It cannot derogate from these regulations. All activities of the CSIT, including its championships are open to the members of the CSIT Unions, observer members Unions and members of the international Confederations which CSIT has signed cooperation agreements according to CSIT general regulations: COPADET (American Continent) / BAWS (Balkan region) and ALSO (Central Africa); also non CSIT members and company sports teams can participate in the CSIT Championships. CSIT organises amateur championships and has Fair Play as one of its most important aims. CSIT Championships are strictly open for amateur athletes. To participate in CSIT Championships the defined eligibility criteria per sport must be respected The CSIT Sporting activities (championships, training, tournaments, rallies, etc.) are organised under the responsibility of Technical Commissions by sport. If there is a problem not provided in the regulations, we will apply the IAAF rules. The Technical Commissions are composed of one representative from a CSIT Union participating in the corresponding sport. Technical Commissions elect their own chairman and secretary for four (4) years depending on conditions written in the CSIT general regulations 1- PERIODICITY / AGE GROUPS CSIT Athletics Championship, men and women, take place from June to September. 2- COMPOSITION OF DELEGATIONS The Unions can participate with a delegation composed of 39 persons at most: - 18 women athletes (including 3 athletes walkers) + 1 coach - 18 men athletes (including 3 athletes walkers) + 1 coach - head of delegation 3-1 CATEGORIES - Eligibility Athletes who participated during the last 4 years in World Championships, European, African and/or Asian championships are not allowed to compete in CSIT World Sport Games or CSIT Championships This championship is open to juniors, seniors, veterans men and women of 18 years and older. If a union wants to register a team, it must be composed of a minimum of 5 athletes. The union organizer can submit 2 teams men and women. 4. Ranking system for the team championships 1st: 2nd: 3rd: 4th: 5th: The best athlete of the team is taken into account in the ranking. The score is done as follows (for example with 5 teams): number of teams + 1 = 6 number of teams - 1 = 4 number of teams - 2 = 3 number of teams - 3 = 2 number of teams - 4 = 1 In case of a tie between athletes, points allocated are divided into equal shares among the athletes concerned (example : equality between 2 first : 6 + 4 /2 = 5 points each) In case of absence, package, disqualification of an athlete, no points are awarded ; In case of a tie between two or more teams at the end of the competition, the team with the largest number of first places is classified before the other(s); If there is still a tie the team with the largest number of second places is classified before the other(s); If there is still a tie, the result of the relay 4 x 100 m is taken into account. 4.4. Combined ranking Men / Women The classification is made based on the number of points earned by men and women athletes of each team. In the case of a tie, the largest number of first places obtained will be initially taken into account; In the case of a new equality, apply the same rules as for the team rankings; 5. RULES OF PARTICIPATION IN THE EVENTS Each Union can engage up to 3 athletes in each individual event; Each Union can participate with a maximum of 1 team per relay race; Age category: athletes with 18 years on the date of the championship. (Men and Women); Each athlete can participate to a maximum of 4 (four) events including the relay race during the two days of competition; The athletes entered in the following events can participate in one event per day Maximum: walk events – 1.500 m – 5.000 m – 10.000 m – 3.000 m steeplechase; but they can also participate to a relay Only athletes who participate in their trials have access to the field CSIT ATHLETICS -‐ TECHNICAL REGULATIONS – version March V2 -‐ 2015 Page 5 of 16 6. REGISTRATION TO THE EVENTS AND WITHDRAWAL OF THE NUMBERS - The entries per event will be registered at the latest at the opening technical meeting. The withdrawal of numbers takes place the day before the competition. Changes of entries are allowed but must be reported before handing over the number. One number will be given to each athlete for the championship and all events in which he(she) participates; The number must be brought back in races less than or equal to 400 m, 4 x 100 meter and pole vault. The number must be brought to the front for all races over 400 m and relay 4 x 400 m. 7. RULES OF THE EVENTS 7.1 Runs 100 m F/M - 200 m F/M – 100 m Hurdles F – 110 Hurdles M : - 1 (a) single qualifying round (heats) is organized; The 8 best times are qualified for the final; Qualifications to the final are as follows: - In case of two heats: the first three of each heat + the two best times; - In case of three heats: the first two of each heat + the two best times; Heats and lanes are initially drawn All other races are organized as direct finals (one or several heats depending on the number of entries) - At 800 m, departures are held in lanes. - Athletes are classified according to their times. The lanes and orders are initially drawn. 