the Council reached agreement on the Declslon declaring l99O European lourlsm
Year. The Decleion lncludes an actlon protrarme dealgned to:
- prepare for the coming of the large area without frontiers, turning the
integrating role of tourism to account ln the creatlon of a peoplets Europe;
- stress the economic and social importance of the tourism sector, inter alia in
regional policy and iob creation.

States and private organizations, in particular to:

The Council heard a statement by Commissioner RIPA DI MEANA introducing a
Commission working paper on priority action to be undertaken in the tourism
sector.
The working paper provides
for, inter aIia,:
- actions to be taken through close co-operation
between the Member states and
the Community, such as:
. the promotion of
Europers image as a
tourist destination;
. the promotion of off-season tourism;

encouraging approximation
- actions involving

of the curricula of catering
regulation, such as:
. contracts governing relations
and their customers;
. the problem of

The Council held an exchange of views on a proposal
travel, package holldays and packate tour§.
for a Directive
on packagc
the purpoàe of this proposal is to harmonlze natlonal legislation on package
travel with a vlew to striking a Batlsfactory balance between the riShts and
mutual obligations of travellers and organlsers so as to provide consumers with
adequate guarantees.
At the close of the discusslon the council noted that the proposal gave rise to
certain difflculties, and ingtructed the Pernanent Repreaentatives Cormlttee to
continue lts work ln the llght, amonS other thlngc, of the Opinlon of the
European Parliament Hhlch was duc to be given shortly, 8o that the Council might
take a declslon.

large consensus s'est manlfestê autour de cette

Consell. Cette formule a prévalu sans dlf f lcultê sur cette de
