Guidelines and Work Method
Explanation of the themes to be discussed in sub-groups with the goal of encouraging direct exchanges between
representatives of different categories of Haitian, Canadian and International Civil Society Organisations and, from the
latter, representatives of other social sectors (governments, donors, etc.) involved with the urgent aid and
reconstruction of Haiti.

The Questions to be discussed to accomplish the objectives of the workshop
1) What do we have to offer as organisations and as individuals?
2) What are we doing now on a daily basis and with whom can we enrich our actions so that they can become even
more long lasting?
3) What are the realities of the situation? Which realities encourage you to continue or that help you in you work?
4) Which realities discourage you or are a blocking factor in your work?
Success factors of development initiatives presented
This aspect was not brought up in discussions, which were more broadly oriented towards problems faced and each
actor’s field experience.
Challenges and limiting factors

The weakness or absence of state bodies and reference institutions for actors who are carrying out projects on the
ground.
The presence of over 15,000 NGOs in Haiti
The lack of weight and of impact of Haitian Civil Society on political decisions.
Difficult to consult with people at all levels of society.
After the earthquake, there was consultation between NGOS and aid groups to find solutions. Due to a lack of
cohesion and to difficulties in organising meetings, the movement faltered.
Difficult to coordinate the actions of active NGOs in Haiti; competition between them to gain access to limited
sources of funding.
Highlight of the Session
Upon returning to plenary sessions, the actors present were able to enjoy a platform to express themselves. The main
subject of discussions and reflections: reinforcement of the State.
All of the actors and experts present clearly outlined the necessity to contribute to the institutionalisation of the
government structure to assure a political and judicial framework to which NGOs and other actors involved can refer –
to put into place projects and to avoid that actions are taken outside the needs of the population and the limits of the
system.

Conclusion/Suggestions for action

Create a list of all the actors present on the ground to bring them help both on the level of humanitarian aid as well
as respecting players acting at the level of development.
Coordinate the aid brought by the organisations on the ground. One should find a way to link the NGOs together
to share expertise and focused activities by activity sector.
Promote the participation of organisations that are not on site but who work with Haitian partners to increase the
participation of youth and women. Also, protect women against the violence present.
Ensure continuity and adaptation: make it so that the projects in progress before the earthquake can continue
despite the humanitarian emergency. To do this, we must adapt the development programmes so that we can
integrate the needs of the population that emerged after the earthquake.
Provide plans for reconstruction and long-term action. Take stock of actions lead by NGOs in Haiti to be able to
alter the objectives and the projects and to modify methods that do not produce the desired results
Reinforce the State, the institutions and the local representations and encourage putting in place a point of
reference for NGOs and to assure them that the projects lead must pass through and be approved by an
evaluation process of the project’s real needs.
Integrate technology into the reconstruction to maximise savings and to speed up the time it takes to execute the
projects and take actions to assure the durability of desired solutions.
Involve civil society in the decision making process. Rally together social groups so that they can be more visible
and allow them to be heard.
Make NGO development plans available in Creole.

Create a place for learning exchanges between actors present at the table in the form of informal meetings.
Initially, the actors present around the table would be able to update/merge their contact lists to allow for the
creation of a trustworthy network with accessible and independent resources (importance of a global vision – of a
political programme by sector (education, health, etc.)
Create a fund for the coordination and reinforcement of civil society organisations.
Involve NGOs present in Haiti in the creation of a fund to put in place an authority responsible to work for the
reinforcement of the State.
Build relationships between the actors present on the ground: Lead joint projects to enable complementary actions.
Consult with stakeholders in the state structure in Haiti during the development of projects in order to encourage
the accountability of State actions taken in Haiti.

Invite more Haitian participants
Obtain documents on the state of the situation in Haiti (reconstruction, development projects, NGO reports, news
articles, etc.) before the session
Have a larger diversity of actors
Have one person per table to report on discussions.
