His Excellency Mr Charles Borromée Todjinou, Ambassador of Benin to the Kingdom of Belgium and President of COS-coton, opens the meeting by welcoming the actors and defenders of the cotton sector for this 19th Meeting of COS-coton, which coincides with the 10th anniversary of the EU-Africa Partnership on cotton, of which the COS-coton is the steering body, ensuring coordination and follow up of the Action Framework’s implementation. Le COS-coton a pour mission de gérer les besoins des divers acteurs des filières cotonnières, d’assurer la cohérence et l’appropriation du Cadre d’Action et des programmes associés. Le COS-coton représente diverses catégories d’acteurs : les États ACP, l’Union Européenne, les organisations d’intégration régionales, les organisations de l’Union Européenne et des États ACP et le secteur privé. The mission of COS-coton is to manage the needs of the different actors of the cotton sector, to ensure coherence and ownership of the Action framework and associated programs. The COS-coton represents various categories of actors: the ACP States, the European Union, regional integration organizations, European Union organizations, ACP States Organizations and the private sector. Cela fait donc 10 ans qu’est né le Partenariat spécifique entre l’Union Européenne et l’Afrique sur le coton. Ce partenariat a permis aux filières cotonnières africaines de continuer à exister, à défaut de disparaitre notamment sous la pression des subventions accordées par certains pays concurrents. Au cours de cette session, seront abordées les thématiques récurrentes des subventions mais aussi du renforcement des capacités des acteurs des filières et les perspectives à la lumière des nouveaux défis du secteur coton des États ACP. It has been 10 years then, since the specific partnership on Cotton between the European Union and Africa was born. This partnership has allowed to African Cotton Sectors to continue to exist, instead of disappearing in particular under the pressure of subsidies granted by certain rival countries. During this session, the recurrent themes of grants will be addressed, but also those that regard capacity reinforcement of the sectors’actor and perspectives in the light of new challenges faced by the ACP States’ Cotton sectors. Après ce temps de recueillement, le Secrétaire exprime sa satisfaction de pouvoir accueillir les membres de cette assemblée pour la 19ème réunion du COSCoton, marquant également le 10ème anniversaire du Partenariat entre l’Union Européenne et l’Afrique sur le coton. The ACP Secretary-General, His Excellency Mr. Alhaji Muhammed Mumuni, begins by asking the assembly to observe a minute of silence in memory of the Ambassador of Fidji to the European Union and the Kingdom of Belgium, H. E. Mr. Vocea, who left us on June 26th 2014. After this time of meditation, the Secretary expresses his satisfaction of being able to welcome the assembly’s Members for this 19th Meeting of COS-coton, which also underlines the 10th Anniversary of the Partnership on Cotton between the European Union and Africa. Suite à un bref historique du Partenariat UEAfrique sur le coton, et en l’honneur de son 10ème anniversaire, le Secrétaire Général souhaite réitérer la gratitude du Secrétariat ACP et des pays producteurs africains à la Commission Européenne, pour son soutien constant aux produits de bases agricoles et en particulier au coton. Le Secrétaire Général souhaite aussi remercier les organisations internationales qui participent à la mise en œuvre et soutiennent les stratégies régionales et continentales dans le but de répondre aux défis rencontrés par le secteur cotonnier et de trouver une solution à l’augmentation de la pauvreté dans les milieux ruraux. Framework under the EU-Africa Partnership on cotton. Following a brief history of the EU-Africa Partnership on cotton, and in honor of its 10th anniversary, the Secretary General wishes to reiterate the ACP Secretariat and the African producing countries’ gratitude to the European Commission, for its continual support to agricultural commodities, particularly cotton. The Secretary General also wishes to thank international organizations who take part in the implementation and support of regional and continental strategies, in order to tackle the challenges faced by the cotton sector and find a solution to the increasing poverty in rural neighborhoods. Le Partenariat UE-Afrique sur le coton est un instrument global au service de la consolidation de ses filières. En 10 ans de Partenariat, l’Union Européenne a marqué avec constance son plein engagement en faveur des filières coton africaines. Sur cette période, l’appui apporté par l’UE et ses États membres, représente 70% des fonds engagés en assistance bilatérale et multilatérale par les bailleurs de