Je suis très heureux d’être présent parmi vous ce
matin à l’occasion de l’ouverture officielle de cet
atelier de travail sur la re-delegation du Dot Mu.
J’aimerai souhaiter la bienvenue à tout le monde
présent ici.

Le secteur des TICs à Maurice est sur la bonne
voie et est appelé à se développer d’avantage dans
les court et moyen termes pour se positionner
comme le premier pilier de notre économie. En
effet, le World Economic Forum qui vient de
rendre public le Global Information Technology
Report 2012 a classé l’ile Maurice à la 53eme
place sur 142 pays. C’est un résultat très
encourageant qui va nous motiver d’avantage
pour accélérer le développement de ce secteur et
améliorer notre rang sur le plan international.

Le train de marche des TIC à Maurice est
maintenant sur la voie rapide. Favoriser l'ebusiness et e-gouvernance sont les priorités de
ce gouvernement. Dans ce contexte, la gestion
de nom de domaine d'un pays est très importante
et
peut
être partie
développement de
intégrante
l'e-business
et
du
e-
gouvernement. Il devrait, par conséquent, être
considéré comme une partie de notre stratégie
globale des TIC.
The “MU” ISO 3166-1 code is designated for
use to represent the Republic of Mauritius. On
the Internet naming system it is referred to as

Dot mu Country Code Top Level Domain (.mu
ccTLD). It implies therefore that all domain
names ending with Dot mu explicitly and
uniquely identify a domain owner residing in
Mauritius or having a business or service branch
in Mauritius.
Ladies and Gentlemen,
From early 1990s the Dot mu ccTLD, a national
communication resource has been technically
managed by a private entity. The Dot mu ccTLD
is a national communication resource. In simpler
terms, Dot mu identifies our country on the

Internet. Dot mu as all other natural resources
must therefore be managed in the public interest
of the individual sovereign country as the Dot
mu domain names identify a person, a company,
an institution or a business entity that it is based
in Mauritius.
In essence the person or entity is given the
worldwide Mauritian identity in cyber space. The
administration and management of the Dot mu
registry is governed by the policies, rules and
regulations that need to be developed based on
local environment.

Distinguished Guests,
The Internet Corporation for Assigned Names
and Numbers (ICANN) is tasked with managing
the Domain Name System root zone as part of a
set of functions governed by a contract with the
U.S. Government. This includes managing the
delegations of top-level domains. A subset of
top-level domains is designated for the local
Internet communities in countries to operate in a
way that best suits their local needs. These are
known as country code top-level domains, and
are assigned by ICANN to responsible trustees
(known as “Sponsoring Organizations”) who
meet a number of public-interest criteria for

eligibility. These criteria largely relate to the
level of support the trustee has from their local
Internet community, their capacity to ensure
stable operation of the domain, and their
applicability under any relevant local laws.
Through an ICANN department known as the
Internet Assigned Numbers Authority (IANA),
requests are received for delegating new country
code top level domains, and re-delegating or
revoking
existing
country-code
top
level
domains. An investigation is performed on the
circumstances pertinent to those requests, and,
when appropriate, the requests are implemented.

Decisions on whether to implement requests are
made by the ICANN Board of Directors, taking
into account ICANN’s core mission of ensuring
the stable and secure operation of the Internet’s
unique identifier systems.
Ladies and Gentlemen,
To obtain full control of a Top Level Domain
(TLD) one need to undergo the above detailed
process (re-delegation). In simpler terms, Redelegation means changing the designated
ccTLD Manager. The Government of Mauritius
wishes to make a request for re-delegation of the

Dot mu ccTLD. To do so, it proposes to come up
with a new Dot mu administration framework in
line with international best practices which will
ensure
full
transparency
and
greater
accountability towards the Internet community of
Mauritius,
and
the
rest
of
the
Internet
community, while preserving the stability of the
existing Dot mu TLD.
With the proposed new arrangements, the Dot
mu TLD will seek to provide Mauritians with a
digital identity that is managed by an entity
which is fully representative of the Mauritian
Internet community. The overall objective is that
the country code top level domain Dot mu

should be the obvious choice for all Internet
users residing in Mauritius.
Furthermore, it is important that the new
framework for the administration of the Dot mu
TLD safeguards the interests of the users. In this
respect, the process of domain name assignment
under Dot mu should be quick, of high quality
and affordable. This process will, in turn, imply
that the allocation of Internet domain names
under Dot mu is undertaken via a new, robust,
reliable and secure registration system which

will ensure a good and responsive customer
service, in a competitive fashion.
Ladies and Gentlemen,
The main objective of this workshop is to discuss
and finalize the operating model of this proposed
Dot mu ccTLD administration with all local
stakeholders. This new administration model of
the Dot mu top level domain which will need to
be fully representative of the local Internet
community of Mauritius will then be proposed to
ICANN for the re-delegation exercise.