7.2. Throws For the qualification round, each athlete can throw 3 (three) trials. The eight (8) better after three trials are allowed to throw 3 (three) additional trials. If there are eight (8) or less athletes, all athletes are allowed to throw six (6) trials. 7.3. Long jump / Triple jump For the qualification round, each athlete can jump 3 (three) trials. The eight (8) better after three trials are allowed to jump 3 (three) additional trials. If there are eight (8) or less athletes, all athletes are allowed to jump six (6) trials. Long jump: the stamp board of appeal must be placed 2 meters from the jumping facility; CSIT ATHLETICS -‐ TECHNICAL REGULATIONS – version March V2 -‐ 2015 Page 6 of 16 Triple jump: the athlete can choose the distance of his stamp board and must keep it throughout the competition. (For women 7-9-11 stamp board and for men stamp board 9-11-13.) 7.4. High Jump Progress of heights of bars for Women: 130 – 140 – 145 – 150 – 155 – 158 – 161 – 164 – 166 – 168 - etc. Progress of heights of bars for Men: 145 – 155 – 160 – 165 – 170 – 173- 176 – 179 – 181 – 183 - etc. A first lower bar is permitted at the request of an athlete: the athlete must then necessarily follow the progress pre-established above. At the end of the contest, the winner may request the height to bar he wishes to try. 7.5. SCHEDULE OF EVENTS Schedule is determined by the Union organizer in agreement with the president or secretary of the CSIT Technical Commission, following the programme of events predefined. (Cf page 3). Changes may occur. The technical delegate of the championship is responsible for communicating any changes. 10. AWARDS Each individual event: First: 1 gold medal Second: 1 silver medal Third: 1 bronze medal Per team: - one medal (gold / silver / bronze) for the first three teams Women and Men (all athletes who participated in the events counting for the team rankings are - rewarded) - one cup for the first Women team - one cup for the first Men team All other participating teams receive a souvenir. Il ne peut y déroger. L'ensemble des activités de la CSIT, notamment ses championnats, sont ouverts aux Unions membres de la CSIT, aux membres observateurs et aux membres des Confédérations internationales avec lesquelles la CSIT a signé des accords de coopération selon modalités fixées par le règlement général CSIT : COPADET (Continent américain) / BAWS (région des Balkans) et OSTA (Afrique centrale). Les Activités sportives de la CSIT (championnats, formations, tournois, rassemblements, etc.) sont organisées sous la responsabilité de Commissions Techniques par sport. Si pour un problème, rien n’est prévu dans les règlements, nous appliquerons les règles I.A.A.F. Les Commissions Techniques sont composées d'un représentant par Union CSIT participant à la discipline sportive concernée. Elles élisent en leur sein un président(e) et un secrétaire pour 4 ans selon modalités indiquées dans le règlement général. 1. Période habituelle d'organisation de ce championnat Juin à Septembre 2. C omposition d es délégations La délégation doit être composée de 39 personnes au maximum - 18 athlètes femmes (dont 3 athlètes marche) + 1 entraîneur - 18 athlètes hommes (dont 3 athlètes marche) + 1 entraîneur - 1 chef de la délégation 3. Catégories Admissibilité Les athlètes ayant participés au cours des 4 dernières années aux Championnats du Monde, d'Europe, d'Afrique et / ou aux championnats asiatiques ne sont pas autorisés à participer aux Jeux Sportifs mondiaux CSIT ou aux Championnats CSIT Ce championnat est ouvert pour les juniors, seniors, vétérans hommes et femmes à partir de 18 ans. Chaque union peut inscrire 3 athlètes au maximum par épreuve. Pour qu’une union présente une équipe, il faut qu’elle soit composée de 5 athlètes minimum. Système de classement pour le championnat par équipe CSIT ATHLETICS -‐ TECHNICAL REGULATIONS – version March V2 -‐ 2015 Page 12 of 16 Le meilleur athlète de l'équipe est pris en compte pour le classement. La marque des points se fait de la manière suivante (exemple pour 5 équipes): 1er : nombre d'équipes +1 = 6 2ème : nombre d'équipes -1 = 4 3ème: nombre d'équipes -2 = 3 4ème: nombre d'équipes -3 = 2 5ème: nombre d'équipes -4 = 1 En cas d'égalité entre athlètes, les points alloués sont divisés en parts égales entre les athlètes concernés (exemple : 2 premiers ex-aequo : 6 + 4 /2 = 5 points chacun) En cas d'absence, forfait, disqualification d'un athlète, aucun point n'est attribué ; En cas d'égalité entre deux ou plusieurs équipes à la fin de la compétition, l'équipe ayant obtenu le plus grand nombre de premières places est classée devant l'autre (ou les autres); Si il y a toujours égalité l'équipe ayant obtenu le plus grand nombre de deuxièmes places est classée avant l'autre ou les autres; Si il y a toujours égalité, c'est le résultat du relais 4 x 100 m qui est pris en compte. 