Although waste management seems to be an activity which requires few resources and technology in developed countries, it is on the other hand a true challenge in the less advanced countries given the economic, technological, social and institutional constraints they are faced with. In addition, we also wish to highlight sba's contribution to rational waste management in particular with regard to its work in establishing a waste centre in Blida, Algeria. Nevertheless, in spite of the good work achieved until now in the MENA, waste management and urban cleanliness still require much more work and effort. It must deal with, among others, a lack of collective notions in the area of waste management and urban cleanliness and with governmental reservations of placing resources and suitable financial means at the disposal of municipalities. In order for waste management to become effective, there is a need for private engagement and the establishment of partnerships between the public and private sector. Bien que la gestion des déchets semble une activité qui nécessite peu de ressources et de technologie dans les pays développés, elle est par contre un vrai défi dans les pays moins avancés étant donné les contraintes économiques, technologiques, sociales et institutionnelles. D'autre part, nous souhaitons aussi mettre en exergue la contribution de sba pour une gestion rationnelle des déchets et particulièrement le travail accompli avec la déchetterie de Blida en Algérie. Néanmoins malgré le bon travail accompli jusqu'à présent dans la région MENA, la gestion de déchets et la propreté urbaine exigent encore beaucoup de travail et d'efforts. Elle se heurte entre autres à une conception collective de la propreté lacunaire et à des réticences gouvernementales à mettre à disposition des municipalités les ressources et les moyens financiers appropriés. Pour que la gestion des déchets devienne efficace, il faut aussi un engagement privé et la mise en place de partenariat entre le secteur public et privé. Une bonne gestion des déchets va de paire avec une nouvelle gouvernance qui donne plus d'autonomie et de pouvoirs aux municipalités WITH THE SUPPORT OF: -1- WASTE MANAGEMENT CHALLENGES IN DEVELOPING COUNTRIES An Introduction to Waste Management in Developing Countries Governments in the developing world are becoming aware of ignoring countries' environmental degradations may become a serious and significant barrier to economic development. As urbanization continues to take place, the management of solid waste is becoming a major public health and environmental concern in urban areas of many developing countries. Throughout the MENA region it is estimated that more than 40 million tonnes of municipal solid waste were generated in 2002 at an average rate of 248 - 259 kilograms/person/year, equivalent to 0.68 - 0.71 kilograms/capita/ day. There are wide variations in waste generation rates between countries and, within countries, between rural and urban regions. Problems and Constraints in Developing Countries A typical solid waste management system in a developing country displays an array of problems, including low collection coverage and irregular collection services, crude open dumping and burning without air and water pollution control, the breeding of flies and vermin, and the handling and control of informal waste picking or scavenging activities. These public health, environmental, and management problems are caused by various factors which constrain the development of effective solid waste management systems. They can be categorized into technical, financial, institutional, economic, and social constraints. Each of these constraints is discussed, in relation to the sustainability of solid waste collaborative projects, below. · Technical Constraints: In most developing countries, there typically is a lack of human resources at both the national and local levels with technical expertise necessary for solid waste management planning and operation. Many officers in charge of solid waste management, particularly at the local level, have little or no technical background or training in engineering or management. Without adequately trained personnel, a project initiated by external consultants could not be continued. Therefore, the development of human resources in the recipient country of external support is essential for the sustainability of the collaborative project. · Financial Constraints: In general, solid waste management is given a very low priority in developing countries, except perhaps in capital and large cities. As a result, very limited funds are provided to the solid waste management sector by the governments, and the levels of services required for protection of public health and the environment are not attained. · Institutional Constraints: Several agencies at the national level are usually involved at least partially in solid waste management. However, there are often no clear roles/functions of the various national agencies defined in relation to solid waste management and also no single agency or committee designated to coordinate their projects and activities. The lack of coordination