Public statement
The European Roma and Travellers Forum expresses its dissent with the organisation of an
exhibition “Watch out, gypsies! The story of a misunderstanding” by the Luxembourg-City
History Museum in cooperation with the Museum Astra in Sibiu/Romania.
This exhibition is currently shown at the Luxembourg-City Museum in the context of
“Luxembourg: European Capital of culture 2007” and will, later this year, be presented in
Sibiu/Romania, Luxembourg’s partner city for this year.
The European Roma and Travellers Forum which represents Romani interests at European
level criticises the fact that the exhibition has been conceived and implemented without
participation of Roma organisations and their representatives.
The mere choice of the title and the use of the word “gypsies” throughout the whole
exhibition constitute a provocation against Romani people who in 1971 at their first World
Congress after WWII expressed their wish to be called Roma.
Also, a centuries-old history of discrimination and persecution of Romani people which
culminated in a genocide under National Socialism can hardly be labelled as a simple
“misunderstanding”.
The concentration on traditional roles and cultural taboos among Roma can be
easily understood as an act of voyeurism, a perception which is further conveyed by the use
of attributes such as “elusive”, “nomadic” and “strange”. In addition, it entails the risk of
further strengthening popular believes and misconceptions about Roma as an archaic,
backward people “which refuses to integrate”.
The Forum understands that it has been the intention of the organisers to question
prejudices about the perceived other. However, it strongly disagrees if Roma are misused for
this purpose.
Roma have their own culture, history and identity. It belongs to them as to any people to
decide over their presentation in public.

By bypassing the official representatives of the Roma the organisers carry on a tradition of
alienating and excluding Roma.
The European Roma and Travellers Forum calls on the organisers of the exhibition to step
back from their current approach and give Romani interest representations the possibility to
review a concept which may cause further harm to Roma.
The European Roma and Travellers Forum is the European-level Romani interest
representation which gathers Europe’s main international Roma organisations and more
than 1,500 member organisations from most of the Council of Europe member states. In
December 2004, the Forum signed a partnership agreement with the Council of Europe
which provides for special relations between both organisations.

Le Forum européen des Rroms et des gens du voyage exprime sa désapprobation face à
l’organisation par le musée d’histoire de la ville de Luxembourg en coopération avec le
musée Astra de Sibiu en Roumanie d’une exposition intitulée « Attention, tsiganes !
L’histoire d’un malentendu ».
Cette exposition se tient actuellement au musée d’histoire de la ville de Luxembourg dans le
cadre de « Luxembourg et grande région: Capitale européenne de la Culture 2007 » et sera
ensuite montrée à Sibiu, ville partenaire de Luxembourg pour l’année.
Le Forum Européen des Rroms et des gens du voyage qui représente les intérêts des Rroms
au niveau européen critique le fait que cette exposition a été conçue et mise en place sans
aucune participation d’organisations rroms et de leurs représentants.
Le seul choix du titre et l’utilisation du mot « tsiganes » à travers toute l’exposition
constituent une provocation contre les Rroms qui en 1971 lors de leur premier congrès
mondial après la deuxième guerre mondiale ont revendiqué d’ être appelés Rroms.
En outre, on peut difficilement qualifier une longue histoire de discrimination et de
persécution des Rroms qui a abouti dans un génocide sous le national-socialisme de simple
« malentendu ».
La concentration sur des rôles traditionnels et des tabous culturels des Rroms peut
facilement être interprétée comme acte de voyeurisme, ceci d’autant plus que les
organisateurs de l’exposition utilisent des qualificatifs comme « insaisissables », « méconnus »
et « insolite » pour désigner les Rroms. En outre, elle comporte le risque de renforcer encore
plus les stéréotypes existants sur les Rroms comme un peuple archaïque et arriéré « qui ne
veut pas s’intégrer ».
Le Forum comprend qu’il a été dans l’intention des organisateurs de remettre en cause les
stéréotypes au sujet de ceux qui sont perçus comme différent, mais refuse que les Rroms
soient utilisés à cette fin.

