The Basic Regulation
Art. 8 BR Air operations
2. Unless otherwise determined in the implementing
rules, operators engaged in commercial operations
shall demonstrate their capability and means of
discharging the responsibilities associated with their
privileges. These capabilities and means shall be
recognised through the issuance of a certificate. The
privileges granted to the operator and the scope of the
operations shall be specified in the certificate.

more than 60 and
engaged in the commercial transportation of passengers:
Shall be equipped
with an approved cockpit door
capable of being locked and unlocked from either pilot's
station and
designed to meet the applicable airworthiness
requirements.

This cockpit door shall be:
closed and locked from the time all external doors are
closed following embarkation until any such door is
opened for disembarkation, except when necessary to
permit access and egress by authorised persons;
