Rice production in West Africa increased to around 4.3 million tons in MY 2012-13 (October – September), up
about 20% from around 3.6 million tons produced in the previous year due to sharp increases in Cote d’Ivoire
(Ivory Coast) and Burkina Faso, according to the USDA Post and FAO/Global Information and Early Warning
System (GWIEWS).

The Government of Cote d’Ivoire (GOCI) made remarkable efforts to boost local rice production and expects to
reach self-sufficiency of 2.0 million tons milled rice by2020.Milled rice production increased from 0.9 million tons
in MY 2012/13 to 1.2 million in MY 2013/14, up 22 percent. Post estimates milled rice production for MY
2013/14 to reach 4.8 million tons in selected countries representing an 11 percent increase compared to
previous year. For MY 2013/14, imports decreased 4 percent due to an increase in local rice production
increase and large stocks from the previous year. This trend is expected to continue next year

Le marché rizicole ouest-africain et la sécurité alimentaire

Les marchés internationaux du riz ont connu en 2008 l’une des pires crises de leur histoire. Les prix mondiaux
se sont envolés, triplant en quelques semaines, et les pays importateurs ont subi un véritable choc économique
et financier. Mais c’est surtout la limitation des exportations, imposée par les gouvernements des grands pays
asiatiques producteurs, qui a frappé les esprits car elle a brisé le paradigme néolibéral du commerce
international, en tant que source de stabilité et de sécurisation pour approvisionner les marchés déficitaires. Or,
c’est ce paradigme qui, dans les années quatre-vingt-dix, avait conduit les pays d’Afrique de l’Ouest à
s’engager dans des politiques de libéralisation et de démantèlement de leurs systèmes d’intervention publique
et d’encadrement des filières céréalières, en particulier celle du riz.

en vitamines. Cependant, dans la capitale burkinabè, la majeure partie des populations ont un penchant
beaucoup plus manifeste pour le maïs et le riz importé au détriment de celui-ci. Un constat dans une boutique

Rice importer Ivory Coast is planning to increase its domestic rice production, which is currently estimated at
520,000 tons by the USDA, by 2.7 times to 1.9 million tons by 2016 to meet increasing demand, according to
local sources.

Augmentation du prix des produits de grande consommation - La galère des Ivoiriens continue
La fin des difficultés existentielles des populations ivoiriennes n'est pas pour maintenant. Les prix des produits
alimentaires sur le marché grimpent, grimpent et grimpent. Au marché de Bingerville, au nord-est du district
d'Abidjan, un kilo de viande de boeuf avec os coûte 2.200 FCFA. Le kilo sans os est vendu à 2.600 FCFA.
Pourtant, les prix homologués de ces deux produits sont, respectivement, 1800 FCFA et 2000 FCFA. Que de
dispositions n'ontelles pas été prises par le ministère du Commerce et celui des Ressources animales et
halieutiques pour faire baisser le prix de la viande sur le marché depuis au moins trois ans ! Notamment à
travers la suppression des faux frais et des intermédiaires à l'abattoir de Port-Bouët.

Ghana steps up efforts to increase rice production
The Ghana government is speeding up its efforts to increase production and processing of rice locally to reduce
dependence on imported rice, according to a senior policy advisor at the Office of the President.
The Senior Advisor says that there is an urgent need to transform the agricultural practices in Ghana because
while rice production increased by about 60% over the last five years (2008 - 2012) in Ghana, imports have
increased by about 70% during the same period.

banned them from transporting their already bought rice to the country. According to them, the government
could have given them time period to re-strategize to avoid investing huge sums of money into the business.

L’interdiction d’importer du riz par voie terrestre au Ghana pèse

La décision de novembre 2013 de n’importer du riz au Ghana que par les aéroports de Kotoka et de Tema,
interdisant de facto les flux commerciaux à travers les frontières terrestres porte un coup au négoce local et
créé un monopole des importateurs de riz autre qu’africain, souligne la Greater Accra Market Association
(GAMA). Cette dernière en appelle au chef de l’Etat de reconsidérer cette mesure qui a été prise brutalement,
estime-t-elle, et qui a totalement désorganisée la filière, rapporte oryza.com.

Ban Rice Imports?
Reports from Parliament last week indicated that government was contemplating placing a ban on the
importation of rice and poultry.
Moving a motion on the floor of Parliament on Tuesday to thank President John Dramani Mahama for his
February 25th State of the Nation address, Trade & Industry Minister Haruna Iddrisu said government would
soon legislate a policy that would protect local industry and at same time make Ghana a net exporter of food.

Nigeria government plans rice levy fund to support Production; agriculture minister defends import
tariff hike
The Federal Government of Nigeria is planning to establish a rice levy fund to support local rice production,
according to local sources.
The Minister of Agriculture and Rural Development said the levy fund would be established from the proceeds
generated from the new tariff on imported rice. He defended the new tariff policy and said that it was introduced
to encourage local production and help boost investors’ confidence in local rice production.