among the relevant agencies often results in different agencies becoming the national counterpart to different external support agencies for different solid waste management collaborative projects without being aware of what other national agencies are doing.This leads to duplication of efforts, wasting of resources, and unsustainability of overall solid waste management programmes. The lack of effective legislation for solid waste management, which is a norm in most developing countries, is partially responsible for the roles/functions of the relevant national agencies not being clearly defined and the lack of coordination among them. Legislation related to solid waste management in developing countries is usually fragmented, and several laws · Economic Constraints: Economic and industrial development play key roles in solid waste management. Obviously, an enhanced economy enables more funds to be allocated for solid waste management, providing a more sustainable financial basis. However, by definition, developing countries have weak economic bases and, hence, insufficient funds for sustainable development of solid waste management systems. Local industry which produces relatively inexpensive solid waste equipment and vehicles will reduce, or in some cases could eliminate totally, the need for importing expensive foreign equipment/vehicles and therefore foreign exchange. · Social Constraints: The social status of solid waste management workers is generally low in both developed and developing countries, but more so in developing countries then developed countries. This owes much to a negative perception of people regarding the work which involves the handling of waste or unwanted material. Such people's perception leads to the disrespect for the work and in turn produces low working ethics of labourers and poor quality of their work. Because of insufficient resources available in the government sector, collaborative projects often have attempted to mobilize community resources and develop community self-help activities. Results are a mixture of success and failures. Failed projects with inactive communities usually did not provide people in the community with economic as well as social incentives to participate in activities. The social incentive is based on the responsibility of individuals as part of the community for the improvement of the community, and is created by public awareness and school education programmes. The lack of public awareness and school education about the importance of proper solid waste management for health and well-being of people severely restricts the use of community-based approaches in developing countries. Source: gdrc.org -2- LA PREMIÈRE DÉCHETTERIE INDUSTRIELLE AU MAGHREB Un cas d'école : La Déchetterie Industrielle de Blida en Algérie La réalisation du projet pilote de la Déchetterie Industrielle de Blida est le résultat d'une coopération fructueuse entre la Suisse et l'Algérie. L'enjeu du projet était d'initier une meilleure gestion des déchets industriels banals au niveau local. La Déchetterie Industrielle de Blida a ainsi vu le jour, amenant un concept novateur en Algérie et au Maghreb. Le projet de Blida est intervenu dans un contexte marqué par des dysfonctionnements dans la gestion des déchets à Blida et la saturation des décharges locales. Les industriels de la région sont contraints par la loi de trier et de recycler leurs déchets. Les récupérateurs, de leur côté, souhaitent avoir des zones déterminées de collecte et une garantie de la qualité des matériaux récupérés. Cependant, les structures de recyclage et de valorisation sont inexistantes. La Déchetterie Industrielle de Blida, en activité depuis juillet 2004, met, grâce à une structure adaptée et organisée, à la disposition des industriels, ses services pour le respect de la loi et de l'environnement. La centralisation des déchets, le contrôle de leur homogénéité et leur qualité ainsi que leur conditionnement sont autant d'atouts pour les récupérateurs. Sur le site, les fournisseurs (industriels) et les clients (récupérateurs) sont pris en charge par les agents de la Déchetterie et encadrés par le Directeur, M. Karim Ouamane. Le cheminement des déchets, de leur arrivée (pesage), à leur éventuel tri, au conditionnement, au stockage et au départ vers les récupérateurs est entièrement systématisé. De plus, l'ensemble des mouvements de déchets, avec les tonnages et les coûts correspondants, sont tracés au travers d'une banque de données de qualité. Site de la Déchetterie Réception de la matière Contrôle des entrées et des sorties Conditionnement de la matière La Déchetterie de Blida collecte essentiellement du papier, du carton, des plastiques (PET et films PE) ainsi que des métaux. Les filières de recyclage de la Déchetterie ne sont pas figées. Elles évoluent avec le marché. M. Ouamane est conscient de cette réalité et ne manque pas d'adapter les activités de la structure dans ce sens par la création de nouvelles filières. La Déchetterie Industrielle de Blida peut être considérée comme un cas d'école vu son caractère pilote. En effet, elle suscite d'ores et déjà un intérêt certain auprès