Principaux axes de recherche Les domaines de recherche du CREPP au cours de la période couverte par le présent rapport concernent l'économie publique, l'économie de la population et l'économie du travail. Quatre thèmes majeurs ont servi d’axes de recherche: - la viabilité de la sécurité sociale face au vieillissement et à la globalisation, - la taxation du capital et les droits de succession, - l'analyse et la mesure des dysfonctionnements économiques, et - l'exclusion sociale et les moyens d'y remédier. 1. La sécurité sociale a été développée à une époque où l'espérance de vie était plus basse qu'aujourd'hui et où la concurrence fiscale était limitée. L'allongement de la vie et la réduction du taux d'activité des travailleurs âgés conduisent la sécurité sociale à la faillite si elle ne peut être réformée. L'intégration économique conduit au dumping social et fiscal qui mettent en péril la tâche redistributive de nos états-providence. 2. La taxation du capital et les droits de succession ont aujourd'hui un faible rendement. C'est dû en partie à la globalisation dont il vient d'être question. C'est aussi dû à certains arguments qu'il convient d'analyser en mettant l'accent sur l'asymétrie d'information entre contribuables et autorités fiscales et sur les motifs de transmission patrimoniale. 3. Une des menaces qui pèsent sur l'avenir de l'Etat providence est sans nul doute l'opportunisme et l'individualisme qui conduisent à toute une série de dysfonctionnements socialement coûteux: fraude à l'assurance, piratage, évasion et fraude fiscales, inefficacité des entreprises et services publics, corruption... Plusieurs travaux ont porté sur l'étude empirique et l'analyse théorique de ces dysfonctionnements. 4. L’exclusion sociale doit d’abord être caractérisée et puis les moyens d’y remédier doivent être analysés. Depuis quelques années nous disposons de nombreux indicateurs qui permettent de cerner le problème de l’exclusion sociale de manière multidimensionnelle. Pour les remèdes nous nous intéressons particulièrement à la méthode dite de coordination ouverte qui repose sur la publication régulière d’indicateurs reconnus par tous et sur la volonté des états de se rapprocher de la frontière de « meilleure pratique ». 4 2006/03 - Rapport d'activité 1999-2005 CREPP Working Papers 3. Borsch-Supan (MEA, Université de Mannheim) Réalisation de la première vague de l’enquête SHARE (Survey on Health, Ageing and Retirement in Europe) en Belgique. Il s'agit d'une enquête multidisciplinaire (santé physique et mentale, liens intergénérationnels, emploi, retraite et soins de santé, consommation et logement, épargne et patrimoine, ...), longitudinale (répétée tous les deux ans auprès des mêmes ménages) et internationale (onze pays y participent : Allemagne, Autriche, Belgique, Danemark, Espagne, France, Grèce, Italie, Pays-Bas, Suède et Suisse). Ce projet bénéficie également du support financier de la Union Européenne et du National Institute of Ageing (Etats-Unis). Organisme Thème Promoteurs Partenaires Description SSTC-Agora (AG/01/086) 2003-2006 Micro-simulation de la sécurité sociale S. Perelman, A. Jousten, P. Pestieau A. Decoster (CES, KUL, Promoteur), B. Cantillon (CSB, UIA) L’objet de ce projet est la construction d’un modèle de simulation qui devrait permettre de calculer les conséquences des reformes dans les régimes de Sécurité Sociale: pensions, chômage, maladie-invalidité et allocations familiales, y compris les cotisations sociales correspondantes. L’idée c’est de combiner ces différents domaines dans un modèle unique lequel sera appliqué à un échantillon représentatif de la population belge constitué à partir de données administratives. Ce modèle devrait permettre de mesurer l’impact des changements des règles dans le calcul des cotisations et de prestations sociales au niveau budgétaire mais également sur la distribution de revenus et sur les comportements sur le marché du travail. Jousten La Belgique est un des pays de l’OCDE où la durée moyenne de la retraite est la plus élevée. Nous voulons étudié trois aspects : quelle est l’incidence redistributive des départs al a retraite anticipés et quelle est l’incidence attendue des réformes visant à relever l’âge de la retraite ? Quel est le rôle de la globalisation sur la générosité moyenne et redistributive de nos systèmes de retraite ? En fin quels sont les mécanismes politiques qui conduisent à cette quai impossibilité de réformer durablement notre système de retraites ? Parmi les facteurs d’un tel comportement, on a épinglé le caractère désincitatif des différentes branches de la sécurité sociale qui concernent les travailleurs âgés. L’objet de cette recherche est d’enrichir les résultats obtenus jusqu’à présent sur les relations entre âge de la retraite et sécurité sociale et de procéder à des prévisions sur l’avenir des systèmes de retraite qui tiennent compte de l’endogénéité de la cessation d’activité. 2. Kellens (ULG) Il s’agit d’étudier différentes formes de dysfonctionnements économiques ou sociaux, leurs implications économiques et les moyens d’y remédier. On étudie tout particulièrement la fraude fiscale, la fraude à l’assurance, la piraterie économique, la non efficacité de certaines entreprises privées et publiques et le phénomène d’aléa moral dans l’assurance sociale. Elchardus (VUB) Il se développe une nouvelle question sociale à laquelle les dispositions d'aide sociale traditionnelles (notamment la sécurité sociale) sont incapables de formuler une réponse efficace. Cette nouvelle question sociale trouve son origine dans un glissement graduel mais progressif d'une indigence liée aux risques et généralement temporaire à une indigence plutôt permanente, liée à la situation personnelle. Le réseau s’est proposé d'exploiter les compétences complémentaires des différents groupes de recherche (UA, ULg, UCL et VUB) pour aboutir à un ensemble cohérent de réponses à la nouvelle question sociale et à ses hypothèses. Schokkaert (KUL), La sécurité sociale est aujourd'hui confrontée à une crise qui peut être expliquée d'une part par l'émergence de facteurs tels que le vieillissement, le déclin de la croissance, le changement des structures familiales, la concurrence fiscale, ... et d'autre part par son inadaptation à ces évolutions. Cette recherche fait mieux comprendre l'interaction existant entre un système de sécurité sociale introduit il y a un demi-siècle et cette nouvelle réalité. Ceci implique de mieux saisir l'évolution démographique, le niveau et 6 2006/03 - Rapport d'activité 1999-2005 CREPP Working Papers la distribution des revenus selon l'âge et la génération, et le comportement électoral des Belges à l'égard de réformes de la sécurité sociale. Nous avons aussi mieux cerné les implications des différents modes de financement de la sécurité sociale et d'allocation des prestations sociales. Delathouwer (CSB, UIA, Promoteur) Afin d’étudier l’effet des sanctions, prévus par la réglementation, sur le parcours socioprofessionnel des chômeurs de longue durée, une base de données a été constituée à partir des informations administratives et par voie d’enquête. Cette étude a permis une analyse approfondie de la population sanctionnée ainsi que de leur comportement sur le marché de l’emploi par rapport à un groupe de contrôle formé par de chômeurs n’ayant pas été sanctionnés. Le parcours professionnel des catégories de demandeurs d’emploi bénéficiaires a été confronté à celui des autres catégories de demandeurs d’emploi au cours de la période 1997-2001. L’étude a pu mettre en évidence l’impact limité de mesures en faveur de l’emploi basées uniquement sur une obligation d’embauche de la part des employeurs.
