DÉPARTEMENT DE SCIENCE POLITIQUE UNIVERSITÉ LAVAL AUTOMNE 2008 APR-66467 Pratiques du lobbying I Horaire : Salle : Vendredi, 8h30-11h30 Professeur : Raymond Hudon Bureau : DKN 4461 FAS 026 Tél. : 656-2131 poste 5570 Adresse électronique : [email protected] Objectifs du cours Axé sur les pratiques professionnelles en Amérique du Nord, à divers niveaux d’intervention et dans divers domaines, le cours vise à introduire aux dimensions concrètes de l’exercice du lobbying. L’apprentissage est appuyé sur trois éléments : lectures de base, conférences de praticiens, et préparation d’un plan d’intervention. Contenu du cours Le cours est axé sur la connaissance et l’apprentissage des pratiques, telles qu’elles peuvent être observées à travers un certain nombre de témoignages, écrits comme oraux. Quelques séances sont tout d’abord consacrées à une présentation générale des pratiques et des règles qui les entourent. De plus, une série de huit ou neuf conférences permet un contact plus direct avec des praticiens et professionnels qui témoignent des conditions et des exigences de l’exercice du lobbying sous ses diverses facettes dans des milieux différents, du monde associatif à celui de l’entreprise tout en incluant les secteurs communautaire et institutionnel. L’horaire des conférences est communiqué à mesure qu’il est établi. Finalement, les dernières séances sont consacrées à la présentation d’un plan d’intervention préparé en équipe. Méthode du cours La première partie du cours est constituée de présentations en classe qui, complétées de lectures, donnent lieu à des discussions couronnées d’un court essai portant sur une définition du lobbying, ses conditions d’exercice et ses règles et conclu par un examen critique de sa signification dans un cadre démocratique. Ce travail, d’une dizaine de pages (1,5 interligne), est remis au plus tard le 10 octobre 2008. La fonction informative des conférences est double : en plus de renseigner sur les pratiques, elles fournissent normalement des éléments permettant d’orienter la préparation du plan d’intervention. Le plan d’intervention est préparé progressivement dans le cours de la session au sein d’équipes dont la composition est déterminée au plus tard le 26 septembre 2008. Son objet doit être défini au cours du mois d’octobre, et communiqué au plus tard le 17 octobre ; ses orientations doivent être précisées pour le 7 novembre en vue d’une évaluation intermédiaire. Il doit être complété au début du mois de décembre, en vue d’une présentation orale au plus tard le 17 décembre 2008 (selon un horaire à établir). La version écrite finale doit être déposée au plus tard le 19 décembre. 2 Grille d’évaluation Essai : 30 % (Critères : forme du texte ; identification précise des éléments pertinents ; logique et clarté de la présentation ; maîtrise du sujet). Évaluation intermédiaire : 10 % (Critères : connaissance du domaine d’intervention et des acteurs y étant mêlés ; définition des objectifs ; identification des enjeux ; présentation des démarches et techniques proposées). Présentation orale du plan d’intervention : 30 % (Critères : efficacité de l’animation ; identification précise des éléments pertinents – acteurs, enjeux, objet, objectifs, stratégies, techniques, etc. ; cohérence de l’exposé ; maîtrise du sujet). Plan d’intervention (version écrite) : 30 % (Critères : connaissance du domaine de l’intervention ; forme du texte ; logique et clarté de la présentation ; pertinence des démarches et techniques proposées). Notes : Le barème de détermination des notes est présenté dans WebCT. Les travaux en équipe (quand il y a lieu) n'entraînent pas forcément des résultats uniformes pour les membres de l'équipe. Les manquements trop graves à la qualité du français écrit peuvent entraîner une pénalité jusqu’à hauteur de 10 %. Les emprunts non identifiés dans les textes entraînent automatiquement au minimum un échec et, potentiellement, une sanction disciplinaire : copier coller, c’est plagier ! Matériel bibliographique Quatre références (Advocacy for Social Justice, Corporate Public Affairs, Les secrets du lobbying et Public Affairs in Practice) sont spécialement recommandées parmi celles déposées à la réserve de droit et science politique de la Bibliothèque générale, avec quelques autres titres (identifiés par un astérisque dans la liste qui suit), sans compter certains accessibles dans Internet.