fonds publics en soutien aux filières africaines. The European Commission’s representative also thanks all the 19th Meeting of COS-coton’s participants. The EU-African Partnership on Cotton is a global tool that serves the strengthening of its various branches. During 10 years of partnership, the European Union has continually demonstrated its full commitment in favor of African Cotton sectors. During this period of time, the support provided by the EU and its member states represents 70% of the funds committed in the frame of bilateral and multilateral assistance by the public funders who support African sectors. Le Président du COS-coton clôture ce mot de bienvenue en plaçant la 19ème réunion du COS-coton sous 3 signes : le premier est celui de l’ouverture, grâce à l’accueil de nouveaux membres au sein du COS-coton, le deuxième celui de la décentralisation, pour plus d’efficacité, et le troisième consiste dans la communication, envers et avec tous les acteurs. Kadré Ouedraogo, fût le Président du COS-coton pendant de nombreuses années The President of COS-coton give closure to these words of welcome by placing the 19th Meeting of COS-coton under three different labels, the first one is opening, thanks to the adherence of new members to COS-coton, the second one is decentralization, to allow more efficiency, and the third one focuses on communication, towards and among all actors. He also adds words of welcome towards the CEDEAO, as its president H. E. Mr. Kadré Ouedraogo had been the Chairman of COS-coton for many years. Adoption de l’Agenda L’agenda est adopté. 1. Session 1 – Partenariat UE-Afrique sur le coton 1.1. Mise en œuvre des décisions de la 18ème réunion du COS-coton du 26 novembre 2013 1.1.1. Adoption du Compte-rendu de la 18ème réunion du COS-Coton Adoption of the agenda The agenda was adopted without amendments. 1. Session 1 – EU-Africa Partnership of Cotton 1.1. Implementation of the decisions of the 18th meeting of COS-coton that took place on November 26th 2013 1.1.1. Adoption of the Minutes of the 18th meeting of COS-coton Les remarques suivantes relatives à la forme du texte sont observées: Following comments related to the form of the text were made : 4 •Une précision doit être apportée au niveau du paragraphe concernant les membres effectifs et membres observateurs du COS-coton, afin de mieux les catégoriser (point 2 du compte-rendu). •A precision must be added in the paragraph that affects effective and observing members of COScoton, in order to classify them better (point 2 of the Minutes). •Au point 3 du compte-rendu, la formulation concernant l’adoption du compte-rendu de la 17ème réunion du COS-coton doit être revue afin de bien refléter que l’adoption est faite par tous les participants. La formule suivante est proposée : « Après présentation, le compte-rendu de la 17ème réunion du COS-coton n’a enregistré aucun amendement. Il a alors été adopté ». •In point 3 of the Minutes, the wording with regard to the adoption of the Minutes of the 17th Meeting of COS-coton must be revised in order to reflect that the adoption is made by all participants. The following wording is proposed: “After presenting the Minutes of the 17th Meeting of COS-coton, and without any objection, Minutes have been adopted”. •Paragraphe 2 du point 4.1, il faut enlever « en principe » de la dernière phrase concernant les invitations. •Paragraph 2 of point 4.1, « in principle” of the last sentence concerning invitations must be taken off. •Page 5, au paragraphe concernant les rôles de l’UGP, les prénoms des personnes doivent être rajoutés. •Page 5, paragraph regarding the roles of the PMU, first names of all people must be added. •Page 10, « la FAO a presque atteint son objectif de formation de 1400 formateurs ». Il y a une erreur de chiffres, il s’agit de 120 formateurs, dont 114 ont été formés. •Page 10, « FAO has almost reached his objective of training 1400 trainers ». There’s a mistake in numbers, there actually are 120 trainers among which 114 have already been trained. •Page 11, « Clôture de la journée », Le Président procède à la clôture, pas les participants. •Page 11, « Closure of the Day », The President is the one who closes the day, not participants. •Page 11, La phrase concernant le prix de vente du coton doit être changée pour « Le coton est actuellement vendu à un prix faible. » •Page 11, The sentence affecting the sales price of cotton must be modified by « Cotton is actually sold at a low price » Décision : Sous réserve de la prise en compte des remarques des intervenants, le compte-rendu de la 18ème session du Cos-coton a été adopté. Autres observations sur le compte-rendu Decision: Subject to taking into account all remarks of the stakeholders, the President declares the Minutes of the 18th session of