homes but also
communities.

A series of flat panel television burns were performed with incrementally
increasing ignition sources in a single burning item apparatus. A comparison study
was performed of like model televisions for the United States, Mexican and
Brazilian markets. Heat release rate, smoke, combustion gas, TO-15 vapor, and
halo-dioxin and furan generation were measured. A total of 18 televisions were
ignited and their burning behavior studied to examine the impact of materials of
construction and the presence of fire retardants in the casing of the televisions on
fire growth. US market televisions required more than 500 W with greater than
180 s exposure to ignite and in four out of the 6 trials these televisions did not
achieve sustained ignition. In the two cases where sustained ignition for the US
market televisions occurred, it was not the flat panel display television itself which
ignited, but the stand and mounting bracket which lead to fire growth. Mexican
and Brazilian market televisions ignited easily with 60 s exposure to a 50 W
flame. US market televisions did produce brominated dioxins or furans but the
mass loss of these televisions was much lower.

A process for conducting parameter estimation for comprehensive pyrolysis
models is proposed in this study based on the authors’ experience and opinions.
This estimation process was developed with following principles and approaches:
(1) parameter estimation is about being consistent, applying engineering
common-sense and correctly following the steps in this guide; (2) parameter
estimation is conducted by breaking down the problem into groups of unknowns
of similar character and considering them separately; (3) parameter estimation is
conducted in consideration of an appropriate complexity in model set-up using
certain approximations for simplifications; and (4) parameter estimation is
conducted with direct measurements of parameters from independent
experiments, literature search and/or numerical optimization paired with certain
pyrolysis models. Additionally, limitations in parameter estimation are discussed
by considering example cases. They are shown to demonstrate how simplifying
the microstructure, modeling thermal decomposition kinetics and applying
numerical optimization methods affect the estimation results. The process
developed is applied to modeling of real-world materials: thermoplastics,
corrugated cardboard, fiberglass reinforced polymer composites and plywood.
Understanding the limitations in parameter estimation, it was noted that (1) the
estimated parameter values are compensated by other parameter values in a
parameter set allowing optimization methods to optimize for multiple optimal,
linked parameter sets; however, (2) when modeling is well-configured with
appropriate complexity, the optimized parameter values may become closer to
those of independent measurements, highlighting the possibility of utilizing
optimization methods to estimate for effective material properties.

Pyrotechnic mixtures can produce aerosol fire extinguishing agent by combustion
and serve as an efficient and economic alternative to the halons. In this work,
magnesium powder was used as an additive to improve the combustion
performance of the strontium nitrate-based pyrotechnic aerosol fire extinguishing
agent. Optimization was carried out regarding extinguishing time, residue mass,
combustion temperature, corrosiveness, combustion product and mass burning
rate. Even though magnesium powder is a high energy combustion agent, the
results showed that the flame temperature could be controlled within a
reasonable range of 700°C to 900°C by proper formulation, and the performance
of the strontium nitrate-based aerosol fire extinguishing agent can be improved
efficiently.
