Queste borse sono offerte e finanziate direttamente dalla Confederazione Svizzera e sono valide
unicamente per le 10 università svizzere e i 2 politecnici federali.
Borse di studio federali per tutte le Accademie d’Arte o Conservatori svizzeri:
Queste borse (arti applicate/musica) sono offerte e finanziate direttamente dalla Confederazione
Svizzera e si rivolgono unicamente ai candidati di livello avanzato che desiderano proseguire gli studi
presso le Accademie d'arte e Conservatori svizzeri.
Procedura di presentazione della candidatura:
1. I candidati che soddisfano i criteri di eleggibilità devono leggere attentamente il bando relativo alla
borsa di studio per la quale desiderano fare domanda (vedi link sul lato destro di questa pagina) e
procurarsi tutta la documentazione richiesta.
2. Il Ministero degli Affari Esteri Italiano ha attivato una nuova procedura di candidatura online. É
necessario candidarsi online sul sito www.esteri.it prima di inviare la domanda con tutta la
documentazione cartacea all’Ambasciata di Svizzera in Italia.
3. Invio della domanda in forma cartacea con tutta la documentazione in triplice copia e una copia
della domanda effettuata online, all’Ambasciata di Svizzera in Italia (Via Barnaba Oriani 61, 00197
Roma)
N.B.: Le Università potranno richiedere tutta la documentazione in originale durante la fase di
selezione.

LE BORSE DI STUDIO DELLA CONFEDERAZIONE SVIZZERA
La Confederazione Svizzera offre borse di studio a studenti stranieri che desiderano seguire programmi proposti da una
scuola universitaria svizzera (università, politecnici federali, scuole universitarie professionali, scuole d’arte e conservatori).
Alcuni Paesi hanno diritto a un numero fisso di borse in base ad accordi di reciprocità; per altri è stato invece istituito un
contingente unico. Possono beneficiare di quest’offerta, gestita dalla Commissione federale delle borse per studenti stranieri
CFBS, persone che hanno conseguito un diploma universitario (postlaureati), e che desiderano recarsi in Svizzera per
approfondire le conoscenze acquisite o per svolgere lavori di ricerca nei campi ai quali le scuole universitarie svizzere
dedicano un’attenzione particolare. La priorità sarà fatta alle candidature per uno stage di ricerca.
Di norma, la Svizzera offre le borse di studio ai governi degli altri Paesi. La preselezione è pertanto effettuata dagli organi
competenti in materia di borse di studio e dalle rappresentanze diplomatiche svizzere nei Paesi di provenienza dei candidati.
In seguito, le rappresentanze diplomatiche svizzere trasmettono i dossier dei candidati pre-selezionati alla CFBS per la
scelta definitiva.

1.1 Campo di applicazione

Borse di studio per le università svizzere e i politecnici federali:
Le borse per studiare presso un’università svizzera o un politecnico federale sono destinate a persone provenienti da paesi del gruppo A e B
(v. tabella a pagina 14).
o
Borse di studio per le scuole universitarie professionali (SUP):
In misura più limitata sono concesse borse di studio per frequentare una scuola universitaria professionale. Questa offerta è riservata alle
persone provenienti dai Paesi seguenti:

Luogo di studio
I borsisti possono studiare presso una delle università pubbliche svizzere, uno dei due politecnici federali o una delle scuole universitarie
professionali menzionati (pagine 15-16); i beneficiari di una borsa di studio per artisti possono frequentare qualsiasi scuola d’arte o conservatorio
pubblico in Svizzera.
L’offerta di borse di studio vale unicamente per studi effettuati in Svizzera. Sono esclusi gli studi svolti parallelamente a una professione, a tempo
parziale o a distanza come pure i programmi misti (una parte degli studi in Svizzera e l’altra in un Paese terzo).
1.3
Durata della borsa
Le borse di studio sono limitate a un anno accademico di nove mesi (da settembre a giugno). È esclusa l’accensione di una borsa di studio nel
semestre primaverile o in un qualsiasi altro momento nel corso dell’anno accademico.

Master of Advanced Studies MAS (GRUPPO A e B):
Alcuni programmi di Master of Advanced Studies MAS, pur assegnando 60, 75 o 90 crediti ECTS, si svolgono sull’arco di 12 mesi. In tal caso, può
essere concessa una proroga di 3 mesi al massimo.

