WITHDRAWAL OF TROOPS
LE RETRAIT DES TROUPES
Hon. Mr. Ryan said that, as he understood
the correspondence relating to the withdrawal
of the British troops was not yet complete, he
would withdraw his motion for the production
of such correspondence until the 13th of April.
L'honorable M. Ryan déclare que, d'après ce
qu'il a compris, la correspondance relative au
retrait des troupes britanniques n'est pas
encore terminée. Il retire donc sa motion de
production de ces documents jusqu'au 13 avril.
RED RIVER

Hon. Mr. Botsford enquired whether the
Government had received any authentic information relative to the capture, imprisonment
and trial of certain subjects of the Queen
belonging to the Dominion of Canada at Red
River, and whether the Government has taken
any, and what, measures for their release?
L'honorable M. Botsford demande si le Gouvernement a reçu des renseignements authentiques sur la capture, l'emprisonnement et le
procès de certains sujets de la Reine appartenant au Dominion du Canada à Rivière Rouge,
si l'on a pris des mesures en vue de leur relâchement et, le cas échéant, lesquelles?
Hon. Mr. Campbell said the Government
had no information whatever, excepting that
which had been laid on the table in the shape
of correspondence on the North-West. As to the
other part of the question, he begged to say
that Mr. Riel, who was said to be the person
leading the insurgents, could not be recognized
in any way, and no overtures could be made to
him as to the release of the prisoners. He
believed it was true that some of the prisoners
had been set at liberty, and hoped that all
would be set at liberty, without loss of life.
L'honorable M. Campbell répond que le
Gouvernement ne possède pas d'autres renseignements que ceux qu'il a déposés au Sénat
sous la forme d'échange de lettres sur le NordOuest. Quant à l'autre partie de la question, il a
l'honneur de faire savoir que M. Riel, que l'on
considère comme le chef des insurgés, ne peut
être reconnu en aucune manière, et qu'aucune
offre ne peut lui être faite quant au relâchement des prisonniers. Il croit vraiment que
certaines prisonniers ont été remis en liberté et
il espère que tous le seront d'ailleurs, sans qu'il
y ait de pertes de vie.

Hon. Mr. Mitchell moved the third reading
of the Bill intituled: "An Act to amend the Act
relating to Lighthouses, Buoys, and Beacons."
L'honorable M. Mitchell propose la troisième lecture du bill intitulé: «Acte pour amender l'Acte concernant les phares, bouées et
balises.»
Hon. Messrs. Ryan and Letellier de St Just
were understood to urge further delay in the
progress of the Bill, until the Trinity Houses of
Quebec and Montreal could be heard from. The
former honourable member said that the
expense of the Trinity Houses had evidently
been overstated.
Les honorables MM. Ryan et Letellier de
St Just ont, semble-t-il, demandé de retarder
l'étude du projet de loi jusqu'au témoignage
des représentants des Maisons de la Trinité, de
Québec et de Montréal. Le dernier sénateur
déclare que les dépenses de ces corporations
ont été gonflées.
Hon. Mr. Mitchell said that ample time had
been given for the consideration of the Bill,
and several days had been taken up at every
stage, with intervals of several days between
the stages. He showed that by the measures he
proposed there would be a saving of about
$12,000 a year in the administration of the
service. The Bill then passed.
L'honorable M. Mitchell affirme qu'on a
accordé amplement de temps à l'étude du
projet de loi et qu'on a consacré plusieurs jours
à chaque étape avec des intervalles de plusieurs jours entre les différentes étapes. Il précise que, grâce à la formule qu'il propose, on
réalisera une économie d'environ $12,000 par
année au chapitre de l'administration du service. Le projet de loi est alors adopté.

Hon. Mr. Campbell moved the third reading
of the Bill intituled: "An Act to amend the Act
respecting the extradition of certain offenders
to the United States of America."—Carried.
L'honorable M. Campbell propose la troisième lecture du projet de loi modifiant la Loi
sur l'extradition.—Adopté.

Hon. Mr. Mitchell moved the third reading
of the Bill intituled: "An Act respecting Certificates to Masters and Mates of Ships."—

DIVORCE BILL
LE PROJET DE LOI SUR LE DIVORCE
Hon. Mr. Campbell moved the second reading of the Bill intituled: "An Act for the relief
of John Robert Martin." (Divorce Bill).
L'honorable M. Campbell propose la
deuxième lecture du projet de loi pour faire
droit à Martin (le Bill sur le divorce).
Hon. Mr. Campbell said the General Parliament was the only tribunal in that part of the
Dominion before which parties could come for
the dissolution of the marriage bond. It had
been customary to take the second reading of
such Bills pro forma, and to take the evidence
of the petitioner and respondent in Committee.
By this proceeding all unnecessary publicity of
the particulars of cases was avoided. He did
not know anything of the case of the petitioner, nor what particular evidence it rested upon,
but had merely been requested to take charge
of the Bill.
L'honorable M. Campbell précise que le
Parlement en général est l'unique tribunal
dans cette partie du Dominion, à qui les parties
peuvent s'adresser pour la dissolution des liens
de leur mariage. On a coutume de faire la
deuxième lecture de ces bills pro forma et d'entendre le témoignage du pétitionnaire et requérant en comité, afin d'éviter toute publicité
inutile dans certains cas. Il ne connaît nullement le cas du pétitionnaire ni la preuve invoquée, mais on l'a seulement prié de s'occuper
du projet de loi.
After some remarks from Hon. Messrs.
Bureau and Letellier de St Just, Mr. Richard
Martin, brother of the petitioner, was called to
the Bar of the House, to testify as to the service
of papers on Sophia Martin, the respondent in
the case.

la barre de la Chambre pour témoigner sur le
sens des documents relatifs à Sophia Martin,

Hon. Mr. Campbell moved that the oral evidence of the petitioner at the Bar be dispensed
with, and that all evidence be taken before the
Committee.—Carried.
