Rozwój sektora telekomunikacyjnego w Chinach – efekt czy przyczyna... 353 Wiele z firm, które funkcjonują na rynku telekomunikacyjnym, zdało sobie sprawę z tego, że na rynku chińskim osiągnęły już niemal wszystko i jeśli chcą się nadal rozwijać, muszą rozważyć koncepcję ekspansji międzynarodowej. Jak zauważają to C. Qiang i inni36, koncepcje takie wspiera także chiński rząd subsydiując w pewnym zakresie ekspansję międzynarodową firm m.in. sektora usług telekomunikacyjnych. J. Ure37 zwraca uwagę na to, że wraz z objęciem rządów przez Hu Jinato oraz Wen Jabao podejście do polityki otwarcia i liberalizacji gospodarczej państwa chińskiego stało się bardziej formalne, bardziej „surowe” i mocniej kontrolowane. Na skutek reformy administracji swobodnie dotychczas podejmujące m.in. decyzje koncesyjne Ministerstwo Informacji zaczęło podlegać w wielu decyzjach pod Narodową Komisję Reform i Rozwoju. Wraz z dalszym rozwojem sektora telekomunikacyjnego należy spodziewać się wdrożenia w ostatecznej formie prawa telekomunikacyjnego z prawdziwego zdarzenia. Obserwatorzy rynku usług telekomunikacyjnych oczekują, że dzięki temu cały rynek telekomunikacyjny ulegnie pożądanemu sformalizowaniu, a wiele szarych stref zostanie uporządkowanych, umożliwiając jednocześnie swobodniejsze działanie istniejących oraz nowych podmiotów na tym rynku38. Tym bardziej że wyłanianiu się jednoznacznego prawa telekomunikacyjnego powinno towarzyszyć powstanie osobnego, dedykowanego urzędu regulacyjnego – instytucji odpowiedzialnej za utrzymywanie porządku i rozwój rynku. Dzięki temu, biorąc pod uwagę doświadczenia z innych rynków, które przeszły przemiany już wcześniej, znacznemu obniżeniu powinny także ulec ogólne koszty działania rynku telekomunikacyjnego w Chinach. In the past few years, the number of users of telecommunications services in China has increased. the number of mobile phone subscribers increased by over 100 % from 2003 to 2007. Chinese telecommunication legislation defines what is not allowed to do – much less informs about what is permitted. Another huge problem is the lack of transparenc in the process of obtaining a licence to operate.In addition, the telecommunication legislation does not follow the development of service market, also. However, taking into account the experience of other emerging markets, changes in this sector – like in other cases – seems to be inevitable. Le développement du secteur des télécommunications en Chine – l’effet ou la cause de la croissance économique et sociale? L’économie mondiale a connu au cours des 50 dernières années une croissance phénoménale. Le développement du secteur des télécommunications en Chine favorise-t-il la croissance économique et sociale ou au contraire, est-ce l’économie chinoise qui est le moteur du développement du secteur des technologies de l’information et de la communication (TIC) dans ce pays? Au cours des dernières années, le nombre d’utilisateurs des TIC en Chine a augmenté rapidement. De 2003 à 2007, le nombre d’abonnés au téléphone mobile a crû de plus de 100 %. La réglementation chinoise en matière de telecommunications définit d’abord ce qui n’est pas autorisé à faire plutôt que ce qui est permis. Afin d’entrer sur le marché chinois des télécommunications, il est indispensable d’obtenir une license – ce qui constitue un problème sérieux, d’autant plus que cette procédure n’est pas suffisamment transparente. En outre, la législation des TIC ne va pas au même rythme que le développement du secteur des services. Toutefois, en tenant compte de l’expérience des autres marchés émergents, les changements dans le secteur des télécommunications et des technologies de l’information semblent être inévitables.
