World Arabic Language Day 18 / 12 / 2016 لماذا اللغة العربية؟ تُ َعد اللغة العربية من أكثر لغات العالم استخدا ًما وتداوالً في العصر احلديث ،وهي لغة تضرب جذورها في أعماق التاريخ اإلنساني ،فقد كانت لغة احلضارة اإلنسانية عدة قرون ،استطاعت فيها أن تستوعب احلضارات الشرقية والغربية ،وأن تعيد تشكيل ثقافاتها بالتطوير واإلضافة ،فكانت بذلك حلقة وصل مهمة في تاريخ احلضارات اإلنسانية. وتعد اللغة العربية اليوم من أطول اللغات اإلنسانية عم ًرا ،ومن أكثر لغات مجموعتها السامية متحدثني ،وهم ميثلون ثق ً أن العربية من بني اللغات العاملية املرشحة للبقاء وعدم التقهقر، ال اقتصاد ًيا وسياس ًيا عامل ًيا ،باإلضافة إلى َّ فهي تستمد خلودها وانتشارها من القرآن الكرمي الذي نزل بها ،ويتصل به خمس سكان العالم ،بينما يناهز عدد املتحدثني باللغة العربية نصف املليار نسمة ـ بحسب بعض اإلحصاءات ـ يزدادون يو ًما بعد يوم في أرجاء مختلفة من العالم ،يتركز معظمهم في الدول العربية ،مع انتشار واضح في الدول اإلسالمية ،وإقبال الفت في عدد من دول العالم ألسباب سياسية واقتصادية وثقافية. األمم المتحدة واللغة العربية إدرا ًكا ملكانة اللغة العربية وتأثيرها الفاعل في حفظ حضارة اإلنسان وثقافته ونشرها ،وأثر اجملتمعات العربية في االقتصاد والسياسة العامليني؛ صدر قرار اجلمعية العامة لألمم املتحدة ذو الرقم (3190د )28-املؤرخ في 18 كانون األول/ديسمبر 1973م ،بإدخال اللغة العربية ضمن اللغات الرسمية ولغات العمل املقررة في اجلمعية العامة وجلانها الرئيسة ،كما تقرر االحتفال باللغة العربية في 18كانون األول/ديسمبر؛ ألنه اليوم الذي صدر فيه قرار اجلمعية العامة. اليونسكو واللغة العربية كانت اللغة العربية لغ ًة رسمي ًة معتمد ًة في اليونسكو قبل تاريخ إدخالها ضمن اللغات الرسمية ولغات العمل املقررة في اجلمعية العامة لألمم املتحدة وجلانها الرئيسة ،وفي 17تشرين األول/نوفمبر 1999م في الدورة الثالثني للمؤمتر العام أعلنت اليونسكو يو َم 21شباط/فبراير يو ًما دول ًّيا للغة األم من أجل النهوض بالتنوع اللغوي والثقافي في العالم. وفي 19شباط /فبراير 2010م اعتمدت إدارة األمم املتحدة لشؤون اإلعالم قرا ًرا يقضي بالعمل على االحتفال بيوم وحددت يوم ً18 عاملي لكل لغة من اللغات الرسمية الست ولغات العمل املقررة في اجلمعية العامة لألمم املتحدةَّ ، ٍّ ً كانون األول/ديسمبر (اليوم الذي صدر فيه قرار اجلمعية العامة بشأن اللغة العربية) يو ًما دول ًّيا للغة العربية .وفي الدورة ( )190للمجلس التنفيذي لليونسكو دعا اجمللس إلى إدراج اليوم العاملي للغة العربية املوافق 18كانون األول/ ديسمبر من كل عام ضمن األيام الدولية التي حتتفل بها اليونسكو. موحد؛ ليكون وتتنوع عناوين االحتفاء ،وتتعدد صوره كل عام ،وقد دأبت منظمة اليونسكو على حتديد عنوان ّ محو ًرا لالحتفاء ،تدور في فلكه صور االحتفاء على تعددها وتنوعها في كل عام.وقد ُح ِّدد احملور الرئيس لليوم العاملي للغة العربية هذا العام 2016م بعنوان (تعزيز انتشار اللغة العربية). المملكة العربية السعودية واللغة العربية تولي اململكة العربية السعودية عنايتها الفائقة للغة العربية؛ استشعا ًرا منها ملكانتها الدينية واجلغرافية وإرثها التاريخي واحلضاري ،ففي بقاعها نزل القرآن الكرمي بلسان عربي مبني ،ومن أرضها انتشرت اللغة العربية إلى أرجاء العالم بالتفاعل والتأثير احلضاريني. أن اللغة العربية هي اللغة الرسمية نصت املادة األولى في نظام احلكم في اململكة العربية السعودية على َّ وقد َّ للدولة ،وكان لذلك كله أثره الب ِّين في العمل املتني خلدمة اللغة العربية ،ودعم متكينها ،وتعزيز حضورها العاملي، محققة بذلك الريادة في تعليم العربية وخدمتها على مستوى العالم ،حيث حرصت على إنشاء عدد من الكليات واألقسام واملعاهد املتخصصة باللغة العربية ،إضافة إلى عدد من الكراسي العلمية واملراكز املهتمة بها في عدد من دول العالم. مركز دولي يُعنى بالعربية في جميع أنحاء وامتدا ًدا لهذا النهج جاء القرار امللكي الكرمي عام 1429هـ بإنشاء ٍ العالم؛ ليكون منارة دولية متألقة للعناية باللغة العربية. مركز الملك عبدالله بن عبدالعزيز الدولي لخدمة اللغة العربية يحتفي بالعربية في يومها العالمي ملموسا يسعى املركز إلى أن يحقق برنامجه في االحتفاء بالعربية في يومها العاملي مكاسب عملية وحضو ًرا فعل ًيا ً للغةِ العربية ،وذلك من خالل تنفيذ عدد من البرامج ،وإطالق مجموعة من املشروعات ،والعمل مع مختلف الشركاء، ٍ منجزات تتصف بالدميومة؛ لتبقى على املدى ُمنت ًَجا ح ًّيا ،ميك ُن كما يتطلع إلى أن تكون منجزاته في هذه املناسبة استثماره واالستفادة منه في تسجيل حضور دائم للعربية على املستوى العاملي. December of each year would be Arabic Language Day, one of the international days that are celebrated by UNESCO through a variety of themes. UNESCO sets a unified theme for these celebrations every year, which would include multiple representations related to the celebration. The primary focus of the coming celebration of the 2016 World Arabic Language Day will be the promotion of the diffusion of the Arabic language. The Kingdom of Saudi Arabia and the Arabic language Because of its awareness of its religious position, geographical location, and cultural heritage, the Kingdom of Saudi Arabia has given a lot of attention to the Arabic language. The Holy Quran was revealed in Arabic in the Kingdom’s land and from its territory the Arabic language spread throughout the world to interact with and influence