Conclusions des précédentes réunions du Groupe des Amis de la Syrie La Conférence du Groupe des amis de la Syrie a été établie à l’initiative de Nicolas Sarkozy, ancien président de la république française, pour discuter de la crise syrienne Les trois réunions dudit Groupe se sont déroulées comme suit : La première réunion a été tenue le 24 Février 2012 à Tunis. Elle a connu la participation de 60 pays ainsi que des représentants des Nations Unies, de la Ligue Arabe, de l’Union Européenne, de l’Organisation de la Coopération Islamique et du Conseil de Coopération du Golfe. - Le Groupe a souligné la nécessité de parvenir à un règlement pacifique non-militaire respectant et répondant aux revendications et aux aspirations du peuple syrien à la dignité, à la liberté, à la paix, à la démocratie et à la stabilité. - Les participants ont salué les efforts déployés par la ligue Arabe à travers des propositions qui visent à mettre fin à cette crise. - Les pays participants ont recommandé une transition pacifique du pouvoir, tout en exprimant leur soutien à l’opposition syrienne. La deuxième réunion a eu lieu le 1 Avril 2012 à Istanbul. cette rencontre a été l’occasion de présenter un rapport sur la situation humanitaire dramatique en Syrie et sur les violations flagrantes des droits de l’homme perpétrées par le régime en place. - Les participants à cette réunion ont recommandé au régime d’Assad de mettre en œuvre les résolutions de l’Organisation des Nations Unies, de la Ligue des États arabes et de l’Organisation de la Coopération islamique. - La situation des réfugiés syriens dans les pays voisins à cause des violences, a été également abordée lors de cette réunion. - Le groupe a discuté des sanctions contre le régime syrien et de la mise en œuvre des procédures contraignantes des États ou des organisations internationales. La troisième réunion a eu lieu le 6 juillet à Paris. Cette réunion a mis en exergue la nécessité d’appliquer les résolutions du conseil de sécurité de l’ONU et le plan de l’envoyé spécial du Secrétaire Général de l’ONU, M. Kofi Annan. - Le Groupe a appelé les autorités syriennes à retirer ses forces des zones résidentielles. Three meetings of the Group took place as follows: The first meeting was held on 24 February 2012 in Tunis. It was attended by 60 States and representatives from the United Nations, the Arab League, the European Union, the Organisation of Islamic Cooperation and the Gulf Cooperation Council. - The Group stressed the need to achieve a peaceful non-military settlement that meets and responds to the Syrian people demands and aspirations for dignity, freedom, peace, democracy and stability. - The participants welcomed the efforts of the Arab League through proposals aimed at ending the crisis. - The participating countries have recommended a peaceful political transition, while expressing support for the Syrian opposition. The second meeting was held on 1st April 2012 in Istanbul. This meeting was an opportunity to present a report on the humanitarian situation in Syria and on the gross human rights violations perpetrated by the Assad’s regime. - Participants in the meeting recommended that the Assad regime implements the United Nations resolutions as well as the resolutions adopted by the League of Arab States and the Organisation of Islamic Cooperation. - The situation of Syrian refugees in neighbouring countries due to ongoing violence was also discussed at this meeting. - The group discussed sanctions against the Syrian regime and the implementation of binding procedures by States and international organisations. The third meeting was held on 6 July 2012 in Paris and highlighted the need to implement UN Security Council’s resolutions on Syria and the plan put forth by the UN-League of Arab States Joint Special Envoy for Syria, Mr. Kofi Annan. - The Group has called upon Syrian authorities to withdraw their forces from residential areas. It also demanded the withdrawal of heavy weaponry, the release of all political prisoners and the granting of authorisation for the delivery of humanitarian assistance.