d'autres municipalités, voire des industriels, en Algérie et dans le reste du Maghreb. Les aspects techniques de la déchetterie sont aujourd'hui connus et réplicables grâce à l'expérience de Blida. Par ailleurs, les résultats prometteurs de la Déchetterie de Blida et la simplicité de sa structure sont autant de facteurs encourageants pour sa duplication au niveau local et régional. Concurrently they are focusing initiatives on capacity development and enhancing private sector participation. In line with issues of sustainability enhanced cost recovery frameworks have as well been a priority focus. With the exception of Tunisia, there is little public awareness of solid waste management in the below-mentioned countries. Few initiatives have been undertaken to increase and sustain public awareness in this domain. Ce développement économique va de pair avec une croissance des problèmes de gestion des déchets ménagers et industriels. De nouvelles préoccupations et contraintes environnementales sont donc apparues. Dès lors, une gestion responsable et citoyenne des déchets s'impose afin d'assurer une durabilité au développement du Maghreb. Maroc : Introduction du principe du pollueur-payeur La croissance économique et le changement des comportements de consommation ces dernières décennies au Maroc se sont traduits par une défaillance du système de gestion des déchets ménagers, industriels et hospitaliers. Par conséquent, les caractéristiques et le tonnage des déchets sont en continuelle évolution et métamorphose. L'impact de ces changements représente des inconvénients et des risques pour les ressources naturelles, la vie humaine et les activités socio-économiques. De manière synthétique, la gestion des déchets ménagers au Maroc englobe : le compostage dans certaines villes, la mise en décharge (majoritairement sauvage), la récupération au travers de certaines coopératives et associations ainsi que l'incinération des déchets hospitaliers. Cependant dans la pratique, des contraintes techniques, économiques et financières viennent entraver le bon fonctionnement des infrastructures de gestion et la valorisation des déchets. Pour pallier ces dysfonctionnements, une stratégie nationale a été élaborée pour le renforcement du cadre législatif et institutionnel. Elle a, en plus, pour objectif la maîtrise des mécanismes de financement et de recouvrement des coûts de gestion des déchets. L'instauration du principe du " pollueur-payeur " et l'implication de la société civile font également partie des priorités du Ministère de l'Environnement marocain. Concrètement, des projets pilotes ont été mis en place notamment un programme de vulgarisation du tri et du recyclage via des " kiosques verts ", un projet de centre d'élimination des déchets dangereux et la valorisation thermique des déchets dans les cimenteries. Tunisie : Mise en place d'éco-labels La stratégie de gestion des déchets en Tunisie concerne la création de Centre d'Enfouissement Technique (CET) régionaux et de centres de transfert, la réhabilitation des décharges et le développement de nouvelles filières de traitement et de valorisation. Le but est de mettre en œuvre une gestion intégrée des déchets dont la fraction organique est dominante et le taux de plastique en augmentation. En Tunisie, le recyclage et la valorisation des déchets s'orientent vers : le principe du " producteur-récupérateur ", l'implication du secteur privé et l'incitation financière et fiscale pour la création d'unités de collecte. Dans ce cadre, divers systèmes de reprise et de valorisation existent pour les emballages " ECO-Lef ", les huiles " ECO-Zit ", les filtres " ECO-Filtre " et les pneus " ECO-Pneus ". Par ailleurs, des actions de sensibilisation ont été réalisées au profit de la population. La stratégie nationale de gestion des déchets solides prévoit d'agir à différents niveaux sur le plan institutionnel, technique et financier. Elle vise ainsi à encourager la coopération intercommunale, à renforcer les capacités des gestionnaires du déchet et à mettre en place les mécanismes fiscaux et incitatifs nécessaires à la collecte. Algérie : PROGDEM en action La réalité algérienne est marquée par un accroissement des flux de déchets conjuguée à une poussée démographique et une saturation des infrastructures urbaines d'élimination des déchets. De surcroît, les moyens matériels et humains des collectivités locales sont insuffisants et inadaptés à leurs besoins réels. Dans ce contexte, près de 3000 décharges sauvages sont dénombrées sur le territoire algérien. La précarité de cette situation présente des risques pour l'environnement et pour la santé publique. De ce fait, l'Algérie a élaboré une stratégie d'action qui s'articule autour de plusieurs axes. Le Programme National de Gestion des Déchets Municipaux (PROGDEM) vise l'instauration d'une gestion intégrée des déchets à travers la création de CET dans 48 villes. Actuellement, 13 CET sont entièrement réalisés, 18 en cours d'achèvement et 17 en phase d'étude. La mise en œuvre de la stratégie nationale de gestion des déchets est soutenue par la promulgation de la loi sur les déchets ménagers en 2001. Celle-ci a permis de réformer