COS-coton have been adopted. Other comments on Minutes Au niveau des demandes d’intégration au COScoton, l’UGP précise qu’une invitation officielle au COS-coton en tant que membre observateur a bien été envoyée à l’Union Africaine. In terms of integration demands to COS-coton, the PMU points out that an official invitation to COScoton as observing member has indeed been sent to the African Union. Concernant le dispositif opérationnel du COS-coton qui doit permettre de disposer d’un répondant central permanent, cette tâche est assurée pour l’instant par le Secrétariat ACP, conjointement avec l’UGP. La mise en place d’un système de communication entre Bruxelles et les Points Focaux Régionaux Coton (PFRC) est en cours. Regarding the operational body of COS-coton that must allow to have a central and permanent guarantor, this task, is at the moment performed by the ACP Secretariat in conjunction with the PMU. The implementation of a communication system between Brussels and Regional Cotton Focal Points (RCFP) is actually on-going. Ce compte-rendu sera également accompagné d’un relevé des décisions. Decision: The President concludes this go around the table by confirming the one-month period for the production of the first Minutes draft before dispatching to stakeholders. Those Minutes will also come alongside with a record of decisions that have been made. 1.1.2. Processus de finalisation de la Feuille de Route Panafricaine sur le Coton (FRPC). 1.1.2. Finalization process of the Pan African road Map on Cotton (PACRM) L’objectif est d’aboutir à la finalisation de la FRPC pour l’année 2014. Il est rappelé que le processus de finalisation de ce document a été confié à la CNUCED lors de la 17ème réunion du COS-coton. The objective is to finalize the drawing up of the PACRM in 2014. It is reminded that the finalization process of this document has been left to the UNCTAD during the 17th Meeting of COS-coton. Plusieurs discussions ont eu lieu entre le Secrétariat ACP et la CNUCED au cours des 6 derniers mois, notamment lors de la réunion du 1er Juillet à la Maison ACP, entre le Secrétariat ACP, le Président du COS-coton, la DEVCO, l’UGP, la CNUCED, et le consultant travaillant sur la finalisation de la FRPC. Cette réunion a permis de faire le point sur les discussions précédentes, mais aussi de discuter des modalités et du cadrage des travaux de finalisation de la FRPC et de son appropriation par les acteurs. Au niveau des modalités du processus de finalisation, une expertise court-terme sera mise en place par le Programme afin de poursuivre le processus en cours. Quant au cadrage des travaux, le COS-coton servira de cadre de dialogue inclusif sur la FRPC. Une validation des travaux sur la FRPC au cours du 20ème COS-coton a été convenue. Several discussions have taken place between the ACP Secretariat and the UNCTAD for the past 6 months, especially during the meeting held at the ACP house on July 1st, between the ACP Secretariat, the President of COS-coton, DEVCO, the PMU, the UNCTAD and the consulting member who is working on the finalization of the PACRM. This meeting has not only allowed providing an update on previous discussion but also discussing the methods and framing of the finalization work of the PACRM and its acquisition by actors. In terms of modalities of the finalization process, a short-term expertise is going to be implemented by the Program as to continue with the on-going process. Regarding the framing of the work, COS-coton will be used as an inclusive frame of dialogue about the PACRM. It has been agreed that validation of the work would take place during the 20th COS-coton. Meetings between C4, WAEMU, COMESA, ECCAS, the Deputy Permanent Representative Ambassador of Benin to Geneva and the African Union have been held. Effectivement, malgré la part actuelle de 6% de production mondiale pour le coton africain, il n’y a pour l’instant que très peu de valeur ajoutée sur la production de coton, vu le faible niveau de transformation locale. One of the PACRM’s functions will also be to specify the part organizations (regionals, nationals, private sector) play in terms of increasing the added-value to cotton. During its intervention, ECOWAS gives some ideas on how to increase added-value of African cotton, for instance, through the production of uniforms for West African schoolchildren, by purchasing a license to produce jeans in Africa. Professions such as ginnery, spinning, tailoring, transport would lead to added-value and would therefore take a part in the process. Décision : Le Président du COS-Coton conclut ce tour de table en soulignant que l’élément le plus important qui ressort de ces débats est la transformation du coton. La transformation devrait être une des grandes priorités du Programme sous le 11eme