A
Message from the Chief Electoral Officer
These directives, used by the returning officer during training sessions, are
intended for polling attendants stationed in educational institutions. They contain
information required to perform your work and explain how to use the equipment
and material that is placed at your disposal. When it is necessary to interpret the
law, refer to the Election Act. The reference EA in this document refers to the
provisions of this law.
You are in direct contact with the elector who is exercising his right to vote. Your
behaviour influences the opinion that people have about the electoral process.
Accordingly, you must be absolutely impartial and diligently follow these
directives.
During the entire polling period, always wear the badge that the returning officer
has issued you, which bears your first name, last name and function.
Take the time to read these directives before the polling days and do not hesitate
to contact your returning officer should you have any questions.

Courtesy measures
The following are some courtesy measures intended to facilitate communication
with electors with hearing, seeing, speaking and mobility difficulties:
o
Some people may take more time to answer your questions or accomplish
other tasks. Do not be in a rush with persons who have difficulty speaking.
o
Address the person in question rather than the person accompanying him.
o
Speak calmly and slowly, and face people with hearing difficulties. Your facial
expression, gestures and body movements will facilitate communication. Do
not yell or talk in the personʼs ear. If it is hard to communicate, feel free to
resort to writing.
o
Address people with a visual impairment by telling them who you are and
what your job is. Give them a ruler or a card to help them, where applicable,
if they have to complete and sign a form and are able to do so. If they need
assistance walking, offer them your arm and warn them of any steps or
obstacles.
o
Before pushing someone in a wheelchair, first ask the person if he wants to
be pushed and how you should go about doing it.
o
Seeing-eye dogs accompanying people with a visual impairment are allowed
everywhere. Do not disturb them in their work.
Contact your returning officer for any additional information on this subject.

Definitions
Voting at the office of the returning officer (BVDS)
Polling at the office of the returning officer enables electors to vote at the main
office or a branch office of the returning officer. This applies to electors who are
domiciled in the electoral division on the fourteenth day before polling day.
EA 263 to 268
Only a candidate who is running in an electoral division other than that in which
the candidate is domiciled may register with the board of revisors and vote in the
electoral division where the main office he uses for the purposes of the election is
located. EA 3
Voting outside an electoral division (BVHC)
Voting by electors outside their electoral division (henceforth voting outside the
electoral division) allows electors residing temporarily in another electoral division
or working as election officers in an electoral division other than that of their
domicile to vote for a candidate in the electoral division of their domicile. Polling
takes place at the returning officerʼs main office or at one of the branch offices.
EA 269 and 280.1
Voting in educational institutions (BVEE)
Having polling stations in educational institutions (hereinafter called “polling in
educational institutions”) makes it possible for students who are eligible to vote to
do so right in their place of learning. This option is available to all post-secondary
educational institutions and vocational training centres attended by a minimum of
300 potential electors. The employees of these educational institutions are
excluded. EA 301.24 and 301.25.
Electors may vote in their educational institution, regardless of whether their
domicile is located in the same electoral division as the educational institution
(inter-electoral division voting) or in another electoral division (voting outside the
electoral division). EA 301.28.

Polling officers
Polling attendants
The returning officer will select and appoint one or several people to act as
polling attendants. They will be scheduled so as to cover all opening hours. At
the office of the returning officer, the polling attendant is responsible for polling at
the office of the returning officer (BVDS) and voting outside an electoral division
(BVHC). These people must be qualified electors at the time of their
appointment.
No candidate representatives are assigned to polling attendants in educational
institutions.
Members of the identity verification panel
The members of the special board of revisors perform the duties of the identity
verification panel for that polling station. EA 265, 270 and 301.28.
An elector who is not able to prove his identity with any of the pieces of I.D.
specified under the Act or an elector who is unable to show his face for reasons
of physical health is asked to go before the special board of revisors and avail
himself of the identity verification methods provided for under the Act in order to
certify his identity.
Deputy returning officers and poll clerks for the counting of votes
The counting of ballots of inter-electoral division voting at the office of the
returning officer in educational institution is performed in that electoral division on
the evening of the polling day by one or more teams made up of a deputy
returning officer and a poll clerk.
The counting of ballots of electors whose domicile is not located in the same
electoral division whether it was cast at their educational institution or at the
office of the returning officer is performed at the office of the returning officer on
the evening of the polling day by one or more teams made up of a deputy
returning officer and a poll clerk. EA 280 and 301.28
Candidate representatives assigned to a deputy returning officer are admitted to
the counting of votes at the office of the returning officer.

