Resolution 1: SC9 requests its secretariat to issue a ballot to reaffirm, revise or cancel TR 21449, Content
Delivery and Rights Management: Functional requirements for identifiers and descriptors for use in the
music, film, video, sound recording and publishing industries. This ballot should also solicit prospective
members of an Ad Hoc Group to be created to revise the TR if this is the outcome of the ballot.
Résolution 1: Le SC9 demande à son secrétariat de publier un vote pour confirmer, réviser ou annuler le
TR 21449, Distribution de Contenu et Gestion des Droits: Spécification Fonctionnelles pour les identifiants et
leurs descripteurs dans le cadre de la musique, des films, des phonogrammes et de l’industrie de l’édition. Ce
vote devra également faire appel aux futurs membres du groupe Ad Hoc qui sera créé pour réviser le TR,
si tel était l’issu du vote.
Resolution 2: SC9 requests its secretariat to register the newly approved project Information and
Documentation – International Standard Document Link (ISO NP 17316) and establishes a Working
Group to develop it with Zhou Zhixu (Belinda Zhou) as convenor.

Documentation – Norme Internationale de Lien Documentaire (ISO NP 17316) et de créer un Groupe de
Travail pour le développer avec Zhou Zhixu (Belinda Zhou) comme animateur.
Resolution 3: SC9 requests its secretariat to establish a committee liaison with ISO/IEC JTC1/SC34.

Resolution 4: SC9 recommends that an A-liaison be established with Digital Data Exchange LLC (DDEX)
and asks its secretariat to invite DDEX to request this.

Resolution 5: SC9 resolves that all proposed SC 9 identifier standards (whether as new projects or as the
result of a systematic review) shall allow for a reference metadata element containing a party identifier
and the identifier scheme used. For the avoidance of doubt:

existing identifier standards are not required to be reviewed merely to include a Party identifier;
the requirement is limited to the inclusion of a party identifier metadata element and does not
require that the party identifier itself be made available on assignment of a particular identifier
instance;
the type of party identifier is intentionally not specified. It may be an ISO identifier such as ISNI
or a proprietary identifier such as VIAF or IPI.

Les normes existantes d'identifiants ne sont pas tenues d'être examiné uniquement pour inclure
cet identifiant pour le Entités;
- Cette obligation se limite à l'inclusion d'un champ permettant d’intégrer un identifiant pour les
Entités mais ne nécessite pas que l’identifiant lui-même soit fourni lorsque les métadonnées sont
spécifiées.
Le type d'identifiant pour les Entités n’est volontairement pas spécifié. Il peut s’agir d’un
identifiant ISO SC9 comme ISNI (ISO 27729) ou d’un identifiant de propriétaire tel que VIAF ou
IPI.
Resolution 6: SC9 resolves to create an Ad Hoc Group to express in a Semantic Web framework the
relationship between items identified by SC9 identifiers.
The first phase of the work will be to identify the technical language to be used to express the
relationships. This phase will last from May 2011 until October 2011.
The second phase will be to express the relationships themselves. This second phase will last from
October 2011 until May 2012.
Each Registration Authority will be responsible for defining all the relevant relationships pertaining to its
identifier.

Résolution 6: Le SC9 décide de créer un groupe ad hoc pour exprimer dans un contexte de Web
sémantique, les relations existantes entre les ressources identifiées par des identifiants SC9.
La première phase de ces travaux sera d'identifier les langages sémantiques pouvant être utilisés pour
exprimer ces relations. Cette phase durera de Mai 2011 jusqu'à Octobre 2011.
La deuxième phase sera de définir les relations elles-mêmes. Cette deuxième phase se déroulera du
Octobre 2011 à Mai 2012.
Chaque Autorité d'Enregistrement sera chargé de définir toutes les relations relatives à son identifiant.

Resolution 7: SC9 requests the Registration Authorities for its standards to inform the Convenor of the
Ad Hoc Identifiers Integrity Group (Paul Jessop) of problems encountered with identifiers which are
assigned outside the formal processes and suggested approaches to preventing this, or mitigating the
problems caused.
Résolution 7: Le SC9 demande aux Autorités d'Enregistrement de ses Normes, d'informer l’animateur du
ad hoc Groupe sur l'intégrité des identifiants (Paul Jessop) des problèmes rencontrés avec leurs
identifiants respectifs lorsque ceux ci sont attribués en dehors des processus formels ainsi que les
solutions envisagées pour remédier ou atténuer les problèmes causés.

Resolution 8: SC9 notes the issue raised by ISAN-IA (N607) regarding the confusion created in the AudioVisual market faced with two competing identifiers. This confusion arises from the collision of the nonISO EIDR coupled with DOI and ISAN. SC9 expresses its deepest concern that the scope limitation
expressed in the DOI FDIS is apparently not respected. SC9 asks that IDF propose measures that address
this issue.
Résolution 8: Le SC9 prend bonne note des problèmes soulevés par l’Autorité d’Enregistrement ISAN-IA
(N607) au sujet de la confusion créée dans le marché de l'audio-visuel à cause de l’existence de deux
identifiant concurrents. Cette confusion résulte de la collision entre l’identifiant non-ISO EIDR couplé avec
le DOI et ISAN. SC9 exprime sa très vive préoccupation que la limitation du périmètre d’application tel
que défini dans le FDIS DOI ne soit apparemment pas respectée. Le SC9 demande à IDF de faire de
propositions permettant de remédier à cette situation.
Resolution 9: SC 9 resolves that it will hold its next plenary meeting in partnership with the TC46
plenary week, in Berlin in May 2012.
