Hon. Mr. McCully gave notice of motion
tomorrow respecting troops that may be sent to
Red River.

Hon. Mr. Locke, on motion of Hon. Mr.
Wark, was added to the Intercolonial Railway
Committee, in place of Hon. Mr. Ritchie.

au Comité sur les chemins de fer Intercolonial.
ASSENT TO BILLS
Hon. Mr. McCully said that he understood it
was the practice of the House of Lords when
Her Majesty came to give her assent—in
person or by commission—to any Bills, that all
the Bills passed by both Houses must be submitted. This rule, however, had not been
observed on Thursday last.

L'honorable M. McCully dit qu'il a l'impression qu'à la Chambre des lords, il est de tradition, lorsque Sa Majesté donne la sanction
royale, en personne ou par un émissaire, aux
projets de loi, de présenter tous les projets de
loi adoptés par les deux Chambres. Or, cette
règle n'a pas été observée jeudi dernier.
Hon. Mr. Mitchell called the hon. gentleman's attention to the fact that the Governor
General had given his assent to the Bill on
Thursday last, in consequence of an important
public emergency. It was supposed that the
Fenians were engaged in organizing a force
within sight of our borders, with the object of
invading our Territory, and the failure of that
movement, so far, might be fairly attributed to
the energetic action of the Government in
taking steps for the public security. The danger
was most imminent at the time, and though it
had been averted for the moment, we could not
yet be considered entirely secure.
L'honorable M. Mitchell attire l'attention de
l'honorable sénateur sur le fait que le Gouverneur général avait donné la sanction royale au
bill de jeudi dernier en raison du caractère
exceptionnel de la question pour le public. On a
supposé que les Féniens étaient prêts à rassembler une troupe à portée de vue de la frontière
en vue d'envahir notre territoire et qu'il se
peut fort bien que l'échec de ce déplacement
soit attribuable aux mesures énergiques prises
par le Gouvernement pour assurer la sécurité
de la population. A ce moment-là, le danger
était imminent et bien qu'il soit écarté pour
l'instant, nous ne pouvons pas encore nous
croire tout à fait en sécurité.
Hon. Mr. McCully said that he only wished
to call attention to what was the practice in
England.
L'honorable M. McCully déclare qu'il ne
désire qu'attirer l'attention sur la tradition
adoptée en Angleterre.
Hon. Mr. Botsford said that he did not know
of a single instance where the rule had been
deviated from.
L'honorable M. Botsford répond qu'il ne
peut se rappeler une seule occasion où l'on ait
dérogé à la règle auparavant.
Hon. Mr. Mitchell referred to the fact that it
would have been impossible for the Minister of
Justice, called as he was to act in an emergency, to follow the practice and certify to all the
Bills passed by both branches of the
Legislature.
L'honorable M. Mitchell souligne que le
ministre de la Justice avait été incapable, en
cas d'urgence, de respecter la tradition et d'autoriser tous les projets de loi adoptés par les
deux enceintes de la législature.
Hon. Mr. Wilmot said that if his memory
served him right, in the case of the suspension
of the Act of Habeas Corpus in Ireland, in 1866,
it passed both Houses and received the royal
assent on the same night.
L'honorable M. Wilmot affirme que s'il a
bonne mémoire dans le cas de la suspension de
la Loi d'habeas corpus en Irlande, en 1866, le
projet de loi avait été adopté par les deux
Chambres et avait reçu la sanction royale le
même soir.

A Message was received from the Commons
that they had passed the following bills:
Le Sénat reçoit un message de la Chambre
des Communes l'informant de l'adoption des
projets de loi suivants:
"An Act respecting Ferries,"
"An Act to amend the Act to incorporate the
Merchants' Bank of Halifax,"
"An Act to remove certain restrictions with
respect to the issue of Bank Notes in Nova
Scotia,"
"An Act for the better protection of the
clothing and property of seamen in Her Majesty's Navy."
The Report of the Committee respecting the
Public Printing, in absence of Mr. Simpson,
was allowed to stand over until tomorrow.
The House then adjourned until three o'clock
the next day.