le cadre juridique et institutionnel et d'en combler les insuffisances. Une stratégie de communication et de sensibilisation, notamment au profit des élus locaux et des professionnels du secteur du déchet, sera également élaborée et testée. D'autres moyens joueront aussi un rôle prépondérant dans la stratégie nationale de gestion des déchets, à savoir la fiscalité écologique et l'instauration de mécanismes incitatifs. A titre d'exemple, dans les villes d'Annaba et de Blida, un système public " Ecojem " de reprise, de recyclage et de valorisation de déchets d'emballage doit permettre la prise en charge d'une partie importante des déchets recyclables. Source: sba-int.ch -5- WASTE MANAGEMENT IN MASHREQ Current situation in Mashreq countries Municipal and industrial solid waste management is a serious problem for all the MED countries. Uncontrolled dumping leading to leaching of pollutants into water bodies; incineration leading to air pollution; and excessive dependence on landfill are the main associated impacts of poor waste management. The growing populations in these countries, together with increasing levels of industrialisation, means that this problem is likely to get worse in the next few years. Like water scarcity, the solid waste problem is particularly acute in West Bank and Gaza due to the political situation, which hinders systematic waste management and results in uncontrolled dumping of solid waste near human settlements, causing a serious environmental and human health hazard. The solid waste problem in most other countries is almost as large but is caused by other factors, such as rapid urbanisation; absence of policies or strategies to rationalise waste management approaches; weak control of illegal dumping; lack of adequate landfills and other disposal facilities; and land shortages. Algeria has declared solid waste management a national priority; and it is widely felt to be Egypt's biggest environmental problem. Gaza and West Bank: Challenges under Occupation Under non-conflict conditions, approximately 95 % of the population in Gaza and, approximately 67 % of the West Bank population is serviced by a municipal solid waste collection system. However, solid waste is dumped in all areas of the West Bank and Gaza, at sites close to or inside the cities and villages, because of curfew and other special restrictions. None of the dumping sites are fenced, lined or monitored, and the scattered sites pollute the land, resulting in emissions to water and air, pollution of groundwater and distortion of the Palestinian landscape. This all leads to health hazards. Furthermore, industrial facilities generally dump their waste along with domestic waste. Many of them, especially quarries and stone cutting facilities dispose of their waste in nearby plots of land. In addition, large amounts of medical wastes are also generated every year. All this waste is currently mixed together, and ends up in landfill sites, many of which are inadequately constructed, monitored and maintained. Solid waste is expected to increase dramatically with anticipated population growth and subsequent development of the industrial sector. In addition to the conventional types of wastes, the West Bank suffers from large quantities of construction debris, which is generated by the conflict induced destruction of houses, public buildings and infrastructure. Many cars, trucks and vehicles have been damaged during the Israeli occupation incursions generating large amounts of this type of waste; Different types of military waste were generated by the use of bullets, tear gas, bombs, rockets and other types of ammunitions. Open burning on both emergency sites and normal sites, has lead to serious impacts on soil and groundwater resources and air quality. Since the population density is extremely high, this is of particular relevance. Egypt: National Municipal Solid Waste Management Strategy Urban and hazardous waste disposal and management is regarded as one of the most important environmental issues by the Egyptian authorities: Egypt produces approximately 60 million tonnes of solid waste per annum. Approximately 15 million tonnes are municipal solid waste and the remainder is composed of agricultural, construction, industrial and clinical wastes. Egypt drafted its first National Municipal Solid Waste Management Strategy in 2002 and this is beginning to be implemented. Systems for collection and disposal are poorly developed - collection rates in urban areas vary between 40% and 70% - and often waste accumulates in the poorer city areas and is just burned on the streets. There is a shortage of disposal facilities for municipal solid waste, with waste often deposited in open dumpsites close to settlements in desert areas. In the Delta waste disposal sites are harder to site, as land values are high, and often waste is just dumped into canals or lakes. Even where suitable dump-sites exist, waste disposal is uncontrolled and often accumulations of waste are set on fire to reduce volumes. Egypt has no formal systems for removal and handling of the 20,000 to 50,000 tonnes of hazardous and clinical wastes produced daily