BACKGROUNDS aims at developing a governance
model involving ports and port infrastructures within
the Mediterranean basin and targeting a better integration of existing poles (small and medium hubs as
well as larger ones) with their own territories and the
relevant productive clusters. This would lead to an
appreciation of local peculiarities within the general
framework of the global market.
The project aims at providing efficient tools to face
functional, operational and organizational problems
related to the traffic of goods and passengers in port
regions. These instruments should reduce roads congestions through the implementation of a common
communication protocol.

Advancing activities and outputs
The project’s current achievements consist in the
collection of the information on the flows of goods
and passengers, the analysis of the port systems, the
creation of the database of intermodal networks and
the conception of a web GIS software describing the
flow of goods and passengers between the ports.

Pilot Actions
The pilot activities consist in a test of the transport and
logistic development scenarios proposed on the basis of
the studies, the analysis and the tools presented here
above and it allows evaluating their economic and
environmental impact.

Le projet BACKGROUNDS vise à développer un système de gouvernance des ports et des infrastructures
portuaires du bassin Méditerranéen dans l'optique
d’intégration des pôles existants avec leurs territoires et

Avancée des activités et livrables
Les réalisations du projet actuellement consistent en la
collection d’informations sur les flux de marchandises et
de passagers, l’analyse des systèmes portuaires, la
base de données de réseaux intermodaux ainsi que la
conception d’un système web de GIS décrivant les flux
de marchandises et de passagers entre les ports.
Actions pilotes
Les activités pilotes consistent en un test des
scénarios de développement de transport et logistique proposés sur base des études et analyses et outils présentées ci-dessus et d’en évaluer l’impact économique et environnemental.