Preparing the polling station
1.
Check the material received from the returning officer
The returning officer provides you with the necessary equipment and material
required to perform your duties. You must ensure that it is secure. Pay special
attention to the ballot box and the ballots. If you are absent, even for a very short
period, you must place this material under the care of a person designated by the
returning officer, after sealing the opening of the ballot box or storing it in a
secure, locked location. In educational institutions, at the end of the day, the
equipment and material must be returned to the main office or one of the branch
offices of the returning officer, according to his instructions.
Inform your returning officer, immediately, if you lack any material.
2.
Prepare the poll book – polling attendant DGE-83

ballots; if they do not match, inform the returning officer
o Perform the same verification for both types of ballots
If, during polling, a ballot is found to be spoiled (damaged or poorly printed), place
that ballot in the ENV-708.1 envelope. Ballot booklets must never be split.

4.
Prepare the ballot box EA 264, 270, 301.28 and 332
o Ensure that the ballot box is completely empty.
o Ensure that the opening of the ballot box is not obstructed.
o Re-close the ballot box and affix the DGE-70.1 and DGE-70.2 seals.
o Write your initials on the seals.
o Place the ballot box on the table close to you.
5.
Ensure the computer is ready
Turn on the laptop computer and ensure that it is ready to use, to be able to
perform searches and record electorsʼ votes in the computer system.
6.
Write your initials in the poll book
The initials written on the ballot represent one of the criteria required for it to be
valid. A sample of the initials of every person who acts as a polling attendant
must therefore appear at the appropriate page of the poll book. The poll book will
have to be inserted in every ballot box used for voting at the office of the
returning officer and in educational institutions.
You must be ready to receive electors starting at 9:00 a.m.

o the person accompanying the elector or the interpreter
o the Chief Electoral Officer
o the deputies of the Chief Electoral Officer and their assistants
o the returning officer
o the deputy returning officer
o any assistant of the deputy returning officer

Search for the elector on the list of electors
Ask the elector his name, address and date of birth. Then look for the electorʼs
entry on the list of electors using the computer.
The elector is correctly entered at the address of his domicile

He is allowed to vote
The elector is not entered at the address of his domicile or a correction
must be made to his registration by the special board of revisors
o Refer the elector to the special board of revisors.
2.
Determine whether the electorʼs domicile is in the same electoral division
as the one you work in or in another electoral division
When the elector is identified in the computer system, the name of the electoral
division in which he resides will be shown under his address. If the elector is
domiciled in the same electoral division as the one you work in, he will vote with a
ballot for that electoral division. If the elector is domiciled in an electoral division
other than the one you work in, he will vote with a blank ballot (voting outside
electoral division).
3.
Complete the Statement of the elector DGE-84
Fill the form Statement of the elector who exercises his or her right to vote
DGE-84.
The elector exercising his or her right to vote in an educational institution or
voting outside his electoral division at the office of the returning officer must
complete the entire DGE-84 and take an oath in order to vote.
4.
Check the electorʼs identification (I.D.)
o To identify himself, the elector must show his face and produce one of the
following five pieces of identification: EA 264, 270, 337 and 301.28
•
his health insurance card issued by the Régie de lʼassurance maladie du
Québec
•
his driverʼs licence or his probational driverʼs licence, both issued in plastic
format by the Société de lʼassurance automobile du Québec

•
his Canadian passport
•
his certificate of Indian status
•
his Canadian Forces identity card
The presentation of one of the above pieces of I.D. is sufficient proof of identity at
the polling table. If an elector is not able to prove his identity with any of these
pieces of I.D. or is unable to show his face for reasons of physical health, he mus
go before the special board of revisors charged to act as the identity verification
panel EA 265, 270 and 301.28
For more information concerning the validity of pieces of I.D.
presented at the polling table, see Appendix 2.
5.
Have an elector sign a Statement of the elector DGE-84
o
For electors voting outside their electoral division at the office of the returning
officer or in an educational institution, ask the elector to sign the electorʼs
declaration form DGE-84 (Appendix 3) and to write the date. EA 301.25
An elector who refuses to sign a declaration will not be allowed to
vote EA 301.28 and 351
o
6.
Write your name and sign the form DGE-84 yourself to confirm that you have
received the electorʼs declaration under oath.
Write your initials on the ballots
o Write your initials on the back of the ballot, always in the same manner and,
as much as possible, using the same pen. EA 266 and 301.28
Ballots must never be initialed in advance.
o Detach the ballot together with the stub from the counterfoil of the booklet.