human civilization. Furthermore, according to the Basic Law of Saudi Arabia, Arabic is the official language of the country, and this has led to solid efforts to promote Arabic and to support and enhance its global position. The Kingdom of Saudi Arabia has attained a position of leadership in teaching and promoting Arabic worldwide. These efforts have taken many forms, including the establishment of colleges, departments, and institutes specialized in the Arabic language. Moreover, the Kingdom has sponsored a number of scientific centers that are devoted to the Arabic Language in different countries around the world. In accordance with this approach, the Kingdom established the King Abdullah Bin Abdulaziz International Center for the Arabic Language to be a unique international institution dedicated to the service of Arabic. The King Abdullah Bin Abdulaziz International Center for the Arabic Language Celebrates Arabic on its International Day On the occasion of the International Arabic Language Day, the center seeks to realize global gains through the implementation of a number of programs, the launch of a range of projects, and working with various partners. The center also looks forward to sustainable achievements with long term results that will help the Arabic language to be represented worldwide on a continuous basis. Why the Arabic language? The Arabic language is one of the most common languages used in the world in the modern era. It has deep roots in human history and has been the language of human civilization for several centuries. Moreover; it was an important link in the history of human civilizations through development and addition. As a result, the Arabic language has been able to reshape the culture of both Eastern and Western civilizations. Today, Arabic is one of the oldest human languages still in use. It is one of the most widely-spoken Semitic languages with global economic and political weight. In addition, it is one of the languages enjoying a high probability of continuation as it derives its significance and wide diffusion from the Holy Quran, which was revealed in Arabic and is spoken by one-fifth of the world ’s population. Moreover, there are nearly half a billion Arabic speakers and this number is growing day by day in different parts of the world. Speakers of Arabic are mostly concentrated in the Arab countries and the non-Arab Muslim countries. In addition, a remarkable number of countries worldwide have been using the Arabic language for political, economic, and cultural reasons. The United Nations and the Arabic language The General Assembly of the United Nations issued Resolution No. 3190 (d -28) dated December 18, 1973 in recognition of the important role of the Arabic language, its effective influence in preserving and spreading human civilization and culture, and the impact of Arab societies in the fields of economy and international politics. Thus, the resolution has resulted in the inclusion of the Arabic language among the official working languages of the General Assembly of the United Nations and its main committees. Based on the date of the resolution, it was decided to celebrate Arabic Language Day yearly on December 18. UNESCO and the Arabic Language UNESCO recognized the Arabic language as an official accredited language before its inclusion among the official languages of the United Nations. In the 30th session of the General Conference of UNESCO, which was held on November 17th, 1999, UNESCO announced that February 21st would be the International Mother Language Day.This announcement intended to promote linguistic and cultural diversity. On February 19, 2010, the Department of Public Information in the United Nations decided to celebrate a world day for each of the six official languages of the United Nations General Assembly. In this way, December 18th, which is the day on which the United Nations General Assembly passed a resolution designating the Arabic language as one of its official languages, became the international day of the Arabic language. During its 190th session, the Executive Council of UNESCO announced that the 18th of Générale, dans sa session numéro 190, à introduire la journée mondiale de la langue arabe du 18 décembre dans la catégorie des journées mondiales que l’Unesco célèbre chaque année. Les manifestations visant àcélébrer la langue arabe prennent différentes formes chaque année et pour coordonner ces activités, l’Unesco s’est évertué à déterminer une thématique commune à ses célébrations diverses et variés. Le thème principal arrêté pour la journée mondiale de la langue arabe 2016 est « la promotion de la diffusion de la langue arabe ». Le Royaume d’Arabie saoudite et la langue