4.4. Classement combiné Hommes / Femmes Le classement est effectué en fonction du nombre de points acquis par les athlètes Hommes et Femmes de chaque équipe. En cas d'égalité, le plus grand nombre de premières places obtenues sera pris en compte en premier lieu; Dans le cas d'une nouvelle égalité, appliquer les mêmes règles que pour le classement par équipe ; 5. Règles de participation aux épreuves Chaque Union peut faire participer au maximum 3 athlètes dans chaque épreuve individuelle; Chaque Union peut faire participer au maximum 1 équipe par course de relais ; Catégories d'âge : athlètes ayant 18 ans à la date du championnat (Hommes et Femmes); Chaque athlète peut participer à un maximum de 4 (quatre) épreuves y compris la course de relais durant les deux jours de compétition ; Les athlètes inscrits aux épreuves suivantes ne peuvent participer qu'à une épreuve par jour maximum: épreuves de marche et 1500m – 5.000m – 10.000m – 3.000m steeple; mais il peut participer à un relais. Inscription aux épreuves et retrait des dossards - Les inscriptions par épreuve se feront au plus tard lors de la réunion technique d’ouverture. Le retrait des dossards a lieu la veille de la compétition. Des changements d'inscriptions sont admis mais doivent être obligatoirement signalés avant la remise du dossard. Un seul numéro de dossard sera remis à chaque athlète pour tout le championnat et toutes les épreuves auxquelles il(elle) participe. Le dossard doit être porté au dos dans les courses inférieures ou égales à 400 m, au relais 4 x 100 m et au saut à la perche. Le dossard doit être porté à l'avant pour toutes les courses au dessus de 400 m et pour le 4 x 400 m. 7. Règlements des épreuves 7.1 Courses 100 m F/H - 200 m F/H - 100m Haies F – 110 Haies H : 1 (un) seul tour de qualification (séries) est organisé; les 8 meilleurs temps sont qualifiés pour la finale; Les qualifications en finales se font de la manière suivante : - en cas de deux séries : les trois premiers de chaque série + les deux meilleurs temps ; - en cas de trois séries : les deux premiers de chaque série + les deux meilleurs temps ; Les séries et les couloirs sont tirés au sort - Toutes les autres courses sont organisées en finale directe (une ou plusieurs séries selon le nombre d'inscrits). Au 800 m, les départs se font en couloirs. Les athlètes sont classés en fonction du temps réalisé. Les couloirs et ordres de départ sont tirés au sort. 7.2. Lancers Pour la phase de qualification, chaque athlète peut lancer 3 (trois) essais. Les huit (8) meilleurs après trois essais sont autorisés à lancer 3 (trois) essais supplémentaires. Saut en longueur / triple saut - Pour la phase de qualification, chaque athlète peut sauter trois (3) essais. - Les huit (8) meilleurs après 3 essais sont autorisés à sauter trois (3) essais supplémentaires. - S'il y a huit (8) athlètes ou moins, tous les athlètes sont autorisés à sauter 6 (six) essais. - Pour le saut en longueur, la planche d'appel doit être placée à 2 mètres du sautoir. - Pour le triple saut, l'athlète peut choisir la distance de sa planche et doit la garder durant tout le concours. (pour les femmes planches 7-9-11 et pour les hommes planches 9-11-13.) 7.4. Saut en hauteur Progression des hauteurs de barres pour les Femmes : 130 – 140 – 145 – 150 – 155 – 158 – 161 – 164 – 166 – 168 - etc. Progression des hauteurs de barres pour les Hommes : 145 – 155 – 160 – 165 – 170 – 173- 176 – 179 – 181 – 183 - etc. Une première barre plus basse est autorisée à la demande d'un athlète : l'athlète doit ensuite obligatoirement suivre la progression pre-établie ci-dessus. Horaires des épreuves Le déroulement horaire est déterminé par l'Union organisatrice en accord avec le président ou secrétaire de la Commission Technique CSIT suivant le programme des épreuves pré-défini. (Cf page 12-13) Des modifications peuvent survenir. Le délégué technique du championnat est chargé de communiquer les changements éventuels. 10. Récompenses par épreuve Individuelle premier : 1 médaille d'or. deuxième : 1 médaille d'argent. troisième : 1 médaille de bronze. par équipe - une médaille (or / argent / bronze) pour les trois premières équipes Femmes et Hommes (tous les athlètes ayant participé aux épreuves comptant pour le classement par équipe sont récompensés). - une coupe pour la première équipe Femme. - une coupe pour la première équipe Homme. Toutes les autres équipes participantes reçoivent un souvenir. classement combiné F/H: - une coupe récompense la première équipe (ayant obtenu le total de points Femmes et Hommes le plus élevé).