Ammontare della borsa
La borsa di studio ammonta a 1920 franchi al mese.
1.5
Tasse
La CFBS non si assume né le tasse d’iscrizione né le tasse semestrali. Di norma, le università e il Politecnico federale di Zurigo esonerano i beneficiari
di una borsa di studio della CFBS dal pagamento delle tasse semestrali (circa 600 franchi a semestre), ma non dalla corresponsione del costo dei
programmi di master che, in alcuni casi, può raggiungere 40 000 franchi. In tal caso le tasse d’iscrizione sono a carico dei borsisti.
1.6
Assicurazioni
Ogni persona residente in Svizzera deve assicurarsi contro gli infortuni e le malattie (sono escluse le cure dentarie). Di norma è la CFBS a far da tramite
per l’assicurazione dei borsisti. Per gli studenti provenienti dall’UE o da un Paese dell’AELS vigono condizioni speciali.
1.7
Spese di viaggio
I borsisti provenienti da un Paese europeo devono sostenere personalmente le spese di viaggio per giungere in Svizzera e per il rientro.
I borsisti provenienti da un Paese extraeuropeo devono assumersi le spese di viaggio per recarsi in Svizzera, mentre per il viaggio di ritorno, la CFBS
concede loro un importo forfetario.
Il diritto a tale importo decade se, una volta scaduta la borsa di studio, il borsista rimane in Svizzera per più di sei mesi oppure prosegue gli studi,
esercita un’attività professionale o svolge uno stage in un Paese terzo

2.1
Esigenze linguistiche
I candidati a una borsa della confederazione per un programma di Master devono aver acquisito conoscenze linguistiche sufficienti che permettano
loro di seguire i corsi e di svolgere ricerche.
I candidati devono allegare alla loro candidatura un certificato di lingua riconosciuto. Il livello minimo richiesto è C1 come da Common European
Framework of Reference (CEF). In mancanza dell’attestato di conoscenza della lingua la candidatura non verrà esaminata.
Per i Master : i candidati devono fornire un certificato nella lingua d’insegnamento del Master.

2. CONDIZIONI PER L’INOLTRO DI UNA CANDIDATURA (3)
2.2
Motivazione e presentazione dell’argomento di interesse
I candidati devono avere un preciso obiettivo di formazione e di ricerca. Il dossier di candidatura deve includere:
o
Candidature per un stage di ricerca: un progetto di ricerca completo di circa 5 pagine così come una presentazione dei lavori di studio o di
ricerca eseguiti fino ad oggi, che possano rappresentare un interesse particolare per l’attribuzione di una borsa di studio.
o
Candidature per Master: una lettera di motivazione di ca. 2 pagine, nella quale si evidenziano le ragioni scelte per lo svolgimento dello studio in
Svizzera, l’importanza di detta scelta per la carriera lavorativa e i progetti professionali al termine degli studi in Svizzera.
Attentione: questo documento è molto importante per il dossier di candidatura. Vogliate rivolvervi la masssima
attenzione!
Per meglio orientarsi nella scelta delle scuole universitarie, dei programmi e dei professori, i candidati possono consultare i siti Internet delle
scuole citate, come pure il portale Swissuniversity.ch o quello della Conferenza dei rettori delle università svizzere (v. pagine 13-14). In allegato, è
inoltre disponibile un elenco di tutti i master proposti dalle scuole universitarie svizzere.
2.3
Presa di contatto con un professore peu un stage di ricerca
Per poter presentare il loro dossier, i candidati che desiderano svolgere un progetto di ricerca devono mettersi in contatto con un professore in
Svizzera, che accetta di supervisionare la ricerca. Il dossier di candidatura deve includere tassativamente una copia del documento che attesta tale
presa di contatto. L’organo competente in materia di borse di studio o la rappresentanza diplomatica svizzera nel Paese estero può rifiutare il dossier
se il richiedente non ha ottemperato a questa condizione.
2.4
Iscrizione e immatricolazione peu un Master
I candidati interessati ad assolvere un master, parallelamente alla domanda di una borsa di studio, devono intraprendere tutti i passi necessari per
potersi iscrivere al programma prescelto. Si tratta di due passi distinti che, per poter presentare una domanda di borsa di studio, gli interessati devono
obbligatoriamente effettuare presso l’istituzione universitaria sede del master.
Il termine ordinario per l’iscrizione al programma deve essere rispettato.
Se il candidato non è ammesso direttamente al programma, la sua domanda per una borsa di studio decade. La CFBS non finanzia programmi
preparatori e non entra nel merito della domanda se il numero di crediti ottenuti con il programma di Bachelor non è sufficiente per l’iscrizione, anche se i
crediti possono essere ottenuti durante il programma di Master.
Gli eventuali costi per l’allestimento del dossier come pure tutti gli altri costi legati all’iscrizione al programma prescelto sono interamente a carico del
candidato.