In the case of an elector who is voting outside his electoral division, enter the
name of the electoral division of the electorʼs domicile on the ballot AND on
the envelope used to insert these ballots - ENV-766.1-HC.
7.
Inform the elector about the voting procedure
o Explain to the elector how to vote and how to fold his ballot:
For an elector domiciled in the same electoral division as the one you work in
•
Indicate to the elector how to refold the ballot so that, upon his return from
the polling booth, the initials and the stub are visible without having to
unfold the ballot.
•
Give him the ballot and a pencil, which the elector must use to mark his
ballot in order for it to be considered valid. EA 301.28 and 343
•
Remind him that a ballot marked with any other pen or pencil will be
rejected.
Any mark that makes it possible to clearly identify the electorʼs intention is
accepted, including the complete or partial darkening of a circle.
For an elector domiciled in an electoral division other than the one you work in
o Give the elector:
•
the information document for electors voting outside their electoral division
ACM-100 (Appendix 3)
•
•
a blank ballot and its envelope ENV-766.1 HC
a pencil, which the elector must use to mark his ballot in order for it to be
valid
a list of the candidates for the electoral division in which the elector is
domiciled
the information sheet for electors voting outside their electoral division
ACM-100
•

o Tell the elector that he must write on the ballot the first name and last name of
the candidate of his choice
In order for his vote to be valid, the name of the candidate must be
shown on the ballot. If only the name of the political party is shown, his
vote will be rejected. EA 276 and 301.28.

8.
When the elector returns from the polling booth, examine the initials on the
ballot

o Examine the initials and the number entered on the stub to determine if this
ballot is indeed the one you gave the elector.
o Retrieve the pencil.
•

Retrieve the list of candidates for the electoral division of the electorʼs
domicile and the information sheet for electors voting outside their
electoral division, in the case of an elector domiciled in an electoral
division other than the one you work in.
Place the stub detached by the elector in an envelope
o Allow the elector to detach the stub. EA 276, 301.28 and 342
Insert the ballot stubs (inter-electoral division and outside electoral division) in the
same envelope ENV-708.5 (there is one envelope for each evening).
In the case of an elector voting outside the electoral division, ask the elector to
place his ballot in an envelope ENV-766.1-HC, and ensure that it is properly
sealed. EA 277 and 301.28
o Ask the elector to personally deposit his ballot in the ballot box.
EA 277 and 301.28
Ballots are deposited in the same ballot box for both electors domiciled
in the same electoral division as the one you work in and electors
domiciled in another electoral division.
10.
Enter the electorʼs vote
o Enter the electorʼs vote in the computer system.
11.
Close the polling station
o Allow all electors present at your polling station at the closing hour to vote:

For an inter-electoral division elector:
o
Ask the elector to mark all the circles on the ballot so that his choice is not
known.
o Write “void” on the back of the ballot.
o Deposit the ballot in the envelope ENV-708.1.
o Give a new ballot to the elector.
For an outside electoral division elector:
o Ask the elector to place the ballot in the ENV-766.1-HC envelope.
o Write “void” on the envelope ENV-766.1-HC.
o Deposit the ballot in the envelope ENV-708.1.
o Give a new ballot and new envelope to the elector.
No mention is required in the poll book.

o Mark “void” on the back of the ballot.

Elector is unable to mark his own ballot (DGE-45) EA 266, 276 301.28 and
347
The polling attendant informs the elector that he may be assisted:
Either by:
• a person (elector or not) who is his spouse or his relative as defined under
the Act.
A RELATIVE refers to: (EA 205)
Father, mother, grandfather, grandmother, father-in-law, mother-in-law, brother,
sister, brother-in-law, sister-in-law, son, daughter, son-in-law, daughter-in-law,
grandson or granddaughter.
• Or by someone else (elector or not) in your presence. This person must
swear an oath using form DGE-45 (Appendix 5), stating that he has not
lent assistance, during the poll, to another elector who is not his spouse or
his relative within the meaning of section 205.
• Or by you, in the presence of another staff member from the office of the
returning officer designated for this purpose by the returning officer. These
designated staff members may lend assistance to as many electors as
necessary.
The polling attendant:
• enters in the poll book the surname and given name of the person who
lends assistance
•
check the box “spouse”, “relative”, or “other”
•
indicates that the oath was taken by writing his initials
•
if the polling attendant is the one assisting the elector, he only has to
check the box “polling attendant”
Refer to Appendix 6 for more information on who can lend assistance to an
elector

4.
Electorʼs designation differs slightly from the designation on the list of
electors (DGE-46) EA 264, 270, 301.28 and 338
o The elector is allowed to vote after taking an oath using form DGE-46:
• mention it in the poll book by writing your initials at the appropriate spot
5.
Electorʼs right to vote is questioned (DGE-47) EA 266, 276, 301.28 and 350
Under certain circumstances, you may question an electorʼs right to vote. If this
should occur:
o Invite the elector to declare under oath, using form DGE-47 that:
1. he is a qualified elector
2. that he was domiciled in this polling subdivision on the fourteenth day
before polling day or, in the case of a candidate who has made a request
under Section 3, that he had his main office in this subdivision as of the
date of said request
3. he has not already voted in the current election
4. he has received no benefit intended to engage his support in favour of a
candidate
5. he has no ballot in his possession that may be used in the current election
o Admit the elector to vote after he takes an oath.
o Indicate in the poll book that the elector has sworn an oath by writing your
initials at the appropriate spot.
o Enter the reason for requiring this oath.
6.
Ballot cast by another person (DGE-48) EA 264, 270, 301.28 and 339
o Admit the elector to vote after he has taken an oath using form DGE-48
o Note it in the poll book by writing your initials at the appropriate spot.

