The model developed has been called the Fire-CBA model and is applied to a case study comparing CRT TV sets where one model contains flame retardant in the outer enclosure and the other does not. In all, a total of 9 scenarios were tested for the TV set application of the Fire-CBA model. In all cases, the benefits of a high level of fire performance in a TV set far outweigh the costs associated with obtaining that high level of fire safety. The net benefit is a function of the choices made in the various scenarios but ranges from US$49 to 1073 million per year. This paper reviews human exposure to PBDEs in North America, applying the source to exposure ANPI N° X/200X 6 paradigm, and arrives to the following five conclusions. (1) PentaBDE concentrations in residential house dust are associated with the amount of bromine contained in furniture as measured by X-ray fluorescence; similarly, DecaBDE in dust is associated with bromine in electronics. (2) Microscopic analysis of dust suggests that physical breakdown of products may be an important source of DecaBDE in dust. (3) Concentrations of PentaBDE in people were associated with PentaBDE levels in dust from their homes. (4) Inhalation appears to be a minor route of exposure for most of the population. PentaBDEs on handwipes are associated with both dust concentrations and body burdens, suggesting hand-to-mouth activity (or dermal absorption) as important routes of exposure. (5) Diet appears to be another, independent source of exposure. Fire fighters may be exposed via dust, ash or air, particularly in the aftermath of a fire. The existing literature suggests that human health effects may be associated with PentaBDE exposures in the general population. Manufacture of PentaBDE has been banned; replacement fire retardants can be measured in products and dust. The effect of APP in combination with graphite has been also studied with a cone calorimeter test. The fire properties measured in the cone calorimeter are discussed, including the heat release rate (HRR), total heat release, effective heat of combustion, ignition time, specific extinction area, smoke production, and mass loss rate. The results of the study show that zinc borate reduces the HRR efficiently. On the basis of the study it is evident that melamine has very little influence on the flammability of a wood– polypropylene composite, but it reduces smoke formation. According to a series of benchscale tests, these flame retardant blends are contributing to good melt flow properties, significant increase of thermal dimensional stability and ease to recycle scraps online or at the end of life of plastic parts. Drastic smoke reduction is benefit provided by the presence of magnesium hydroxide. The high molecular weight of poly(pentabromobenzyl acrylate) makes it unlikely to leach out or migrate from plastic parts or to penetrate through the cell membranes of living tissue. FPUF were covered with FR and non-FR fabrics to simulate cushion conditions. Testing was performed to both maximize detection of gases in small scale testing and measurement of exposure concentrations in realistic fire conditions in a room sized enclosures. A standard smoke box with load cell, open flame ignition source and Fourier transform infra-red spectrometer (FTIR) fit with a 2 m gas cell was used to monitor gas emission real time during testing with filter samples analyzed for acid gases and chloro-dioxins and furans. An NFPA 286 room was used to measure realistic smoke emissions from three seat furniture mock-ups with non-combustible frames. Oxygen consumption calorimetry, smoke opacity and smoke toxicity were measured during these tests. FTIR and grab sampling were performed during the room fires. Grab sampling using evacuated metal canisters were used to collect combustion gasses at various stages of the fire followed by analysis using EPA method TO-15 indoor air pollutants. In addition chloro-dioxins and furans were measured using a particulate filter collection system. The results of the study indicated that both FR and non-FR FPUF gave very similar results for smoke toxicity and both were less than what would be produced by an equivalent mass of wood. Use of fire barrier materials increased the toxicity of smoke produced from non-FR FPUF due to the creation of oxygen limited conditions. This article reports on a hazard identified by aides during the study's initial focus groups: smoking by home care clients on long-term oxygen therapy. Following the qualitative phase we conducted a cross-sectional survey among 1,249 aides and found that medical oxygen was present in 9 percent of aide visits (314 of aides' 3,484 recent client visits) and that 25 percent of clients on oxygen therapy were described as smokers. Based on our findings, the Board of Health in a local town conducted a pilot study to address fire hazards related to medical oxygen. Working through local, state, and national unions and independent health and advocacy organizations, firefighters have made important contributions to efforts to restrict the use of certain flame retardants. Firefighters are key members in advocacy coalitions dedicated to developing new environmental health regulations and reforming flammability standards to reflect the best available fire science.