2.5
CONDIZIONI PER L’INOLTRO DI UNA CANDIDATURA (4)
Cooperazione tra scuola universitaria di provenienza e scuola universitaria svizzera
Le domande presentate da candidati nell’ambito di una cooperazione tra la scuola universitaria (istituto, laboratorio ecc.) del loro Paese d’origine
e una scuola universitaria svizzera beneficiano di un trattamento prioritario.
2.6
Secondo master
Le domande presentate da candidati in possesso di un master che desiderano effettuare un secondo master presso una scuola universitaria
svizzera non sono considerate in via prioritaria ai fini dell’assegnazione delle borse di studio svizzere.
2.7
Criteri di esclusione
Le rappresentanze diplomatiche svizzere non entrano nel merito di una candidatura nei seguenti casi:
o
se il candidato ha più di 35 anni (è nato prima del 1° gennaio 1977)
o
se il candidato viene meno all’obbligo di presentare una domanda per un’unica scuola universitaria e si candida per due o più scuole universitarie
(p.es. Politecnico federale di Zurigo e Politecnico federale di Losanna).
Se ciò fosse il caso, i rappresentanti diplomatici svizzeri non terranno conto di questi dossier;
o
se il candidato frequenta già il primo anno di un programma di master presso una scuola universitaria svizzera e pertanto non adempie alle
condizioni per beneficiare di una borsa di studio svizzera (questo criterio non si applica per le scuole d’arte e i conservatori, v. pagina 4).
Se ciò fosse il caso, i rappresentanti diplomatici svizzeri non terranno conto di questi dossier;
o
Per i candidati a un Master, mancanza dell’attestato di conoscenza della lingua (Il candidato deve fornire un certificato di lingua (vede. Punto 2.1).
Se ciò fosse il caso, i rappresentanti diplomatici svizzeri non terranno conto di questi dossier;
o
I candidati devono seguire un programma complementare o recuperare dei crediti (ECTS) per adempiere alle condizioni d’immatricolazione
dell’università.
Se ciò fosse il caso, i rappresentanti diplomatici svizzeri non terranno conto di questi dossier;

3. OBBLIGHI DEI BORSISTI
3.1 I borsisti devono prendere domicilio in Svizzera (nel luogo di studio) e impegnarsi a rispettare le istruzioni della CFBS, le disposizioni
sulla dimora degli stranieri in Svizzera e i regolamenti delle scuole universitarie. .
Su un’eventuale domanda di ricongiungimento familiare non statuisce la CFBS, ma l’Ufficio federale degli stranieri. Al momento è
molto difficile ottenere un’autoriz­zazione in tal senso. Di norma, durante il primo anno di studio il ricongiungimento familiare non è
possibile.
3.2 I borsisti non possono beneficiare contemporaneamente di altre borse di studio. Se percepiscono un’altra borsa di studio o una qualsiasi altra
entrata finanziaria (p.es. retribuzione per un posto di assistente) devono scegliere tra la borsa della CFBS. E l’altra entrata finanziaria.

4. PROCEDURA DI PRESENTAZIONE DELLA CANDIDATURA (1)
Di norma, i moduli di candidatura possono essere richiesti al ministero dell’educazione o all’organo competente in materia di borse di
studio del Paese di origine oppure alla rappresentanza diplomatica svizzera che è altresì a disposizione per fornire informazioni supplementari.
I dossier devono essere presentati in 3 esemplari all’organo competente, generalmente entro la fine di novembre dell’anno precedente. Per
informazioni sul termine esatto per la presentazione delle candidature, gli interessati possono rivolgersi alla rappresentanza diplomatica
svizzera o all’organo competente.
Ogni dossier deve essere corredato dei documenti seguenti presentati nell’ordine indicato:
p.f. evitare l’uso di cartelline in plastica e di raccoglitori.
a) modulo ufficiale di candidatura 2012-2013 della CFBS compilato elettronicamente e stampato; non sono ammessi moduli manoscritti;
b) copia dei certificati rilasciati dalle scuole superiori frequentate e dei diplomi universitari conseguiti (con i voti);
per i candidati a una borsa di studio per una scuola d’arte o un conservatorio: copia dei certificati o dei diplomi rilasciati dai conservatori, dalle
accademie di musica o dalle scuole d’arte frequentate;
c) due lettere di raccomandazione di professori;
d) candidature per un stage di ricerca: un progetto di ricerca completo di circa 5 pagine così come una presentazione dei lavori di studio o di ricerca
eseguiti fino ad oggi, che possano rappresentare un interesse particolare per l’attribuzione di una borsa di studio.
candidature per Master: una lettera di motivazione di ca. 2 pagine, nella quale si evidenziano le ragioni scelte per lo svolgimento dello studio in
Svizzera, l’importanza di detta scelta per la carriera lavorativa e i progetti professionali al termine degli studi in Svizzera.
e) curriculum vitae;
f) candidature per un stage di ricerca: copia della conferma di un professore universitario svizzero che attesti il suo accordo come supervisore alla
ricerca;
g) candidature per Master: diplomi di lingua (vede. Punto 2.1.)
h) un certificato medico (utilizzare il modulo della CFBS);
i) 1 copia del passaporto (pagina con i dati personali);

4.
PROCEDURA DI PRESENTAZIONE DELLA CANDIDATURA (2)
Le persone che concorrono per una borsa di studio in campo artistico (belle arti, arti applicate, musica) devono inoltre allegare:
j) pittori, grafici e scultori: copie o fotografie di tre opere e diversi schizzi con indicata la data di realizzazione;
(obligatorio citare il nome, il cognome e la nazionalità)
k) musicisti: nel caso di interpreti e direttori, registrazione su CD di tre opere di stili diversi; nel caso di compositori, allegare anche gli spartiti.

l) un curriculum vitae secondo il modello Europass (questo documento e obbligatorio per le candidature artistiche).
