Introduction
The Canadian Food Inspection Agency (CFIA) seed analyst accreditation exam, seed testing laboratory
accreditation, and accredited seed laboratory proficiency monitoring program are administered by
CFIA Saskatoon Laboratory, Seed Science and Technology Section (SSTS) with the assistance of the
Canadian Seed Institute (CSI) and Commercial Seed Analyst Association of Canada. The Minimum
list of Species for Seed Identification by Canadian Accredited Seed Analysts and Laboratories (here
after called the Minimum List) is to provide the seed identification minimum requirement that will be
used for guiding the seed analyst accreditation exam, accrediting seed testing laboratories, and
monitoring the proficiency performance of accredited seed testing laboratory in seed identification. It
should also be used for internal proficiency monitoring for seed analyst in accredited seed testing
laboratories.
The Minimum List states the minimum species that accredited seed analysts and seed testing labs are
expected to retrieve and identify in seed samples. Seed testing laboratories, which are seeking CFIA
accreditation or have been accredited by CFIA, shall have the identification resources available (e.g.,
reference specimens and books) in addition to the achievement and maintenance of the identification
proficiency for the listed species.

The Minimum List includes three parts: Species in Weed Seeds Order, species in Grade Tables I to XX,
Schedule I, Seeds Regulations, and other weeds. The CFIA Analyst Accreditation program is
considered equivalent to the Association of Official Seed Analysts (AOSA) Certified Seed Analyst
(CSA) program and the Society of Commercial Seed Technologists (SCST) Registered Seed
Technologist (RST) programs in the United States of America. As such, the list is accepted as
equivalent to the seed identification scope used for the RST and CSA. This acceptance of equivalence
and clearly identified expectation of proficiency allows seed analysts in Canadian accredited seed
testing labs to participate in other programs (e.g., US Animal and Plant Health Inspection Service
(APHIS) PPQ 925 certificate issuance, CFIA Authorized Exporter Program, Canadian Seed Institute
monitoring of seed establishments).
The selection criteria for other weeds are based on:
•
If the species are common contaminants of Canadian domestic seed sample (e.g., distributed in
Canada, found in domestic seed samples)
•
Species are weeds that are significant to Canadian environment and export markets (e.g.,
weedy species that has concerns to provincial legislation or other countries)
•
Species that has value to maintain seed analyst identification skill (e.g., common family
exposure, equivalent to SCST Seed Identification List).
