Paragraph 2(a) should read as follows:
"(a)
Positive answer: In view of the uncertainty of conditions of work
in the GATT secretariat, and taking into account the special circumstances,
the Working Party feels that the primary objectives of the home leave regulations
would be substantially fulfilled if the request were granted and in view of
the fact that it will not involve additional expenditure for the governments,
the Executive Secretary would be justified in making use of his right of
deviating from the United Nations regulations when the provisions of these
regulations are not applicable to the special circumstances of the GATT
secretariat. As this déviation is motivated by the special conditions of
work in the GATT secretariat, this option will no longer operate when the
status of the GATT is on a more permanent basis."

Le paragraphe 2 a) doit être modifié comme suit:
"a) Réponse positive: Etant donné l'incertitude des conditions d'emploi
au secrétariat du GATT et compte tenu des circonstances spéciales, le groupe
de travail estime que l'objectif essentiel des dispositions réglementaires sur
les congés dans les foyers serait sensiblement atteint s'il était fait droit à
la demande et, considérant quo cela n'entraînerait pas de surcroît de dépenses
par les gouvernements, le Secrétaire exécutif serait fondé à exercer son droit"
de déroger au règlement des Nations Unies lorsque les dispositions dudit règlement 'ne sont pas applicables aux circonstances spéciales du secrétariat du
GATT. Comme cette dérogation serait motivée par les conditions spéciales
d'emploi au secrétariat du GATT, l'option dont il s'agit ne sera plus possible
lorsque la situation du GATT sera plus permanente."