7.
Electorʼs name does not appear on the list of electors EA 264, 270, 301.28
and 340
o If the electorʼs name does not appear on the list of electors, he cannot vote,
except in the following situation:
The elector presents a copy of the form Attestation authorizing an elector to
vote DGE-50 (Appendix 7) duly completed and signed by the returning officer
or his assistant.
In this case:
•
allow him to vote once he has taken an oath using form DGE-50.1.
•
note it in the poll book by writing your initials at the appropriate spot.
The returning officer and his assistant are the only persons authorized to issue
an Attestation authorizing an elector to vote DGE-50 to an elector.
8.
Elector refuses to take an oath EA 266, 276, 301.28 and 351
o You cannot give a ballot to an elector who refuses to take an oath. Warn him
that he cannot change his mind after leaving the polling station.
o Mention it in the poll book.
9.
Elector is visually handicapped
Offer him the choice of:
•
either voting without assistance using template DGE-49. In this case, tell
him in which order the candidates appear on the ballot and the particulars
entered under their name, where applicable. EA 266, 301.28 and 348
•
voting with assistance according to the assistance procedure in Point 3 of
this section. EA 266, 276, 301.28 and 347
For electors voting outside the electoral division, offer them the possibility of
being assisted according to the voting assistance procedure in Point 3 of this
section.

10.
Elector is deaf or mute EA 266, 276, 301.28 and 349
o Allow him to be assisted by a person capable of interpreting the sign
language for the deaf.
11.
Elector is unable to make himself understood
o Request the assistance of an impartial and neutral interpreter. This interpreter
may be another elector on the premises.
o If it is impossible to find an interpreter and the person cannot answer the
questions you are asking, that person cannot be admitted to vote.
The interpreter translates the sentences exchanged between you and the
elector. He does not replace the elector.
12.
Disorder in the polling station
o In the event of disorder or when a person gets in the way of or bothers
electors, inform the returning officer or the person designated by him.

These reports regroup all electors who voted that you have marked in the system
during the day.

4.1
Inter-electoral division voting
o Mark in Section A of the poll book :
•
the number of electors from the same electoral division as the one you
work in (inter-electoral division voting) who voted during the day, based on
the Electors who voted in BVDS for the polling attendant at the office of
the returning officer or the Electors who voted in BVEE for the polling
attendant in an educational institution.
•
the number of ballots for the electoral division that were spoiled or
cancelled during the day.
•
the number of unused ballots for the electoral division at the end of the
day.
On the 1st evening, the sum of these three numbers must equal the total
number of ballots for the electoral division that were provided by the returning
officer.
On the subsequent evenings, this sum must equal the number of unused ballots
from the evening before (refer to the poll book).
You must consider the number of persons who voted with an Attestation
authorizing an elector to vote DGE-50 when reconciling your ballots.

Voting outside the electoral division
o Mark in Section B of the poll book:

Reconcile the report Electors who voted with the electorsʼ Statements DGE84
For the polling attendant at the office of the returning officer
o Check to see if every elector who signed a Declaration of the elector who
exercises his or her right to vote DGE-84 is entered in the report Electors who
voted in BVDS or Electors who voted in BVHC.
For the polling attendant in an educational institution
o Check to see if every elector who signed a Declaration of the elector who
exercises his or her right to vote DGE-84 is entered in the report Electors who
voted in BVEE.
If an elector does not appear in the report, it means that his vote has not been
entered in the computer. You must:

Immediately enter his vote
Produce a new report and do this step again until all votes have been
marked in the computer system.
o If an elector has been entered by mistake, inform the polling and revision
assistant (ARVS) of the electoral division where you work.
6.
Seal the opening of the ballot box and the envelopes
o Place a DGE-70.3 seal on the envelopes ENV-708.1, 708.2 and 708.5.

7.
Advise the polling and revision assistant (ARVS) when the ballot box
contains from 300 to 350 ballots
o To prevent a ballot box from becoming too full, the ballot box must be
changed once it contains from 300 to 350 ballots. As much as possible, we
ask you to give advanced notice to the polling and revision assistant, who will
take measures upon the closing of the polling station at the end of the day in
question to ensure a change of ballot boxes. He will bring you a new ballot
box the next day.