arabe Conscient de l’importance religieuse et géographique de la langue arabe ainsi que de son héritage historique et civilisationnel, le Royaume d’Arabie saoudite accorde une attention particulière à la langue arabe. C’est dans son sol que le Coran fut révélé en arabe et c’est à partir de là que la langue arabe s’est déployée à travers le monde par le biais des interactions entre les cultures. L’article premier de la Loi fondamentale de la gouvernance en Arabie Saoudite énonce que la langue arabe est la langue officielle de l’Etat. Cette importance de premier ordre accordée à la langue arabe a permis notamment la mise en place de différentes actions destinées à renforcer la diffusion de la langue et sa visibilité sur la scène internationale. Le royaume devient ainsi le chef de file des pays soutenant les centres d’enseignement de la langue arabe à travers le monde, grâce à la création de nombreuses facultés et instituts spécialisés en langue arabe, auxquels s’ajoutent les chaires scientifiques universitaires dédiées à cette langue. Dans ce même esprit, le décret royal de 2008 ordonne la création d’un centre international consacré à la langue arabe à travers le monde et qui par ses actions et activités s’érigera comme le fleuron des institutions linguistiques vouées exclusivement au service de la langue arabe. Le Centre international du Roi Abdallah pour la promotion de la langue arabe célèbre la journée mondiale de la langue arabe. Par la mise en œuvre de plusieurs programmes, le lancement de différents projets linguistiques et la collaboration avec les partenaires mondiaux, le centre du Roi Abdullah vise à réaliser des actions concrètes en faveur de la diffusion de la langue arabe et à accroitre sa visibilité par l’intermédiaire de projets qui s’inscrivent dans la durée. Ce qui va sans doute maintenir la présence durable de la langue arabe sur le devant de la scène mondiale et en faire un objet vivant et évoluant. Pourquoi la langue arabe ? Considérée comme l’une des langues les plus parlées à l’époque moderne, la langue arabe trouve ses racines dans les profondeurs de l’Histoire humaine. Elle fut, durant des siècles, la langue de la civilisation humaine et a réussi à englober sous son manteau les civilisations orientales et occidentales et à façonner leurs cultures à travers ses apports et emprunts, s’établissant ainsi comme un pont interculturel marquant l’histoire des civilisations humaines. La langue arabe est également l’une des langues humaines les plus anciennes et la plus fréquemment utilisée au sein de la grande famille des langues sémitiques. Les arabophones représentent un poids important sur la scène internationale tant au niveau économique que politique. Ancienneté et longévité, telles sont les caractéristiques qui distinguent la langue arabe qui tire son immortalité et sa diffusion du Coran dont elle est la langue d’expression. Celle-ci constitue d’ailleurs le moyen de communication d’un cinquième de la population mondiale alors que les arabophones ne représentent, selon certaines statistiques, que 500 millions de personnes. Or, ce nombre est en croissance constante ; la grande majorité des locuteurs arabes se trouvent dans les pays arabes, et leur déploiement s’étend davantage vers les pays musulmans et dans d’autres pays du monde pour des raisons politiques, économiques et culturelles. La langue arabe aux Nations Unies Consciente de la place importante de la langue arabe, de son rôle crucial dans la préservation et la propagation de la civilisation et de la culture humaines ainsi que du poids des sociétés arabes dans l’économie et la politique internationales, l’Assemblée Générale des Nations Unies a adopté la résolution numéro 3190 D28, en date du 18 décembre considérant la langue arabe comme l’une des langues officielles et des langues de travail des Nations Unies et de ses organes principaux. Il a été également décidé que le 18 décembre, jour de proclamation de cette résolution, est la journée mondiale de la langue arabe. L’Unesco et la langue arabe La langue arabe était utilisée officiellement à l’Unesco avant la promulgation de la résolution onusienne l’instituant comme l’une des langues officielles et des langues de travail des Nations Unies et de ses organes principaux. Pour favoriser le multilinguisme et la diversité culturelle, l’Unesco a déclaré, lors de la 30ème session de sa Conférence Générale tenue le 17 novembre 1999, que le 21 novembre serait la journée mondiale de la langue arabe. De plus, la Division de l’Information et des Médias aux Nations Unies a décidé, le 19 novembre 2010,de dédier une journée mondiale pour chacune de ses six langues officielles, la date du 18 décembre étant fixée pour fêter la langue arabe.