by industry and hospitals. These wastes are currently either burned or incinerated, dumped on areas of vacant land or in canals or lakes. The increasing incorporation of hazardous wastes into the general bulk waste stream poses increasing health risks, particularly for waste collection workers and waste pickers. Agricultural residues are also a major waste steam that causes environmental problems in Egypt. Most notably, the disposal of rice straw in the Delta has caused major problems and attracted significant media and public attention.The majority of residues, including rice straw, is either used for fodder, for fuel for bread ovens, or is burned where they accumulate. The large amounts of rice straw burned during the autumn months has caused major smog events and associated deteriorations in local air quality in Cairo and the Delta in recent years. The new programme will educate children not only about waste management but also about different sources of waste and why it is important to manage it properly. If they are told that it takes 700 years for plastic bags and 500 years for glass bottles to decompose, they will be more interested in reusing and recycling these items, rather than just throw them away, according to experts. According to EAD statistics, the UAE has the highest per capita of waste in the world, with each individual producing 750kg of waste annually. Education being the most important step towards solving these environmental problems, the EAD launched the Enviro-Spellathon five years ago, targeting students aged between 7 and 13 years old. During the 2005-06 academic year, the programme was attended by 91,961 students from 292 government and private schools. Although the project was initially launched for Abu Dhabi, schools from other parts of the UAE started to take part in it. The EAD booklets also inform students about the Emirates' marine environment, desert wildlife and water resources. Razan Khalifa Al Mubarak, director of the Emirates Wildlife Society, who spoke on behalf of the EAD during Tuesday's programme to launch the initiative, said that the new generations empowered with environmental awareness can and will make a difference in their future Source: khaleejtimes.com 20/09/06 Casablanca, Morocco's economic heart, is to get a massive facelift to boost its attractiveness for tourists, cut pollution, and improve traffic flows, officials said Tuesday. Some Dh3.25 billion ($381 million) will be spent re-organizing boulevards, building roads and roundabouts, modernizing public transport, creating parks, and promoting tourism, they said. The lion's share of the funds, supplied by the government, banks, and local communities, will go toward "improving conditions of transport and traffic flow, which currently cause pollution and waste a lot of time," said Mohamed Kabbaj, the king's representative in the city. The overall objective is to make Casablanca "attractive to foreign investors and a destination for those who would like to explore this city's civilization, culture, and architecture," added Kabbaj. Consumers entering a product identification number online will be able to print a pre-paid shipping label and an opportunity to schedule home pick-up for shipping the used computer. "We want to make recycling easy and free for consumers, and are committed to recycling what we make and sell," said Eric Gates, Dell's worldwide manager of asset recovery services. Dell has offered a no-charge recycling program for Dell-branded products in Europe since November 2003 and currently offers no-charge consumer recycling in Canada. The company announced a global recycling commitment in June that is expected to be implemented by November. Dell supports a policy that would make all producers responsible for offering recovery and recycling services for their own brand products from consumers at no charge. Sidon's dump has been a problem for years and has yet to be dealt with by the government. In 2004, a deal was reached between the Al-Walid bin Talal Humanitarian Foundation and the municipality whereby the foundation pledged to donate $5 million to get rid of the mountain of waste and create a waste-treatment plant. But nothing has been achieved so far. In March, Sidon's Mayor Abdel-Rahman Bizri reassured residents in the city "that the problem will be resolved in the next few years." Speaking following a meeting with Premier Fouad Siniora, Bizri said "the time needed to remove the dump will be two to four years." But until then, Sidon citizens will have to bear the nauseating smells emanating from the dump and the possibility of its collapse.The dump has collapsed several times over the past few years, with tons of solid waste falling into the sea. Despite the intense challenges of breeding this shy bird in captivity, the Centre is currently on target to meet its ambitious goal of producing 5,000 birds per year by 2008. So far the number of hatchlings has increased from 429 in 2000 to 3,866 in 2006. Source: lemonde.fr 04/10/06 Exxon Misleads on Climate Change Royal Society spokesman Bob Ward described Exxon's assessment of mankind's contribution to global warming as inaccurate