FED. Le secteur coton se doit de devenir compétitif via le développement, le commerce, la transformation manuelle ou industrielle. La perspective de la transformation, tant des fibres que de la graine, doit également être inscrite dans la FRPC, afin d’obtenir de la valeur ajoutée. Il est proposé, en marge de la 20ème réunion du COS-Coton, un atelier ouvert sur le thème spécifique de la transformation. Proposition est également faite pour que la 20eme réunion du COS-coton se Decision: The President of COS-coton concludes this go around the table by highlighting that the most important element that results from these debates is the transformation of cotton. Transformation will be one of the Program’s major priorities under the 11th EDF. The Cotton sector must reach a state of competitiveness through development, trade, manual or industrial transformation. The perspective of transformation, whether it regards grains or fibers, must also be included in the PACRM, in order to obtain added value. An open workshop on the specific theme of transformation is suggested to be run parallel to the 20th Meeting of COS-coton. ECCAS state that CEMAC will probably fulfill a membership application in order to become a member of COS-coton. 1.3. 10 ans de Partenariat UE-Afrique sur le coton L’UGP rappelle les moments clés qui ont marqué les 10 ans du Partenariat UE-Afrique. 1.3. 10 Years of EU-Africa Partnership on cotton The PMU reminds the key moments that have marked 10 years of the EU-Africa Partnership. Le Président du COS-coton précise que la célébration de ce 10ème anniversaire s’effectuera lors de la tenue de la 20ème réunion du COS-coton. Cependant, une exposition mettant en valeur quelques échantillons de produits issus du coton africain se déroule au sein du Secrétariat ACP, et sera accompagnée d’un cocktail après la clôture de la présente réunion. The President of COS-coton specifies that the 10th Anniversary will be celebrated during the 20th meeting of COS-coton. However, an exhibition showing samples of products issued from African cotton is taking place within the ACP Secretariat, alongside with a cocktail reception that will follow the closure of the present meeting. Session 2 – Mise en œuvre du Programme de Consolidation du Cadre d’Action pour le Partenariat UE-Afrique sur le coton. 2.Session 2 – Implementation of the Support Program for the Consolidation of the Action Framework under the EU-Africa Partnership on Cotton 2.1. Suite à une demande concernant les critères d’évaluation des notes succinctes pour les contrats de subventions, il est d’abord précisé qu’un Comité d’évaluation a été constitué, en bonne et due forme. Les critères d’évaluation pris en compte figurent dans la grille d’évaluation présentée au préalable dans les lignes directrices de l’appel à propositions. Following a demand regarding evaluation criteria of concept notes for grant contracts, it is specified, to begin with, that an Evaluation Committee has duly been set. Le CCI indique avoir pris bonne note de cette observation et tâchera de mieux disséminer les résultats obtenus via les PFRC. In the frame of the decentralization of COS-Coton, it is desirable for the results of implementing agencies to be communicated by other means than presentations made during the COS-Coton Meeting. Actors should be allowed to become more aware of what is undertaken in the field. La CNUCED réagit à cette remarque et explique que la modernisation est prioritaire à la mécanisation. Il a été démontré que les agricultures à petite échelle sont plus rentables que les agricultures à grande échelle. Dans la mouvance actuelle par rapport au changement climatique et à la préservation de la nature, il est encouragé de privilégier les petites exploitations. Il faut donc être prudent lorsque l’on parle de mécanisation des agricultures à grande échelle, et envisager plutôt la modernisation de ces exploitations. The subject of mechanization and its psychological impact on youth is addressed. The UNCTAD reacts to this by explaining that modernization has priority over mechanization. It has been proved that smallscale cultivations are more profitable than large-scale ones. In the actual spirit related to climate change and nature conservation, giving priority to small cultivations is encouraged. Therefore, great caution is required when speaking about large-scale mechanization of cultivations, as modernization of these exploitations should be considered instead. Une préoccupation émerge également au niveau des Communautés Économiques Régionales (CER) suite à leur présentation, de nombreuses activités sont développées dans ces régions sans aucunes discussions avec les associations nationales ou le secteur privé. Il faudrait également un système permettant le partage préalable des