Phytosanitary Standards: NAPPO and IPPC CSTA International Committee November 13, 2014 Growing for the World/ Une Croissance Axée sur le Monde Background There is a lot of working currently underway on phytosanitary standards for the movement of seed both at the North American and the international level Growing for the World/ Une Croissance Axée sur le Monde NAPPO NAPPO is a forum for government and industry in Canada, the US and Mexico to collaborate on the development of standards to protect plant resources and facilitate trade. NAPPO’s mandate is derived from the IPPC and the FAO of the United Nations. CSTA is a member of Canada’s Industry Advisory Group. Growing for the World/ Une Croissance Axée sur le Monde NAPPO (2) The adoption of RSPM 36 has been CSTA’s highest priority at NAPPO. RSPM 36 was approved by the Executive Committee on March 19, 2013. This is the first ever regional standard for seed and was used as a template for the international standard. Growing for the World/ Une Croissance Axée sur le Monde NAPPO (3) NAPPO’s 38th Annual Meeting in Huatulco, Oaxaca, Mexico the week of October 20, 2014. Growing for the World/ Une Croissance Axée sur le Monde IPPC IPPC is an international plant health agreement, established in 1952, that aims to protect cultivated and wild plants by preventing the introduction and spread of pests. There are currently 181 signatories to the IPPC. IPPC is governed by the Commission on Phystanitary Measures (CPM) of the UN’s Food and Agriculture Organization. Growing for the World/ Une Croissance Axée sur le Monde IPPC (2) Building off NAPPO’s regional standard for the movement of seeds there is now a draft ISPM for seed. The international standard provides guidance to signatories NPPO’s on the criteria for harmonizing import, export and re-export requirements. The aim of the ISPM is to facilitate the international movement of seed. Growing for the World/ Une Croissance Axée sur le Monde IPPC (3) The ISPM for seed is now out for country consultation, closing on November 30th, 2014. CFIA hosted a series of webinars on the IPPC and the ISPM for seed. CFIA has indicated that they support the standard. CSTA will be submitting comments shortly. Growing for the World/ Une Croissance Axée sur le Monde IPPC (4) The number and type of comments received will determine its timeline. March 2016 is the likely timeline for adoption of the standard.