and misleading in a letter to the company published by the Guardian newspaper on its Web site Wednesday. Ward objected to an Exxon Corporate Citizenship document that described "gaps in the science" of climate change, casting doubt on the link between global warming and the greenhouse gases which humans produce by burning fossil fuels. Ward said that at a July meeting with Exxon the oil company had pledged to him that it would stop funding lobby groups that misrepresented the consensus view on climate change science. An Exxon spokesman denied it had agreed to stop any such funding, saying the company annually reviews its funding of organisations and is now in the midst of one such review. Total waste collected in 2005 was 11.3 million tons compared to 6.6 million tons in 2003. In the last 10 years Dubai has made some efforts to deal with the excessive amounts of waste generated in the city. Recent developments have emphasized waste minimization and recycling. In 2005, 46, 000 tons of recyclable material representing only 3% of total general waste, were collected from 42 recycling centers around the city set up by Dubai Municipality and by private companies. Compared to other emirates, Dubai has the most recycling centers, but not enough residents are making use of them. More efforts need to be made by the government to promote recycling but this is made difficult by the fact that a large percentage of the city's residents represent a 'floating population'. People living in Dubai usually leave after only a few years and are in the UAE only temporarily.This makes creating awareness even more difficult than it already is. Recently, Emarat has installed recycling systems in various service stations and encourages their use through their 'recycle and win' campaign. Every time an individual utilizes these units, he automatically obtains coupons that would entitle him to participate in special offers and receive discounts for products at Emarat's retail outlets. Dubai will also hold the first exhibition of waste management technologies in November 2006 entitled 'Reduce, Reuse, and Recycle'. Dubai has always had a penchant for acquiring world records, but being one of the largest producers of waste per capita, with 1676 kg of waste (in 2004), is certainly not something to be proud of. Shellfish, fish larvae and baby turtles have been badly hit but larger fish have survived virtually unscathed, the group, Bahr Loubnan (Lebanon's Sea), said. It said it was not trying to play down the impact of the slick, which it described as dire, but rather to inject a dose of realism into the debate over how to tackle it. "This is not the Red Sea. We don't have corals here, we don't have sponges," said group member Mohamad al-Sarji, a professional scuba diver who led a team of divers in an assessment of the polluted Lebanese coastline this month."Even the fisheries are very limited in Lebanon -- the amount of fish found in the sea," he told Reuters. "The way this slick has been reported in the media does not reflect the accuracy of the situation." The slick was caused by Israel's bombardment of a power plant in southern Lebanon last month during its war with Hizbollah guerrillas. It has spewed around 15,000 tonnes of heavy fuel oil along a 140-km (87-mile) stretch of the coast. Some environmentalists have said the oil could kill large fish and even dolphins, but Bahr Loubnan said that was unlikely. "People don't seem to want to look into the scientific aspects of this," said Manal Nader, a group member and director of the institute of the environment at Balamand University in northern Lebanon. "The impact on fish larvae and immature fish is quite extensive because they live close to the shoreline, but big fish migrate to deeper waters where the oil is not mixing." "Surveys are currently in progress in summer breeding areas in southern and central Mauritania, northern Niger and in the southern parts of Morocco and Algeria," FAO said in a statement. The organisation said the outbreak would be an opportunity to test a new environmentally friendly pesticide that uses a natural fungus to infect locusts and stop them feeding.The 2004 locust outbreak cost more than US$400 million to eradicate. FAO said there were sufficient resources in place in Mauritania to handle the outbreak at present, but that more might be needed if the situation worsened in the coming months. Source: journal environnement 26/09/06 Oil Spill Threatens Egypt's Suez Canal ISMAILIA, Egypt - Clean up crews on Thursday worked to stop the spread of 5,000 tonnes of crude oil which leaked into Egypt's Suez Canal from an oil tanker, officials said. A Liberian-flagged tanker with a cargo of 84,000 tonnes collided with a bank of the canal on Wednesday, breaching its hull and causing the spill, the official said. The vessel had been attempting to moor after a supertanker ran aground ahead of it. Clean up crews were trying to contain the spill in the fastest shipping route between Europe and Asia with foam and solvents.. Traffic through the canal, which had been rerouted because of the grounded tanker, had returned to normal on Thursday, officials said.
