The General Secretariat of the EU, through CPCC – Civilian Planning and Conduct Capability requests that
Member States propose candidates for the following international expert positions for the European Union
Integrated Rule of Law Mission for Iraq, EUJUST LEX according to the requirements and profiles described
below:
A. Essential requirements
Citizenship – Citizenship of a Member State of the European Union (EU) and full rights as a citizen.
Integrity – The participants must maintain the highest standards of personal integrity, impartiality and selfdiscipline within the mission. Participants are not allowed to provide or discuss any information or document
as a result of access to classified and/or sensitive information relating to the mission or respective tasks and
activities. The participants shall carry out their duties and act in the interest of the mission.
Negotiation Skills – The participants must have excellent negotiating skills and the ability to work
professionally in a stressful and diverse environment.
Flexibility and adaptability – Be able to work in arduous conditions with a limited network of support.
Must be able to cope with extended separation from family and usual environment.
Physical and mental health – Physically fit and in good health without any physical or mental problems or
substance dependency which may impair operational performance in the Mission. Selected personnel should,
in principle, be under the normal age of retirement in EU Member States.
Ability to communicate effectively in English – Mission members must be fully fluent in written and
spoken English. Report writing skills are especially needed.
Computer Skills – Skills in word processing and spreadsheets are essential. Knowledge of other IT tools
will be an asset.
B. Recommendable requirements
Knowledge of the EU Institutions – To have knowledge of the EU Institutions and international standards,
particularly related to the Common Foreign and Security Policy, including the European Security and
Defence Policy.
Knowledge of Iraq – To have a good knowledge of the history, culture, social and political situation of the
country. To have knowledge of the police, judiciary and governmental structures (distinct advantage).
Language skills – knowledge of local languages will be an asset.
C. Essential documents and requirements for the selected candidates
Passport – The participants must obtain a passport from the respective national authorities.
Visas – Seconded members may obtain a transit visa as appropriate.
Security clearance required: To have or obtain a national security clearance "EU SECRET" level or
equivalent.
Certificate/Booklet of vaccination – To be in possession of a valid certificate/booklet of vaccination
showing all vaccinations and immunisations received. To be vaccinated according to the required
immunisations for the mission area.
Medical certificate – To be in possession of a valid certificate declaring the participant fit for the mission.
Driver's licence – Be in possession of a valid – including mission area – civilian driver's licence for motor
vehicles (Category B or equivalent). Able to drive any 4-wheel drive vehicle.

D. Additional information on the selection process
Application form – Applications will be considered only when using the standard Application Form (Annex
2) and indicating which position(s) the candidate is applying for.
Selection process – The candidates considered to be the most suitable will be short-listed and invited to an
interview before the final selection is made.
Information on the outcome – Candidates will be informed about the outcome of the selection process after
its completion.

Job Description
Under the guidance and authority of the Head of Administration and Finance:

Co-ordinate with the Administration, the number, technical specifications and location of the
equipment required for the Mission's personnel to perform their duties.
Provide, repair, upgrade, replace and collect supported hardware.
Installation, upgrades and maintenance of supported software.
Co-ordinate with the Administration the optimal level and desired access to the networking system
for the Mission's personnel.
Co-ordinate with the Course Coordinators and Liaison Officers the required hardware and software
available for the duties, including network connectivity and electronic mail.
Keep accurate, detailed and updated inventory of the hardware and software distributed Mission
wide, in co-ordination with the Logistics and Administration Officer.
Supervise the performance of the EU supported systems for the Mission within the Mission area and
the transmission to other areas/regions.
Document design, management, hardware and software requirements.
Provide advise and basic generic training to the users of the EU supported software and hardware for
the performance of their duties.
To be responsible for the creation of a CIS plan for the mission, taking into consideration the
administrative, logistical and operational requirements of the mission.
To establish and maintain a secure mission computer and telephone communications system.
To provide technical and construction advice on computer network programmes and create the
necessary databases to manage the diverse administrative and operational requirements of the
Mission.
To provide technical advice on all communication and computer matters to mission members.
To provide on-line as well on-site assistance with standard problems relating to the use of IT
equipment and office automation software packages (e.g. e-mail, word processing, spreadsheets,
presentation packages, database applications, Internet browsers, workstation operating systems, etc.)
To produce precise reports concerning communication issues and to recommend improvements for
future acquisitions.
To establish Standard Operating Procedures containing policies and directives relating to all
communication and computer issues.

Qualifications and Experience

A university degree in IT, business administration or equivalent academic training
At least 10 years of experience as IT officer or equivalent.
To have knowledge of the following areas:

• Telecommunications

perform administrative and secretarial duties, draft memos, letters, faxes and other requested
documents;
arrange meetings, draft itineraries, file documents, maintain filing systems - both electronically and
as hard copies - and record data in appropriate databases and files;
assist the Administrative Officer in the management of leave requests, duty rosters, stationary
requests, register and allocation of files, and allocation of translations;
assist the Administrative Officer in the management of personnel contracts and files, and the liaison
with authorities on taxes, social security and any other issue related to personnel;
set up and maintain contact databases;
assist in the arrangement of conferences and seminars;
schedule appointments and meetings and maintain contacts, as necessary;
handle the Mission car and support the Mission with driving;
provide any support to ensure that the Mission is running smoothly;
support the Head of Administration on any other administrative duty.
