Mrs. Karen ZITTE, is the Project Manager for the follow up of port investments for the “Grand Port Maritime de La
Réunion”, since 2006. She works under the coordination of the Work Management Department and she’s in charge of port
investments financial monitoring, including those co-financed by public funds. Mrs Zite previously worked as a Project
manager for AGILE (Agency for the management and local initiatives related with European matters) and for the DDE
(Department Direction for Equipment – European Cell).
Abstract
Port Reunion is located in the town of Le Port, in Reunion Island. It consists of two sites distanced by 3 km: the
Port West, delivered in 1886, also called the Historical Port and the Port East, delivered a century later. In
recent years, port development discussions relay to the specialization of the two ports. Port West specializing
in activities such as fishing, recreational activities and ship repair and Port East, Port Commerce, treating all
traffic bulk, containers, vehicles and ship cruises.
The law on port reforms concerning French Overseas Ports led in 2013, to the creation of the Grand Port
Maritime de La Réunion (GPMDLR). The practical implementation of this law resulted in the merging of the
staff allocated, to the management of Reunion Port, by the Environmental Planning and Housing Direction
(DEAL) and the Chamber of Commerce and Industry (CCI), and their allocation under the GPMDLR. The
objective of this reform goes beyond institution human re-organization, being concretely reflected by the
establishment of a Strategic Project that will serve as a roadmap for the next five years. The GPMDLR,
presentation on the context of this workshop, focus on this five years strategic project and in particularly on its
ambition concerning the fishing and recreational boating sector, around which four orientations are being
developed: 1) To mobilize all actors related to the Cruise activity in Reunion Island and to develop
complementarities with the other ports of the region; 2) To support the establishment of high quality logistics
services and infrastructures for the fisheries sector; 3) To help to develop local fisheries; 4) To implement the
partnership between the port and the city, concerning the recreational boating sector and to succeed city /
port interface.
Résumé
Port Réunion est situé sur la commune du Port, sur l’ile de la Réunion. Il se compose de deux sites, distants l’un
de l’autre de 3 km : le Port-Ouest, qui a été livré en 1886, aussi appelé Port Historique et le Port-Est, livré un
siècle plus tard. Depuis quelques années, les réflexions portent sur la spécialisation des deux ports. Le PortOuest se spécialise dans les activités telles que la pêche, la plaisance et la réparation navale et le Port-Est, le
port de Commerce, traite l’ensemble des trafics vracs, conteneurs, véhicules et croisière.
La loi concernant les réformes portuaires des Ports d’Outre-mer a conduit, en 2013, à la création du Grand Port
Maritime de La Réunion (GPMDLR), se traduisant dans les faits par la fusion entre les personnels de la Direction
de l'Environnement de l'Aménagement et du Logement (DEAL) et de la Chambre de Commerce et d’Industrie
(CCI) de la Réunion. Au-delà de l’organisation humaine, l’objectif de cette réforme s’est traduit concrètement
par la mise en place d’une feuille de route pour les cinq prochaines années intitulée « Projet Stratégique ». Elle
est actuellement en cours d’évaluation par l’Autorité Environnementale. Dans le cadre de ce séminaire, le
GPMDLR a souhaité axer sa présentation sur le projet stratégique prévu pour les cinq prochaines années, en
particulier sur l’ambition portant sur les secteurs de la pêche et de la plaisance, autour desquels sont
développées quatre orientations: 1) mobiliser l’ensemble des acteurs réunionnais de la croisière et développer
les complémentarités avec les autres ports de la Région ; 2) accompagner la mise en place d’une logistique de
qualité pour la filière pêche ; 3) contribuer à développer la pêche locale ; 4) mettre en œuvre le partenariat
entre le port et la commune pour la plaisance et réussir l’interface ville/port.
