RECOMMENDATIONS
It is recommended that:
1. Engineering and Transportation Division prepare and submit an application to the
Ontario Good Roads Association for consideration of funding for the purpose of
collecting, collating, compiling and formatting bridge asset and condition data.
2. Engineering and Transportation Division submit the necessary bridge asset and
condition data for inclusion in Municipal DataWorks by March 31, 2011.
BACKGROUND
On March 24, 2010, the Ontario Good Roads Association (OGRA) and Ontario’s
Ministry of Transportation (MTO) entered into an agreement to support municipal bridge
infrastructure. The Ontario government will be providing $750,000 (matching funds to a
maximum of $5,000) to assist Ontario municipalities collect and report data on the
extent and severity of bridge structures in their jurisdiction.
This data will be used to populate a province wide aggregate database of information on
infrastructure assets. Chatham-Kent’s data, along with data from other participating
municipalities, will be used to create the aggregate database within Municipal
DataWorks (MDW). This aggregate database will generate reports that will assist
OGRA and the Ministries of Energy and Infrastructure and Transportation to better
position all stakeholders with respect to decisions made for sustainable investment for
municipal infrastructure. Municipalities will also be able to use the data provided and
loaded into MDW to complete capital investment planning and value their assets for
PSAB compliance.

COMMENTS
Engineering and Transportation Division, in conjunction with Engineered Management
Systems Incorporated, ensures that all structures within the municipal bridge inventory
are inspected and documented on the appropriate frequency – typically once every two
years – to ensure the continued safety of the general public. In some instances, this
two year frequency may be shortened to one year where specific issues are being
monitored proactively. At present, 2010 will see the inspection, data collection and
inventory update of approximately 430 structures found in the Municipality’s inventory of
over 800 bridge structures. This program is anticipated to cost $167,210 and will be
funded through the Lifecycle Bridge budget approved by Chatham-Kent Council.
While Chatham-Kent’s bridge inventory data is documented in accordance with the
Ontario Structural Inspection Manual (OSIM) format, it can be exported for use within
the MDW platform. Certainly the volume of data which can be contributed by ChathamKent to OGRA for their use will be of benefit to future discussions with Provincial or
even Federal Ministries when determining needs or future funding programs.
Engineering and Transportation Division supports the initiative of OGRA to undertake
this project and recommends that the Municipality of Chatham-Kent participate as a
data provider.

FINANCIAL IMPLICATIONS
As indicated earlier in this report, it is anticipated that the 2010 lifecycle bridge
inspection program will have an associated cost of $167,210. The benefit to be
recognized through participation in this OGRA initiative will be the receipt of a maximum
subsidy of $5,000 which shall be used to offset inspection program costs.

OGRA to Manage $750,000 Fund for Municipalities

On March 24, 2010, the Ontario Good Roads Association (OGRA) and Ontario’s Ministry of
Transportation (MTO) entered into an agreement to support municipal bridge infrastructure.
The Ontario government will provide $750,000 to help Ontario municipalities collect and report
data on the extent and condition of bridge structures in their jurisdiction.
All municipalities will be able to apply for matching funding to a maximum of $5,000 to assist
them with the costs of collecting, collating, compiling, formatting, and inputting bridge asset and
condition data into Municipal DataWorks (MDW).
To qualify for the funding, municipalities will have to provide a letter of commitment to submit
bridge asset and condition data for inclusion into MDW by March 31, 2011. The funding may be
used for additional staff and/or consulting services.
In her comments, Minister of Transportation, Kathleen Wynne stated: “The acquisition of
municipal bridge asset and condition information is of great importance to the Province in order
to support the assessment of municipal bridge infrastructure needs.”
“We were extremely pleased to be able to assist our members by managing these funds on
behalf of MTO” said Paul Johnson, OGRA President and Operations Manager for the County of
Wellington. “OGRA has been encouraging municipalities to get their infrastructure data into
MDW, and this funding announcement will only accelerate our efforts.”
“OGRA is well positioned to administer this program” stated OGRA Executive Director Joe
Tiernay. “We already have close to 300 municipalities signed up to use MDW, and now that
there is funding available to help offset costs, we hope to see the remaining 145 municipalities
get on board. Only with solid infrastructure condition information, can municipalities truly
manage their assets and make a solid case for future infrastructure funding.”

Le 24 mars 2010, l’Ontario Good Roads Association (OGRA) et le ministère des Transport
de l’Ontario (MTO) ont signé une entente relative aux infrastructures de ponts municipaux.
Le gouvernement ontarien fournira 750 000 $ pour aider aux municipalités à recueillir et
communiquer des données sur l’étendue et les conditions des ponts situés sur leur territoire.
Toutes les municipalités pourront soumettre une demande de subvention pouvant atteindre
5 000 $. Ce financement les aidera à recueillir, collecter, compiler, formater et à saisir dans le
Municipal DataWorks (MDW) les données relatives à la valeur de l’actif et l’état de leurs ponts.
Pour être admissibles à une subvention, les municipalités doivent rédiger une lettre
d’engagement indiquant qu’elles sont prêtes à inclure dans le MDW d’ici le 31 mars 2011 un
rapport sur la valeur de l’actif et l’état de leurs ponts. La subvention peut servir à embaucher du
personnel additionnel ou à faire appel à des services de consultation.
Dans ses commentaires, la ministre des Transports, Kathleen Wynne a déclaré que
“l’acquisition de données relatives à la valeur de l’actif et la condition des ponts est très
importante pour la province afin de subvenir aux besoins des municipalités en matière
d’évaluation des ponts municipaux “.

MTO“ a indiqué le président de OGRA et le gestionnaire des opérations du comté de
Wellington, Paul Johnson. “
OGRA a encouragé les municipalités à intégrer les données relatives à leurs infrastructures
dans MDW et l’annonce de ce financement aura pour effet d’accélérer nos efforts“.

This application must be accompanied by a certified copy of a resolution passed by the
Council.
Sample Resolution
The Council of the (name of municipality) hereby applies for funding for the
purpose of collecting, collating, compiling and formatting bridge asset and
condition data, and agrees to submit bridge asset and condition data for inclusion
in Municipal DataWorks by March 31, 2011.
Condition of Funding
1. One application per municipality.
2. Funding maximum – 50% of eligible expenses to a maximum of $5,000.00.
3. Eligible expenses include:
- Consulting services
- Additional staff time and overhead
4. Equipment and/or software acquisition are ineligible.
5. An itemized statement of expenditures with supporting receipts must be
submitted to OGRA no later than February 28, 2011 to the attention of Joe
