Mr President of the Republic,
You have welcomed 2011 as the year of the overseas territories.
It is also the international year for people of african descent.
People suffering from Sickle Cell Disease, a dreadful blood disease,
are very numerous in the overseas Départements and Territories and among
populations living in mainland France whose descent is from Africa,
or from the overseas Territories. They are suffering, but the State
does not act. The Sickle Cell Disease Plan, which it announced in 2009,
has not been carried through. One medicine, Siklos®, can relieve the terrible
bouts of pain suffered by those afflicted. It has been approved for sale
in Europe, but not in France, where the State judged its cost to be too high.

Each year in our country, almost 350 children are born with Sickle Cell Disease
(three times more than those with, for example, Cystic Fibrosis).
Their life expectancy is very short. During crises, they complain that their
bones feel like they are being “crushed by a jackhammer”. By the age of six,
they often express the desire to die, so insupportable is the pain,
which they say is like tsunami or a cyclone ravaging their body.
There is no limit to their parents’ distress, in the face of the abandonment
to which they are subject. Sickle Cell Disease is still sometimes called
the “Blacks’ disease”, even though this genetic disease, the most widespread
in the world, is progressing at an exponential rate beyond Afro-Caribbean
populations. Because of this prejudice linked to skin colour, Sickle Cell infants
are not diagnosed at birth. Few politicians – of either sex – support
the scientists who are fighting this scourge. It is not studies
in our Medical Faculties, even while we are heading towards a pandemic.
Mr President of the Republic, Sir, we are waiting for action. We demand
that the Sickle Cell Disease Plan be carried out. We would like your office
personnel to meet with us, so that we can receive assurances to this effect.
Mr President of the Republic, please accept the expression
of our very concerned interest.