Les Rroms ont leur propre culture, histoire et identité. Il leur appartient comme à chaque
peuple de décider eux-mêmes de leur représentation publique.
En contournant les représentants officiels des Rroms les organisateurs continuent une
tradition d’aliéner et d’exclure les Rroms.
Le Forum Européen des Rroms et des gens du voyage invite les organisateurs d’abandonner
leur démarche solitaire et de permettre aux représentants des Rroms de passer en revue un
concept qui risque de causer encore plus de détriment aux Rroms.
Le Forum Européen des Rroms et des gens du voyage représente les intérêts des Rroms au
niveau Européen. Il regroupe les principales organisations internationales des Rroms en
Europe et plus de 1 500 organisations locales et nationales des Etats-membres du Conseil de
l’Europe. En décembre 2004, le Forum a signé un accord d'association avec le Conseil de
l’Europe qui prévoit des relations spéciales entre les deux organisations.

Das European Roma and Travellers Forum protestiert gegen die Ausstellung, „Achtung,
Zigeuner! Die Geschichte eines Missverständnisses“, die das historische Museum der Stadt
Luxemburg im Rahmen von „Luxemburg: Kulturhauptstadt Europas 2007“ organisiert, und
die Ende dieses Jahres im Museum Astra in Sibiu, der Partnerstadt Luxemburgs in Rumänien
gezeigt wird.
Das Forum, das die Interessen der Roma auf europäischer Ebene vertritt, kritisiert die
Tatsache, dass diese Ausstellung ohne Beteiligung von Roma und ihren Vertretern geplant
und durchgeführt wurde.
Allein die Auswahl des Titels und die durchgängige Verwendung des Begriffs „Zigeuners“
während der gesamten Ausstellung bedeutet eine Provokation der Roma, die 1971 bei ihrem
ersten Weltkongress nach dem Zweiten Weltkrieg erklärt haben, dass sie als Roma
bezeichnet werden wollen.
Außerdem kann man eine jahrhundertealte Geschichte der Unterdrückung und Verfolgung
der Roma, die in einem Völkermord unter dem Nationalsozialismus kulminierte, wohl kaum
als einfaches „Missverständnis“ bezeichnen.
Die Konzentration auf traditionelle Rollen und kulturelle Tabus der Roma kann leicht als ein
Akt des Voyeurismus verstanden werden. Der Gebrauch von Zuschreibungen wie
“ungreifbar“ , „verkannt“ und „fahrendes Volk“ bestärkt eine solche Auffassung. Außerdem
birgt die Konzentration auf vermeintliche kulturelle Eigenheiten der Roma die Gefahr,
Vorurteile gegenüber Roma weiter zu verstärken, da sie die Roma als ein archaisches,
rückständiges Volk erscheinen lässt, das „unwillig ist sich zu integrieren“.

Das European Roma and Travellers Forum versteht, dass es den Organisatoren darum ging,
vorgefasste Meinungen gegenüber dem sogenannten „Anderen“ zu hinterfragt. Das Forum
ist allerdings nicht damit einverstanden, dass Roma zu diesem Zweck missbraucht werden.
Roma haben ihre eigene Kultur, Geschichte und Identität. Sie haben wie jedes andere Volk
das Recht über ihre Darstellung in der Öffentlichkeit selbst zu entscheiden.
Durch das Umgehen der offiziellen Interessensvertretungen der Roma bewegen sich die
Organisatoren der Ausstellung in einer Tradition, die die Roma stets ausgegrenzt und
ausgeschlossen hat.
Das European Roma and Travellers Forum fordert die Organisatoren der Ausstellung auf,
von ihrer bisherigen Vorgehensweise Abstand zu nehmen und Romaorganisationen die
Möglichkeit zu geben, das Ausstellungskonzept zu überprüfen, um sicher zu gehen, dass es
nicht zu weiteren Vorurteilen gegenüber von Roma beiträgt.
Das European Roma and Travellers Forum ist die europäische Interessenvertretung der
Roma, die Europas größte Romaorganisationen sowie mehr als 1 500 nationale und lokale
Organisationen aus den meisten Mitgliedstaaten des Europarats zusammenfasst. Im
Dezember 2004 unterzeichnete das Forum hat ein Partnerschaftsabkommen mit dem
Europarat, das die Grundlage für „besondere Beziehungen“ zwischen beiden
Organisationen bildet.
