Comment on protège la nature contre ses
protecteurs officiaux?
Les habitants de la Rhénanie sont heureux
d’accueillir leurs hôtes internationaux. Quandmême, ils n'hésitent pas à vous informer d'un
scandale qui se passe: on veut fonder tout près
d'ici à l'autre côté du rhin
le Siebengebirge est ainsi en même temps characterisé par
l'usage des habitants, des visiteurs et de la technique moderne –
tout à fait contraire aux intentions de la UICN!
Finalement, notre paysage a le caractère d'une région pleine de
culture et de cultivation, qui date depuis temps des Romains –
toujours admirée par les peintres et les poètes les plus fameux
(par exemple Goethe, Lord Byron, Mark Twain, Guilleaume
Apollinaire, Luigi Pirandello etc.)
Pourquoi l'administration continue à poursuivre le projet?
Nous registrons et discutons les raisons suivantes:
1. l'orgueil faux des politiciens locaux
2. le désir d'augmenter le tourisme (dans une région débordée de
plus de 6 millions de visiteurs par an)
3. on expecte des avantages pour l'économie locale (malgré le fait
que le développement économique de la région est brillant)
4. on espère de pouvoir diminuer la circulation routière tandis qu'on
va hausser le traffic touristique.
le Parc National 'Siebengebirge'
Les Sept Montagnes/das 'Siebengebirge', sont actuellement
classifiées par ces 4 titres: Parc Naturel, zone protégée,
Flora-Fauna-Habitat (FFH de la UE) et Diplôme Européen
concédé par le Conseil d'Europe. Contre toute règle exigée
par l'organisation UICN on cherche de transformer ce bijou
dans un „Parc National“.
Voilà nos arguments contre l’etablissement d’un
Parc National:

Le Parc Naturel de Siebengebirge est en bon état écologique! Son changement dans un Parc National n'est ni
nécessaire ni utile;
la surface du Siebengebirge est trop petite: elle consiste
en 47 km² seulement (au lieu d'un minimum de 100 km²
selon les règlements internationaux);
Le Siebengebirge fait partie d'une zone urbaine de plus
de 3 millions habitants qui utilisent la forêt comme zone
de récréation et de loisir;
La région Siebengebirge est, en Allemagne, une région
non-urbaine du premier rang pour le tourisme national et
international avec plus de 6 millions de visiteurs par an;
la région forestière est coupée par 7 routes régionales
très fréquentées, par l'autoroute A3, par une ligne de
ICE (le 'TGV' allemand) etc.; en plus le Parc National
serait touché par le bruit du traffic de l'aéroport de BonnCologne et par les helicoptères du gouvernement
fédéral et de la police nationale;
Qu'est-ce que nous indigne en particulier?
Le ministère des affairs écologiques (MUNLV) du Land NordrheinWestfalen, au lieu de suivre son devoir, est en train de violer la nature
par
— l'installation des zones urbaines d'assainissement (de 81.000 m²)
auprès du Drachenfels et du monastère Heisterbach;
— on va placer dans le Siebengebirge six l'ôtissements de
30.000 m² environ pour y bâtir des édifices nouveaux;
— il y a des programmes architecturals concernant la transformation du paysage et la construction de nouveaux bâtiments –
tout cela sur un terrain où la nature devrait épanouir selon ses
propres règles!
Pourqoi cette information?
Un 'Parc National' dans le Siebengebirge serait un „fraude de label“.
Chaque autorité, qui cherche à vous indoctriner, vous trompera.
Il y a plusieurs organisations de bonne renommée écologique
qui luttent pour la conservation sincère de la nature (comme Europarc,
Deutscher Naturschutzring, NABU etc.). Elles s'adressent contre l'idée
d'un 'Parc National faux' et de même contre l'endommagement de
tous les autres Parcs Nationaux qui soutiennent l'idée d'une nature
effectivement et sérieusement protégée.

Wir Bürger des Rheinlands grüßen unsere internationalen Gästen und zeigen Ihnen direkt vor den Toren
der Bonner CBD-Konferenz ein Beispiel, wie man
nachhaltigen Umweltschutz nicht macht:
Das Siebengebirge soll Nationalpark werden!
Obwohl bereits vierfach geschützt (Naturpark, Naturschutzgebiet, FFH-Gebiet und Europa-Diplom-Gebiet des Europarats),
soll das Siebengebirge – wider alle IUCN-Regeln – zum
Nationalpark gemacht werden, der höchsten Schutzkategorie.

Der Naturpark Siebengebirge ist in bester Ordnung und
durch nichts bedroht, so daß ein 'Nationalpark' weder
hilfreich noch notwendig ist.
Das Siebengebirge kann die Kriterien für Nationalparke
nicht annähernd erfüllen, denn es weist mit nur 47 km²
weniger als die Hälfte der notwendigen Mindestgröße
(100 km²) auf.
Es liegt in einem der größten urbanen Ballungsräume
Europas und ist daher ein Naherholungsgebiet für rund
drei Millionen Menschen.
Außerdem ist das Siebengebirge das größte nichtstädtische
Tourismusziel Deutschlands: Allein der berühmte
Drachenfels zieht jährlich gut eine Million Touristen an!
Das Siebengebirge wird durchschnitten von sieben sehr
verkehrsreichen Regionalstraßen, der größten deutschen
Autobahn (A 3) sowie der ICE-Eisenbahnstrecke 'KölnFrankfurt'.
Auch der Landeverkehr des Flughafens Köln/Bonn, privater
Flugverkehr und der Hubschrauberbetrieb von
Bundesregierung und Bundespolizei sind zu ertragen.
Insgesamt ist das Siebengebirge — entgegen allen Zielen
von Nationalparken — extrem durch vielfältige menschliche
Nutzungen und Lärm gestört: Die für Nationalparke
erforderliche Unzerschnittenheit des Gebiets sowie die
anzustrebende Ruhe sind weder heute noch künftig
erreichbar!

our guests!
Besonders aber handelt es sich beim Siebengebirge um eine
alte Kulturlandschaft, die vom Menschen weitgehend
geformt und genutzt wurde, und zwar von den Römern vor
2000 Jahren über die Freunde der Rheinromantik (Lord
Byron, Mark Twain, Guilleaume Apollinaire, Luigi Pirandello
etc.) bis zu Ihnen!

