Hello,
Here is an update of the latest changes/additions to the Federation's Safety Regulations.
A press statement will be released on Monday to share the actions of Football Quebec
and its members in terms of security.
We wanted to make you aware of these measures before the publication (The french
press release is attached- the english version will be included on Monday, it's being
translated as we speak).
During their March 11th 2015 meeting, Football Quebec and its Conseil d'Administration
adopted new security measures as well as the creation of a a safety committee in
football.
The details of this committee are presented in the press release.
The new security measures are designed to improve the safety of the sport in the
province and to provide tools for teams and organizations to promote their sport and its
medical supervision.
These changes thus lead a reissue of the Federation of Security Regulations.
The updated document is also included as an attachment (date on cover will be
modified) and will be added to the website of Football Quebec (Tab Life Policy & Rules Documents Miscellaneous).
Again the english document is being translated right now.
Here are the specific additions / changes and where they are located in the document.
You will find further explanations / justifications in red:

1) PAGE 5 INTERPRETATION
Addition:
Secouriste Football:
Personne ayant suivi avec succès un stage de formation Secouristes Football offert par la
Fédération de Football Amateur du Québec ou ayant obtenue une équivalence reconnu
par la fédération ou un professionnel de la santé ayant obtenu une équivalence auprès
de la Fédération. Dans tous les cas la certification doit être encore à jour.
Cette disposition entre en vigueur le 15 Août 2016 et modifie la fonction de Secouriste
- That is so say that for 2015, the current rule remains unchanged in terms of the
definition of '' Secouriste''. As of August 15, 2016, the term ''Secouriste'' will be changed
to ''Secouriste Football'' in the Safety Regulations
- This also means that the obligations of ''Secouriste'' during games and practices that
include contacts remains the same for 2015, but that as of August 15, 2016, a person
who completed the ''Secouriste Football'' course or obtained equivalence from the
Federation will have to be present.
In summary, the ''Secouriste Football'' will become mandatory for the 2016 season.
- In terms of equivalence, we await the response from the Council of Sports Medicine of
Quebec (CMSQ), order representing all sports medical professionals, who will tell us
which may have equivalence.
- A certainty is that all those who have taken and passed the course ''Sport First
Responder'' of the Red Cross will receive their equivalence from the Federation, since in
both cases, the material covers concussion identification in sport, return to play and
withdrawal of sporting equipment when the presence of an ambulance is needed.
2) PAGE 10 CHAPTER 2 - SECTION 2 : CONDUCT OF TRAINING
Secouriste 24. Un secouriste doit être présent durant un entraînement impliquant un
contact physique.
Lors d'entrainement impliquant un contact physique, un entraîneur certifié comme
«Secouriste» peut être identifié comme «Secouriste» responsable.
En aucun temps un entraîneur ne peut être responsable du protocole de retour au jeu.
- Note that the two portions in bold were added.
- This means that during practices including physical contact, a coach holding a
recognized ''Secouriste'' training can be identified as the responsible ''Secouriste''.
However it can not support the return to play protocol adopted by the team /
organization
- Again, recall that the ''Secouriste Football 'will take precedence starting August 15th
2016.
3) PAGE 11 CHAPTER 2 - SECTION 4 RETURN TO PLAY PROTOCOL
Addition of this section:
Protocole de retour au jeu
Retour au jeu 33. L'équipe doit adopter un protocole reconnu de retour au jeu suite à
une commotion cérébrale.
Recommandation de protocole de retour au jeu de la Corporation des Thérapeutes du
Sport du Québec (CTSQ) en Annexe 7.
- Each team / organization must therefore adopt a standardized return-to-play protocol.
- As a recommendation, the return-to-play protocol of the Corporation of the Quebec
Sports Therapists (CTSQ) is presented in Appendix 7. Based on internationally recognized
standards, this protocol is taught in the ''Secouriste Football'' training.
4) PAGE 15 CHAPTER 6 STANDARDS FOR SITES, SERVICES AND SAFETY EQUIPMENT
NEEDED DURING A COMPETITION
Clarification:
Secouriste 49. Chaque équipe doit compter sur la présence d'un secouriste durant une
partie.
Les noms des 2 secouristes devront apparaître sur la feuille de pointage officielle.
Lors d'une partie, la fonction de secouriste ne peut être occupée par un entraîneur de
l'une ou de l'autre des équipes impliquées.
-2 ''Secouristes'' are therefore needed on location for games (1 per team). Their names
will appear on the score sheet (name only - no signature).
- Compared to practices with contacts, to avoid duplication of roles and conflict of
interest, coaches from both teams involved will not be able to be identified as
''Secouriste''
- Again, recall that the 'Secouristes Football' will replace the ''Secouriste starting August
15 2016.

Rive-Sud (St-Hyacinte): 11-12 avril
Sherbrooke: 18-19 avril
Outaouais: 25-26 avril
Montréal (Dorval): 9-10 mai
