statali nella Grande Guerra

Il primo conflitto mondiale determinò vasti movimenti di popolazione e milioni
di profughi, un tema che è stato affrontato dalla storiografia solamente nel corso
dell’ultimo decennio, nel quadro degli studi volti ad indagare l’impatto della
violenza bellica sui civili. Non è ancora molto esplorato invece il rapporto che si
instaurò tra istituzioni statali e profughi: i governi dei paesi belligeranti dovettero
infatti affrontare problematiche inedite, legate al ricovero e all’assistenza di
uomini, donne, bambini ed anziani costretti a spostarsi a causa degli eventi bellici.
Da questo punto di vista il conflitto rappresentò una tappa iniziale di un percorso di
riflessione relativo allo status, alla tutela e all’asilo dei profughi; questo dibattito
conobbe un considerevole sviluppo nel periodo interbellico in virtù della necessità
di tutelare esuli e minoranze e del progressivo irrigidimento delle barriere
interstatali. Le normative emanate durante la guerra ebbero un carattere
emergenziale, motivate dalle necessità di assistenza immediata, ricerca di consenso
e di controllo sociale; in alcuni stati tali normative trovarono in seguito
completamento nelle disposizioni relative al risarcimento dei danni di guerra e alla
ricostruzione postbellica. Nodi centrali delle disposizioni legislative furono la
definizione e il riconoscimento dello status di profugo ai fini dell’assistenza statale,
il censimento e la quantificazione dei profughi, la predisposizione di provvedimenti
di accoglienza e di collocamento. Il processo fu particolarmente lento, subordinato
com’era alle priorità belliche ed economiche e spesso fu rallentato dall’iniziale
delega dell’assistenza ad enti privati e religiosi1; la svolta fu tuttavia significativa
perché il periodo bellico portò ad estendere, con tempi diversi, la tutela statale
(seppure in maniera paternalistica ed autoritaria) nei confronti dei profughi. Ancora
incerto nel periodo interbellico, il diritto alla tutela fu sancito solo dalla
convenzione internazionale sui rifugiati siglata nel 1951.
La bibliografia, suscettibile di ampie integrazioni, si propone di offrire un
ventaglio di studi, pubblicazioni ufficiali, saggi ed articoli che illustrano il rapporto
tra profughi, istituzioni statali, legislazione nazionale ed internazionale durante il
primo conflitto mondiale, con particolare riferimento ad alcuni stati (Italia, Francia,
Belgio, Olanda, Impero asburgico). Si è preferito escludere la questione armena
che, per la sua complessità, necessita una trattazione a parte e aggregare i testi

relativi all’est-europeo; questa sezione meno accurata della bibliografia riflette in
parte lo sbilanciamento storiografico a favore dei paesi dell’Europa occidentale e in
parte la mancanza di competenze linguistiche del compilatore. Sono stati inseriti
inoltre gli studi più recenti che presentano riferimenti al rapporto tra stato e
profughi e ricostruiscono i percorsi che portano al varo di apposite normative di
assitenza2.
