Call of Parliamentarians for the Abolition of Prostitution
It is through legislation that the abolition of prostitution will progress!
1- Prostitution is violence.
2- That particularly affects the most vulnerable.
3. It is an obstacle to equality between women and men.
4- It is mainly about organized crime networks and trafficking in human beings.
5- The only proven model is the abolitionist model, which aims to reduce prostitution and allow
prostituted persons to exit it.
6 The aim of this model is not only to reduce prostitution on one’s specific territory. The only effective
action is a concerted and joint action at the regional or international levels.
7. For these reasons, we, parliamentarians from different countries, are demanding that national
legislations and public policies be harmonized, in order to abolish prostitution, that is to say:
- Resolutely and systematically opposing the pimping and trafficking in human beings;
- Decriminalizing prostituted persons;
- Reinforcing the rights of victims of pimping and of trafficking, and supporting persons who wish to
exit prostitution;
- Making sex buyers accountable and prohibiting the purchase of sexual acts;
- Prohibiting all forms of direct or indirect advertising of sexual services offers;
- Implementing sex education and prostitution prevention policies;
- Promoting studies concerning prostitution and the trafficking in human beings, and harmonizing data
collection systems.
8. We, parliamentarians from different countries, are hereby creating an international network and
calling for a mobilization and involvement of our governments, regional bodies, international agencies,
and especially the UN, in order to abolish prostitution. We commit to alerting all sectors of public
opinion to the realities of the prostitution system.

C’est par la loi qu’avancera l’abolition de la prostitution !
1- La prostitution est une violence.
2- Qui touche en particulier les personnes les plus vulnérables.
3- Elle est un obstacle à l’égalité entre les femmes et les hommes.
4- Elle est majoritairement le fait de réseaux mafieux et de la traite des êtres humains.
5- Le seul modèle ayant fait ses preuves, est le modèle abolitionniste, qui vise à réduire la
prostitution et à permettre aux personnes prostituées d’en sortir.
6- L’ambition de ce modèle n’est pas seulement de réduire la prostitution sur son territoire. La
seule action efficace est une action concertée et conjuguée au niveau régional voire
international
7- Pour ces raisons, nous, parlementaires de différents pays, demandons une harmonisation
des législations nationales et des politiques publiques pour l’abolition de la prostitution, c’està-dire :
- lutter résolument et systématiquement contre le proxénétisme et la traite des êtres humains ;
- dépénaliser ou décriminaliser les personnes prostituées ;
- renforcer les droits des victimes de proxénétisme et de traite, et accompagner les personnes
souhaitant sortir de la prostitution ;
- responsabiliser les clients et interdire l’achat d’actes sexuels ;
- interdire toute forme de publicité directe ou indirecte d’offres de services sexuels ;
- mettre en place des politiques d’éducation à la sexualité et de prévention de la prostitution ;
- promouvoir les recherches sur la prostitution et la traite des êtres humains ainsi qu’une
harmonisation des systèmes de collecte des données.
8- Nous, parlementaires de différents pays, créons un réseau international et appelons la
mobilisation et l’implication de nos gouvernements, des instances régionales, internationales et
notamment de l’ONU, pour l’abolition de la prostitution. Nous nous engageons à alerter les
opinions publiques des réalités du système prostitutionnel.