activités, dans le cadre du COS-coton, afin de pouvoir participer à l’argumentation. Un financement doit être dégagé afin que les organisations économiques régionales puissent partager leurs activités avec le secteur privé et amener les CER, le secteur privé et les politiques nationales à travailler conjointement. A concern regarding Regional Economic Communities (REC) also emerges after their presentation, as numerous activities are organized without any prior discussion with national associations or the private sector. A system that would allow the prior sharing of activities in the frame of COS-Coton would be necessary in order to take part to the argument. Funding must come out in order for regional economic organizations to share their activities with the private sector and lead RECs, the private sector and national policies to work together. Au niveau de l’industrialisation, aucun fonds n’est mis à disposition du secteur privé. Beaucoup d’industries empruntent donc aux banques avec des taux d’intérêt locaux, bien trop élevés, les bénéfices allant davantage aux banques. Des mécanismes de financement doivent être mis en place afin d’aider les petites et les moyennes entreprises. In terms of industrialization, the private sector is not supplied by any fund. Many industries therefore borrow from the banks with way too high local interest rates, which means most of the profit made goes to banks. H.E.Mr. Vokouma, Ambassador and Permanent representative of the Burkina Faso in Geneva, C4 coordinator, presents the history of the C4, before presenting the state of negotiations on cotton. L’objectif du combat du C4 est l’élimination ou la réduction significative des subventions octroyés par certains pays producteurs de coton (États-Unis, Inde, Chine, Europe) ayant pour résultat la création de distorsion sur les cours du coton, et ce en conformité avec les règles de l’OMC. The aim of C4’s fight is the removal or the significant reduction of grants allocated by certain cotton producers countries ( U.S.A, India, China, Europe) as they result in the creation of distortions on cotton rates, and this, in line with the WTO’s regulations. La Décision Ministérielle de Bali sur le coton contient 11 paragraphes, les dispositions du paragraphe 4 constituant une référence de base, donnant mandat aux Membres de partir de la Décision adoptée par le Conseil général le 1er août 2004, de la Déclaration Ministérielle de Hong Kong de 2005 et du projet révisé de modalités concernant l’agriculture, contenu dans le document TN/AG/W/4/Rev.4 du 6 décembre 2008, pour leurs futurs travaux. Cela consacre le fait que le coton restera pour les Membres une priorité dans les négociations sur l’agriculture post-Bali. The Bali ministerial decision on cotton contains 11 paragraphs, the provisions of the paragraph 4 providing a basic reference and giving Members mandate to start their future work from the decision adopted by the General Council on August 1st 2004, the 2005 Hong Kong ministerial declaration and the revised project on procedures regarding agriculture, contained in the document TN/AG/W/4/Rev.4 dated December 6th 2008. This confirms that the cotton stays a priority for the Members in the post-Bali negotiations on agriculture. Such specific meetings allow studying relevant facts related to trade regarding the 3 negotiation pillars directed by the WTO: •Access to the Market •Internal support •Competition in Exports La 1ère de ces 2 réunions spécifiques s’est tenue à Genève le 20 Juin 2014. Cette réunion a été la 1ère étape significative de l’opérationnalisation de la Décision ministérielle de Bali sur le coton. Les travaux de cette réunion ont fait fond sur une note d’information (élaborée par le Secrétariat de l’OMC), rédigée en exécution de la Décision ministérielle de Bali sur le coton. The 1st of those 2 specific meetings was held in Geneva on June 20th 2014. This meeting represented the first step for the Ministerial decision of Bali on cotton to become effective. The work done during this meeting was based on an informative note (established by the WTO Secretariat), drawn up in accordance to the Bali ministerial decision on cotton. Members also invited the OMC Secretariat to update the document including the new elements intervened in the cotton sector. Le C4 a également demandé, préalablement à la tenue de la 1ère réunion de l’OMC à Genève, de recevoir les dispositions de la nouvelle Farm Bill américaine sur le coton. Les États-Unis ayant changé leur système de subventions par rapport à la précédente Farm Bill, les subventions aux producteurs se déclenchant en fonction des cours du coton. La Chine ayant actuellement un stock important de coton, les cours du coton risquent de chuter lorsque celle-ci décidera d’écouler ses stocks. Le C4 exprime