8,000 bags of rice smuggled into Nigeria daily - agriculture Minister
The Minister of Agriculture and Rural Development, Akinwumi Adesina, said in Abuja on Thursday that about
8,000 bags of rice were smuggled into Nigeria daily from Benin Republic.
Mr. Adesina made this known at a public hearing on the Federal Government new rice tariff regime organised
by the House of Representatives Committee on Customs and Excise.

Confusion trails the Federal Government's policy on rice importation as two ministers express divergent views

About 48 hours after the Finance Minister, Ngozi Okonjo-Iweala, announced the federal government's decision

Le riz produit dans la vallée du fleuve Sénégal "ne correspond pas aux besoins des populations", a déclaré,

défi" pour assurer la sécurité alimentaire.
Un projet de sécurité alimentaire pour 400.000 personnes dans trois régions
L'Etat du Sénégal a, avec le soutien de la Banque africaine de développement (BAD), affecté un financement
de 25 milliards de francs CFA à un projet censé assurer la sécurité alimentaire de 400.000 personnes, dont
60% de femmes, dans les régions de Louga, Matam et Kaffrine. La culture du riz sera relancée dans les régions
de Kaffrine, Louga et Matam, des pistes de production construites et les pertes de récoltes éradiquées, grâce
au PASA, a-t-il indiqué, avant d'ajouter : "Nous fondons beaucoup d'espoir sur ce projet."

Le président du Conseil de surveillance de l'Office national des pupilles de la nation, le Docteur Mouhamed
Saliou Diallo, a remis, vendredi au Khalife général de Léona Niassène El Hadji Ibrahima Niass et à d'autres
chefs religieux du riz et des enveloppes financières évalués à plus d'un million de francs en soutien à la ziarra
annuelle prévue samedi, a constaté l'APS.

La hausse des prix des carburants ces derniers temps a eu des répercussions sur le prix de ce produit de
première nécessité.
Le pays n'a jamais importé autant de riz qu'en 2013
Madagascar est l'un des pays parmi les plus grands consommateurs de riz par personne dans le monde.
Exportateur de riz jusqu'aux années 70, il est devenu un pays importateur. Selon une étude malgache et
britannique qui vient de paraître, les trois quarts des Malgaches de la zone agricole déclarent ne pas produire
suffisamment de riz pour nourrir leur famille.

Rwanda considers rice import barriers to boost domestic production; Going the way of Nigeria?
The Rwanda Agriculture Board reports that Rwanda has seen consistent increases in rice production over the
last few years and plans to discontinue all imports by 2017.
The head of the post-harvest Cooperative and Rice Marketing program for the Rwanda Agriculture Board,
claims that the increased production is due to improved rice-growing techniques, more developed marshland,
and subsidized fertilizers supplied by the Ministry of Agriculture and Animal Husbandry (MINAGRI) which offsets
farmers’ costs.

The USDA Post projects South Africa's rice imports to grow to around 1.3 million tons in MY 2014-15 (May April), up about 4% from an estimated 1.2 million tons in MY 2013-14 based on average annual increase in the
demand for rice in the country since 1997.

Camacupa farmers gain five rice peelers
The farmers of Camacupa municipality, central Bie province gained this year five rice peeling machines, aimed
to reduce the import of mentioned cereal.
This was said on Saturday by the deputy administrator of Camacupa, Lucas Daniel Fufuta, who was speaking
on the rice production in that region of the country.

Ogongo ventures into rice-Mahangu project
UNAM'S Ogongo campus has introduced a new concept of flood and drought adaptive mixed cropping of rice
and mahangu to farmers in Omusati Region.
The project, said to be implemented under the umbrella body of the science and technology partnership for
sustainable development, is funded by Japan International Cooperation Agency (JICA) and Japan Science and
Technology Agency (JST), who also implemented it jointly with Unam and the Ministry of Agriculture, Water and
Forestry.

En Afrique subsaharienne, la production ne progresse que très faiblement et les besoins d’importation devront
être plus importants en 2014, à 13,5Mt contre 12,9Mt en 2013. Le Nigeria, principal importateur de la région
avec 3Mt en 2014, soit 7% de plus qu’en 2013, subi des fortes pertes fiscales en raison de la contrebande de
riz depuis les pays voisins. Rappelons que ce pays avait fortement augmenté ses taxes à l’importation pour
limiter le riz importé et relancer la production locale. Cette mesure illustre ainsi les difficultés à mettre en
application une politique autosuffisance rizicole maintes fois annoncée, comme dans la plupart des principaux
pays importateurs de la région, mais jamais atteinte en raison des besoins de consommation croissants du
continent africain

l’Afrique (AfricaRice) a récemment nommé six variétés dotées d’une tolérance améliorée aux stress
environnementaux sous l’appellation ARICA, qui signifie Variétés de riz avancées pour l’Afrique.

The Africa-wide Rice Breeding Task Force, convened by the Africa Rice Center (AfricaRice), has recently
nominated six varieties with improved tolerance to environmental stresses as ARICA, which stands
for Advanced Rice Varieties for Africa.
“This is the second series of nominations since the ARICA brand was launched in 2013 to offer farmers a new
generation of high-performing rice varieties for Africa,” said Dr Moussa Sié, AfricaRice Senior Breeder and
Breeding Task Force Coordinator.