Warum also wird das Projekt mit hohem Aufwand von
der Verwaltung trotzdem verfolgt?
Wir, die Bürger, sehen vor allem folgende Gründe:
1. falscher Ehrgeiz der Politiker,
2. Förderung des Tourismus (in einem Gebiet, das mit jährlich
rund sechs Millionen Besuchsnutzungen schon heute die
Grenzen des Naturverträglichen erreicht hat);
3. Wirtschaftsförderung (in der sowieso prosperierenden
Region Köln-Bonn);
4. Lösung regionaler Verkehrsprobleme (die widersinnigerweise durch den Plan noch verschärft werden).
Was uns besonders empört:
In unserer schönen und bestens geschützten Heimat Siebengebirge hat ausgerechnet die oberste Naturschutzverwaltung
dieser Provinz (Umweltministerium Nordrhein-Westfalen) massiv
störende Pläne forciert, nämlich:
— Zwei städtebauliche Sanierungsgebiete (~ 81.000 m²) führen
zu groben Eingriffen in Natur und Landschaft!
— Sechs Bebauungsplangebiete könnten bis zu 30.000 m²
Bauland mitten im Naturschutzgebiet ausweisen!
— Zwei regionale Landschaftsgestaltungsprogramme
(regionale 2010) sollen erhebliche landschaftsarchitektonische Veränderungen und Baumaßnahmen herbeiführen, und das in einem Gebiet, in dem nach dem Gesetz
die Natur sich selbst überlassen werden soll!

How to protect nature from legal protection?
Welcome! We, representing the silent majority of the
population of this area, would like to draw your attention to a scandalous abuse of the idea of sustainable
nature protection just across the River Rhine:
The 'Siebengebirge' National Park Project!
The Siebengebirge is intended to be turned into a 'National Park' –
although it has been adequately protected as a Nature Park for
many years. In addition to that the region qualifies as a Nature
Reserve Area, as a Nature2000-area of the European Community
and a European Diploma area of the Council of Europe.
Why establishing a National Park would be the wrong
decision?

Warum informieren wir Sie?
Jeder, der Sie indoktrinieren will, macht Ihnen etwas vor!
Denn die Einrichtung eines Nationalparks im Siebengebirge käme
einem Etikettenschwindel gleich. Dies sehen auch anerkannte
Naturschutzverbände so (z.B. Europarc, Deutscher Naturschutzring, NABU). Ein falsch ausgewiesener Nationalpark
schadet außerdem allen anderen Nationalparken, die sich mit
großer Sorgfalt bemühen, ehrlichen Naturschutz für uns und
unsere Nachkommen zu betreiben!

The existing Siebengebirge Nature Park is in perfect
condition, so that a 'National Park' would be neither helpful
nor necessary;
Because of its comparatively small size (47 km², less than half
the minimum required for a National Park) the Siebengebirge
will never fulfil the international criterion of extension;
The population of the Bonn-Cologne metropolitan region is
used to and loves the opportunities offered by this wonderful
scenery for recreation as well as for biological studies, cultural
events and many other functions;
Not only the „castled crag of Drachenfels“ (ruins of the
Historical Castle) (attracting about 1 million of tourists), but
also the 'Siebengebirge Nature Park' as a whole are among
the most popular non-urban German tourist highlights;
A National Park would have to guarantee the tranquillity for
most of its area. Unfortunately most busy and noisy traffic
routes including Germany’s busiest Motorway A3 and also the
High-speed Train Cologne-Frankfort crosses the Siebengebirge. To top it all of – the air traffic from Bonn-Cologne
Airport and that of the Federal Police operating at nearby
base;
Last but not least: A National Park would by definition have to
approach a state of 'wilderness', whereas the Siebengebirge
So, why in spite of these arguments, do some people
in the administration favour the idea of establishing
the Siebengebirge National Park?
We, the friends of Siebengebirge Nature Park, suspect
1. ambitions of certain local & provincial authorities,
2. hope for an expansion of tourism beyond the enormous
number of visitors already putting the resources of the area
to their limits;
3. in general: the forceful economic development of this
region;
4. solution of local traffic problems – ignoring the fact that
more of those would be generated by the National Park
itself.
Why our outrage?
The ministry of ecology (MUNLV) of Northrhine-Westphalia,
rather than following their responsibility for nature protection,
are obviously favouring disturbing plans like
— the installation of urban redevelopment areas of about
81.000 m², which means massive harm to nature;
— six development schemes within the Siebengebirge,
including about 30.000 m² of building land;
— regional landscape architecture programs ('regionale2010')
interfering with the natural situation, looking upon this
formerly well protected and esteemed landscape merely as
a disposable monetary asset.
Why are we informing you?
The idea of the Siebengebirge National Park is simply a fake.
People advocating its establishment are deceiving you with
false declaration and they can never offer a model deserving
your respect. There are, of course, other competent and reliable
sources of information, such as Europarc, German Nature
Protection Circle/ Deutscher Naturschutzring (DNR), NABU.
Please do not forget that any initiative wrongly claiming the
name of 'National Park' is a damage to those who honestly try to
pursue a policy of sustainable protection of nature & landscape
–who does this for all of us and the future generation!
Don’t let them take you on a joy ride!