son souhait de recevoir tout support d’information sur la nouvelle Farm Bill de la part de la CNUCED. C4 has also demanded, prior to the holding of the 1st Meeting of the WTO in Geneva, to receive the provisions of the new American Farm Bill on cotton. As the U.S.A changed their granting system with respect to the previous Farm Bill, grants are given to farmers according to cotton rates. With China actually disposing of important cotton stocks, cotton rates are likely to fall when it will decide to clear its stocks. C4 wishes to receive all kinds of information from UNCTAD on the Farm Bill. Quant à la 21ème Session du Mécanisme du Cadre Consultatif du Directeur Général de l’OMC en Faveur du coton, tenue également le 20 juin 2014,il faut retenir que l'analyse de la 17ème version du tableau évolutif sur l'aide au développement en faveur du coton (document WT/CFMC/6/Rev.16) a fait l’objet de l’examen des participants. Ce tableau reprend tous les projets, les assistances techniques ou financières, de tous les pays africains. il est envoyé à chaque pays afin qu’ils puissent valider et compléter les données le concernant, permettant de faire la différence entre les annonces et les actions réellement mises en place. Le C4 encourage la tenue de ce processus qu’il a mis en place, afin de pouvoir mieux appréhender les négociations. With regards to the 21st session of the WTO DirectorGeneral's Consultative Framework Mechanism on Cotton, held on the 20th June 2014, we should consider that the 17th version of the evolutive table on cotton development (document WT/CFMC/6/Rev.16) has been examined by the participants. This chart included all projects, assistances whether technical or financial of all African countries. This chart is sent to each country to allow them to check and complement the data, in order to differentiate announcements from actions that are actually being carried out. C4 encourages following up with this process it has started in order to better apprehend talks. Au niveau de la communication, l’UGP souhaitait mettre en place un atelier afin de pouvoir atteindre les 2 buts suivants : In terms of communication, the PMU wanted to organize a workshop to achieve the 2 following objectives: •Recevoir de la part des représentants nationaux présents à Bruxelles, le nom et le contact des personnes qui dans les pays et à Bruxelles sont les référents coton. Le rôle de l’UGP étant de diffuser l’information, il est important qu’elle puisse identifier les bonnes personnes. •Receive from national representatives present in Brussels, the name and contact of reference people in matters of cotton, whether in Brussels or all other concerned countries. As the PMU’s part is to spread the information, its ability to identify the right people is important. •Collecter les idées et recommandations de la part des participants en termes de canaux d’instruments, et de contenu pour améliorer la communication entre le niveau régional et national. •Collect ideas and advice from participants in terms of tools and content channels to improve communication between regional and national levels. Cependant, par manque de temps, il a été proposé de profiter du cocktail qui s’est tenu après la réunion pour que les représentants des pays, présents à cette réunion, puissent solliciter les points focaux régionaux afin de donner des idées en termes d’amélioration de la communication entre le niveau régional et national, ainsi que d’identifier des personnes dans les pays ou ambassades qui pourront relayer les informations transmises par l’UGP. Ces échanges informels constituent une opportunité de créer des liens entre les points focaux régionaux et les représentants basés à Bruxelles, des pays producteurs de coton. Une demande plus formelle de communication de points de contacts (noms et coordonnées) dans les différents pays sera envoyée par l’UGP aux délégations à Bruxelles. However, due to the lack of time, it was suggested to take advantage of the cocktail reception that followed the meeting to allow countries’ representatives who attended the meeting, the opportunity to request regional focal points in order to give ideas in terms of improvements in communication between regional and national levels, as well as identifying people from countries or Embassies who could pass on the information provided by the PMU. Such informal exchanges give an opportunity to create links between regional focal points and representatives of cotton producing countries who are set in Brussels. A more formal demand to communicate contact points in the various countries (name and contact details) will be sent by the PMU to Brussels’ delegations. COS-coton wants to be able to communicate with the general public in order to show them what is being achieved for cotton. 4.
