RESTRICTED ACCORD GENERAL SUR LES TARIFS DOUANIERS ET LE COMMERCE ÏTéïlTA96} Distribution limitée SUBVENTIONS N o t i f i c a t i o n s p r é s e n t é e s en a p p l i c a t i o n de l ' a r t i c l e XVI, paragraphe 1 POLOGNE Le gouvernement polonais a informé le secrétariat que la Pologne ne recourt pas à des subventions au sens de l'article XVI. On trouvera de plus amples renseignements sur cette question dans la partie appropriée du document Spec/239/58 qui reproduit les réponses au questionnaire adressé par les PARTIES CONTRACTANTES au gouvernement polonais concernant l'étude des relations entre la Pologne et le GATT. Les paragraphes en question ont la teneur suivante: "Subventions "44-47» La Pologne n'a pas recours à des. subventions à l'exportation au sens de l'article XVI. Il existe en fait dos différences entre le prix à l'exportation en monnaie étrangère, converti en zlotys au taux officiel et le prix sur le marché intérieur, mais ces différences, compte tenu des explications relatives à la structure des prix et des coûts, sont évidentes et ne peuvent être considérées comme des subventions. "Il n'existe pas non plus en Pologne de conditions de crédit spéciales pour les exportateurs ni d'autres mesures d'encouragement à l'exportation en faveur des entreprises de commerce extérieur. "Bien que la différence entre le prix intérieur des produits importés et le prix de ces produits en monnaie étrangère, converti en zlotys au taux officiel soit, en raison des circonstances qui ont été exposées dans les paragraphes relatifs aux prix, virée au Trésor, tandis que celui-ci couvre les différences analogues qui existent, en règle générale, en ce qui concerne les exportations, aucun système ne lie les recettes aux dépenses susmentionnées. Les opérations des deux types se déroulent indépendamment les unes des autres." ./• RESTRICTED GENERAL AGREEMENT ON TARIFFS A N D ^ l l l ^ ^ TRADE Limited D i s t r i b u t i o n SUBSIDIES N o t i f i c a t i o n s p u r s u a n t t o A r t i c l e XVI;1 POLAND The Government of Poland has informed the secretariat that Poland does not have rooourse to subsidization within the meaning of Article XVI, For further information reference is made to the relevant part of document Spec/239/58 which contains the answers to the questionnaire the CONTRACTING PARTIES transmitted to the Government of Poland in connexion with the study of the relations between Poland and the GATT. The paragraphs in question read: "Subsidies "44-47. Export subsidization within the meaning of Article XVI is not operated by Poland. There are, indeed, differences between the export price in foreign currency converted into Zloty at the official rate and the internal domestic price, but such differences - in the light of the explanations relating to the priee-and-cost structure are obvious and cannot be regarded as subsidization. "Neither are there applied in Poland special credit terms for exporters or other export incentives for foreign trade enterprises. "Although - in view of circumstances which were dealt with under the points relating to prices - differences between the internal prices qf / imports and the prices of those goods in foreign currency converted at the official rate, are transferred to the Treasury, while the Treasury covers similar differences existing, as a rule, in exports, there is no system of tying the receipts with the expenditures mentioned above. The two types of operation run independently of each other." ./.
